2 INTRODUCTION This document summarises the information needed by the National Federations concerning the participation of their riders at the 2013 UCI Mountain Bike World Championships. RULES 1.1 PART 9 - WORLD CHAMPIONSHIPS Chapter 2 PARTICIPATION IN WORLD CHAMPIONSHIPS 1 General It is the National Federations who select riders to participate in World Championships A rider against whom an investigation was opened in relation to a fact which may cause a breach of the UCI Anti-Doping Rules, will not be eligible for the World Championships or is not authorised to participate to the World Championships until the end of the suspension or until his definitive acquittal. In the event of a positive A Sample, this clause applies starting from the notification of the abnormal analysis result to the rider. Unless otherwise decided by the anti-doping commission, the above paragraph is also applicable in the event of an investigation or a procedure regarding such a fact, opened in pursuance of a law or other regulation. Specific cases are examined by the anti-doping commission or its president. Their decision is without appeal. In addition to the disqualification, the licensee and his national federation will be respectively sanctioned by a fine of CHF 2000 to CHF The present condition for participation, aims to protect the integrity, serenity and reputation of the World Championships. Its application does not prejudge the decision whether an anti-doping violation has occurred and shall not give rise to any claim in the events of acquittal National Federations shall enter with the UCI via its website (see point 4 and point The enrolment of the federations riders shall reach the UCI at the latest within the following deadline: Mountain Bike: 10 days before the first race of the championships (Monday August , 12:00 CET Save in the case of an act of God, a National Federation that has enrolled by returning the enrolment form for a World Championship and that does not participate shall be liable to a fine of CHF 500 to CHF Unless prevented by an act of God, a rider once announced as taking the start and who fails to present, shall be liable to a fine of CHF 500 to CHF An injury or sickness shall be recognised as an act of God only if the rider is declared incapable of taking the start by the UCI official doctor In all individual specialities, the outgoing World Champion may take part in addition to the number of starters that the National Federation of such Champions may enter under the qualification regulations. The same principle is applicable for the Olympic Champion on the occasion of the first World Championship following Olympic Games or, for the mountain bike, the next two mountain bike World Championships. For the Continental Champion, this facility is limited to the first World Championships following the awarding of the title of Continental Champion. 1.2 OTHER EXTRACTS Wearing a rigid safety helmet shall be mandatory during competitions and training sessions in the following disciplines: track, mountain bike, cyclo-cross, trials and BMX The use of radio links or other remote means of communication with riders is forbidden. 3

RIDERS CATEGORIES According to the articles competitions are open to competitors born in: XCO EVENTS Men / Women Elite YEAR OF BIRTH 1990 and older (aged 23 and older Men / Women Under , 1992, 1993 and 1994 (aged 19 to 22 Men / Women Juniors 1995 and 1996 (aged 17 and 18 XCE EVENTS Men / Women YEAR OF BIRTH 1996 and older (aged 17 and older DHI EVENTS Men / Women Elite YEAR OF BIRTH 1994 and older (aged 19 and older Men / Women Juniors 1995 and 1996 (aged 17 and COMPETITORS SELECTION The world mountain bike championships shall comprise four specialities: the Olympic Crosscountry (XCO, the Team Relay (XCR, the Cross-country Eliminator (XCE and the Individual Downhill (DHI The categories for which the title of world champion will be awarded are as follows: XCO XCR Men Elite (aged 23 and over Men under 23 (ages from 19 to 22 Women Elite (aged 23 and over Women under 23 (aged 19 to 22 Men Juniors (aged 17 and 18 Women Juniors (aged 17 and 18 Team (aged 17 and over XCE DHI Men (aged 17 and over Women (aged 17 and over Men Elite (aged 19 and over Women Elite (aged 19 and over Men Juniors (aged 17 and 18 Women Juniors (aged 17 and For the team relay, each nation may enter only a single team. Each national team shall be made up of 1 Men Elite, 1 Women Elite, 1 Men under 23 and 1 Men Juniors. However the following substitutions shall be permissible: Men Elite by Women Elite or Men under 23 or Women under 23 or Men Juniors or Women Juniors 4

