3 RULES AND REGULATIONS 1. Championship Date Saturday, 17 th February 2007 and Sunday 18 th February am 6:00pm (Registration by 8.30am) 2. Venue: Dickson College, corner Antill Street and Philip Avenue, Dickson ACT 3. Competitors Qualification For Entry: (1) Open to all members of AKWF member organisations. (2) Competitor must submit the required enrolment form and pay the designated fees (refer to Championship Fees and Registration) 4. Championship Event Categories and Divisions Age categories: For forms: Girls up to 12 years (inclusive) Boys up to 12 years (inclusive) Junior girls 13 to 17 years (inclusive) Junior boys 13 to 17 years (inclusive) Adults - women, from 18 years up Adults - men, from 18 years up Senior - women, 45 years plus Senior - men, 45 years plus For continuous sparring: Girls up to 12 years (inclusive) Boys up to 12 years (inclusive) Girls 13 to 15 years (inclusive) Boys 13 to 15 years (inclusive) Junior girls 16 to 17 years (inclusive) Junior boys 16 to 17 years (inclusive) Adults - women, from 18 years up Adults - men, from 18 years up Senior - women, 45 years plus Senior - men, 45 years plus Experience Where possible, competition will be divided into categories of experience: Beginners: Intermediate: Advanced: Open: Less than 12 months experience months experience months experience 5 years or greater experience
4 KUNG FU Bare Hand: Eligible competitors may practice a range of styles, including (but not limited to) Baguazhang, Xingyiquan, Bajiquan, Tong Bi, Piguaquan, Fanziquan, Ditang, Zuiquan (Drunken Fist),. Cha, Hua, Pao, Hong, Chang Quan, Zha, Hung Gar, Choy Li Fut, Jow Gar, Mok Gar, Li Gar, Hung Fut, Xiang Xing (Any animal style), Shaolin, Wudang, Ome, Wing Chun (Wing Tsun, Ving Tsun), Jeet Kune Do (Jun Fan Gung Fu), Bak Mei, Tan Tui, Chuo Jiao, Bak Hok (White Crane), Nan Tang Lang (Chow Gar, Jook Lum etc), Yau Kung Mun, Nan Long Xin and any other style not mentioned but practiced by an AKWF member in good standing. Weapons 1. Long Weapons (Spear, Staff, Guan Dao, Monk Spade Monkey Cudgel and others not mentioned). 2. Short Weapons (Broadsword, Straight Sword, Cane, Double Handed Sword, Drunken Sword and others not mentioned). 3. Double Weapons (Straight Sword, Broadsword, Hook, twin-head Spears and others not mentioned.) 3. Flexible Weapons (Three Section Staff, Nine Section Whip, Single Broadsword plus Whip, Rope-dart and others not mentioned.) Kung Fu Forms Rule of Competition Forms will be conducted in a 14m x 8m area. Contestants who step outside the area will be disqualified. Appropriate Kung Fu costumes or T-shirt and training pants and sash plus martial arts style or rubber-soled sports shoes/sneakers may be worn (performance with bare feet is not allowed). Failure to comply with this rule will result in a penalty of 1 full point deduction from final score in each event in which the competitor is noncompliant. Jewellery, including watches may not be worn; nails must be clipped short, and metal hair clips are also not to be worn. Any piercings must be removed prior to competition. Judges There will be a minimum four and a maximum of five judges, consisting of one Head Judge, and three to four scoring Judges. The Head Judge will be responsible for overall organisation of the event, and will coordinate the scoring. (The Official Championship Referee may determine that three judges shall be used for particular events.) Criteria Points are awarded for the following elements: a) Rhythm (flow, changes in speed and tension)
5 b) Technical correctness (stances, strikes, blocks, body movements) c) Balance d) Interpretation (intensity, credibility movements must have martial application) e) Difficulty (execution of difficult techniques and movements) Judges should seek to award points for those elements above, demonstrated by the competitor, and deduct points for flaws in performance. Should a competitor forget his or her form, and need to restart, a full point must be deducted by each judge from the score otherwise awarded. Should a competitor s performance be less than 30 seconds or more than 3 minutes in duration, a total of 0.5 points will be deducted from their total score. Methods of scoring Forms will be judged out of 10 points, with full points and half points. The points from each judge will be added together to form the score for each competitor. In the event of a draw, the high-low system of determining placings will be used. However, where only three judges are used, the tied competitors must perform a second different form. Should this second round also result in one or more draws, the Head Judge must decide the order of merit. Kung Fu Continuous Non-contact Sparring Rules of Competition The bouts will be conducted in an 8m x 8m area. A bout will last for two minutes, an extension for one minute. All appeals should be directed to the Tournament Director who may involve all the Ring Marshals. Only the coach or manager of the school may lodge an appeal. For Kung Fu events, competitors should wear an appropriate Kung Fu uniforms, which may include the types specified under the Tao Lu events, but which will be able to incorporate a club/school logo or similar design feature. For the Kung Fu Continuous Non-contact Sparring events, Martial Arts style athletic or any light weight rubber-soled sports shoes/sneakers may be worn although if a particular type of footwear is deemed unsuitable on the day, a competitor may be directed to change footwear or to compete barefoot. Competitors must wear appropriate protective equipment, consisting of hand pads/mitts; shin-instep protectors, and a properly fitted mouth guard. Male competitors must wear a concealed groin guard, and females may wear a concealed chest protector. (Boxing and bag gloves are not considered suitable.) Jewellery, including watches, may not be worn; nails must be clipped short, and metal hair clips are also not to be worn. Any piercings must be removed prior to competition.
