3 President s Report Birch Entriken Bill Rogers photo Annual Meeting with RARA In February, Procedures and Rules Committee Chairman Gary Davis and I attended the annual President's meeting with RARA. We were treated to RARA's usual gracious hospitality with dinner at the Hilton the night before the meeting. The format for this meeting begins with the RARA Board and Staff making a presentation to the combined race class representatives, discussing the general state of the races, last year's event, and plans for this year. We then break into individual sessions with each class to discuss class specific issues. Race promoters and racing organizations have what could be viewed as a symbiotic relationship. Without racers, the promoter has no race to put on. Without a venue, the racers have no place to race. While RARA definitely seeks to keep the race classes happy and healthy, they must do so in the context of running a business. Hence, while we may not have been overjoyed by everything we heard at the meeting, we must also be realistic in our expectations. I am not defending RARA nor making excuses for IF1. I am only saying that we try to seek the best outcome for our membership given the cards we are dealt. Following are some highlights from the meeting that will most affect Formula 1: The schedule this year should not be as tight as last year, given that there will only be one military demo team in attendance. Racing will once again start on Wednesday. We asked to run both our Silver and Gold heats on Sunday in order to allow for Bronze fill ins on Saturday. This should be doable, but at this point the schedule is still under construction. As the cost of putting on the event continues to rise, RARA is looking for ways to increase revenues and reduce expenses. Ticket, parking, food and clothing prices for the public will rise. Entry fees will also increase across the board, more for some classes than for others. I would look for the IF1 entry fee to rise a minimum of $100. There will be changes to the way the RV lot is managed. Previously, we were allowed two parking spaces in the RV lot per entry, as part of the entry package. This year there will be a charge of $50 per spot. IF1 will be allowed a maximum of 28 spots, based on last year's usage, but no maximum per individual was specified. The question of future management of the water and power hookups in the RV lot was discussed. This is a complicated issue given the fact that these utilities are on airport property, on a RARA leasehold, and only utilized by those of us who choose to camp. This is a great asset that I wish to keep in place. How best to do this is under ongoing review. No pets will be allowed on the site this year. This is a liability issue, given the fact that there were two dog bite incidents last year. Also, Honey has gone into retirement. The number of credentials will be reduced this year. This applies to both race teams and Tech and Ops officials. We have looked at the absolute numbers that we need and continue to negotiate this. RARA is also looking to reduce the number of individuals allowed out to the flight line, although at this point it looks as though IF1 will still be allowed a pilot plus three crew. We have a good chance of getting our old hangar office back. This will be a FORMULA FORUM, MARCH

4 PRS Other Races huge benefit to both administrative tasks as well as IF1 merchandise sales. We proposed having a single point of sale for both IF1 and team merchandise. This would alleviate the need for individual teams to travel to the far end of the field each day to settle up. RARA was very much in favor of this and, in addition, offered the option of placing IF1 and team items for sale at the various RARA vending sites, on consignment. PRS is scheduled for June this year. Registration should be up on the RARA website by the time you read this. Deadline for entries is May 15th. A number of classes expressed the desire for experienced racers to be able to come to PRS for practice only, at a reduced rate. This would have the added benefit of putting more airplanes on the course at PRS, thereby presenting a more realistic simulation for new pilots. If you participate in PRS this year, you may transfer registration information directly to your race entry for September, thereby saving time. However, unlike last year, you will not be able to transfer data from last year's entry to this year. You will need to fill out a complete package. As you can see from the above, there are a number of things that we are continuing to work out. We spent quite a bit of time talking with the other class representatives, and I foresee an era of enhanced communication amongst the various race classes. We also discussed a number of other administrative details that I do not have the room here to bore you with. Recently a number of you received a letter asking you to express your interest in "invitational" races in Oklahoma City, Tunica and Tucson. Please be aware that none of these events involves International Formula One. There will be no Formula One officials on site to oversee safety. IF1 is committed to developing additional races, and conducting them in as safe a manner as possible. We are ready and willing to discuss participation in other races with any promoter. We have made numerous attempts to open negotiations with the Tunica Air Races, without success. While Formula One cannot, and does not wish to tell its members what they can do with their airplanes, we have a duty to make you aware of some of the issues that these "invitational" races raise. A little anarchy is not necessarily