ORGANISATION OF THE KATA COMPETITION (EMPTY HAND AND WEAPONS KATA) 1. There will be separate divisions for empty hand and weapons kata. 2. The elimination system will be applied whereby two contestants perform their Kata individually and the winner of each match advances to the next round. 3. If there are only three contestants in a division there will be a round robin where each contestant performs against each other. In the case of each contestant winning one match the winner will be determined by the highest flag count in total. 4. There will be a play off for third in all other cases. 5. Contestants between 10th kyu 5th kyu may repeat the same Kata in consecutive rounds. 6. Contestants from 4th kyu and above may not repeat the same Kata in consecutive rounds; e.g. round 1 Seido 3, round 2 Pinan 3, round 3 Seido 3 or another permissible kata. 7. The following table shows the permissible Kata for each grade, per the official Seido syllabi from Honbu. The contestant may perform a kata at his/her level or below. This table follows applies to Adult and Children s Kata divisions. 8. A competitor may not combine two or more katas. Katas may not be performed to music and no twoperson katas are allowed. 9. Black Belt competitors must perform the kata from their own grade first and then can choose a kata from a lower grade in the next round. The only exception of this is the Shodan weapons division, where Shodan are allowed to repeat their weapon kata (Bo Kata Chion) in all rounds. 10. The Tournament Director will reserve the right to combine and split divisions depending on the number of registered participants. 2 I 1. There will be 1 Referee and up to 4 Judges for each kata division. Each ring will also have a Marshall and Scorekeeper. 1. The Kata must be performed with competence, and must demonstrate a clear understanding of the traditional principles it contains. In assessing the performance of a contestant the Judges will look for: a. A realistic demonstration of the Kata meaning. b. Good timing, rhythm, speed, balance, and focus of power. c. Correct and proper use of breathing supporting the focus of power. d. Correct focus of attention and concentration. e. Correct stances with proper tension in the legs, and feet flat on the floor. f. Proper tension in the abdomen and no bobbing up and down of the hips when moving. g. The performance should also be evaluated with a view to discerning other points such as the difficulty of the Kata presented. h. Correct starting position of the kata will be noted ie any mokuso kata must begin in musubi dachi. 2. A contestant who comes to a halt during the performance of Kata, or who performs a Kata different from that announced or as notified to the Marshall will be disqualified. 3. A contestant who performs an ineligible Kata or repeats their Kata (in the case of 4 th kyu divisions and above) will be disqualified. V. COMPETITION PROCESS 1. At the start of each match the Marshall will call the two contestants by name, first RED/FLAGGED, and then WHITE/UNFLAGGED, to the Match Area perimeter facing the Referee. Following a bow to the Judging Panel and to each other, WHITE/UNFLAGGED will then step back out of the Match Area. After moving to the starting position and a clear announcement of the name of the Kata that is to be performed, RED/FLAGGED will begin. On completion of their Kata, RED/FLAGGED will leave the area to await the performance of WHITE/UNFLAGGED. After WHITE/UNFLAGGED Kata has been completed both will return to the mat perimeter and await the decision from the Panel. 2. If the Kata does not conform to the rules, or there is some other irregularity, the Referee may call the other Judges to confer and make a decision. 3. If a contestant is disqualified the Judging Panel will cross and uncross the flags. 4. After completion of both Kata, the contestants will stand side by side on the perimeter. The Referee will call for a decision, and the Judges will cast their votes with their flags. 5. The decision will be for RED/FLAGGED or WHITE/UNFLAGGED. No ties are permitted. The contestant who receives the majority of votes will be declared the winner. 6. The competitors will bow to each other, then to the Judging Panel, and leave the area. 7. The winner will continue to compete. The other competitor will receive their Participation Certificate, unless there is a round robin process. B. TEAM KATA COMPETITION I. ORGANISATION OF THE TEAM KATA COMPETITION 1. The elimination system will be applied whereby two teams contestants perform their Kata as a group and the winner of each match advances to the next round. 2. If there are only three teams in a division there will be a round robin where each team performs against each other. In the case of each team winning one match the winner will be determined by the highest flag count in total.

