2 Texas Handgun License to Carry Certification Course Obtaining a License to Carry for the State of Texas requires successful completion of a MINIMUM 4 hour certification course which is outlined by the Texas Department of Public Safety and covers topics on the use of force, gun safety, retention holsters, gun storage, conflict resolution and Texas laws pertaining to use of force as a defense, licensing requirements and laws regulating concealed handgun license holders. To obtain a License to Carry in the State of Texas you must complete the 4 hour minimum course, qualify with a handgun in accordance with the DPS course of fire, and pass a 25 question exam. A student must then apply to the state and pay the current fees and undergo a complete background check for the state to issue a license. There is currently no requirement as to which order an applicant must follow regarding class and online application. The entire process requires the completion of both. Either may be completed before the other. Applicants may complete their State of Texas Online Application which includes all application questions, affidavits, and payment arrangements. Fingerprints may then be obtained at a L1-IdentoGo location after the application has been completed and payment received online. The completed application checklist, along with the required proficiency certificate (LTC-100) issued by our instructor can then be returned to the DPS. If you have questions pertaining to your already submitted application, please contact the DPS Handgun License Division directly: You should also go online and familiarize yourself with the Texas DPS website: In addition, you may want to download the current LTC-16, TEXAS CONCEALED HANDGUN LICENSE LAWS AND SELECTED STATUTES: It is in Adobe.pdf format. Some students download onto their tablet or smartphone. Others will print it out and bring with them to the class for reference. However, please be aware that it is 86 pages long and it is not necessary to have it for the class. We will cover the laws in sufficient detail. YOU WILL BE REQUIRED TO DEMONSTRATE SAFETY AND PROFICIENCY WITH A HANDGUN. IF YOU DO NOT KNOW HOW TO HANDLE OR MANIPULATE YOUR FIREARM, SHOOT ACCURATELY, AND BE SAFE YOU WILL NOT BE ABLE TO PASS THE RANGE PROFICIENCY PORTION OF THIS CLASS. YOU WILL BE REQUIRED TO GET REMEDIAL FIREARM SAFETY AND PROFICIENCY TRAINING BEFORE BEING ALLOWED TO TAKE THE RANGE PROFICIENCY PORTION AGAIN.

3 Eligibility for a Texas CHL A person is eligible for a license to carry a handgun if the person: is at least 21 years of age (military years of age now eligible Texas CHL Law change), has not been convicted of a felony, is not currently charged with the commission of a felony, Class A or Class B misdemeanor, or equivalent offense, or an offense under Sec of the penal Code (Disorderly Conduct) or equivalent offense, is not a fugitive from justice for a felony, Class A or Class B misdemeanor, or equivalent offense, is not a chemically dependent person (a person with two convictions within the ten year period preceding the date of application for offenses (Class B or greater) involving the use of alcohol or a controlled substance is ineligible as a chemically dependent person. Other evidence of chemical dependency may also make an individual ineligible for a LTC), is not incapable of exercising sound judgment with respect to the proper use and storage of a handgun, has not, in the five years preceding the application, been convicted of a Class A or Class B misdemeanor, or equivalent offense, or an offense under Section of the Penal Code (Disorderly Conduct) or equivalent offense, is fully qualified under applicable federal and state law to purchase a handgun, has not been finally determined to be delinquent in making child support administered or collected by the attorney general, has not been finally determined to be delinquent in the payment of a tax or other money collected by the comptroller, state treasurer, tax collector of a political subdivision, Alcohol Beverage Commission or any other agency or subdivision, is not currently restricted under a court protective order subject to a restraining order affecting a spousal relationship, has not, in the 10 years preceding the date of application, been adjudicated as having engaged in delinquent conduct violating a penal law in the grade of felony, has not made any material misrepresentation, or failed to disclose any material fact, in an application submitted pursuant to Section or in a request for application submitted pursuant to Section

4 Handgun Range Proficiency Of a possible score of 250 points, 175 (70%) is required to pass. A total of 50 rounds are fired during range qualifications. The B-27 target shown below will be used in any of the approved 4 colors (black, blue, orange, green). You must use a handgun [semi-automatic (recommended) or revolver] of.22 caliber or larger. No lasers are optical sights permitted. The course of fire is as follows: 3 yards, 20 rounds 1 shot in 2 seconds, 5 times 2 shots in 3 seconds, 5 times 5 shots in 10 seconds, 1 time 7 yards, 20 rounds 5 shots in 10 seconds, 1 time 2 shots in 4 seconds, 1 time 3 shots in 6 seconds, 1 time 1 shot in 3 seconds, 5 times 5 shots in 15 seconds, 1 time 15 yards, 10 rounds 2 shots in 6 seconds, 1 time 3 shots in 9 seconds, 1 time5 shots in 15 seconds, 1 time 50 Rounds Total Scoring the Target Scoring shots is a simple matter of counting the number of rounds or "hits" on the paper and assessing each with a point value. Since proficiency is attained at 175 points (70%), it is most beneficial to place your first 20 rounds at the 3 yard mark and the next 20 at the 7 yard mark in the 5 point area. Hits within the 8 ring (red) are 5 points. Hits within the 7 ring (yellow) and outside the 8 ring (red) are 4 points. Hits outside the 7 ring and still on the silhouette are 3 points. Hits outside of the silhouette area (green) are 0 points.

5 CHECKLIST What You Will Need to Bring YOU CANNOT QUALIFY ON THE RANGE WITHOUT ITEMS 1-7: 1. Your handgun [semi-automatic (recommended) or revolver] of.22 caliber or larger (change became effective 9/1/2017). a. All firearms and magazines should be UNLOADED and STORED in a gun case, gun bag, or range bag; No holsters. DO NOT BRING YOUR FIREARM OR AMMUNITION INTO CLASS. Leave it secured in your vehicle out of sight until we arrive at the range. An accidental discharge while loading, unloading or handling your weapon will be grounds for not receiving proficiency certification. b. All handguns should be in good repair and have no modifications that would make the weapon less safe (please make sure your weapon is working properly and will operate without malfunction PRIOR to the class). It must be reliable, functioning and safe to use. If the Instructor deems it unsafe, you will not be able to use the handgun. If you are unsure, please call the Instructor to discuss. c. Make sure you are familiar with your handgun and its operation. d. Make sure you zero your handgun as there is no time allotted in class for this. 2. Quality ammunition - a minimum of 50 rounds, however 100 is recommended in case of failures or malfunctions. Eye protection (prescription glasses with plastic lenses are acceptable). 4. Ear protection (full over-ear type recommended). 5. Head cover - cap or hat that will cover the head and the area toward the face (such as a baseball cap). 6. Closed toed shoes and socks (absolutely no sandals) 7. Closed collared shirt or blouse to prevent hot brass from burning chest area, thus creating safety hazard. THIS IS IMPORTANT AND SHOULD NOT BE IGNORED DUE TO SAFETY RISKS!!! 8. There is a covered firing line. However, you may want to consider bringing a jacket or rain gear appropriate for outdoor use. We will shoot regardless of weather. 9. Pen or pencil, notepad for taking notes and highlighter or other similar material at your discretion. 10. Bagged lunch, snacks and drinks to eat in the classroom while we continue the class. We will also be providing periodic 10 minute breaks throughout the class. No onsite water or refrigerator available. 11. Bring your state issued ID or DL. You will need to present it to the instructor to take the class.
