2 Introduction This document summarises the information needed by the National Federations concerning the participation of their riders at the 2007 UCI Cyclo-Cross World Championships. 1. 3 1. RULES 1.1. PART 9 - WORLD CHAMPIONSHIP Chapter 2 PARTICIPATION IN WORLD CHAMPIONSHIPS 1 General National Federations shall select riders to participate in World Championships A rider against whom an investigation was opened in relation to a fact which may cause a breach of the UCI Anti-Doping Rules, will not be eligible for the World Championships or is not authorised to participate to the World Championships until the end of the suspension or until his definitive aquittal. In the event of a positive A Sample, this clause applies starting from the notification of the abnormal analysis result to the rider. Unless otherwise decided by the anti-doping commission, the above paragraph is also applicable in the event of an investigation or a procedure regarding such a fact, opened in pursuance of a law or other regulation. Specific cases are examined by the anti-doping commission or its president. Their decision is without appeal. In addition to the disqualification, the licensee and his national federation will be respectively sanctioned by a fine of CHF 2000 to CHF The present condition for participation, aims to protect the integrity, serenity and reputation of the World Championships. Its application does not prejudge the decision whether an antidoping violation has occurred and shall not give rise to any claim in the events of acquittal National Federations shall enter with the UCI via its website The enrolment shall reach the UCI at the latest within the following deadlines: Cyclo-cross: 8 days before the first race of the championships (so for 2007 on Friday the 19 th of January, 12:00 CET) Unless prevented by an act of God, a National Federation that has entered for a World Championship and that does not participate shall be liable to a fine of CHF 500 to CHF Federations shall announce the names of the riders who are to take the start to the commissaires panel by noon at the latest on the eve of the first race of the competition. (Friday 26 th January 2007, from 09:00 a.m. to 12:00 a.m., press centre) A rider declared unfit following an abnormal blood test cannot be replaced Unless prevented by an act of God, a rider once announced as taking the start and who fails to present, shall be liable to a fine of CHF 500 to CHF An injury or sickness shall be recognised as an act of God only if the rider is declared incapable of taking the start by the UCI official doctor OTHER EXTRACTS Wearing a rigid safety helmet shall be mandatory during competitions and training sessions in the following disciplines: track, mountain bike, cyclo-cross, trials and BMX (N) For juniors men and juniors women, the maximum gear ratio authorised is that which gives a distance covered per pedal revolution of 7.93 metres. This rule is mentioned in Part 2 road races and by this NOT valid for cyclo-cross events The use of radio links or other remote means of communication with riders is forbidden. 3

RIDERS CATEGORIES Referring to the article competitions are open to riders born in: EVENTS Men elite YEAR OF BIRTH 1984 and older Men under ,1986,1987 and 1988 Juniors men 1989 and 1990 G At World Championships men under 23 riders will participate in the men under 23 event except for riders concerned by the article below. Women 1990 and older Under 23 A rider of this age who is a member of a UCI Pro Team shall be deemed ipso facto elite. Note that this rule is not valid for under 23 riders who belong to a UCI Professional Continental Team or a UCI Continental Team. 3. COMPETITORS SELECTION A World Championship shall be organised for the men elite's, women elite's, men under 23's and men juniors' categories The maximum number of riders per men elite's national team shall be determined by the final classification by nation of the UCI Cyclo-cross Classification for the preceding season: Nation ranked from 1st to 3rd Nations ranked from 4th to 7th All other nations 9 riders, with 6 to start 8 riders, with 5 to start 7 riders, with 4 to start UCI CYCLO-CROSS FINAL NATION RANKING MEN ELITE 1 BELGIUM 13 GREAT BRITAIN 2 NETHERLANDS 14 DENMARK 3 CZECH REPUBLIC 15 AUSTRIA 4 FRANCE 16 CANADA 5 SWITZERLAND 17 JAPAN 6 ITALY 18 IRELAND 7 UNITED STATES OF AMERICA 19 HUNGARY 8 GERMANY 20 CROATIA 9 SLOVAKIA 21 FINLAND 10 SPAIN 22 NEW ZEALAND 11 POLAND 23 ZIMBABWE 12 LUXEMBOURG 24 ROMANIA In the other categories, the number of riders per team is limited to 8, with 5 to start. 4
5 The national federations concerned may additionally enter the outgoing world champions and the leaders of the UCI Cyclo-cross Classification as published after the national championships in Europe. So for the 2007 UCI Cyclo-cross World Championships: Outgoing men elite world champion: the Belgian National Federation will be able to add the rider Erwin Vervecken. Outgoing men under 23 world champion: the Czech National Federation will be able to add the rider Stybar Zdenek. Outgoing women world champion: the Dutch National Federation will be able to add the rider Marianne Vos. Leaders of the UCI Cyclo-cross Classification: according to the ranking of the 8th of January Each federation shall be required to include the following riders in their men elite's team, as long as they are in the top 50 of the UCI Cyclo-cross Classification as published after the national championships in Europe: federation with a selection of 6 riders: its first 4 ranked riders; federation with a selection of 5 riders: its first 3 ranked riders; federation with a selection of 4 riders: its first 2 ranked riders; This rule shall not apply to riders who have failed to fulfil their obligations under the regulations. In the event of a dispute on this issue, it shall be the responsibility of the National Federation to decide whether the rider will be selected. 4. RIDERS REGISTRATION AND ACCREDITATION 4.1. ONLINE REGISTRATION / ACCREDITATION REQUEST When? Friday 26 th January 2007, from 09:00 a.m. to 12:00 a.m. (for all events). Where? Oude Melkerij building - commissaires office, Stationsstraat 143B Remarks A rider declared unfit as a result of a nonconforming blood test may not be replaced. Injury or illness will not be accepted as a valid circumstance unless the rider is declared unfit to start by the official UCI doctor. 5