3 3. There will be a play off for third in all other cases. 4. The teams will consist of up to 6 members, including joint teams of juniors and seniors. 5. The teams will perform a kata or below of the lowest graded member of the team. They may repeat the same Kata in consecutive rounds. 6. The table in Section A shows the permissible Kata for each grade, per the official Seido syllabi from Honbu. 7. A competitor may not combine two or more katas. Katas may not be performed to music. 1. There will be 1 Referee and up to 4 Judges for each kata division. Each ring will also have a Marshall and Scorekeeper. I 1. In addition to the criteria mentioned in Section A, the Judges will also look for: a. The coordination of overall presentation, application of techniques and the energy (including kiai!) of the team as a whole. 2. A team who comes to a halt during the performance of Kata, or who performs a Kata different from that announced or as notified to the Marshall may be penalized or disqualified. 3. A contestant who performs an ineligible Kata may be penalized or disqualified. COMPETITION PROCESS 1. Per section A. C. TECHNIQUE / SHIAI I. ORGANISATION OF THE TECHNIQUE / SHIAI COMPETITION 1. Technique / Shiai will be performed as shadow-kumite. All junior students from white (10 th Kyu) to advanced yellow belt (5 th Kyu) are eligible to participate. 2. The elimination system will be applied whereby two contestants perform their Technique / Shiai simultaneously against each other, separated by a delineated or physical barrier. 3. Each match will last for at least 20 seconds and no longer than 1 minute. 4. At the end of each match, the Judging Panel will decide on the better of the two participants. The better of the two will move onto the next round of competition. 5. If there are only three contestants in a division there will be a round robin where each contestant performs against each other. In the case of each contestant winning one match the winner will be determined by the highest flag count in total. 6. There will be a play off for third in all other cases. 7. No protective equipment is required for this event. 8. All techniques (open and closed hand techniques, stationary and jumping kicks, rolls and flips) are permitted. 9. No contact between the contestants is permitted at any time. 10. The Tournament Director will reserve the right to combine and split divisions depending on the number of registered participants. 1. There will be 1 Referee and up to 4 Judges for each technique / shiai division. Each ring will also have a Marshall and Scorekeeper.

4 I 1. In assessing the Technique / Shiai of each contestant, the Judging Panel will consider the following criteria: 1. Attitude, fighting spirit, and strength demonstrated by the contestants, and 2. Superiority of demonstrated tactics and techniques. 2. The length of the contest is by continuous activity of both contestants for the duration of the match. The Referee may end the match if at least 20 seconds elapses, or both contestants stop simultaneously for 3 seconds. 3. Warnings shall be issued for, but not limited to, the following: making contact with the other competitor during the contest; disrespectful behavior as determined by the Referee or Judges. 4. Disqualification shall immediately occur for, but not be limited to the following: The issuance of a 2nd warning to the same competitor. The 2nd warning may be for a different infraction than the 1st warning, and may include: 1. Continued contact by one competitor to the other during the match, or 2. Continued disrespectful behavior as determined by the Judging Team. COMPETITION PROCESS 1. At the start of each match the Marshall will call the two contestants by name, first RED/FLAGGED, and then WHITE/UNFLAGGED, to the Match Area perimeter facing the Referee. Following a bow to the Judging Panel and to each other, the competitors will face each other and move to fighting position. 2. The Referee will call out BEGIN. After a period of no less than 20 seconds and no more than 1 minute, the two competitors will perform their Technique / Shiai against each other until the Referee calls out STOP. 3. At no time during the match are competitors allowed to make contact with each other. The distance between competitors will be monitored closely by the Referee. 4. After completion of their Technique / Shiai, the contestants will stand side by side on the perimeter. The Referee will call for a decision, and the Judges will cast their votes with their flags. 5. The decision will be for RED/FLAGGED or WHITE/UNFLAGGED. No ties are permitted. The contestant who receives the majority of votes will be declared the winner. 