5 Women Elite by Women under 23 or by Women Juniors Men under 23 by Women Elite or Women under 23 or Men Juniors or Women Juniors Men Juniors by Women Juniors Each rider selected must already be entered for the individual downhill or Olympic cross country or Eliminator cross country events For the World Championship team relay, the team manager must use the form provided to notify the names and categories of the riders making up their team and their start order to the chief commissaire s panel at the end of the team managers' meeting the day before the event. This start order may not be altered subsequently. The exchange boxes will be allocated on the basis of the results of the team relay event in the preceding world championships. The order of nations not placed will be determined by drawing lots. The first nation will be installed in box number 1 and so on. Note that UCI points which will be awarded to the team relay will be given to the nation and not to the individual riders For the Men Elite, Women Elite, Men Under 23 and Men Juniors XCO events and the Men Elite and Men Juniors DHI events, the maximum number of riders (apart from reserves for each team is determined on the basis of the classification by nation of the previous year's world championships, as per the table below: NATIONS RANKED MAXIMUM NUMBER OF RIDERS (EXCLUDING SUBSTITUTES 1 to 10 and the host nation 7 11 to to or after 4 Unranked nations 3 For the Women Under 23 and Women Juniors XCO events, the Women Elite and Women Juniors DHI events and men's and women's XCE events, the maximum number is 7 riders per nation. Each federation shall be permitted to enter 2 reserves in each category The ranking by nations for the World Championships is calculated by adding the points scored by the 3 best placed riders of each nation. The system for awarding points is based on the total number of riders starting in each category, with a maximum of 300. If 100 riders start, the winner will score 100 points while the 100th placed rider would score 1. Should some starters not be given a finishing position, the last rider to be classified shall score the points for his or her position without taking account of the unclassified riders. Example: if 100 riders start and 80 riders are classified, the last of them will score 21 points. The table of the participation quotas per nation is available under the appendix (see on page 16. 5

6 4. RIDERS REGISTRATION AND ACCREDITATION 4.1. ONLINE REGISTRATION COMPETITIONS GUIDE When? The format of each rider must be specified. For all formats and categories, each national federation can register two substitutes riders but they must be clearly mentioned. The riders accommodation must be entered at the time of the online registration. The start order for the Men/Women Juniors must be confirmed during the riders confirmation at the venue STARTERS CONFIRMATION ON THE SPOT When? Monday August 26, 09:00-12:00 and 13:00-16:00 XCO, XCE, DHI Tuesday August 27, 10:00-11:00 XCO, XCE, DHI Wednesday August 28, 11:00-12:00 Final Confirmation Juniors XCO, Juniors DHI Thursday August 29, 09:00-10:00 Final Confirmation Under 23 XCO Friday August 30, 09:00-10:00 Final Confirmation Elite XCO, Elite DHI, XCE Where? Multi Sport Hall, Carter High School, 22 Carter Drive, 3201 Pietermaritzburg Shuttle running between the competition venue and the accreditation centre / starter confirmation room What? All national federations have to show up at the time of the starters confirmation to ensure the participation of their riders. The accreditation pick-up for a rider cannot be considered as a confirmation of his participation. Remarks A rider declared unfit as a result of a nonconforming blood test may not be replaced. Injury or illness will not be accepted as a valid circumstance unless the rider is declared unfit to start by the official UCI doctor. At the time of the starters confirmation, team managers must present their national outfit to the commissaires. Art Race numbers must be collected at the time stated in the championship programme. Riders licences and passports must be submitted to the commissaires panel. The race number for the team relay shall be given the morning of the event in accordance with the instructions given by the commissaires panel at the team managers' meeting held the day before the event. Art A rider shall ensure that their identification number is visible and legible at all times. It cannot be folded or altered. Please note that training will not be authorised without a number plate. 6

