The 2013 ORPA Service Rifle Championship By ORPA Trustee Keith Bailey In spite of a threatening weather forecast, the ORPA 2013 Highpower Service Rifle Championship was held on May 11 and 12 with 88 competitors. The 88 competitors included 17 junior shooters which is the largest turnout in quite a few years. The 80 round individual match went off without any appreciable delays although the weather was pretty cold for a May match. With temperatures in the mid to high 50s, it was unusual to see Chief Range Officer Ralph Reichman in a hooded sweatshirt and long pants. The anticipated showers held off until the match was complete. Thanks to our sponsors, our first place winners received some greatly appreciated awards which included doormats and gift certificates. The results included the new Service Rifle Champion for Kent Roach. 2 2 Gunsmoke June-July 2013 A Message from the President Bob Sacco president@orpa.net The Ohio Rifle and Pistol Association is proud of our long affiliation with the Ohio National Guard at Camp Perry and the matches we have sponsored there. We have been informed by Camp Perry employees that the command staff has cancelled our annual Labor Day weekend shoot over the rifle qualification course and the combat pistol course. We know these pop-up shoots have been very popular with the membership and we regret the cancellation. The reason given was that the shoot was not historical or educational. Our hope is that when budget problems are finally resolved that we may once again provide this interesting and challenging event to our members. The Cincinnati Enquirer ran an article detailing protest activity at events attended by Senator Rob Portman related to his recent vote against the misguided attempt to require universal background checks. Please, if you have an opportunity to attend such an event show your support for Senator Portman and his stand for our individual rights. Take the time to contact him and let him know that law abiding citizens appreciate his vote. I m sure there will be other attempts at what will be called common sense additions to current regulations but maybe enforcing laws already on the books might be a more common sense approach. The ORPA will continue to monitor proposed legislation with an eye to bringing the full weight of the Association to bear when needed. The shooting season is well under way and we have the Highpower clinic coming up in June. I would like to thank the management and staff at Ohio Ordnance Works, Inc. for their support of the clinic providing us with access to ammunition which is a scarce commodity right now. The CMP is providing rifles but without Ohio Ordnance Works help we would not have been able to run the clinic. The efforts of VP-Operations Alan Joseph were instrumental in obtaining the assistance of our friends at Ohio Ordnance Works. In closing, please continue to send in your sweepstakes tickets and money which all goes to support our Junior Teams and the future of the shooting sports. Youth Rifle & Pistol Shoot July 27-28, 9 am For ages On Saturday, youngsters who have never handled a firearm will take a class on safe firearms handling, then will shoot at both paper and reactive targets. They will be limited to.22 rim fire rifles and will shoot from the bench and supported prone positions. On Sunday, the more experienced students will shoot after a refresher class on safety and gun handling procedures. They will have the opportunity to shoot both.22 rim fire rifles and handguns at paper and reactive targets. Ammunition and firearms to be provided. Thank You, for your donations! 5 Gunsmoke June-July 2013 Youth Shooting Sports at Greene Co. Fish & Game 5 Events are open to all youth in the Greene County area and equipment is provided for those in need. Trophies are given for three places in three age groups for most events.events require a sign-in form to be completed by an adult. Range officers run the events and all their commands must be followed closely. A safety and instruction session will be given at each event. A responsible adult must be with the youth at all events. Non-participating youth must be kept under control for safety reasons. No deer with antlers are to be taken this weekend regardless of method of take, so bow hunters will be restricted to antlerless deer also. Contact Dave Schock, Major Changes for the 2013/2014 Deer Hunting Season By ORPA Hunting Chair Don Hunter The extended shotgun weekend in December as we know it is gone. Currently there is to be a five day muzzleloader season starting on Friday, Jan. 5 running through Tuesday. On the Friday and Saturday of muzzleloader season shotguns will be allowed but not on Sunday, Monday or Tuesday. As of this writing, I was unable to learn if hand guns would be allowed during the muzzleloader season. There are major changes to the upcoming deer season and late changes to the proposed new regulations. 