6. The competitors will bow to each other, then to the Judging Panel, and leave the area. 7. The winner will continue to compete. The other competitor will receive their Participation Certificate, unless there is a round-robin process. D. INDIVIDUAL POINT KUMITE I. ORGANISATION OF THE INDIVIDUAL POINT KUMITE COMPETITION 1. The Individual Kumite competition will be based on official Seido Point-System rules developed by Honbu. Light to medium contact to permitted target areas other than the face is allowed. 2. All students from green belt (4 th Kyu) to Kyoshi (5 th Dan) are eligible to participate. There will be separate divisions for men and women, youth, junior and pee-wees. 3. The elimination system will be applied whereby two contestants spar against each other. 4. Each match will consist of one 2-minute continuous round. The competitor with the most cumulative points at the end of the round will be the winner. If the score is tied at the end of the round, a Sudden Death Extension Round will occur. The competitor to score the first point will be the winner. 5. If there are only three contestants in a division there will be a round robin where each contestant performs against each other. In the case of each contestant winning one match the winner will be

5 determined by the highest flag count in total. 6. There will be a play off for third in all other cases. 7. The mandatory protective equipment required for this event includes: Headgear (back of head must be protected), Mouth Guard, Groin Cup (for men), Chest Guard (for women), Hand & Foot Protection: Safety hand and foot protectors must be at least 1/2-inch thick and foam dipped (not vinyl covered). Foot protectors must cover the top, front (including toes), sides and back of the foot (including the heels). Hand protectors must cover the entire fist, knuckles and fingers (including the thumbs). Torn safeties may not be used. Tape will not be permitted on the striking surface. Boxing, Kick Boxing, MMA or Bag Gloves (leather-covered boxing equipment) may not be used. No hand wraps or taping of hands will be allowed. 8. Additional protective equipment that may be used includes: Chest Guard (for men), Arm & Shin guards. No other protective equipment shall be allowed without the prior consent of the Tournament Review Committee. Note: The acceptability of a competitor s protection and equipment shall be subject to the sole decision of the Chief Referee for that match. 9. The permitted hand techniques are: Punch (forefist), Backfist (though spinning backfists are prohibited), and Ridgehand. 10. The permitted leg techniques are: Front snap, Roundhouse, Hook, Side, Back-straight, Back-spin, Inside-crescent, and Outside-crescent. Sweeps are allowed only when a legal technique immediately follows the sweep and is delivered before the opponent touches the floor. 11. Illegal techniques include: Knee-kicks, Spear-hand, Knife-hand, Hammer-fist, Elbows, and Spinning or Blind-backfists. Grabbing is not permitted; Ground fighting not permitted and no points will be awarded for techniques delivered from the ground. 12. Permitted target areas include: The midsection & sides of body (above the belt, below the neck), face & head area (controlled technique, no contact) Note: A Warning will be issued for punching past the head or face. 13. Excluded target areas include: Eyes, Neck (front, sides & back), Back, Groin, Kidneys, All areas below the waist (there is no kicking to legs or joints) KUMITE DIVISIONS 1. Kumite - Green & Brown Belt Divisions: a. Contact Level - No contact to the face will be allowed whatsoever. i. Divisions - There will be separate divisions for men, women, youth, juniors and pee-wees: Green Belt (3rd & 4th kyu) ii. Brown Belt (1st & 2nd kyu) 2. Kumite - Black Belt Divisions: a. Contact Level - No contact permitted to the head, face, neck or groin area, except for light controlled contact to headgear. b. Divisions - There will be separate divisions for men and women. Depending on the number of competitors within each division, there may be multiple divisions, based on the following weights: INDIVIDUAL KUMITE * MEN WOMEN Lightweight under 150 lbs (under 67.5 kgs) under 135 lbs (under 61.2 kgs) Middleweight lbs ( kgs) over 135 lbs (over 61.2 kgs)

