On behalf of the entire staff we would like to thank you for participating in the Grand Daddy of all race weekends! In this Competition booklet you will find our race schedule, and some important procedure outlines for the weekend. We hope this is helpful in making your weekend here at the Orange County Fair Speedway an enjoyable one. Listed below are the staff members for this weekend that will be available to you for any questions you may have. Good Luck to all our competitors and let s have a safe weekend. MANAGEMENT RESERVES THE RIGHT TO CHANGE ANY AND ALL PORTIONS OF THIS EVENT. 1

2 GENERAL INFORMATION All competitors and crew members must have their wrist bands on at all times. If you are found without your wrist band you will be asked to leave the pits and must purchase a new one. NO EXCEPTIONS! It is very important that crew members and drivers pay strict attention when moving through pit area. Please be aware of race cars and safety equipment at all times. Teams that are using ATV s or Golf Carts, must have a registration sticker on the unit at all times. On ATV s: one (1) person ONLY on the unit. For Golf carts: one (1) person for each seat available. There will be a zero-tolerance rule in effect for the entire weekend. Anyone found abusing the privilege, will have their unit removed from the fairgrounds for the rest of the weekend. At NO TIME is it acceptable for any crew member to go onto the track. Anyone who does not abide by this rule will be removed from the fairgrounds for remainder of weekend, and the car they are affiliated with may be disqualified for entire event. EMS emergency ambulance is located in the first turn area, if you have a need for assistance. Any questions that arise for any event should be directed to the Pit Steward, Steve Otten. Any tech questions or issue that arise should be directed to tech inspector, George Johnson. All line ups will be posted at the pit tower. Any race car that is parked on the front straightaway pit area MUST be moved at conclusion of your division races. Failure to move out will result in vehicle being towed at owner s expense. NO EXCEPTIONS. If you have a question on this matter, see the Pit Steward at the conclusion of the day. GENERAL RACE INFORMATION SPORTSMAN Time Trials on Friday: will begin after the completion of Modified hot lap session. If you miss your scheduled slot for time trials, you will be given one lap at the end of the session, and will be penalized by securing no greater than eighth starting spot in a heat qualifying event. Rookies attempting to qualify will run their own session. MODIFIED Time Trials on Friday: will begin after the completion of the Sportsman Time Trials. If you miss your scheduled slot for time trials, you will be given one lap at the end of the session, and will be penalized by securing no greater than eighth starting spot in a heat qualifying event. SMALL BLOCK MODIFIED Time Trials on Saturday: will begin after the completion of CRSA Sprint Car hot lap sessions. If you miss your scheduled slot for time trials, you will be given one lap at the end of the session, and will be penalized by securing no greater than eighth starting spot in a heat qualifying event. Any Sportsman attempting to qualify as a small block will run at the end of the session. 2

3 If you do not make weight or pass tire inspection prior to your time trial session, you will be sent back to your pit and given 1 lap at the end of the time trial sessions, you will also be penalized by securing no greater than eighth starting spot. Transponders are mandatory. If you do not have a working transponder you will not be scored for feature event. Raceceiver one way radios are mandatory. Driver MUST have Raceceiver working for entire race. If you ignore a directive from Race Director during event, you may be sent to pit for inspection of Raceceiver. Failure to quickly move to position directed by the Race Director will result in disqualification from event. FRIDAY OCTOBER 20, MODIFIEDS / SPORTSMAN ALL DRIVERS ARE REQUIRED TO BE PRESENT AT