3 1. Introduction 1.1 All clubs registered with Taekwondo Chungdokwan GB are required to adhere to this Safety Policy. 1.2 Taekwondo Chungdokwan GB affiliated to the British Taekwondo Council (BTC) in December The BTC is recognised by the Sports Council as the national governing body for Taekwondo in the United Kingdom. 1.4 Since affiliation, the registration of all instructors and the insurance requirements of both the instructors and the students are undertaken through the BTC. 1.5 The health and safety guidelines for instructors and coaches of Taekwondo Chungdokwan GB has been updated to reflect the affiliation to the BTC. 1.6 The BTC is currently updating their safety policy, including risk assessment. As such, once this policy and the appropriate documentation are available, the safety policy of Chungdokwan GB will be updated to incorporate the requirements of the BTC. 1.7 No withstanding reference 1.6, these guidelines policy will be reviewed and updated on a minimum of an annual basis. 1.8 This review will occur no later than 30th September 2003.

4 2. Code of conduct 2.1 All instructors and students are required to adhere to the Code of Conduct of Taekwondo Chungdokwan GB. 2.2 This code states that Members must not misuse their knowledge of the Martial Arts or boast of power or ability for an unproper purpose. They should by example and observance of the Code of Conduct, provide the public with a better understanding of Korean Martial Arts

5 3. Instructors 3.1 All clubs registered with Taekwondo Chungdokwan GB will only utilise instructors recognised by Taekwondo Chungdokwan GB. 3.2 An instructor is someone who is in primary charge of a class on any occasion. 3.3 These instructors will hold current Instructor Indemnity and Public Liability Insurance, with the BTC. 3.4 Instructors will respect the rights, dignity and worth of every human being and their ultimate right to self-determination. Specifically instructors must treat everyone equally, within the context of their activity, regardless of sex, ethnic origin, religion, sexual persuasion or political persuasion. 3.5 Instructors will always be concerned primarily with the well being, health and future of the individual student and only secondarily with the optimisation of performance. 3.6 Instructors will encourage all students to develop an independent attitude and accept responsibility for their own behaviour and performance in training, competition, and social life. 3.7 Instructors will develop their own coaching programmes. However, they will ensure that these do not include over-bearing discipline or excessive force. 3.8 The coaching programmes will take account of the level of knowledge and capabilities of the individual student. 3.9 Instructors will ensure that there will be no overcrowding in classes and that adequate supervision is provided Senior students may on occasions undertake some of the coaching of junior students. However, this will be undertaken under the supervision and direction of the instructor This policy recognises several issues as being the responsibility of the student. The instructor must ensure that the student is aware of these responsibilities. This may be through the membership process, newsletters, posters in the training environment etc.

6 4. Insurance 4.1 The instructor will hold Instructor Indemnity and Public Liability Insurance. 4.2 All students will be required to hold a current licence, which carries insurance through the BTC. 4.3 As part of this, all students must complete a Medical Questionnaire. This will be retained in confidence by the Instructor. 4.4 It is recognised that new students to Taekwondo will wish to train for a period of time to acknowledge their own desire and commitment to Taekwondo prior to holding a licence with the BTC. Taekwondo Chungdokwan recognises this need. However, this can only be for a maximum period of four weeks. After this point all students must apply for a licence. 4.5 It is the responsibility of the individual student to ensure that their licence is valid and is maintained up to date. 4.6 No student may undertake a promotional grading or enter into a tournament unless the Instructor approves this and a current valid BTC licence is held. 4.7 The issuing of licences is undertaken by the Registrar of Taekwondo Chungdokwan GB and all applications or concerns in respect of insurance should be addressed to this individual. 4.8 Any Instructor who organises a competition or event of a similar nature must ensure that the appropriate events insurance is in place before the event proceeds. This is a separate insurance from those described above with a separate insurance certificate required for each individual event. Further details of this can be obtained from the Registrar.

7 5. Physical Environment 5.1 All Taekwondo Chungdokwan GB Clubs will operate from a location approved by a Taekwondo Chungdokwan GB recognised Instructor. 5.2 The organisation that owns these facilities has a duty to provide a safe environment within which to operate. 5.3 This withstanding, the instructor must take all responsible steps to establish a safe training environment. For example, hazards that may cause trips or falls e.g.trailing cables should be covered or removed.

