1 Dutch Masters Open 2014 Invitation and competition rules May 17, 2014 Dear judo friends, On behalf of the Dutch Judo Federation it is a great pleasure for me to welcome all participants, team members and judo guests from all over the world at the Dutch Masters Open We are proud to announce that after three successful events organised by the Dutch Master pioneers Harry Martens and Hendrik Koppe, the fourth Dutch Masters Open will be organised under the full responsibility of the Dutch Judo Federation (JBN). It also means that the highest ranked Dutch participant will automatically be the Dutch national champion in his weight category. The Dutch federation has an outstanding reputation, having successfully organised the European championships judo 2005 and the world championships judo 2009, both held in Rotterdam. More recently the Dutch federation successfully organised the judo tournament of the European Youth Olympic Festival (EYOF) Our main goal is to promote judo for veterans within the Netherlands, but also on a global level. That s also the reason why the Dutch federation has asked the International Judo Federation (IJF) to appoint the world championships masters 2015 to the Netherlands. We hope to increase the number of competitors at the Dutch Masters Open in the coming years as well as improve the overall level of this event. We would like to encourage judo athletes to continue or to start competing as veterans. And of course we will do our best to make sure competitors will enjoy their stay in the Netherlands. 3 4. Hotel Hotel reservations can ONLY be made through the organiser on a first come, first served basis. There are limited number of rooms available. Official hotel Novotel Brainpark **** K.P. Van Der Mandelelaan 150, Rotterdam Distance from venue: 4,7 km Distance from Rotterdam Airport: 14,8 km Costs (limited numbers of rooms available) Single room: 70,- per night, including breakfast and city tax. Double room: 85,- per night, including breakfast and city tax. Hotel reservations must be made before 28 April If booked well in advance, we can guarantee your hotel reservation. In order to take part at the competition the competitor must have fulfilled the necessary payments to the organiser before 5 May If payment is made after the 5 May 2014 a surcharge of 10% will be levied upon the total payable amount. No exceptions will be made. All damages to property of hotels or venues resulting from the stay of a national delegation will be charged to the competitor and/or its national federation and must be paid in full Participation The competitors must be of a minimum of 30 years of age (no maximum) and not been participating in any international competition for senior for a minimum of 2 years such as, but not limited to, World Cup, Super World Cup, European Cup, Grand Prix, Grand Slam, European- or world championships and Olympic Games. The responsibility to respect this rule is on the judoka respecting this rule. Each athlete can be entered only in one weight category, the one in which they have subscribed to. Participation fees The athletes and/or national federation must pay the entry fee before the deadline (paragraph 6.4): The entry fee is 25, - for each participating competitor; If a competitor is over weighted for the category he subscribed to and has to be switched to a higher weight category an additional fee of 10,- will be charged to be paid immediately. The highest ranked Dutch participant in each weight category will be the official Dutch veteran champion in the corresponding weight category Transport The organiser will arrange the underneath mentioned transportation for those judoka who have requested transportation on the subscription form. - Transfer from the official hotel to competition venue v.v. on Saturday 17 May The organiser will not provide any other kind of transportation.

4 6.1. Control of nations The times for check-in and registration for accreditation at the official hotel are specified in the program. Participating competitors must arrive and check-in within the time limits of the check-in and registration for accreditation: a. Finances The entry fee per competitor must be paid to the Organizing Committee. In order to take part at the competition the competitor must have fulfilled the necessary payments to the organiser before 5 May If payment is made after the 5 May 2014 a surcharge of 10% will be levied upon the total payable amount. No exceptions will be made. Cancellations In case of cancellation, the following cancellation fee will apply: Cancellations made after 5 May 2014 will be subject to penalties of 100% of the amount. Cancellations of rooms cannot be made at the check-in. Injuries, visa problems or sickness are not valid reasons for cancellation of rooms. b. Control of Nations Identity: nationality and age of the participants will be verified by each athlete s valid passport or ID. Membership: participant must present prove of their membership of an IJF affiliated federation Responsibility of the federations a. Medical certificate The sex certificate and the medical certificate of the fighters are not required. The fighters will compete under the full responsibility of themselves. b. Insurance Each judoka is responsible for insuring itself against injury, theft and third part risk (Public liability) during the period of the championships. The Organising Committee and the Dutch Judo Federation decline all responsibility. The organiser of the Dutch Masters Open has no liability for any claims of injury, illness or death arising out of the participation and travelling in connection with these events Visa For nations, who need VISA to enter the Netherlands, please send us as soon as possible (latest 18 April 2014) the list of participants with names, passport numbers, date of birth and function as well as bank transfer for the hotel booking. Please be informed that the letter of invitation may be send by regular post. In this case, the medal awarded is that of the higher category. Athletes will be entered during the weigh-in in the category they belong to. However, they can compete in the category immediately above their own category. Changes in the weight categories are at the discretion of the Organizing Committee Competition All matches will take place on Saturday 17 May 2014 The system of the competition will depend on number of entries: 3 entries pool of three or combination of categories 4 entries pool of four 5 entries pool of five 6 entries two pools of three. Top two of each pool cross over in semi final 7 entries a pool of four and a pool of three. Top two of each pool cross over in semi final 8 entries and more elimination system with double repechage For 2 or less athletes, the category will be joined to the closer age category at the discretion of the Organizing Committee Preliminaries of the individual contest will be held on 2 mats. Medal fights will be held on 2 mats 7.5. Weigh-in The fighters: Who present themselves after the closing of the weigh-in cannot participate at the competition Can test their weight during the unofficial weigh-in on Friday 16 May, 17:00 20:00. Must be able to present prove of their membership of an IJF affiliated association and an official piece of identity (identity card or passport) at the official weigh-in The official weigh-in takes place on: o Saturday 17 May 2014, 08:30 09:30 hrs. The weight of the fighters has to be within the category in which they have subscribed to If a competitor is over weighted for the category he subscribed to and has to be switched to a higher weight category an additional fee of 10,- will be charged to be paid immediately.