7 Gunsmoke June-July 2013 A Look at Neighboring States By Hunting Chair Don Hunter 7 West Virginia Becomes 33rd State to Pass Families Afield Legislation Recently, West Virginia Governor Earl Ray Tomblin signed into law Senate Bill 478, a measure aimed at recruiting new hunters in the state. The bill, sponsored by Senator John Unger (D- Berkeley), creates an apprentice hunting license to allow new hunters to take to the field under the guidance of an adult mentor before taking hunter education. Current law in West Virginia allows youth under the age of fifteen to try hunting before taking hunter education if they are accompanied by a licensed adult. This bill expands this mentorship concept to allow all ages to safely experience our outdoor traditions. Families Afield has proven to get new hunters into the field safely and in a manner that allows them to experience all that hunting has to offer, said Jeremy Rine, U.S. Sportsmen s Alliance in-house counsel and associate director of state services. Sportsmen should be very excited to see another state pass legislation that will keep our hunting heritage alive for generations to come. New hunters in West Virginia will have the opportunity to give hunting a try while supervised by a currently licensed hunter that is at least eighteen years old. These new hunters will be able to experience West Virginia s great hunting heritage for up to three years before completing the state s hunter education course. The Families Afield Initiative was established by the U.S. Sportsmen s Alliance, the National Shooting Sports Foundation, and the National Wild Turkey Federation to bring a new generation of sportsmen to the field. Along with the National Rifle Association and the Congressional Sportsmen s Foundation, the coalition has worked to pass measures in 33 states with more than 782,000 apprentice or mentored hunting licenses sold since the program s inception. HSUS & Keep Michigan Wolves Protected Working to Control Michigan Hunting A coalition called Keep Michigan Wolves Protected says it has more than enough signatures to suspend any plans for a Michigan wolf hunt. The coalition including The Humane Society of the United States said it was submitting 253,705 signatures to state election officials. If at least 161,305 of those signatures are deemed valid, a new state law that could lead to a wolf hunt would be at least temporarily suspended. Michigan voters would then decide the law s fate during the November 2014 election. State wildlife officials have not yet announced whether they will push for a hunt. If a hunt were recommended, it likely would be focused exclusively on parts of Michigan s Upper Peninsula. But the coalition opposed to a hunt wants to make that process a moot point by overturning a state law approved late last year that classifies the wolf as a game species. Across the entire state, hundreds of thousands of Michiganders have spoken with their pens to tell legislators that they were wrong in approving a wolf hunting bill last December, said Jill Fritz, director of Keep Michigan Wolves Protected and the state s director for The Humane Society of the United States. The Michigan United Conservation Clubs called The Humane Society of the United States an antihunting organization trying to force its beliefs on states residents. The fact that HSUS was able to collect the required number of signatures tells us nothing about the issue other than if you are willing to spend hundreds of thousands of dollars and target areas of the state without a wolf population and refuse to educate the public about the issue, you can collect a lot of signatures, Erin McDonough, executive director of MUCC, said in a statement. MUCC believes that HSUS has vastly underestimated the intelligence level of Michigan s residents and has grossly overestimated this state s tolerance for out-ofstate extremists attempting to buy election results. 8 8 Gunsmoke June-July ORPA Juniors Apply by September 1 for Donna J. Deal Memorial Scholarship The Ohio Rifle and Pistol Association is again providing two scholarships for junior members. The scholarship program is named for a longtime junior club coach from the Erie County Conservation Club and ORPA trustee. Each scholarship recipient will be awarded $500 to help fund enrollment in a trade school, community college, or two or four-year educational program. Interested students should be an ORPA individual member and competitor for at least the last two years. They will need to furnish three letters of recommendation, including one from their coach or instructor. Each student will also supply a high school transcript to demonstrate a Grade Point Average of at least 3.0 during their junior and senior years. Applicants should provide a typed statement describing their post-high school goals. This statement can also include detail of the student s other activities, including school extra-curricular, work experience, and community