8 6. First Aid 6.1 All Taekwondo Chungdokwan GB clubs must have at least one recognised First Aider present in every class. This individual will have attended a First Aid course with the Red Cross; St John s Ambulance or other recognised body, with the certification maintained up to date. 6.2 All instructors will carry a standard First Aid Kit to all classes, tournaments, seminars or other coaching functions. 6.3 All instructors will be aware of the Emergency Service contact points at all sites at which they undertake classes, tournaments, seminars or other coaching functions.

9 7. Injuries and accidents 7.1 As in all contact sports the risk of injuries and accidents cannot be eradicated but only minimised and managed. The Instructor will devise a coaching programme that will minimise these risks. 7.2 Instructors will maintain an accident book. This will record all injuries and accidents that occur within the formal coaching environment. Records will be maintained of when First Aid is given. All entries in the accident book must be counter-signed by both the Instructor and the Student. 7.3 A copy of the accident records must be forwarded to the Health & Safety Officer on a minimum of a 6 monthly basis. 7.4 Where an injury or accident occurs that may lead to a claim against the insurance of the Instructor or the Student, an Incident Investigation Form must be completed. In addition either a Personal Accident Report Form or a Public Liability Accident Report Form must be completed. 7.5 The proformas referred to in point 7.4 are available from the Registrar of Taekwondo Chungdokwan GB. 7.6 All proformas must be completed and returned to the Registrar within 14 days of the injury or accident occurring. 7.7 These proformas must be processed by the Registrar and forwarded to the BTC within 21 days of the injury/accident occurring. 7.8 The original documentation must be utilised throughout. No faxed copies of the documents concerned can be accepted. It is essential that this be taken into account within the consideration of the timescales outlined above. 7.9 Where a student receives a knock-out blow to the head, this must be recorded in the membership book of the student concerned. It is the student s responsibility to ensure that the Instructor is aware that such an occurrence has taken place. This is the case irrespective of whether this occurs in the training environment, competition or any other circumstance. On these occasions the student can not compete in any competitions for a three-month period.

10 8. Clothing 8.1 A new student will not be expected to wear a Taekwondo uniform. However, they should dress appropriately to the nature of the training being undertaken. This will usually take the form of a loose T-shirt and leggings. Jeans can not be worn. 8.2 Once a student has acknowledged their commitment to Taekwondo, a Taekwondo uniform should be purchased and worn at all Taekwondo activities. 8.3 The Taekwondo uniform should be maintained in a clean and tidy state. 8.4 No student may undertake a promotional grading or enter a competition unless they are wearing a Taekwondo uniform. 8.5 All training will be undertaken in bare feet. Where an injury exists that necessitates the use of shoes, or where the nature of the environment may not be conducive to training in bare feet, wherever possible, this should be Taekwondo shoes due to their light and supple nature. 8.6 In no circumstances should outdoor shoes or sandals be worn.

11 9. Competitions (Sparring) 9.1 A student may only enter a competition where the Instructor has approved this. 9.2 In this environment, the Instructor or other designated individual will act as coach to the Student. 9.3 The coach will be concerned primarily with the well being of the student, and only secondarily with the desire to win. 9.4 All safety and other guidance issued by the competition organisers will be adhered to. 9.5 All competitors (male and female) will wear shin and arm guards; groin guards; body armours and head guards. These are compulsory and the correct size to meet the needs of the individual student must be utilised. 9.6 Mouth guards are not compulsory items. However, it is recommended that these be worn. 9.7 The student and coach will be representing Taekwondo Chungdokwan GB in these events and as such will behave in an appropriate manner reflecting mutual respect.

Conduct of students 10.1 All students should work with together in a spirit of mutual respect and cooperation Students should not boast of their power or ability Excessive force will not be considered acceptable All students should stop what they are doing immediately when instructed to cease The individual student is responsible for ensuring that the Instructor is aware of their medical history and in particular any aspect that will affect their training within Martial Arts. All Instructors are aware of and abide by confidentiality of the provision of this information All fingernails and toenails should be clipped and kept short to prevent injury For students with body piercing, the earring or other equivalent jewellery should be removed when students are training, grading or competing. Where for some reason this is not possible, the piercing, where approved as appropriate by the Instructor should be fully covered by a plaster or dressing of a similar nature.

Alcohol and drugs No instructor or student will attend a Taekwondo class, tournament, seminar or other coaching function whilst under the influence of alcohol No instructor or student will attend a Taekwondo class, tournament, seminar or other coaching function whilst under the influence of drugs No instructor or student will either use or encourage the use of performance enhancing substances. The definition applied will be those used by the International Olympic Committee (IOC) Any student competing in a tournament will be subject to the doping controls of the BTC and the British Olympic Association (BOA).
