FUENTES Superintendent Dear Reader: The 21 calendar year was another successful year for the State of New Jersey in the reduction of fatal motor vehicle crashes. In 21, New Jersey recorded 53 fatal collisions that resulted in 556 deaths. This is a decrease of 2 fatal collisions and 28 fatalities, averaging out to 1.52 motor vehicle fatalities per day. The law enforcement community, and certain non-profit organizations, will remain committed in their respective traffic and public safety efforts. Through enforcement and education of the motoring public, we will continue to work towards the reduction of motor vehicle fatalities on our roadways. As traffic-related deaths continue to be the leading cause of accidental deaths in New Jersey and the nation, we, as a society, must continue our efforts in traffic safety awareness. In 21, the recorded nationwide death toll on our roadways was approximately 32,788 fatalities. This is approximately a 3% decrease from 29. In addition, it is 1,722 fewer deaths than were recorded 5 years ago in 25. On the following pages, you will find statistics concerning this past calendar year's fatal motor vehicle crashes. The information was compiled by the Fatal Accident Investigation Unit within the Division of State Police. This report constitutes a detailed look at the causes and results of fatal crashes throughout the state during 21. With the continued efforts and cooperation of the public, and federal, state and local agencies, I am convinced that our traffic safety record will continue to improve in the years ahead. 4 QUICK FACTS Nationwide, the fatality rate remained at a historic low of 1.9 fatalities per hundred million vehicle miles traveled. Nationwide preliminary statistics indicate there were 32,788 people killed. In New Jersey, there were 53 fatal crashes with 556 people killed. There was a decrease of 2 fatal crashes and a decrease of 28 fatalities. Of the fatalities, 3.6% had consumed alcohol to some extent. Of all drivers, 12.8% were legally intoxicated. An average of 1.52 persons were killed every day. There were 69 fatal crashes involving 74 motorcycles. Pedalcyclists accounted for 13 fatal crashes. The pedestrian death toll was 141. There were a total of 44 hit-and-run fatal crashes involving 79 vehicles. The victims were comprised of 7 drivers, 6 passengers, 29 pedestrians, and 3 pedalcyclists Of the 798 drivers listed, 3 New Jersey drivers and 5 out-of-state drivers were suspended. There were 2 drivers without valid licenses. There are approximately 39, miles of public open roads in the state of New Jersey, indicating one death for every 68.6 miles. Straight roads were involved in 6.2% of all fatal crashes. Of all fatal crashes, 84.2% occurred during clear weather conditions. Of the known drivers involved in fatal crashes, 71.1% were males. Of the vehicles involved in fatal crashes, 5.5% involved passenger cars. There were 31 tractor-trailers involved in 28 fatal crashes which resulted in 28 fatalities. 1

13 ALCOHOL FACTOR There were 556 fatalities during 21. Of the fatalities, 33 were drivers, 99 were passengers, 141 were pedestrians and 13 were pedalcyclists. Of this total, 466 were tested for alcohol and 9 were not tested. Of the 466 tested, 17 were positive for alcohol in varying degrees and 296 were negative. This indicates that 36.5 % of the fatalities tested were positive for alcohol and 63.5 % were negative. Sixty-Nine drivers, 14 passengers, 27 pedestrians and 2 pedalcyclists tested positive for drugs. In 137 of the 53 crashes, Driving While Intoxicated (alcohol and/or drugs) was listed as the major contributing factor. There were 149 people killed as a result of these 137 crashes. 1.) DRIVERS: Deceased: There were a total of 33 drivers killed of which 263 were tested for alcohol. Of those tested, 94 were positive and 169 were negative, indicating 35.7 % had consumed an alcoholic beverage. Of the 94 imbibing drivers, 77 or 81.9 % had an alcohol level of.8 % or higher. Surviving: There were a total of 495 surviving drivers of which 175 were tested for alcohol. Of those tested, 37 were positive and 138 were negative, indicating 21.1 % had consumed an alcoholic beverage. Of the 37 imbibing drivers, 25 or 67.6 % had an alcohol level of.8 % or higher. 2.) Passengers: There were a total of 99 passengers killed of which 66 were tested for alcohol. Of those tested, 33 were positive and 33 were negative, indicating 5 % had consumed an alcoholic beverage. 3.) Pedestrians: 4.) Pedalcyclists: There were a total of 141 pedestrians killed of which 124 were tested for alcohol. Of those tested, 4 were positive and 84 were negative, indicating 32.3 % had consumed an alcoholic beverage. There were a total of 13 pedalcyclists killed of which 13 were tested for alcohol. Of those tested, 3 were positive and 1 were negative, indicating 23.1 % had consumed an alcoholic beverage. The number of fatal accident victims with blood alcohol readings above the legal limit increased from 127 in 29 to 133 in 21, an increase of 4.7 %. Deceased drivers with alcohol involvement showed a 1.1 % decrease when compared to 29. ALCOHOL & DRUG USE: 1 surviving drivers, 27 deceased drivers, 9 passengers, 11 pedestrians and pedalcyclists tested positive for alcohol and drugs (Illicit & Medication). 25 surviving drivers, 42 deceased drivers, 5 passengers, 16 pedestrians and pedalcyclists tested positive for drugs (Illicit & Medication) alone. 1

21 SPECIFIC AREAS OF CONCERN INTERSTATE HIGHWAY FATALITIES The Interstate Highway System of New Jersey is 1% completed, with miles open to the motoring public. During 21, the death rate averaged 5.83 deaths per month and 1 death for every 6. miles of highway. A concise analysis of victim classification, alcohol involvement, driver ages, contributing circumstances and manner of collision is outlined on the following page.
