2 The President of Japan Hayashi-Ha Shito Ryu Kai KAICHO TSUYOSHI KONDO I take great pleasure to extend my warmest congratulation to the Malaysia Hayashi-Ha Karate Federation on the occasion of the 5 th ASPAC Hayashi-Ha International Karate Championship This Championship will certainly promote Karate as a Japanese national sport and martial arts to more people around the globe particularly at the grassroots level and is a good opportunity to encourage cultural exchange among members of participating countries. It is through meaningful events like this Championship that we are able to forge strong relationships among the countries in various fields related to sports, culture andeducation. Karate has gained significant popularity and recognition since its acceptance into the 2020 Olympic Games as an official medal event. Here, I would like to express my heartfelt appreciation to the Organising Committee for making this event a great success. Thank you.

May I take this opportunity to express my highest gratitude to the Ministry of Youth and Sports, Ministry of Federal Territories, Ministry of Education, Kuala Lumpur City Council and all other government agencies involved, not forgetting my dedicated and committed Organising Committee and our generous sponsors for their enthusiastic support to this international event. This is an excellent opportunity for the athletes to share their experience and exchange ideas as well as to advance their skills to greater levels, particularly to the benefits of our Malaysia exponents. 5 BULLETIN HAYASHI HA SHITO RYU KAI 5 TH ASPAC KARATE CHAMPIONSHIP 1. RULES GENERAL RULES AND REGULATION The Hayashi Ha Shito Ryu Kai 5 th ASPAC Karate Championship will be conducted in accordance with the New Rules of the World Karate Federation (WKF), which was adopted on January 2018 for Juniors & Cadets, whereby for children under 9 years will be adopted HAYASHI HA SHITO RYU KAI JAPAN RULES. In case of a disagreement in the interpretation of rules, the English text of the rules shall prevail. Any unforeseen incident not covered by the Rules shall be dealt with accordingly in the following manner: 1.1 Technical questions shall be resolved in accordance with the WKF Rules. 1.2 Cases of general nature shall be resolved in accordance with the WKF Statues and Rules (2018). 2. All Children & Senior Categories 7.1 Victory Ceremonies The Victory Ceremonies shall normally be held after the completion of event. 7.2 Prizes First Prize: Gold Medals and Diplomas to the first winner in each category. Second Prize: Silver Medals and Diplomas to contestant placed in the second in each category. Third Prize: Two Bronze Medals and Diplomas to the losing semifinalists in each category. 8. 7 COMPETITION REGULATION 1. TECHNICAL ORGANIZATION The Hayashi Ha Shito Ryu Kai Japan is responsible for and full control of the technical organization of the Karate competition, in consultation with the international technical delegates when necessary. 2. DRAWING OF LOTS The drawing of lots will be conducted by officials appointed by the Organizing Committee for Karate. The draw will be computerised. 3. DURATION OF BOUT The official duration of Kumite matches will be three (3) minutes for men, two (2) minutes for women, Junior, Cadet & 12/13 years old and for under 12 years will be 1.5 minutes. 4. DRESS CODE All contestants and team officials (coaches, managers, etc), Referees and judges must wear the prescribed uniforms as defined in Appendix 1 of the WKF Rules. 5. EXPENSES 5.1 Participation Fees USD60 per contestant (Maximum 2 individual Categories) (1 Kata & 1 Kumite Event) USD100 per team (Kata / Kumite) 5.2 Air Fare - Each participant is responsible for airline ticket from and to Kuala Lumpur 5.3 Referees Seminar USD60 per pax * Registration fees for Referees Seminar will only be waived for WKF Qualified Referees* 5.4 Karate Seminar USD60 per pax 5.5 Kobudo Seminar USD60 per pax 5.6 Karate & Kobudo Seminar USD100 per pax 5.7 Karate, Kobudo & Referee Seminar USD130 per pax 6. SAFETY EQUIPMENT 6.1 Mitts, foot protection and mouth guards are compulsory. 6.2 Mitts, mouth guards belts and body protection (for women) shall be provided by the athletes themselves.

HAYASHI HA SHITO RYU KAI KARATE COMPETITION REGULATION 7.1 All participants must be members of Hayashi Ha Shito Ryu Kai. 7.2 All entry forms and payments must be received by the Organising Committee by the published closing date. 7.3 The competitor's age must be the same as the age for the category entered on the year of the competition. 7.4 Each country or region may enter any number of teams in each category, and any number of individuals. 7.5 All Kumite contestants must wear gum shields and must supply their own red and blue mitts and belts. Females should wear breast protectors. Shin and foot protection is compulsory but need not be of WKF approved type so long as it is safe and within reasonable dimensions. 7.6 All competitors are responsible for providing their own medical insurance. The rules are the rules of the World Karate Federation, with some exceptions as to weights, ages and categories. For children the rules will be those of Hayashi Ha Shito Ryu Kai Malaysia. (Absolutely no face contact allowed). 7.7 Each participating country or group entered must supply referees or judges to work in the Championship. The actual number required is dependent on the size of the delegation as follows; Up to 10 competitors- 2 referees or judges More than 10 and up to 20 competitors - 3 referees or judges More than 20 competitors - 4 referees or judges 7.8 If they do not have a World Karate Federation, Continental, or Hayashi Ha Shito Ryu Kai Japan qualification, they must attend the Referee Course. Failure to comply may mean that their competitors will be unable to participate. 7.9 The person or persons organising the entries for the group's competitor confirms that all competitors have been advised of the risks of competition karate and that they fully realise and accept these risks.

13 6. INSURANCE All participants and members of delegations must effect their own medical insurance and personal trip insurance. Hayashi Ha Shito Ryu Kai Malaysia and the organizing committee are not liable for this purpose. 7. PROTECTIVE EQUIPMENT Protection for kumite does not need to be approved by the WKF. 1.Karate Mitts (Red and Blue) 2.Shin-Pad and Foot Protector (Red and Blue) 3.Body protector 4.Female Chest Protector (White); and 5.Gum Shield SPORTS ITEMS OF COMPULSORY USE Karate Mitts (red and blue), Shin-Pad & Foot Protector (red and blue), Female Chest Protector (white) Competition allows kids to wear any colour of leg and foot protection. They must wear red or blue mitts and belts but foot protection colour need not match.