DRIVER MEETINGS. MODIFIEDS: This is a two-day event. ALL CARS must be inspected by tech officials prior to any on track activity and an inspection sticker applied to each car. Entry fee for each car registered must be paid prior to going on track. MODIFIED DRIVERS WILL DRAW for time trials at the table set up by scales. MODIFIEDS: Any driver that switches cars for any reason prior to the start of an event will start in the rear. TIME TRIALS: will begin ten minutes after the completion of hot lap session. If you miss your scheduled slot for time trials, you will be given one lap at the end of the session, and will be penalized by securing no greater than eighth starting spot in a heat qualifying event. Driver may time trial more than one car provided a separate entry fee is paid prior to day s activities. TIME TRIAL RESULTS will determine top six (6) locked in positions for the Eastern States 200. These top six cars will not be listed in a qualifying race. Positions 7,8, are guaranteed. If driver qualifies higher, the position will become available. All additional times will be used for qualifying race line up. QUALIFYING HEATS will be eight (8) laps. Double File Restarts for all eight laps. Order of finish in qualifying heats will determine positions nine (9) through thirty-three (33). (*see time trial results) MODIFIED TIRES: All cars will be required to run the following compounds. Hoosier Tires ONLY. LF: D400 RF: D400 or D500 optional LR: D400 RR: D500 optional NO DIRT SOFT MODIFIED WEIGHTS: 2500 tsp. Track Scale is the Official Scale weight of Orange County Fair Speedway. The Eastern States 200 is a Big Block event. Small Blocks are welcome to attempt to qualify but Small Blocks must conform to the 2017 OCFS Small Block Regulations. All Small Block engine packages must weigh 2500 lbs. with the exception of Ported Iron Heads package which must weigh 2600 lbs. 3

4 SPORTSMAN This race is for Sportsman with GM 602 Crate Engines as defined in the Orange County Fair Speedway Rule Book. Any driver that switches cars for any reason prior to the start of an event will be required to start at the rear of that event. ALL CARS must be inspected by tech officials prior to any on track activity and an inspection sticker applied to each car. TIME TRIALS: All drivers will draw for time trials at table set up by scales and will begin after the completion of the Small Block hot lap session. If you miss your scheduled slot for time trials, you will be given one lap at the end of the session, and will be penalized by securing no greater than eighth starting spot in a heat qualifying event. ALL CARS must immediately report to holding area after your time trial session. You will be sent back to your pit area from there. Top 6 will remain. TIME TRIAL RESULTS will determine top six (6) locked in positions for the Eastern States 50, 7 th position is a guaranteed position. These top six cars will not be listed in a qualifying race. All additional times will be used for qualifying race line up. QUALIFYING HEATS will be eight (8) laps. Double File Restarts for all eight laps. Order of finish in qualifying heats will determine positions for Feature Line up. Adjustments to number of cars qualified through heats will be determined by number of entries. CONSOLATION RACE will be ten (10) laps. Double File Restarts for all ten laps. Number of cars that qualify will be determined by number of cars remaining to fill field for feature. 