All National Federations - by an appointed team manager only - have to show up at the time of the starters confirmation to ensure the participation of their riders. 5. DELEGATION MEMBERS ACCREDITATION (EXCLUDING RIDERS 5.1. ACCREDITATION REQUEST Who for? To avoid misunderstandings, the UCI has decided to grant a maximum number of accreditations to certain families according to the list below. However these quotas correspond to a complete team and will be adapted to the number of riders who will take part in the 2013 UCI Mountain Bike World Championships. 8 5.2 ACCREDITATIONS PICK-UP See point START ORDER START PROCEDURES 6.1 START ORDER The start order is determined as follows: XCO Men elite, XCO Women elite, XCO Men under 23, XCO Women under As per the last published UCI XCO individual ranking. 2. Unclassified riders: by nations in rotation (*. XCO Men juniors, XCO Women juniors 1. As per the last published UCI XCO juniors individual ranking. 2. Unclassified riders: by nations in rotation (*. DHI Men elite, DHI Women elite For the official timed session and the final: 1. As per the last published UCI DHI individual ranking. The best rider starting last. 2. Unclassified riders: by nations in rotation (*. DHI Men juniors, DHI Women juniors For the official timed session: 1. As per the last published UCI DHI individual ranking. The best rider starting first. 2. Unclassified riders: by nations in rotation (*. For the final, the start order is determined on the basis of the reverse result of the official timed session, the fastest rider starting last. (* The start order of the riders within the team must be confirmed by the national federations during the riders confirmation. Taking each nation in turn on the basis of the classification by nation of the concerned category from the most recent world championships, a place is allocated to the next rider in sequence. Unclassified nations take, on the basis of the same rotation system, the next places in an order determined by drawing lots. For all DHI events (Men elite, Women elite, Men juniors and Women juniors, riders are required to ride in the official timed session on pain of disqualification from the final. All riders who start the official timed session shall qualify for the final. 6.2 XCO START PROCEDURE For Olympic Games, World Championships, World Cup and Continental Championship events and hors class events, the organiser must make provisions for a call-up area which is sufficiently large for riders to warm up in, close to the start zone In mass start events, riders must be called to the start no earlier than 20 minutes before the scheduled start of the race. This period can be reduced where the number of riders allows. Five minutes before the call-up an announcement must be made over the public address system to inform riders of the fact, and again three minutes beforehand. The riders shall line up in the order in which they are to be called to the start line. The number of riders on each line will be decided by the president of the commissaires' panel and supervised by a commissaire. The rider himself shall decide which position on the line to take. Once the riders are lined up, warm-up (by rollers, turbo trainer etc. is excluded inside or outside the start area. The start will be given by the start commissaire using the following the procedure: warnings at 3, 2, 1 minutes and 30 seconds before the start, then a final announcement that the start will be given within the next 15 seconds. A starting pistol or, if none is available, a whistle, will be used to give the start. 8

9 The start commissaire shall be in sole control of the public address system from three minutes before the start, until the start has been given The start briefing will be given in at least one of the official languages of the UCI. 6.3 DHI START PROCEDURE An official time session for Juniors will take place on Thursday August 29 th 2013, 15:00-16:30 and for Elite on Saturday August 31 st 2013, 08:30-10:30. All riders are required to ride in the official timed session on pain of disqualification for the finals. All riders who start in the official time session shall qualify for the finals. For DHI start order - see point Article / DHI Men Elite, DHI Women Elite, DHI Men Juniors, DHI Women Juniors. 6.4 XCE PROCEDURE The qualifying round for all categories will take place on Sunday September 1 st 2013 at 09:45. For the Qualifying round, the start will be given on the basis of the UCI XCO individual ranking of 13 th August The best ranked riders starting first. In the elimination heats, there will be 4 riders starting per heat. 7. TECHNICAL ASSISTANCE No rider may turn back on the course to reach a feed/technical assistance zone. Any rider doing so is disqualified. Only within the feed/technical assistance zone itself, a rider may turn back without obstructing other competitors Technical assistance during a race is permitted subject to the conditions below Authorised technical assistance during a race consists of repairs to or the replacement of any part of the bicycle other than the frame. Bike changes are not permitted and the rider must cross the finishing line with the same handlebar number plate that he had at the start Technical assistance can only be given in the feed/technical assistance zones Spare equipment and tools for repairs must be kept in these zones. Repairs and equipment changes can be carried out by the rider himself or with the help of a team-mate, team mechanic or neutral technical assistance. Small items such as an inner tube or a small tool may be handed up from the feed/technical assistance zones In addition to technical assistance in feed zones, technical assistance is permitted outside these zones only between riders who are members of the same UCI ELITE MTB team, UCI MTB team or of the same national team. During the World Championships, it is only authorised between riders of the same national team. 8. TEAM MANAGERS MEETING Functioning Riders may carry tools and spare parts provided that these do not involve any danger to the rider himself or the other competitors. Each National Federation shall designate a team manager, an assistant and an interpreter who shall represent the team and the National Federation during the World Championships and at the team managers meeting. Any contact with National Federation teams shall be made through the team manager. Dates and times See programme on the pages 14 and 15. Place Press conference room, media centre - Competition venue. Aim In order to be informed about the latest information it is essential for team managers to attend the team managers meeting. Feed/Tech zone passes will be distribute during the team managers meeting. No distribution will be made to the team hotels. 9