6 Light Heavyweight lbs ( kgs) Not Applicable Heavyweight 190 lbs and over ( 86.2 kgs and over) Not Applicable *The Tournament Director will reserve the right to combine and split divisions depending on the number of registered participants. I 1. There will be 1 Referee and up to 4 Judges for each kumite division. Each ring will also have a Marshall, Scorekeeper and Timekeeper. 1. One point is awarded when a technique is performed according to the following criteria, to a scoring area demonstrating: Good form, Sporting attitude, Vigorous application (speed, power and strength of controlled technique), Awareness, Good timing, Correct distance, and Balance. 2. Each match will consist of one 2-minute continuous round. The competitor with the most cumulative points at the end of the round will be the winner. If the score is tied at end of the round, a Sudden Death Extension Round will occur. The competitor to score the first point will be the winner. 3. Warnings shall be issued for, but not limited to, the following: running out of the ring, turning one s back to avoid fighting, falling to avoid fighting, using illegal techniques, striking illegal target areas. 4. Disqualification shall immediately occur for, but not be limited to, the following: The issuance of a 2nd warning to the same competitor. The 2nd warning may be for a different infraction than the 1st warning. 5. There are certain behaviours that are prohibited and will result in warnings and penalties: 1. Techniques with excessive contact, having regard to the scoring area attacked 2. Dangerous or forbidden throwing techniques 3. Stepping out of the competition area (whether caused by the opponent or not) 4. Failing to take adequate measures for self-protection 5. Purposely avoiding engagement with opponent 6. Clinching, wrestling, pushing, seizing or standing chest to chest, without attempting a throw or other technique 7. Any breach of etiquette, including: talking to or goading the opponent, failing to obey the orders of the Referee, discourteous behaviour towards the opponent, Judging Team or Ring Coordinators. V. COMPETITION PROCESS 1. At the start of each match the Marshall will call the two contestants by name, first RED/FLAGGED, and then WHITE/UNFLAGGED, to the Match Area perimeter facing the Referee. Following a bow to the Referee and to each other, the competitors will face each other and move to fighting position. 2. The Referee will call out BEGIN. During a period of no more than 2 minutes of continuous time, the two competitors will spar until the Referee or Judge calls out to STOP. 3. During each stoppage, the Referee and Judge will determine whether any points have been scored. Each of the Judges will present either the RED or WHITE flag for their decision. A point can only be recorded if at least 3 of 5 of the Judging Panel agrees with the decision. 4. The Referee does not initially a decision and will rely on the Judges to make their decision first. Referees should only make calls when there is a 2:2 decision or if they believe strongly that a point has been scored. 5. Crossed flags mean that there is no point. If a Judge waves a RED or WHITE flag in a circular motion, they believe a warning (or disqualification) is warranted. The Referee will then confer with all Judges to

7 agree on whether a warning (or disqualification) is warranted. 6. In the event a point has been determined the Referee will acknowledge the point and assign it to either the RED/FLAGGED or WHITE/UNFLAGGED competitor. At that time the scorekeeper will record the point. 7. Once 2 minutes have elapsed, the contestants will stand side by side on the perimeter. The Referee will call for the point total from the scorekeeper and announce the winner. 8. The competitors will bow to each other, then to the Referee, and leave the competition area. 9. The winner will continue to compete. The other competitor will receive their Participation Certificate, unless there is a round-robin process. E. DEMONSTRATION EVENT: INDIVIDUAL CONTINUOUS KUMITE I. ORGANISATION OF THE INDIVIDUAL CONTINUOUS KUMITE COMPETITION 1. The Continuous Kumite competition is a demonstration-only event and will be based on Australia Martial Arts Championships (AMAC) Individual Continuous Semi-Contact rules. Medium contact to permitted target areas other than the face is allowed. 2. Only brown and black-belt men and women are eligible to participate. 3. The elimination system will be applied whereby two contestants spar against each other. 4. Each match will consist of one 2-minute continuous round. At the end of the round, each of the Judges and Referee will decide the winner. Each of the 4 Judges and the Referee (5 flags) must decide a winner. There are no tie-breakers or extensions. The competitor who tallies 3 or more flags will be the winner. 5. If there are only three contestants in a division there will be a round robin where each contestant performs against each other. In the case of each contestant winning one match the winner will be determined by the highest flag count in total. 6. There will be a play off for third in all other cases. 7. The mandatory protective equipment required for this event includes: Headgear (back of head must be protected), Mouth Guard, Groin Cup (for men), Chest Guard (for women), Hand & Foot and Shin Protection: Safety hand, shin and foot protectors must be at least 1/2-inch thick and foam dipped (not vinyl covered). Illegal techniques include: Knee-kicks, Back-fist, Ridge-hand, Spear-hand, Knife-hand, Hammer-fist, Elbows, and Spinning or Blind-backfists. Grabbing, especially grabbing behind the head, is not permitted; Ground fighting not permitted and no points will be awarded for techniques delivered from the ground; A kick to the head which results in a knockdown. 13. Permitted target areas include: The midsection & sides of body (above the belt, below the neck), face & head area (controlled technique, no contact) Excluded target areas include: Face and head area: Eyes,