50 LAP FEATURE EVENT: Caution laps will not be counted for this race. In the event multiple cautions occur during feature event, race director may choose to start counting caution laps. Double File Restarts for all fifty laps. (Race Director Discretion as to single file restarts if cars cannot race without multiple incidents.) Race will finish under Green, White Checkered. SPORTSMAN TIRES: All cars will be required to run the following compounds. Hoosier Tires DIRT HARD ONLY. D400 Only Front: 1182,1382 ONLY Rear: 1387,1389,1392 ONLY SPORTSMAN WEIGHTS: 2350 TSP SPORTSMAN GEAR RULE: Maximum Gear Ratio is 4.87 NO EXCEPTIONS!! SPORTSMAN FUEL: Pump fuel or VP fuels sold at track. No additives. NO CHP or CHP products will be allowed. Fuel will be tested onsite. SATURDAY OCTOBER 21, SMALL BLOCK MODIFIEDS / 305 SPRINTS ALL DRIVERS ARE REQUIRED TO BE PRESENT AT DRIVER MEETINGS. SMALL BLOCK MODIFIEDS This is a one-day event. Any driver that switches cars for any reason prior to the start of an event will be required to start at the rear of that event. ALL CARS that have not been inspected must be inspected by tech officials prior to any on track activity, and an inspection sticker applied to each car. SMALL BLOCK MODIFIED DRIVERS WILL DRAW for time trials at the table set up by the scales. 4

5 NO 2 WAY RADIO COMMUNICATION WITH CREW MEMBER IS PERMITTED DURING THIS EVENT. ALL DRIVERS Driver MUST have a working Raceceiver in all events. If you ignore a directive from the Race Director during the event or failure to move to position directed by the Race Director may result in disqualification from the event. ONE WAY RACECEIVERS will be required anytime cars are on race track. TIME TRIALS: will begin after the completion of CRSA Sprint Car hot lap sessions. If you miss your scheduled slot for time trials, you will be given one lap at the end of the session, and will be penalized by securing no greater than eighth starting spot in a heat qualifying event. ALL CARS must immediately report to holding area after your time trial session. You will be sent back to your pit area from there. Top 6 will remain. TIME TRIAL RESULTS will determine top six (6) locked in positions for the Small Block Modified Eastern States 100. These top six cars will not be listed in a qualifying race. All additional times will be used for qualifying race line up. Position number seven (7) & eight (8) are guaranteed. If driver qualifies better than 7 th, this position will become available. QUALIFYING HEATS will be eight (8) laps. Double File Restarts for all eight laps. Order of finish in qualifying heats will determine positions eight (8) through twenty-six (26). (NOTE: POSITION 7 IS GUARANTEED. IF DRIVER QUALIFIES BETTER DURING TIME TRIALS, THIS POSITION WILL BE AVAILABLE. Adjustments to number of cars qualified through heats will be determined by number of entries. CONSOLATION RACE will be ten (10) laps. Double File Restarts for all ten laps. Number of cars that qualify will be determined by number of cars remaining to fill field for feature. SMALL BLOCK MODIFIED EASTERN STATES 100 will be one hundred (100) laps. Caution laps will count from laps Race will finish under green, white, checker. Double File Restarts for entire race. Lap cars will be sent to the rear should a caution come out. The Last 10 Laps must be green. SMALL BLOCK MODIFIED TIRES: All cars will be required to run the following compounds. Hoosier Dirt Hard Tires ONLY! D400 and D500 optional right rear. Tire Size & Compound Designation: Front 11/82 or 13/82-15 Rear 13/87-15, 13/89 15 or 13/92-15 SMALL BLOCK MODIFIED WEIGHTS (FOR EASTERN STATES 100 ONLY): Option 1: Ported Steel Heads 23-degree maximum open intake & exhaust 2600 lbs TSP Option 2: Non Ported Brodix Spec Heads, open intake & exhaust 2450 lbs TSP (Ford and Chrysler) Option 3: Brodix Non Ported Spec Heads, Spec Intake with Schoenfeld Spec Exhaust 2350 lbs TSP Option 4: OCFS ONLY!!! GM CT 525 Crate Engine, Part # will be allowed. NOTE: This Engine must remain stock sealed O.E.M. This engine must also run with the O.E.M. electronic controller part # the exhaust must be spec., Shoenfeld 1124bls D1 ONLY!!! 2300 lbs TSP aluminum engine or 2350 w/ Tri Y Option 5: W-16 Engine option 2300lbs tsp NOTE: All Spec motors must have a 9 minimum deck height. **Should any of these Options prove to have an unfair advantage in the class, total weights may need to be adjusted as needed. Scale is the Official Scale of Orange County Fair Speedway. 5