10 9. PROGRAMME The 2013 UCI MTB World Championships will start with the opening ceremony on Tuesday 27 August from 18:30 on the competition venue in Pietermaritzburg. This ceremony is open to everyone and we encourage all National Federations being present. It s important that each country is represented with his athletes and his official staff in their team clothing. Each team will have the occasion to present. Further information on the opening ceremony will be given later on. The complete programme of the World Championships is available on the pages 14 and 15 of the appendix 10. RACE CLOTHING Riders of the same national team must wear identical racing shorts during the same event, except for advertising space included in a lateral band 9 cm wide, which may differ from one rider to another. This means that National Federations must also provide their riders with national racing shorts. The team managers must therefore present the national jersey and shorts to the commissaires panel at the starters confirmation National federations shall submit to the commissaires panel of events as specified in art , a sample of their national team clothing for validation. The design, color, place and size of the advertising spaces of the validated equipment must be identical for all athletes participating to the applicable events. We encourage you to present to the UCI your national apparels before sending them for final production The following advertising shall be authorised: DHI Race Clothing - two zones of maximum 64 cm 2 on the front of the jersey, - area comprising shoulders and sleeves: strip maximum 5 cm high - sides of the jersey - a lateral strip 9 cm wide - sides of the shorts - a lateral strip 9 cm wide - The manufacturer s label (25 cm2 may appear once only on the jersey and once on each leg of the shorts. Advertising matter on jerseys and shorts may vary from one rider to another. The design of the jersey and shorts may vary from one category of riders to another. Advertising on protective leggings worn for downhill mountain bike, trials and BMX events is not subject to the advertising restrictions on shorts. Additionally, the rider s name may appear on the back of the jersey All lycra-elastaine based tight-fitting clothing is not permitted A full-face helmet must be worn properly both when racing and when training on the course. The helmet must be fitted with a visor. Open-face helmets may not be worn The UCI strongly recommends that riders wear the following protection: back, elbow, knee and shoulder protectors made of rigid materials; protection for the nape of the neck and the cervical vertebrae; padding on shins and thighs; broad full-length trousers made from rip-resistant material incorporating protection for the knees and calves, or broad-cut shorts made from ripresistant material plus knee and calf protectors with a rigid surface; long sleeved shirt; full finger gloves. During World Championships, art is also applicable: Cameras are not permitted during Timed Sessions and World Championships run. The riders are responsible for securing the fixation of the cameras in order to avoid any danger. The UCI can decide to allow a camera during finals but only for the usage of the TV production company. 10

OFFICIAL CEREMONIES The following points apply to the official ceremonies: Within 10 minutes following the end of each race (unless otherwise provided and duly recorded in an official communiqué, the World Champion, the second and the third placed riders shall be ready for the official ceremony that shall be conducted under the responsibility of the President of the Commissaires Panel Riders shall appear in racing attire, wearing their national jerseys but bare-headed and without headband or glasses, until they leave the official ceremony enclosure World Champion may not wear the jersey identifying his title and bearing the regulation advertisement of his main sponsor (s until, at earliest, the day following that on which he received it. Any infringement of the provisions of the above articles ( to shall be punished by a minimum fine of CHF to CHF A higher fine may be imposed depending on the advantage derived from the offence. 12.
