4 1 SITE LOCATION AND SCOPE The site is located in the Richtersveld area of the Northern Cape Province approximately 30km east-north-east of Alexander Bay and 820km from Cape Town. The Orange River flows in a westerly direction approximately 3km north of the site. This document deals with the maintenance of the gravel roadway, DR3246, from the turn-off to Alexander Bay and border post, up to the turn-off to the site. This gravel roadway is the access to the town of Kuboes as well as the Richtersveld National Park. Figure 2-1 shows the locality of the site in relation to Alexander Bay and the RSA/Namibia border. DR3246 Alexander Bay Richtersveld SunSpot Figure 1-1 Alexander Bay-RichtersveldSunSpot Route The construction stage of the plant is expected to take place over a period of 12 months during which the contractor will be made responsible for maintaining the gravel road DR3246 from Alexander Bay up to the turn-off to the Richtersveld SunSpot site. The length of gravel road to be maintained is approximately 30km. Page 2 of 6
5 2 EXPECTED DEFECTS TO BE REPAIRED As the roadway consists of a sandy gravel the following defects are expected as a result of the additional construction traffic: Corrugations of the roadway Powder potholes Mud Potholes Deteriorated level that impacts on drainage Drainage defects Loss of cross section The following are actions to address these defects on a periodic basis but should be initiated as is needed by an independent Site Engineer 1. The figure below is a typical drawing for the required cross sectional elements that should be attained and maintained. 1 Independent Site Engineer is in the employ of the Civil Engineering Consultant and not the Contractor, Client or Authorities Page 3 of 6
6 3 MAINTENANCE ACTIONS TO ADDRESS DEFECTS 3.1 LIGHT BLADING Light blading includes the following actions: Smoothen Corrugations Removal of loose material from the road surface. Distributing slightly plastic material, preferably moist, over the width of the surface to replace ravelled material. Source material from gravel road edge or from newly cut drainage mitres. This action will be initiated once a month for the entire 30km section for the duration of the construction project or when corrugations and rutting are less than 25mm in depth. The Site Engineer will evaluate the need for additional light blading as it becomes necessary. Corrugations and rutting are traffic induced and more frequent blading will be required during periods of large volumes of traffic. The site Engineer must demarcate the section lengths to be bladed and agreed with the contractor. The necessary plant needed for this action is: Motor grader Material needs for this action should be minimal and needed gravel must be sourced from existing gravel windrows along the edge of the travelled way. If material is not available the scope of this action will fall outside its intended limit and consideration must be given the heavy blading operation discussed in Section HEAVY BLADING If defects have deteriorated to deeper than 25mm but less than 50mm the heavy blading of the surface is recommended. The heavy blading activity is most appropriate to the removal of hard corrugations and should be initiated every two (2) months. The action consists of: Deep cut to loosen an appropriate volume of material after moistening with water bowser. Removing oversized and coarse material Shaping the road surface to a 3-4% cambered cross fall Compacting the shaped surface by pneumatic roller This activity is only possible if sufficient material exists on the current road and the level is still adequate relative to the adjacent ground level. The main purpose is to obtain a proper cross fall Page 4 of 6
7 and a hard, smooth crust. Heavy blading is expected to be done once, at the onset of the project if deemed necessary by the Site Engineer. Subsequent light blading can be done at the recommended intervals discussed in the previous section. The necessary plant needed for this action is: Motor grader Water bowser Pneumatic roller 3.3 SPOT GRAVELLING The purpose of spot gravelling is to replace material loss from the surface due to a variety of reasons. Gravel, not contaminated by organic materials, must be sourced from drain excavations or an approved borrow area and placed in the affected area. The activity consists of: Removal of powder and mud material Placing, spreading and watering new material Removing oversized and coarse material Shaping the road surface to a 3-4% cambered cross fall Compacting the shaped surface by pneumatic roller The activity will also be initiated by the presence of potholes. All potholes present the roadway, will be repaired immediately by spot gravelling. The extent must be demarcated by the Site Engineer and agreed with the contractor. 3.4 REGRAVELLING It is expected that spot gravelling would be the most prevalent action taken but this section is included in the event that large sections of the gravel road has deteriorated to the extent where blading is not effective anymore. A substantial source of material is needed and will include the correction of level relative to the adjacent ground and maintaining the drainage system. The activity will be implemented in the following steps: 1. Rip and cut existing surface to an even alignment 2. Compact the surface with pneumatic roller 3. Place 100mm to 150mm of new gravel material from approved source 4. Spread and water material to an optimum moisture content. 5. Blade new gravel wearing course to the appropriate level and 3-4% cambered cross fall 6. Compact layer with pneumatic roller The extent must be demarcated by the Site Engineer and agreed with the contractor. Page 5 of 6
8 4 GENERAL Actions from the previous section will require the minimal plant as stated to be available if and when necessary. Assessment of the road will be conducted on a weekly basis by the Site Engineer and planning of a specific action will be discussed with the client as well as the authority responsible for the provision and maintenance of the roadway.