Disqualification shall immediately occur for, but not be limited to, the following: 1. A knockdown as a result of a kick to the head. 2. The issuance of a 2nd warning to the same competitor. The 2nd warning may be for a different infraction than the 1st warning. 5. There are certain behaviours that are prohibited and will result in warnings and penalties: 1. Malicious intent to harm your opponent 2. Techniques with excessive contact, having regard to the scoring area attacked 3. Wild and/or uncontrolled techniques 4. Dangerous or forbidden throwing techniques 5. Stepping out of the competition area (whether caused by the opponent or not) 6. Failing to take adequate measures for self-protection 7. Purposely avoiding engagement with opponent

9 8. Clinching, wrestling, pushing, seizing or standing chest to chest, without attempting a throw or other technique 9. Any breach of etiquette, including: talking to or goading the opponent, failing to obey the orders of the Referee, discourteous behaviour towards the opponent, Judging Team or Ring Coordinators. 10. Note: Competitors who lose control at any time during their match will be disqualified immediately. V. COMPETITION PROCESS 1. At the start of each match the Marshall will call the two contestants by name, first RED/FLAGGED, and then WHITE/UNFLAGGED, to the Match Area perimeter facing the Referee. Following a bow to the Referee and to each other, the competitors will face each other and move to fighting position. 2. The Referee will call out BEGIN. During a period of no more than 2 minutes of continuous time, the two competitors will spar until the Referee or Judge calls out to STOP. 3. Once 2 minutes have elapsed, the contestants will stand side by side on the perimeter. The Referee will ask each of the Judges to turn around and call out for the winner. 4. The competitor with the most number of flags is the winner. 5. The competitors will bow to each other, then to the Referee, and leave the competition area. 6. The winner will continue to compete. The other competitor will receive their Participation Certificate, unless there is a round-robin process. VI. INJURIES & ACCIDENTS IN COMPETITION 1. Forfeiture of a match occurs when a contestant or contestants fail to present themselves when called, are unable to continue, abandon the bout, or are withdrawn on the order of the Referee. The grounds for abandonment may include injury not resulting from the opponent's actions. 2. If a contestant is injured during a match, the Referee shall at once halt the match and call for medical treatment (diagnosis and injury treatment only). The Referee will also confer with the Judges to determine whether the injury was caused by a legal/permitted technique or illegal/not permitted technique. 3. Any competitor who is knocked down or incapacitated by a legal technique and does not fully regain his or her feet within ten seconds of the time of the legal technique, is considered unfit to continue fighting and will be automatically withdrawn from the match, and will receive medical attention. The match will be awarded to the contestant who is able to continue the match. 4. Any competitor who is knocked down or incapacitated by an illegal technique (including a kick to the head) will have three minutes from the time of the illegal technique to recover. If the competitor is unable to recover within the time allowed, the Referee will disqualify the competitor who performed the illegal technique. The medical team will determine whether the remaining competitor is able to continue the competition. 5. Any competitor who is injured as a result of a legal or illegal technique is not allowed to continue in the competition without medical clearance. If the same competitor is injured during their next match due to an illegal technique, may be declared the winner of the match, but will not be able to continue in the competition. F. TEAM KUMITE I. ORGANISATION OF THE TEAM POINT KUMITE COMPETITION 1. The Team Kumite competition will be based on official Seido Point-System rules developed by Honbu. Light to medium contact to permitted target areas other than the face is allowed.

