2 TELFORD AND WREKIN COUNCIL COMBAT SPORTS AND MARTIAL ARTS POLICY AND PROCEDURES 1. INTRODUCTION Telford and Wrekin Council has developed the Combat Sport and Martial Arts policy and procedures to ensure that there are robust vetting/screening measures in place to enable the fair and safe practice of Combat Sports and Martial Arts in Telford and Wrekin Council owned leisure facilities, community centres and schools. Any individual or group who wishes to deliver (in a coaching or hiring capacity) a combat sport or martial art should follow the procedures detailed within this policy and procedure. Sport England is the government agency responsible for building the foundations of sporting success, by creating a world-leading community sport system of clubs, coaches, facilities and volunteers. As an agency Sport England provides expertise and advice to a variety of organisations including local authorities and national governing bodies. Sports and National Governing Bodies recognised by Sport England have been used as a basis for developing this policy and procedure. The Association for Physical Education have produced a set of recommendations with regard to combat activities outlined in Safe practice in physical education and sport. Telford and Wrekin Council has followed these recommendations in the development of this policy and procedure. In terms of assessing the safe practice/delivery of combat sports and martial arts there are a number of checks that are undertaken including: a current qualification for teaching and coaching the activity appropriate to the context experience of preparing a programme and delivering the activity for the age group a current enhanced CRB check insurance to cover the activities that are being delivered Telford and Wrekin Council recognises that there will be sports, arts and activities that are not recognised by Sport England or The Association for Physical Education. Individuals and groups wishing to deliver these types of activity should follow the procedures as outlined. This policy and procedure has been developed in conjunction with officers from Telford and Wrekin Education, Child Protection, Human Resources and Leisure Services and external partners STW Energize (County Sports Partnership) and Sport England. 2

POLICY STATEMENTS Core Principal Telford and Wrekin Council will allow the delivery and hire of facilities for combat sports and martial arts by individuals and groups who satisfactorily demonstrate that a participant s safety and wellbeing is protected. Independent Safeguarding Authority (ISA) - Registration The Combat Sports and Martial Arts Policy will reflect the intention of anyone working with children to be ISA registered. At the present time it is expected that from October 2010, individuals who wish to work with children will have to secure ISA registration. The policy of Telford and Wrekin will reflect any changes that are needed to comply with the ISA scheme, in safeguarding children. Sport England Recognised Sport This policy has followed the principal criteria (the essential purpose of the activity, sustainability, rules and organisation and uniqueness) against which the Sports Councils assess activities and whether or not the activity meets the definition of sport contained in the Council of Europe s European Sports Charter This defines sport as: Sport means all forms of physical activity which, through casual or organised participation aim at expressing or improving physical fitness and mental well-being forming social relationships or obtaining results in competition at all levels. Sport England - Recognised Governing Body The sports councils will only recognise one governing body per sport (although separate UK/GB and home country bodies can be recognised). When considering the recognition of a national governing body, the sports councils will look to see if the body is suitably positioned so that it is able to exert sufficient control and influence over its sport. This position can be reflected in the body s membership in terms of the overall participation in its sport, its affiliation to international bodies and its governance structure. 3
4 3. PROCEDURES A Telford and Wrekin Combat Sports and Martial Arts Application Form must be completed in full. See Appendix 1. In order to deliver combat sports and martial arts in any Telford and Wrekin Council leisure facility, community centre and school applicants must have: A recognised coaching qualification (these will be checked with the appropriate governing body of the combat sport or martial art) Public and personal liability insurance for each instructor and student (to the minimum value of 5m) A recognised and current first aid qualification Attended a recognised and current child protection certificated course (this may be a Safeguarding Children Board course, Sports Governing Body course or other courses such as those offered by NSPCC or National Coaching Federations) Original copy of coaching/grading certificate and log book Two passport size photographs (for Telford and Wrekin Combat Sports and Martial Arts membership card) A current enhanced CRB clearance 5.00 application fee (made payable to Telford and Wrekin Council) In the absence of a recognised governing body the following information is also required in addition to the above: Letter of confirmation from the association, organisation or group whom applicants are a member of or affiliate to. A copy of the club s Child protection procedures A copy of the club s rules Parent Code of Conduct An outline of the combat sport or martial art to be delivered, including o age group, o safety requirements (equipment, clothing, surface and facility) o coach/instructor to child/young person ratio o an outline of experience and knowledge of delivering the martial art to children and young people Martial Artists wishing to deliver a martial art/sport that is not recognised by Sport England and does not appear on Table 1 must also complete the proforma in Appendix 2, along with documents requested above. Please note that all combat sports and martial arts delivered in council facilities, leisure centres, community centres and schools will be subject to spot checks to ensure: The teacher/coach, who has applied and has been granted membership, is in attendance and delivering the session. The combat sport or martial art is being delivered or governed in a safe, effective and child friendly manner. 4
5 A session will be stopped if these are not met. Memberships will be reviewed on an annual basis. All the documentation along with a completed application form must be sent to: Sport Development Neighbourhood and Leisure Services Telford & Wrekin Council PO BOX 457 Wellington Civic Offices Telford TF2 2FH APPLICATION ASSESSMENT All documentation will be checked in accordance with the appropriate body. Where possible the appropriate National Governing Body will be contacted to confirm qualifications achieved by the individual applicant and registration details. With regard to Criminal Records Bureau disclosure, if there are no cautions and/or convictions or other information on the form, then CRB checks will be recorded and processed. Where there are cautions and/or convictions, Telford and Wrekin Council Vetting Procedure will be followed. This procedure ensures that previous offences and any other relevant known information about individuals are carefully considered and appropriate advice given to managers to address any safeguarding risks whilst not unfairly discriminating against the applicant. APPLICATION OUTCOME Successful If the application is successful a membership card will accompany the confirmation letter granting the delivery of that specific combat sport or martial art within Telford and Wrekin Council facilities. All original documentation will be returned at the same time. Unsuccessful If unsuccessful individuals will be notified with a full explanation.