service. An application is available at or by sending a request to the address listed after this article. Please note that scholarship winners do not need to compete on a collegiate team. ORPA is interested in rewarding junior members who share an appreciation for the shooting sports and can positively represent the organization. The typical SASS Sanctioned Regional Championship match supports 300 or more shooters and includes four days of events. Regional Championships are hosted by the highest performing Cowboy Action Shooting clubs in the region located August 8-11, Middletown Sportsman s Club, Middletown, Ohio near hotels and services. Regional locations also provide camping to any who wish to partake. These events also support 50 or more vendors providing a wide variety of products, services and prizes. Overall State Champions from the states within each region are awarded free entry to their Regional Championship. Overall Regional Champions are awarded free entry into the SASS National Championship of Cowboy Action Shooting, Winter Range. Below are some points covered in the Wild Bunch Ranger Officer classes that I borrowed from a recent Big Irons bulletin The shotgun a 97 or 93 can be loaded at the loading table. There is no penalty for overloading a shotgun or rifle. In an open long gun there is no penalty for and empty case or hull in the gun. At the completion of a shooting pistol string you may not re-holster, to do so is a SDQ. The pistol must be placed on a table if it is not the last gun fired. It must then be cleared after the stage is completed and before the shooter leaves the firing line. If the stage ends with the pistol. It must be shown clear made safe and then re-holstered. At the unloading table, the already cleared pistol is not removed from the holster. The shooter must keep their finger outside the trigger guard when re-loading or moving. The shooter may not hand off a malfunctioning firearm, it must be staged on a prop with the muzzle in a safe direction. The shooter is the only one to clear a malfunctioning firearm during the course of fire. After it leaves the shooter s hands it may not be used again. Once a shooter stages their firearms no one else can touch them. Ruger finished the course with a time of Smoke in the Woods, Mideast Territorial Blackpowder Championship April 6-7, 2013, Hosted by the Big Iron Rangers and Middletown Sportsman s Club Smoke in The Woods 2013 was a great match! The weather broke cool on day one with temps in the 40 s and a slight breeze, perfect for Black Powder shooters. And, it remained beautiful throughout the entire weekend. The twelve stages were well written with enough movement for everyone and some required a bit of thought about the best plan of action. Seven stages were shot on Saturday and the rest on Sunday. The posses enjoyed the Saturday dinner at the Middletown Club House which was comprised of a large variety of pizzas and ice cream for dessert. On Sunday the competition was over by noon, then the scores were tallied and the awards presented. Indy Kid shooting in the Senior category was the overall top shooter. The top lady was Clementine Valentine shooting Ladies Gunfighter and the Young Gun Boys division was won by none other than Possum Slayer! 11 Gunsmoke June-July 2013 The Pale Rider Category Pale Rider is for full-load black powder shooters. It is expected that the black powder competitor will contend with smoke obscured targets. To ensure this, all shotgun, revolver, and rifle powder charges must produce smoke. The category is shot duelist style. Duelist Style is defined as shooting a revolver cocked and fired one handed, unsupported. The revolver, hand, or shooting arm may not be touched by the offhand except when resolving a malfunctioning revolver problem or when transferring the revolver from one hand to the other. 22 Page 24 Nominate a Trustee Gunsmoke June-July 2013 The leaders of ORPA realize that to continue growing we must explore new ideas and avenues of involvement. For any organization to serve its members it must know what the members interests are. One way that ORPA accomplishes this is through its 33 elected trustees. Using their experience, ideas and energy; trustees serve as a communications link between the association, their clubs and the shooting community. The trustees formulate the policies, programs and procedures that make our state association responsive to its members interests. This is an ongoing process. Trustees are elected at the November annual meeting and serve a three-year term. We are looking for a variety of people from all disciplines so that the association may better serve its members. You can work within the committees for each discipline or find your interest in other areas, such as women s issues, legislation, hunting, education, etc. There are four trustee meetings during the year, usually held one Sunday during January, March, September and November.