6 Must Have MSD Ignition System or Magneto. No Trigger Ignition System except for Option 4 OCFS. SMALL BLOCK MODIFIED CARBURATION: Must be the Holly 4150 series base and bowl, no billet center section. CFM is optional. ABSOLUTELY NO DRY SUMP SMALL BLOCK SYSTEM GEAR RULE: Ported Steel Head Maximum 5.44, Both Spec Heads & GMC T525 -Maximum W-16 Maximum 5.68 MUST HAVE DECLARED ENGINE WEIGHT PACKAGE CLEARLY POSTED ON BOTH SIDES OF HOOD COWLING, IF NOT YOU WILL BE DISQUALIFIED. SUNDAY OCTOBER 22, MODIFIEDS / STREET STOCKS ALL DRIVERS ARE REQUIRED TO BE PRESENT AT DRIVER MEETINGS. STREET STOCKS STREET STOCKS: All drivers will draw for starting position at driver meeting. Order of draw will determine starting order for qualifying races. Order of finish will determine starting positions for feature event. STREET STOCKS: Feature will be twenty-five (25) laps. Double file Restarts for all twenty-five laps. (Race Director Discretion as to single file restarts if cars cannot race without multiple incidents.) Race will finish under Green, White Checkered. STREET STOCK RULES will be as defined in the Orange County Fair Speedway Rule Book. STREET STOCK TIRES: DOT Tires ONLY!!! Maximum 8 inch tires only. No snow tires. MODIFIEDS Modified Teams will park in the pit slot for the position they will start the Eastern States 200 Modified practice session for qualified cars. Modified practice session for all cars in non qualifiers race. Modified Last Chance races will be ten (10) laps. Double File Restarts for all ten laps. 6

7 EASTERN STATES RACE PROCEDURES RACE DIRECTOR RESERVES THE RIGHT TO MODIFY THESE PROCEDURES AS SEEN FIT FOR SAFETY OF ALL PARTICIPANTS AND FANS. THE DECISION OF RACE DIRECTOR IS FINAL. ALL Modified COMPETITORS are permitted to use two-way radio communications with their crew members. ALL SPOTTERS MUST ATTEND THE ES 200 DRIVERS MEETING!!! ALL DRIVERS must be equipped with a Raceceiver one-way radio. NO EXCEPTIONS. Frequency is Driver must adhere to instructions from Race Director. Failure to comply with directions from the Race Director will result in immediate disqualification from event. ALL 200 LAPS COUNT. The race may go beyond the advertised distance. The final twenty (20) laps must be run under green flag conditions. Lapped cars will be directed (via the one-way radio) to fall to the rear of the field should a yellow flag come out, however after the first caution after lap 30 any car down 1 LAP will fall to the rear but will gain their lap back, this is for cars 1 LAP down only and only after the first caution after Lap 30, all other cautions lapped cars will be fall to the rear and will not get your lap back, any car 2 Laps down after first caution after lap 30 will get 1 lap back only. Double File Restarts for all 200 laps.. Original Start Side by side off turn 4. NO PASSING UNTIL STARTERS STAND. Restarts are in the restart zone in turn 3. Cars may not pass until the leader fires. Penalty: may be penalized two cars for each one passed. When yellow flag is displayed cars must hold their position. Any car passing after the caution and not giving those spots back immediately may be penalized. After the original green, on a caution all cars must go single file. Cars breaking under green may safely exit the track at any pit entrance/exit. If leaving track on pit exit road on backstretch, please use caution. Cars with flat tires or emergency situation may enter the pits even if the pits are closed. Officials will verify the emergency situation and rule accordingly. This will, in most cases, create an unfair advantage. These cars will either be directed to the rear of the field or brought down pit road for a stop and go. The first car one lap down at each caution period will receive a FREE PASS. The driver receiving the FREE PASS at each caution period will be instructed by race director on the Raceceiver when to come around the pace car and join the lead lap cars. Eligible driver must wait until instructed or will forfeit the FREE PASS. The car that draws the caution flag is not eligible for the FREE PASS. DEFINITION OF A LEGAL PIT STOP All cars must make a pit stop (must be a COMPLETE STOP) any time after lap 30 is completed on the racetrack. That mandatory stop may