6 7.6. Draw Draw will be made directly after the completion of the official weigh-in of all categories concerned. The draw will take place on Saturday 17 May, 09:30 10: Judogi Participants must wear either a white or blue judogi (blue judogi not mandatory). In case of white judogi, competitors must wear either a white or red belt. The first fighter has to wear the white judogi. Second fighter has to wear a red belt (in case of white judogi) or blue judogi. The current IJF regulations regarding the judogi will apply. This includes that each participants judogi must meet the measurements of judogi as defined by the IJF. In order to enforce the proper size and measurements of judogi and fair conditions for athletes, the special measuring device SOKUTEIKI and the procedure of judogi control will be used. Female contestants shall wear under the jacket either, a round necked plain white or off-white tee shirt, with short sleeves, made of non-rigid material, long enough to be worn inside the trousers, or a plain white or off-white leotard with short sleeves. No marking should be visible when the judogi is done up. All other regulations must be adhered to. Make-up and jewellery are prohibited. The nails have to be cut short Back numbers Back numbers are NOT mandatory during this competition.

7 8.1. Refereeing The referees will be provided by the Dutch Judo Federation. All referees must have a license to referee at the level of national championships and will be supervised by the Dutch referee commission Referee meeting A referee meeting is scheduled on Saturday 17 May, from 10:00-11:00, in the sports hall Refereeing rules The refereeing rules are the current IJF and EJU refereeing rules. The Golden Score rule will apply. After the regular time duration of 3 minutes there will be a Golden Score without time-limit. No hantei. Competition Jury The jury is not an appeals jury. It can be consulted by the referees in case of any difficulty. In no circumstances can the competitors consult the jury. Protest against the referees decisions will never be accepted. Withdrawal by injury: During eliminations - If the responsibility of the injury cannot be attributed to one of the fighters, the injured fighter shall loose the contest; - If the responsibility of the injury is attributed to one of the fighters, the other will be declared winner; - The fighter responsible for the injury will not be able to participate at the repechage; - In case of withdrawal, the fighters cannot present himself for the following fights. During the finals or semi-finals - If the responsibility of the injury cannot be attributed to one of the fighters, the injured fighter shall loose the contest. - If the responsibility of the injury is attributed to one of the fighters, the other will be declared winner. Note: a fighter who has been declared as a loser by injury can continue the competition. A fighter who has got a direct «hansokumake» as the penalty against the spirit of our sport will not be authorised to continue the competition.

8 9.1. Coaching Since the 1st January 2009, when the relevant IJF rule entered into force, a permanent exchange of views and communication on this issue among the coaches and IJF representatives took place. Most importantly, coaches conduct during major events has improved considerably. The IJF therefore approved modifications concerning coaches in the IJF events. Position of the coach Chairs for two coaches per each competition mat, for the blue and the white side, will be provided behind the barrier of advertising panels. The coach can only speak to his judoka after mate and has to stop at hajime. Dress code: The following are forbidden at any time: shorter trousers, undressed upper body, any kind of head caps and cover, jeans, sweaters or similar sports unrelated dress, flip-flops 9.2. Code of behaviour of coaches The coach is responsible for his athlete s conduct from entering the competition venue until leaving it, before and after each contest. Coaching will be strictly limited to communication with athlete, tactical advice, encouragement, instructions in unexpected situations, as injury, etc. The coach will remain seated on his chair throughout the contest. Forbidden behaviour of a coach: Any comments on or criticism of the referees verdicts Demanding correction of the referees decisions Any abusive gestures toward referees, officials or public Touching, hitting, kicking, etc. the advertising panels or any equipment Any kind of behaviour showing disrespect to the opponent, referees, officials, opponent s coach, his own athlete or the public. Coaching between hajime and mate Penalties Any coach who infringes upon these rules will be disqualified from accompanying his athletes into competition zone and taking up coach s chair until the end of event.
