1 2017 COATES HIRE SUPERCARS CHALLENGE CAMS PERMIT NUMBER: 817/2603/01 SUPPLEMENTARY REGULATIONS FOR SUPERCARS CHAPTER 1 - STANDARD REQUIREMENTS 1.1 EVENT TITLE, DATE & VENUE The 2017 Coates Hire Supercars Challenge will be held at the Albert Park Grand Prix Circuit, Melbourne, Victoria from 23 to 26 March 2017 during the 2017 FORMULA 1 ROLEX AUSTRALIAN GRAND PRIX. 1.2 ORGANISATION & STATUS The Event will be held under the FIA International Sporting Code including Appendices, the Supercars Operations Manual ( the Rules ), and any applicable National Competition Rules of the Confederation of Australian Motor Sport Ltd (CAMS) which are not in conflict with the Rules, the Supplementary Regulations, any Further Regulations or instructions and any Bulletins issued, except to the extent otherwise expressly stated. Administration checking will commence at 1400 on Tuesday 21 st March Any Competitors that need to change or add any details contained in their 2017 Entry Registration Form must do so at the Supercars Operations Transporter prior to the commencement of the Competitors and Drivers Briefing on Thursday 23 rd March No change of Drivers will be accepted later than 1700 (ADST) on Wednesday 22 nd March 2017 unless exceptional circumstances, as determined by the Stewards, warrant a change after that time. This is a non-championship Event, however, fines of no less than $10,000 may be imposed on any Team or Driver which fails to use best efforts to win the Event in the manner expected of a Supercars Competitor. 2.2 CONDITIONS OF THE EVENT (FORMULA 1 PRECEDENCE) The Supercars Coates Hire Challenge is part of the Event hosting a round of the 2017 FIA Formula 1 World Championship. Formula 1 activities will have priority over Supercars for the whole of the Event. Supercars Coates Hire Challenge Supplementary Regulations Page 2

3 The Promoter reserves the right to postpone, abandon or cancel the Event or any part of it in accordance with NCR 59. In the case of abandonment or cancellation of the whole of the Event, all entry fees will be refunded in full but no other amounts will be payable by the Promoter. The Organiser and Promoter will use reasonable endeavours to ensure that the Event is conducted as planned, however, the schedule of the Event may be varied at the Organiser s or the Promoter s absolute discretion. Any variations that may occur to the Event schedule will be notified to Supercars as soon as practicable. Such variations will be considered final and will not be subject to protest. Any Competitor, Driver or Team member who is not in the correct place at the required time may miss their participation in the Event. Fines of no less than $10,000 may be imposed on any Team or Driver which actively disrupts Formula 1 activities. 2.3 ACCREDITATION CARDS (PASSES) & TEAM PARKING Only the following 2017 Supercars Accreditation Cards will be recognised by the Promoter VIP, Access All Areas and Team Pass. Accreditation will be required from Wednesday 22 nd March The Promoter will issue Teams the following car passes for the Event, which will be available for collection at Gate 10 Credentials: Car Teams 3 x internal car park and 6 x external car park Car Teams 2 x internal car park and 3 x external car park. Cars with internal car park passes must be parked in the A Main Services Car Park, located in the outfield at turn 16, Driver s left. The cars with external car park passes must be parked in the Competitors Car Park, located adjacent to Lakeside Driver near Gate 10. Your use of the Supercars credential pass to enter and be present at the 2017 Formula 1 Rolex Australian Grand Prix (Event) is subject to the Attendance Conditions (attached to this document, displayed at entrances to the Event and published at the Credential Conditions for the Event (available from credentials office), the Australian Grands Prix Act 1994 (Vic), regulations made under that Act and any further conditions set out below. You are reminded that the pass is strictly non-transferable and your presence at the Event is at the discretion of the Australian Grand Prix Corporation, who may withdraw or confiscate it at any time without prior notice. CHAPTER 3 - TECHNICAL 3.1 SCRUTINEERING Scrutineering will commence at 0830 on Thursday 23 rd March Supercars Coates Hire Challenge Supplementary Regulations Page 3

4 CHAPTER 4 - SPORTING 4.1 DRIVER CONDITIONS POLICY In accordance with Rule D3.8.4, the nearest Town or City to the Circuit, as listed by the Bureau of Meteorology is Albert Park. 4.2 PRACTICE For this Event and further to Rule D5.1.3 all practice sessions will be time certain. 4.3 QUALIFYING For this Event, delete Rule D Qualifying will be time certain, except in extreme circumstances as determined by the Stewards, in which case the session may be extended. 4.4 GRID LAYOUT The grid will be a 1x1 formation with pole position for Supercars on the right hand side (in the F1 position 2 place). The F1 pole position will be left vacant. 