be made any time after lap 30 to the end of the race. FIVE CREW MEMBERS OVER THE WALL! All pit stops must be performed in a car s assigned pit stall and is considered legal only if the car comes to a complete stop in that stall. When entering the pits cars must stay to the right hand side of the pit lane until nearing your stall, then pull carefully into your pit stall. Violators may receive a stop and go penalty. MANDATORY PIT STOP: ANY PIT STOP AFTER LAP 30 IS CONSIDERED YOUR MANDATORY PIT STOP PACE CARS Two pace cars will be used during most caution periods to control pit road speeds. All cars go single file during all cautions. The track pace car will pick up the field after a caution comes out. When the field is secure, a second pace car will enter the track and pace side-by-side with the track pace car. When the field is secure and the pits open, the second pace car will lead the field down pit road and continue down to pit road exit. PIT OPEN / CLOSED We will have an extra flagman on the back stretch that will operate the pit open and close signs. When the pit sign is green, the pits are open. PIT ROAD COMMITMENT 7

8 The PIT COMMITMENT FLAG will be located in the middle of the backstretch. This is the commitment point for entering pit lane. Cars wishing to enter the pits drop to the inside at that point and follow the inside pace car. No cars may pull out of line before this point. If the car in front of you is entering the pits you MUST stay behind that car. There may be NO PASSING going into the PITS. Violators will be brought back down pit road for a stop and go and restart at the end of the field. Pit road speed must be the same exiting as it was entering. NO EXCESSIVE SPEED!! TECHNICAL RULES AND INFORMATION GENERAL ALL CARS MUST HAVE AN INSPECTION WEIGHT STICKER ON CAR TO BE ELIGIBLE FOR ANY EVENT. IF FOR ANY REASON YOU CHANGE CARS OR WEIGHT CLASSIFICATION, YOU MUST NOTIFY PIT STEWARD PRIOR TO COMPETING IN AN EVENT ALL SAFETY, BODY AND ANCILLARY RULES FOR MODIFIEDS ARE POSTED IN THE OCFS RULE BOOK AND ON THE OFFICIAL ORANGE COUNTY FAIR SPEEDWAY WEB SITE. ALL SAFETY AND ANCILLARY RULES FOR SMALL BLOCK MODIFIEDS, SPORTSMAN, AND STREET STOCKS ARE POSTED IN THE OFFICIAL ORANGE COUNTY FAIR SPEEDWAY RULE BOOK, WHICH IS ACCESSIBLE ON THE ORANGE COUNTY FAIR SPEEDWAY WEB SITE. Escape RV has joined the Thursday, October 19 event as a presenting sponsor as the countdown continues to the Bob Hilbert Sportswear Short Track Super Series (STSS) Fueled By VP Halmar International North Region finale. STSS big-block/small-block Modifieds will roar around the five-eighths- ile Hard Clay for 5 laps o peti g for a purse structure of more than $30,000 total: $5,000 to the winner, $1,000 for 10 th and $500 to take the green flag. Street Stocks complete the two-division program on the eve of Eastern States Weekend. The Hard Clay Fi ale is a prelude to the full Friday, Saturday a d Su day age da at the Lege dary House of Power. Pit gates for the Hard Clay Fi ale will offi ially ope o O to er 9 at p.. Tea s will e per itted to e ter the fa ility beginning on Wednesday (October 18). A Thursday pit pass, however, will be required for entry in the pits beginning at 3 p.m. Thursday. Drive-in gates will be unlocked at 4 p.m., with grandstand gates opening at 5 p.m. Cars will hit the track at approximately 5:45 p.m., with the first heat race rolling off at 6:30 p.m. Adult grandstand admission is $25 for Adults, $23 for Seniors and $5 for Kids 12 and under. Reserved seats (Rows H-O of the covered grandstand) are available for $30 by calling the speedway at Pit admission is $35 with no license required. Located at 239 Wisner Avenue Middletown, N.Y., on the Orange County Fairgrounds, Orange County Fair Speedway is the oldest continuously operating dirt track in the United States. The first auto race was held at the speedway in The five-eighths-mile oval offers fully-covered and half-covered grandstands in addition to open bleacher seating on the front stretch and turn one areas, with drive-in viewing on the backstretch.