a bad thing, in fact it is a very American trait. But in an arena like aviation, in general, and air racing, in particular, some structure is crucial. Without structure we invite chaos and disaster. The structure of IF1 is in place to promote safety through qualification of pilots, aircraft and race sites. This recent attempt to circumvent your organization is troubling. It threatens to splinter the organization. It may run counter to FAA policy. It may affect the resale value of your aircraft. It could be an insurance issue. Please know that if you choose to participate in one of these events, you will not face any punishment from Formula One. However, if you choose to participate in one of these events, please go into it with your eyes open. Pay particular attention to race course and runway location. Will there be a runway available, unobstructed by race traffic, if you need one in a hurry? What are the crash, fire, rescue assets? What kind of extrication devices do they have? How many ambulances do they have? Is there an EMS helicopter on call? These are the questions to ask. Don't go racing just because you can. Go racing because it makes sense. Fly fast. 5 Pilot Profile Roger Keeney Bill Rogers he unique and striking paint scheme Ton Roger Keeney s Mojave Green at Reno this year is so different that I wanted to highlight it in this issue. It made sense then to write something about it s owner. Roger grew up in an aviation family, his father had license 20,040, and worked at Douglas and on the Schoenfeldt Firecracker. He came home from the hospital in an airplane, so it was not unexpected he learned to fly at an early age and got his license on an Aeronca Champ. With poor grades looming at Santa Monica City Collage, Roger joined the Aviation Cadet Program. Via T-24 and T-28 in the USAF, he eventually made aircraft commander in the B-47. With time in C-141s, Roger went to Viet-Nam as a Forward Air Controller flying the O-1 (Army s L-19 Birddog) Cessna. Sit down with Roger some time in the back of the hangar over a Scotch for information as to why he went from 4 engined jet heavys to Cessnas and incredible Nam war stories - it will be time well spent! Another spell in 141s, a Rescue Squadron in Japan with C-54s and he left the Air Force to a life of flight instructing and airline work with Evergreen among others. Roger retired at 60 as a 747 captain with UPS. He never lost his interest in civilian aviation and has had a Cessna 195 for many years. One of his more interesting mounts was Sierra Sue, a pusher designed to Formula One rules by Walt Fellers and Ron Beattie of North American and Northrop, but never raced. It was loaned to the Air Force as a demonstrator for a Northrop pusher design as part of the AX Program that became the A-10. The aircraft is currently in the collection of the Western Museum of Flight in Hawthorne, CA, the site of the original Northrop factory. Roger obtained his Cassutt from, who else but, George Budde and most of it was originally #6 Okie Stroker. Roger put it together as N137RK and arrived at Reno in He had problems with the plane, and although he posted a qualifying time of 188 m/h, he did not race. In 2003, with a new gear the plane was faster and more manageable and Roger took second in the Bronze behind veteran Sonny th Swenson. He was 4 in 2004 and was determined to go faster, hence the major rebuild in Roger lengthened the engine mount to eliminate 20lbs of CG ballast, redid the exhaust and had the airplane painted with the distinctive green scheme shown on the cover. The paint was designed and applied by Kenny Youngblood of Las Vegas, who is well known for race car graphics. Other than aviation, Roger enjoys flyfishing and the outdoors and is married to Barbara. He lives in Sandy Valley, South of Las Vegas, NV, with a hangar and a runway adjacent to his house - a total aviation person. FORMULA FORUM, MARCH

8 th 5 Column Editorial Bill Rogers Some Philosophy. The current IF1 Rules date from the early 80s; the concept was developed after the revolution in 1977, to address the problems which caused the breakup of Formula One and consequently of PRPA which was the umbrella organization for all racing classes at the time and the Court of Appeal. It is interesting to note that if PRPA had not had an even number of Directors who split equally, a decision could have been reached and the impasse avoided. The Europeans became involved in an effort to mediate and later those rules were combined with the European FAI rules with the intention of using common rules on both sides of the Atlantic. In the 70's we had situations where Tech Inspection was conducted by a competing pilot and his crew. Technical Rules were approved so close to races that some people were unable to comply with them and were found guilty of violations at post-race wild card tear downs. Technical violations found prior to a race were often punished with twoyear suspensions! A basic premise was to apply some common sense and avoid conflicts of interest. We provided checks and balances in order to prevent the adoption of extreme rules proposed by a handful of people. Unless proposed by a member and approved at the Annual Meeting, changes must go through the Rules Committees for their concurrence. We have Rules Committees to legislate Technical and Operations Rules, but three people could approve an item for vote, so a check/balance from the Executive Committee is required prior to sending changes to the Membership for vote to make sure that the bigpicture is considered. A case in point here is the small tire rule approved not long ago. Ostensibly