2 IJF Rule Change Process Rule changes usually follow Olympic cycle Post Olympic review of rules by IJF committee New rules trialed in 2017 Will be reviewed after 2017 World Championships New rules finalised before start of Olympic qualification (2018)
3 Duration of Contest Senior Men and Women four (4) minutes Other ages unchanged
4 Evaluation of scores Only Ippon and Waza-ari Waza-ari do not add up Two Waza-ari are no longer one Ippon Anything that was Yuko or Waza-ari in the past now = Waza-ari
5 Osaekomi Osae Komi time : seconds = Waza-ari 20 seconds = Ippon As there is no Waza-ari awasete Ippon anymore all Osae Komi must be 20 seconds to score Ippon
6 Technical score In regular time, a contest can only be won by a technical score or scores (Waza-ari or Ippon) A penalty or penalties will not decide the winner during regular time, except for Hansoku-make.
7 Golden Score In a case of equal technical scores at the end of regular time the contest will continue in Golden Score Any scores and/or penalties from regular time will remain on the score board The winner in golden score is determined by gaining an advantage in scores or penalties over the opponent (examples follow)

12 Penalties We have now three(3) Shido, instead of four and the third Shido is Hansoku-make
13 Kumikata 1 Some of the actions on gripping the Judogi, which were punished in the past, will no longer be immediately penalised (pistol grip, pocket grip, cross grip, belt grip ) This unconventional Kumikata will not be penalised as long as Tori is preparing to genuinely positively attack
14 Kumikata 2 Negative positions will be penalised by Shido, because they are against the spirit of Judo. This means no searching for an attack, defensive attitude etc. All current grip breaking actions penalised by Shido stay unchanged Recognising the difficulty of preparing a throwing action, the time between Kumikata and making an attack is extended to 45 seconds (noncombativity).
15 Gripping/ grabbing below the belt Leg grabbing or grabbing the trousers, shall be penalised first time by Shido and second time by Hansoku-make Note: An updated scoreboard will have a new symbol for Shido resulting from a leg grab At end of normal time, a Shido is for leg grab, rolls over into golden score It is possible that in a single action a competitor could concede a score for being thrown and receive a leg grab penalty
16 Safety If Uke attempts to avoid landing on his back by any movement which is dangerous for the head, neck or spine, he shall be penalised with Hansoku-make (e.g. bridging) Landing on both elbows simultaneously is now considered valid and should be evaluated as Waza-ari Landing on one elbow only is invalid for scoring
17 Throw and counter attack In case of immediate counter-attack the first competitor landing will generally be considered as thrown If a score can be given, it will be assigned Any action after landing will be considered as a Ne-Waza action and cannot be counted for scoring purposes
18 Judogi For a better efficiency and to have a good grip it is necessary for the jacket to be well fitted in the belt, with the belt tied tightly To reinforce that, the competitors shall arrange their Judogi and belt quickly between Matte and Hajime announced by the referee If a player doesn t comply a Shido penalty may be awarded
19 Training and communication The Referee Committee is disseminating now relevant material to all states/territories All Committee Members will be further briefed on new changes and will be available in their respective states to provide additional information Before each international open event the JFA Referee Committee will be running compulsory referees briefings where recent changes will be further discussed and IJF video examples will be watched and analysed To provide coaches and players will additional information at all international events a special briefing for coaches will be arranged on a day of the event All referees, coaches and players are encouraged to watch the IJF videos from the recent seminar in Baku Any questions on new rules to be forwarded to Arek Zygmunt (arekjudo@hotmail.com) or Lubo Petr (lubojudo@yahoo.com.au)
20 Implementation All new IJF rules will be applied to all international open events starting from the 2017 ACT International Open on February It is expected that all international open events and the 2017 National Championships will be run under the new rules States/territories are encouraged to implement the new rules as soon as practically possible