4.5 START PROCEDURE Unless determined necessary by the Race Director, in which case any changes will be advised over RMC and LAN, the start procedure timings for all races at this Event will be as detailed in Chapter 8 Event Program of these Regulations. The 15-minute start procedure as detailed in Rule D9.2 will apply, up to and including Rule D9.2.7, from which the following will apply: When the green flag is waved, the SC will move off from the front of the grid and must be followed by all Cars in single file in grid order. During the lap the SC, on the instruction of the RD, will extinguish all the flashing lights, accelerate away from the field and enter the Pit Lane. At the time the SC accelerates away, or in accordance with Supplementary Regulation 4.5.8, all Cars must form a 2 x 2 formation with the leader assuming the side of pole position as per Supplementary Regulation 4.4. The Car in pole position will then dictate the speed, which must be less than 60km/h and more than 50km/h. The practice of aggressively accelerating and/or braking, and/or moving either left or right is prohibited from this point. All Cars must maintain the 2 x 2 formation and: Remain directly in line with the Car immediately in front as they approach the apex of turn 16, and; Must be no more than 1 Car length behind the Car immediately in front as they approach the apex of turn 16. If the starter is satisfied with the formation as the two Cars on the front row approach the grid, he will extinguish the red lights to indicate a start, at which point it is permitted to overtake. If the red lights are not extinguished all Cars must continue on another formation lap. The speed is to be controlled by the pole position Car, which unless braking for a corner, must be more than 80km/h and less than 100km/h. When advised on RMC, the procedure from Supplementary Regulation must immediately be followed a second time. At this time, the Car in pole position will dictate a speed, which must be less than 60km/h and more than 50km/h. 5 Team personnel are not permitted onto the grid unless permission is granted by the S&TD or via RCM and LAN. 4.6 DEPLOYMENT OF SC DURING A RACE Delete Rules D to D and replace with Supplementary Regulations through to If the starter is satisfied with the formation as the two Cars on the front row approach the grid, he will wave the green flag to indicate a restart, at which point it is permitted to overtake. The practice of accelerating and braking, and aggressively moving left to right and back is prohibited from this point. 4.7 POINT SCORE Points will be allocated according to the following table: Race Race Race Race The highest total point score achieved by each Driver after the conclusion of the 4 races will determine the winning Driver of the Event. In the event of 2 or more Drivers scoring equal points at the end of the 4 races, the finishing order of the Event will be determined by reference to each Driver s placing in each race. The Driver with the greater number of first place finishing positions will assume the higher place in the final order. If this fails to break the tie, then the Driver with the greater number of second place finishing positions will assume the higher place in the final order and so on until the tie is broken. 4.8 TYRE ALLOCATION AND USAGE The allocated tyres for the Event will be marked with different colours. Event allocated tyres are to be used as follows: Qualifying: Any combination of colours Race 1: White Race 2: Yellow Race 3: Pink Race 4: Blue If a Car has a failure or suffers wheel damage during a race, it will be permitted to replace the damaged tyre and wheel with another Event allocated tyre. The S&TD will inspect the damaged tyre/wheel and may render it unusable for the remainder of the Event. If the wheel is damaged and the tyre is still usable, Teams must have the tyre removed from the wheel and re-fitted to a working wheel. 6 CHAPTER 5 - OPERATIONS 5.1 ACCESS TO PADDOCK The set-up of the Supercars paddock will be at the discretion of Supercars and the Promoter. No passenger vehicles are to enter the Supercars Paddock at any time. Transporters must not enter the Supercars Paddock prior to 1400 on Tuesday 21 st March 2017 and all movements must be at the approval of Supercars. A schedule and map of the park up procedure will be issued under separate cover by Supercars. 5.2 RACE TRACK WALK Teams may only undertake their Race Track walk on Wednesday 22 nd March 2017 between 1500 and All Team personnel participating in the Race Track walk must not use a vehicle of any kind including scooters and buggies and must wear a high visibility vest. The end time of 1700 must be strictly adhered to as track activity will resume immediately after this activity. 5.3 BRIEFINGS A briefing for all Competitor s Team Managers and Drivers will be held at 1000 on Thursday 23 rd March 2017 in the Supercars Paddock Club, located above the pit garages. 5.4 TYRE FITTINGS Control tyre fitting will commence from 0900 on Wednesday 22 nd March 2017 in the Dunlop facility located in the Supercars paddock. 5.5 TRANSPORTER DEPARTURE AFTER THE EVENT Unless otherwise advised by Supercars, no Team transporter will be permitted to move from its allocated position or leave the Supercars paddock prior to 2000 hours on Sunday 26 th March CHAPTER 6 - MARKETING 6.1 PROMOTIONAL SCHEDULE Teams must adhere to the activities outlined in the promotional schedule and/or any subsequent updates as provided by Supercars. Strictly no champagne is to be sprayed on the FOM podium structure, i.e. no spraying backwards, face champagne towards Pit Lane. 6.2 GRID WALK Grid walks are not permitted at this Event. 6.3 ACCESS TO CORPORATE FACILITIES Drivers and Team PR personnel that need to access the corporate facilities at the Event are to request the visitor access pass each suite has in their possession. 