To avoid misunderstandings, the UCI has decided to grant a maximum number of accreditations to certain families according to the list below. However these quotas correspond to a complete team and will be adapted to the number of riders who will take part in the 2007 UCI Cyclo-cross World Championships. 7 6. START ORDER / RACE NUMBERS 6.1. START ORDER The riders shall assemble in the call-up zone no more than 10 minutes before the start. Riders must wait for the start with at least one foot on the ground, or be penalised by being sent back to the last place in their start lane The start order for the elite men's and women's UCI World Championships is determined on the basis of the last published individual UCI Cyclo-cross Classification The start order for the men under 23 and juniors men's UCI World Championships is determined as follows: The first 16 riders of the latest individual men under 23 UCI world cup standings and the first 8 riders of the latest individual juniors men world cup standings Then: Each federation must when confirming its starters notify the order of its riders. The countries are ranked on the basis of the classification by nation from the UCI World Championships of the previous season. Taking each country in turn, a place is allocated to the next rider in sequence. 8 6.2. RACE NUMBERS The allocation of race numbers at UCI World Championships and UCI World Cup events shall be as follows: - Race numbers 1 to 10 to the country of the world champion of the preceding season; - The other race numbers are issued to nations on the basis of their classification in the UCI World Championships of the preceding season; - For nations not ranked or not having taken part in the World Championship the preceding season, the allocation shall be by drawing lots by the commissaires' panel. Men elite, men under 23 and juniors men are mentioned above, women below UCI CYCLO-CROSS WORLD CHAMPIONSHIPS NATION RANKING WOMEN - WORLD CHAMPION VOS MARIANNE (NED) 1 NETHERLANDS 7 ITALY 2 FRANCE 8 GREAT BRITAIN 3 GERMANY 9 SPAIN 4 BELGIUM 10 JAPAN 5 UNITED STATES OF AMERICA 11 FINLAND 6 CANADA 7. BOXES At the UCI World Championships the boxes shall be allocated at the meeting of the commissaires' panel with the team leaders: - Men elite and women: following the latest UCI Cyclo-cross Classification by nation; - Men under 23 and juniors men: following the latest nations Word Cup Ranking. The allocation of boxes to teams that do not feature in that classification shall be by drawing lots. The team leaders shall select their preferred box in turn. 8
9 8. PROGRAMME 8.1. PROGRAMME COMPLET Thursday 25 th January 2007 Schedule UCI course inspection 10:00-12:00 Official training 14:00-16:00 Friday 26 th January 2007 Starters confirmation 09:00-12:00 Official training 14:00-16:00 Team managers meeting 17:00-17:30 Saturday 27 th January UCI Cyclo-cross World Championships Juniors men 11: UCI Cyclo-cross World Championships Men under 23 14:30 Sunday 28 th January UCI Cyclo-cross World Championships Women 11: UCI Cyclo-cross World Championships Men elite 14:30 An official ceremony as well as a press conference will follow each event TEAM MANAGERS MEETING Functioning Each National Federation shall designate a team manager who shall represent the team and the National Federation during the World Championships and at the team managers meeting. Any contact with the National Federation teams shall be made through the team manager. Date and time Friday 26 th January 2007, from 17:00 a.m. to 17:30 a.m.. Place Oude Melkerij building - press conference room, Stationsstraat 143B Aim At the team managers meeting the commissaires panel will deliver the race numbers as well as the double pit area and parking passes. In order to be informed about any announcement made in the evening of the race numbers attribution it is essential for team managers to attend the race headquarters. G No distribution will be made to the team hotels. 9
10 9. RACE CLOTHING Riders of the same national team must wear identical racing shorts during the same event, except for advertising space included in a lateral band 9 cm wide, which may differ from one rider to another. This means that National Federations must also provide their riders with national racing shorts. The team managers must therefore present the national jersey and shorts to the commissaires panel at the starters confirmation National Federations shall 6 weeks before an event as specified in art , submit to the UCI a sample of its national team clothing after all changes (colour, design, advertising, size of the advertisement, layout ) have been made. The team clothing of the riders of a national team shall in all cases be identical to the last design submitted The following advertising shall be authorised: - two logos of maximum 64 cm 2 on the front of the jersey, - area comprising shoulders and sleeves: strip maximum 5 cm high - sides of the jersey - a lateral strip 9 cm wide - sides of the shorts - a lateral strip 9 cm wide - The manufacturer s label (25 cm2) may appear once only on the jersey and once on each leg of the shorts. Advertising matter on jerseys and shorts may vary from one rider to another. The design of the jersey and shorts may vary from one category of riders to another. Additionally, the rider s name may be carried on the back of the jersey. 10. OFFICIAL CEREMONIES The following points apply to the official ceremonies: Within 10 minutes following the end of each race (unless otherwise provided and duly recorded in an official communiqué), the World Champion, the second and the third placed riders shall be ready for the official ceremony that shall be conducted under the responsibility of the chief of the commissaires panel Riders shall appear in racing attire, wearing their national jerseys but bare-headed and without headband or glasses, until they leave the official ceremony enclosure World Champion may not wear the jersey identifying his title and bearing the regulation advertisement of his main sponsor (s) until, at earliest, the day following that on which he received it. Any infringement of the provisions of the above articles ( to ) shall be punished by a minimum fine of CHF to CHF A higher fine may be imposed depending on the advantage derived from the offence. 10