6 Judging There will be 3 corner judges, whose job is to adjudicate the contestants, and a centre referee, who is to ensure that the matches are conducted according to the Rules. Grounds for Disqualification a) Deliberate EXCESSIVE contact (all judges agree, or two judges and centre referee b) Insulting behaviour (bad language, lack of respect) towards officials or opponent, or when contestant protests directly at a decision without going through coach or manager c) Contestant is unable to continue the match for reasons other than injury caused by opponent d) Competitor is major contributor to an injury to opponent which results in the opponent s being unable to continue e) Contestant fails to appear at the match area after name called three times f) Contestant steps outside match area for third time without attempting to compete g) Competitor is unable to defend him or herself h) A disqualified competitor cannot contest for a placing within that division Blood Rule a) No contestant in a bout may proceed when either contestant has shed blood from any part of his or her body. b) Contestants must be thoroughly cleaned by the first aid official before she or he may continue with the match. c) The match area must be cleaned of any blood before the match is allowed to resume. (This is the duty of the Ring Marshall.) When a contestant is unable to continue through injury a) If a contestant is unable to continue due to an injury during a match, the match may be postponed for no more than 5 minutes at the discretion of the Ring Marshall b) If this occurs during a Final and 75% of the time (90 seconds) of the bout has elapsed, the contestant with the highest score wins. c) If the score is even, the contestant who is unable to compete shall lose by default. d) In case of a Sudden Death decision, the contestant who is unable to continue shall lose by default. e) If, however, the uninjured competitor is found to have been the major contributor to the injury, he or she shall be disqualified (see below Illegal techniques), and the injured competitor shall be declared the winner. The injured competitor shall not be permitted to continue in further bouts. First Aid Officer
7 The First Aid Officials have the power to intervene or stop a match if he or she considers a contestant is in danger of serious injury. Legal techniques a) All martial arts techniques other than those listed as Illegal Techniques (below) b) A legal technique requires the person throwing it to see the target area Illegal techniques a) Uncontrolled or deliberate contact to opponent, including any contact to the head or groin b) Uncontrolled techniques which place the opponent at risk of injury c) Open hand techniques to the head area (excepting ridge-hand with hand not fingers) d) Elbow or knee strikes e) Techniques directed towards a joint f) Throws or sweeps to back leg g) Holding the opponent, including grabs and locks h) Kicks below knee level All above fouls will carry 1 official warning. 2 nd warning will lead to 1 point deduction. 3 rd warning will lead to DISQUALIFICATION. The Referee may, however, give an offending contestant 1 UN-OFFICIAL warning IF he/she thinks the foul is only minor, and does not result in injury. If any of the above fouls is a major contributor to the inability of the other contestant to continue, the contestant responsible for the foul will be disqualified. Scoring At the end of the match, the 3 corner judges will award the winner. Each judge should try in the first instance to award the bout to one contestant or the other, but may, when the contestants are inseparable, award a draw. Should the judges award one win each and a draw, or three draws, the bout shall be declared a draw, and a one minute Sudden Death extension be declared. However, should a draw be awarded and one competitor have had 1 point deducted for a foul, that competitor will lose. Should an extension also result in a draw, the Referee shall decide the winner. Scoring Criteria Corner judges will base their decisions on the following criteria: a) The capacity of a contestant to land effective martial arts techniques on their opponent
8 b) The ability of a contestant to dominate the bout (this should not just be the number of legal techniques landed, and should include recognition of their ability to evade their opponent s techniques). c) Effectiveness of techniques used including 1) Cleanliness 2) Power 3) Distance 4) Speed 5) Balance d) Control e) Attitude (sportsmanship) f) Fitness g) Degree of difficulty of techniques used Kung Fu Weapons Rules of Competition Weapons must be traditional weapons, of a non-projectile nature. Weapons forms will be conducted in a 14m x 8m area. Contestants who step outside the area will be disqualified. If a contestant s weapon(s) move outside the area, the contestant will be disqualified. Appropriate Kung Fu costumes or T-shirt and training pants and sash plus martial arts style or rubber-soled sports shoes/sneakers may be worn (performance with bare feet is not allowed). Failure to comply with this rule will result in a penalty of 1 full point deduction from final score in each event in which the competitor is noncompliant. Jewellery, including watches may not be worn; nails must be clipped short, and metal hair clips are also not to be worn. Any piercings must be removed prior to competition. Competitors must produce a proper permit for any weapons used, which are prohibited in the ACT.