7 6.4 SPONSOR SIGNAGE All Teams are required to carry the Promoter s sponsor signage on both front doors in accordance with the requirements set out by the Promoter. The Promoter has granted permission for Teams to display flags on transporters, however, the Promoter may, at its discretion, request their removal at any time during the Event. 6.5 BOOM AND AIR BOTTLE SIGNAGE All Teams must either have removed or covered up all boom and air bottle signage at all times during the Event. 6.6 PROMOTIONAL STAFF No promotional staff are permitted within Albert Park (being the declared area and designated access areas as defined under the Australian Grands Prix Act 1994 (Vic)) by or on behalf of any of the Teams or their commercial partners at any time during the period of the Event without the prior written agreement of the Promoter. CHAPTER 7 - SPECIFIC CIRCUIT SAFETY REQUIREMENTS 7.1 EVENT OPERATING HOURS The Event operating hours for the purpose of Rule D28 are as follows: Thursday 23 rd March Friday 24 th March 1000 After race Saturday 25 th March Sunday 26 th March 1030 After race 4 During all Formula 1 on track sessions at the Event, the front doors of all garages must be closed until the last Formula 1 car has received the chequered flag. 7.2 MEDICAL SERVICES The Medical Centre is located on the road between the paddock and the catering structure and will be operational during the following times: Wednesday 22 nd March Thursday 23 rd March Friday 24 th March Saturday 25 th March Sunday 26 th March Any medical assistance that is required outside of the operating hours outlined in 7.2.1, please contact 000. 8 Name: Amy Hill 7.5 CARE FOR PARKLANDS Competitors are advised that the area used for the Event comprises public parkland for the remainder of the year and all Competitors, support personnel and any associated personnel shall comply with the Parks Victoria Site Induction Handbook which has been drawn up for the use of this area. A current copy of the Parks Victoria Site Induction Handbook is attached to these regulations. Teams are advised that the main points from the Site Induction Handbook include: No trees may be pruned or damaged by users of the area - accidental damage must be reported to the National Race Paddock Manager as soon as possible The ground surface and grassed areas must not be damaged by users of the area - again, any damage must be reported to the National Race Paddock Manager No open fires may be lit at Albert Park All rubbish and refuse (including fuels and oils) shall be placed in suitable containers, or removed from Albert Park Any Team identified as dropping oil, fuels, or other contaminants on the ground or into the drainage system will be held responsible for any costs associated with decontamination of the area affected No rubbish or refuse shall be disposed of in such a manner as to allow it to end up in the drainage system or the lake All materials and equipment shall be stored so as to prevent damage to the site and minimise hazards to persons, materials, and equipment All users must comply with water restrictions in force in Melbourne if applicable. Statutory fines may apply if these are not followed. 7.6 MERCHANDISING No goods or merchandise of any kind may be brought, sold, advertised, displayed, distributed or promoted within Albert Park (being the declared area and designated access areas as defined under the Australian Grands Prix Act 1994 (Vic)) by or on behalf of any of the Teams at any time during the period of the Event without the prior written agreement of the Promoter. 7.7 BICYCLES Only credential holders will be permitted to bring bicycles onto site. Security will be advised of this Any person riding a bike on site must adhere to the following: Helmets to be worn and fastened at all times when riding; km/h speed limit is not to be exceeded; As per any other mode of transport, back of house roads should be used to move around the site. Front of house areas, heavily congested patron areas and the pontoon are to be avoided. Be aware that large vehicles, machinery and plant equipment also use these roads, so be cautious; If using the bike at night, lights (front and rear) are required and the cyclist should be wearing a high vis vest; Supercars Coates Hire Challenge Supplementary Regulations Page 8

9 If using a bike on site, please ensure bikes are secured/chained up when being left, even if it is for a short period of time. Patrons should not have access to these bikes; All road rules apply. 7.8 ALCOHOL, DRUGS AND OTHER SUBSTANCES Any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may be tested for the presence of drugs (or other banned substances) and subject to a Penalty(ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMS illicit Drugs in Sport (Safety Testing) Policy as published on the CAMS website. Consumption of alcohol in the paddock, pits or any section of the Competition venue/course under the control of the Officials is forbidden until all Competition is concluded each day. Accordingly, any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing. 7.9 PIT GARAGE STRUCTURE Teams are not to modify the bracing (if applicable) at the rear of the Pit Garage structure in anyway as it weakens the structure Teams are only permitted to use the 4 15amp power connections provided.