10 2. The teams will be determined by the Tournament Director on the day of the tournament, based on the day of the tournament. 3. All students from green belt (4th Kyu) to Kyoshi (5th Dan) are eligible to participate. The teams may consist of juniors and seniors. 4. The elimination system will be applied whereby two teams spar against each other. 5. Each team will assign a number to each team member. These team members will fight one round with the respective member of the opposing team. 6. Each match will consist of multiple, 1-minute primary rounds. 7. One point will be awarded for clean, crisp, focused, legal techniques only. 8. In the event of a disqualification, the fighter disqualified will lose all points he/she accumulated in their individual match. The other competitors will keep the points they have accumulated. 9. After completion of all rounds, the team who accumulates the most points during their respective rounds will be the winner of the match. 10. Permitted/Not Permitted, and Legal/Illegal techniques per Section D. 1. There will be 1 Referee and up to 4 Judges for each kumite division. Each ring will also have a Marshall, Scorekeeper and Timekeeper. I 1. Per section D. COMPETITION PROCESS 1. Per section D. G. BREAKING I. ORGANISATION OF THE INDIVIDUAL BREAKING COMPETITION 1. There will be one breaking division each for adult men and adult women. 2. The competition will consist of two parts: a. Elimination: Each competitor will need to break 1 board (women) and 2 boards (men) with either fore fist (seiken) or hammer fist (tetsui). b. Final: Each competitor can select a number of boards to break with a single technique. The second break can consist of any part of the body ie hand, elbow, leg or head. 3. The breaks for each part of the competition are required to be mounted on cement cinder blocks. No holders will be permitted. Each competitor is responsible for setting up their breaks and cleaning up afterwards. 4. Each contestant is allowed one attempt during each part of the competition. The competitor must complete their elimination break in order to participate in the final. 5. Only wooden boards are allowed. All wooden boards and spacers will be provided during the tournament. Competitors not using authorized materials will be automatically disqualified. 6. The Tournament Director may disallow a breaking technique if it poses undue risk to the competitor or holder.

11 1. There will be 1 Referee, 1 Marshall and 1 Scorekeeper for this event. I 1. The object of the competition is to successfully break all of the boards selected for the final break. In the event that all boards are broken by 2 or more competitors, then the person breaking the most number of boards wins. In the event that not all boards are broken, then the percentage of boards broken will determine the winner. COMPETITION PROCESS 1. At the start of the competition, the Marshall will call all of the contestants to prepare their mounted breaks. 2. There will be two rows of mounted boards: a. The first set of boards will represent the elimination break, and b. The second set of boards will represent the final break. 3. All the contestants will bow to the Referee, then will line up by their elimination set of boards. 4. When the Referee calls out BEGIN, the competitors will immediately attempt their elimination break. 5. Those competitors who successfully complete their break will step forward toward their final set of boards. The unsuccessful competitors will sit down in Seiza. 6. When the Referee calls out BEGIN, the competitors will once again immediately attempt their final break. 7. The Scorekeeper will tally up the number of boards successfully broken, compared to the number of boards attempted to determine the score. 8. The Scorekeeper will communicate the results to the Referee, who will announce the Winner. H. SOGO (OVERALL) CHAMPIONSHIP I. I. ORGANISATION OF THE SOGO (OVERALL) CHAMPIONSHIP 1. The SOGO (Overall) Championship is only open to adult black belt competitors. A competitor must participate in each of the following events to be eligible: a. Individual Open Hand Kata b. Individual Weapons Kata c. Individual Kumite (Seido Points-System) d. Breaking 2. Note that the Demonstration Event: Continuous Sparring is not a SOGO Championship event. 3. The competitor who has accumulated the most points from each eligible event will be the winner. Points are awarded as follows: a. First Place 5 Points b. Second Place 3 Points c. Third Place 2 Points d. Fourth Place 1 Point