9 Judges There will be a minimum four and a maximum of five judges, consisting of one Head Judge, and three to four scoring Judges. The Head Judge will be responsible for overall organisation of the event, and will coordinate the scoring. (The Official Championship Referee may determine that three judges shall be used for particular events.) 10 4. Daoshu (Broadsword) 5. Qiangshu (Spear) 6. Gunshu (Cudgel) 7. Nandao (Southern Broadsword) 8. Nangun (Southern Cudgel) Appropriate Costume, Wushu: short or no sleeves Chinese top, bloomer pants, ladies short sleeves. If competitor has no uniform, a plain T-shirt and training pants may be worn. Martial arts style athletic or any rubber-soled sports shoes/sneakers must be worn (performance with bare feet is not allowed). No distinguishing name and/or logo of any school and/or organisation will be permitted. All competitors should ensure that all jewellery is removed. No heavy metal, body piercing, watches, ear rings or rings. If a ring cannot be removed, it should be taped. Ear studs are permitted. Failure to comply with this rule will result in a penalty of 1 full point deduction from final score in each event in which the competitor is non-compliant. TAI CHI: Bare Hand: 1. Tai Chi Combined Forms (IWUF Compulsory Routine) 3. Yang Style 4. Chen Style 5. Wu Style 6. Sun Style 7. Wu/Hao Style 8. Cheng Man-Ching 9.Other Tai Chi Routine Apparatus: Sword Sword (IWUF Compulsory Routine) 3. Other Sword 4. Saber/Broadsword 5. Cudgel 6. Spear 7. Fan 8. Other Apparatus Appropriate Costume, Tai Chi: Jacket, Chinese standup collar, long sleeve double button at the wrist, seven button down the front, bloomer pants. If competitor has no uniform, a plain T-shirt and training pants may be worn. Martial arts style athletic or any rubber-soled sports shoes/sneakers must be worn (performance with bare feet is not allowed). No distinguishing name and/or logo of any school and/or organisation will be permitted. All competitors should ensure that all jewellery is removed. No heavy metal, body piercing, watches, ear rings or rings. If a ring cannot be removed, it should be taped. Ear studs are permitted. Failure to comply with this rule will result in a penalty of 1 full point deduction from final score in each event in which the competitor is non-compliant.
11 DUEL EVENTS: (MINIMUM 2 PARTICIPANTS AND MAXIMUM OF 3) Choreographed sparring sets Bare Hand to Bare Hand, Apparatus to Apparatus and Bare Hand to Apparatus. GROUP EVENTS: (MINIMUM 6 PARTICIPANTS) Group performance of Bare Hand, Apparatus, or Bare Hand & Apparatus. Note: All events will be conducted on a hard floor. Please consider this when selecting the events you wish to compete in. All athletes will be competing on the same surface and this will be taken into account by the judges. 5. Participation Methods (1) Each participating athlete may enter at most three (3) individual events: Kung-fu 1 (one) Bare Hand + 2 (two) Weapons, 1 (one) duel event, 1 (one) group event, and 1 (one) sparring event - for a maximum of 5 (five) events. Wushu 1 (one) Bare Hand + 2 (two) Weapons, 1 (one) duel event, and 1 (one) group event - for a maximum of 5 (five) events. Tai Chi 2 (two) Bare Hand + 1 (one) Weapon, 1 (one) duel event, and 1 (one) group event - for a maximum of 5 (five) events. (2) Each participant may enter only for one (1) duel event. Duel event is limited to 2-3 persons. Male and female athletes may not be mixed. A competitor may assist another competitor in a dual event, once only per event. However, in this case, the competitor must nominate on their entry form which of the two entries is their major entry to this event. (3) Each participant may enter only for one (1) group event. In group events teams shall consist of no less than 6 persons and no more than Relevant Requirements (1) Wushu Tao Lu Events: The competition will adopt the Rules for International Taolu Competition endorsed by the IWUF in These Rules can be obtained at (2) Time Limit: Kung-fu Traditional Events: Bare Hand and Apparatus: Not less than 30 seconds no more than 3minutes. Junior and Youth Barehand & Apparatus: no less than 30 Seconds