this was a cost saving, but in fact everyone who wants to remain competitive is forced to buy new tires and wheel pants to replace perfectly good items. An issue we hope that the Executive considered. Directors can change Bylaws but must refer the item to the membership within a short period of time for ratification. The Tech and Ops Directors can enact emergency rules in their areas of responsibility, but again these must be approved by the membership before formal incorporation. Technical changes must be in place prior to the start of the year, so that everyone knows how to build their engines and racers in time to pass inspection. The rules now require that the key Officials at the races - Operations and Technical Directors not be competitors and in fact we have developed over the years, a cadre of independent officials working for the Directors in those areas. Thanks to the internet we can now go to the IF1 website and obtain the latest copy of the rules without continually replacing paper copies as changes are incorporated. With this system in place, it is a fact of Formula One life that any rules item that goes out for membership vote is approved because people understand that it has been considered and blessed by the Committee experts and IF1 management. The confusion with the recent rules change vote resulted from what I believe was an incorrect interpretation of the Bylaws and I plan to propose a few minor wording changes to avoid such misunderstandings in the future and to maintain our basic IF1 philosophy. All of our taxes have been filed (we pay no tax, but have to file a return) and we have approx. $16.6K in the bank. Last year, we had income of ~$145K and expenses of ~$149K for a net loss of ~$4K, so you can see that eliminating waste and surplus is important to our health/longevity. The Forum cost over $3K to produce last year and is now available to members on-line at ( Many members are supporting IF1 cost savings by using only the (higher quality) on-line Forum. Paid membership now stands at 62 Full and 32 Associate members. If you see an (UnPd) next your name on the Forum mailing label, it means we haven t received your renewal. Please send in your renewal and encourage friends/crew to join as well. Check the RARA website for your PRS and race entry forms these aren t being mass mailed. If you want to attend/participate, it will take your initiative to obtain and file the paperwork. Your Reno entry must be RECEIVED by 30 June this year. We will have a 2-place aircraft at PRS this year for those that can t bring their planes to the seminar. There will be a $50/flight administrative charge paid by the participants to IF1. PRS material is being updated to provide a complete package for new/returning pilots. The IF1 Reno prize payout plan will be defined and provided to RARA & participants by 1 May. Fly Safely - John Vice President s Report Looking for a few good men (or women)!!!! We are hoping to attract some new members to IF1 this year or welcome back former members who haven't been actively flying recently. Formula 1 sometimes seems like an endangered species. A full field of airplanes makes for more exciting races which increases our chances of being invited to more events. If you know of anyone who is interested in racing, please encourage them to join up, or if you know of airplane owners who have retired their wings and might want to sell their airplane, please give me a call as there are a few people looking for airplanes at the moment. As Spring arrives many of our local airports have Air Fares & Shows. If any members have the time and opportunity to participate in static displays, please do so and draw attention to IF1. 10 Odds and Many of you will remember Bob Hirsch with his wife Maria at the front of our hangar at Reno selling his sets of 3-view drawings of Formula race planes. I received a letter from Maria telling me that Bob is in poor health but has completed his latest book Aircraft of Air Racing s Golden Age The CD she provided showed it to be a comprehensive coverage of the subject. Check the For Sale page for more information if you are interested in racing history. George Andre of Team Zipper, who has been advertizing for a race plane, has bought Steve Temple s Aggressor, but it will be renamed and receive a new number before we see it next. George is from St. Louis. Speaking of history don t forget the Air Racing Historian s Symposium May 5-6 in Cleveland; info from Herman Schaub Their newsletter Golden Pylons, edited by Don Berliner is always a good source of information on restorations. Ron Denight died in a crash of his homebuilt Denight in September. Ron had been restoring his father s (Bart Denight) #97 Denight Special, raced from 1969 till 1969 by Roy Berry and Nick Jones. That airplane was dismantled to provide parts for Richard Minges #97 Ole Blue, flown by Rocky Jones Dan Chrapczynski is a frequent correspondent and tells us his Midget Mustang Horsepower has been signed off and is to be the subject of an article in the March issue of Sport Aviation. See: net/midgetmustang51/. He plans to race in John Saum died in November. He built Cassutt IIM #53 Therapy which he raced from 1973 to He held the 500 and 1000 Km closed course records for some time and was awarded the Bleriot Medal for his efforts. John Parker, past 3 time IF1 Reno champion, broke the 3 Km and 15/25 Km records for his class in his Thunder Mustang. Speeds were around 375 m/h. There may be no Jet racing at Reno this year (RARA is deciding whether to reinstate them after saying they were out), but the Thunderbird USAF jet team will return.