12 Wushu Events: Chang Quan (Long fist) & Nan Quan (Southern Fist) and Apparatus: Not less than 1 minute and 20 seconds. Tai Chi Events: 1. Bare Hand 24 Forms not less than 4 and not more than 5 minutes. Warning bell given at 4 th minute in both forms 2. All other Bare Hand routines: no less than 3 and no more than 6 minutes 3. All Standardized Bare Hand routines: not less than 5 and not more than 6 minutes. Warning bell given at 5th minute Sword Form: Not less than 3 and not more than 4 minutes. Warning bell given at 3rd minute. 5. All other Apparatus routines: Not less than 1 and not more than 4 minutes. Warning bell given at 1st minute. Duel Events: not less than 50 seconds. Group Events: not less than 3 minutes. 7. Placing and Awards for Divisions: (1) i. Junior (to under 14 yrs), Male and female, athletes are awarded separately. ii. Youth (14 to under 18 yrs), Male and Female, athletes are awarded separately. iii. Adult, Male and Female (18 yrs and above), athletes are awarded separately. (2) The top three places of each division will be awarded where possible, except Taolu Optional Routines: 1st Prize - Gold Medal 2nd Prize - Silver Medal 3rd Prize - Bronze Medal Note:. A competitor may enter only in 1 (one) Division (Junior, Youth, Adult, Senior). Appeals Jury: All teams (clubs) prior to the competition shall nominate a Team Manager and advise the competition organising committee. This nominee shall be the only representative of that team or club to liaise with and/or lodge appeals with the Chief judge. Following Prize Giving and Immediately prior to the competition being officially declared closed it should be announced, Any appeal must be made now. Any appeal shall be in writing and on the official form provided, setting out the reason for the appeal; the competitors involved, and be accompanied by a fee of US$100. This fee will be returned if the appeal is upheld. The appeal must be made on the day of competition and must be adjudicated by the Appeal Committee. The Official Competition Referee shall immediately notify the team manager of any other competitor named in the appeal and the team manager
13 shall notify the competitor and the basis of the appeal. All appeals must be adjudicated on the same day as competition. If an appeal is upheld, then official positions that may affect competitors shall be advised through the Team Managers who must remain available until the appeal is completed. Any change of position that will incur medals or trophies to be returned will be the responsibility of the Team Managers. The Official Competition Referee in conjunction with the Competition organiser may only change records of the competition. The finding of the appeal by the Appeal Committee will be final. The Appeals Committee will accept no appeal after the competition being declared closed. 8. Championship Fees (1) First event $30 (2) Second event $20 (3) Thirds event $15 (4) Duel event $30 per team per event (5) Group event $50 per team per event

Registration Competitor must submit the required Entry & signed Waiver Forms together with the Championship fees to: Sifu Larissa Koroleva 2007 AKWF National Titles 727 Pacific Highway NARARA NSW 2250 Note: Please make your cheque or money order payable to AKWF. Closing date for registration is Wednesday, 31 January 2007 ie entries must be received by this date. Late entries will only be accepted upon payment of fees $500 per school plus $500 per individual competitor. Refunds only issued in special cases and will be subject to administration costs as decided by the AKWF ACT Branch committee. 10. Championship Judging IWUF Official Championship Referee: Sifu Charles Tsui-Po IWUF Official Head Judge: To be advised at a later date. IWUF Official Judges: Others to be advised at a later date. Other Official Judges: Other Official judges to be advised at a later date. Appeals Committee: IWUF Official Competition Referee: Sifu Charles Tsui-Po. IWUF Official Head Judge: To be advised at a later date. 3 Judges: To be advised at a later date. Each school is encouraged to nominate 1-2 judges or officials. If the requisite number of judges cannot be met, the organiser will choose the remaining judges. All judges must have at least 5 years experience in Kung-fu, Wushu or Tai Chi practice. All nominated judges and officials are required to attend a pre-championship meeting to be held at 7.30 am on Saturday 17 February 2007, at the Competition venue. 12. AKWF Competition Officiating Seminar: Each school is invited to send potential competition officials (judges, timekeepers, etc.) to the AKWF Competition Officiating Seminar, which will be held on Friday
