INTRODUCTION It is the goal of the WCCC to conduct and maintain a collegiate cycling community that is free of harassment and discrimination in an effort to promote an environment of respect that will be extended into the broader cycling community as well. The WCCC recognizes and affirms the equal humanity and identities of all people, without regard to their various characteristics including, but not limited to: Race, ethnicity, gender, sex, sexual orientation, perceived gender identity, religion, or other immutable characteristics. All people are welcome and are to be equally included in all ECCC events. All conference participants, including but not limited to racers, coaches, spectators, officials, and conference personnel, are expected and required to abide by this policy. All Rules listed below are considered an extension of the USA Cycling Rulebook; primarily Chapter 6 (Collegiate Racing) of the USAC Rulebook and do not supersede or replace those rules. Some rules contained herein include wording from the USAC Rulebook which may have changed since publication and in such circumstances, the USAC Rulebook shall have precedence. It is each Rider s responsibility to understand USAC rules and Collegiate-specific rules. 2. RIDERS The following has been taken from 6C Rider Eligibility and 7I1 Collegiate Championship Eligibility. Riders of the USAC Collegiate Rulebook with a few modifications to meet the needs of the WCCC. 2.1 Full-time Student To participate in any WCCC race, a Rider must be considered a full-time student in good standing, as defined by the bursar or registrar at that school Quarter System A student may only participate in Collegiate races until graduation. If a student graduates at the end of winter quarter they may qualify for Road Nationals dependent on their overall standings at the end of the season from the first quarter. 2.2 USAC Collegiate Race License A rider must be in good standing with Collegiate Cycling and pay the appropriate license fees and purchase the necessary collegiate race license. A rider must present a valid Collegiate Cycling license at each race s registration or purchase a one-day license upon race registration One-Day Licenses One-day licenses will only be accepted for entry into the lowest race category. For Mountain: Men s C or Women s B. For Road: Men s D or Women s C. 3. CLOTHING AND EQUIPMENT

7 3.1 Team Jerseys To compete all Riders for a Team must wear identifiably similar team jerseys or blank Jerseys Riders may not wear Jerseys or Shorts from other teams. (see 11. Fees) 3.2 Leader Jerseys After the second weekend of races each season, Leader Jerseys will be provided to the leader in both Women and Men A Categories A rider (or the team of the rider) will return the jersey the following weekend depending on individual standings. (see 11. Fees) At the end of the season the overall A s leaders will keep the Jersey. 3.3 Championship Jerseys Collegiate National and Conference Champions are permitted to wear their national championship jersey only in Collegiate Cycling Races of the same format that they won (e.g. criterium, downhill). 3.4 Numbers When supplied, Riders must use the WCCC numbers for the entire Road and/or MTB season. Riders are responsible for keeping their own number and a racer must return their current number and obtain a replacement number if they upgrade Numbers may not be folded, trimmed, or in any way mutilated, in accordance with USAC Rule 1J7 (b). Riders with numbers that are poorly placed, altered, mutilated, or covered at the finish may not be scored and will be fined. (see 11. Fees) 4. RESULTS 4.1 Results at Event The Conference Director, or an appointed proxy, will post results and current rankings by the end of every race weekend at the event. Collegiate results for a weekend will be posted online via USAC and the WCCC site within 1 week of receiving the Post Event Paperwork. 4.2 Non-Collegiate Race Scoring The Conference Director will only score and post Collegiate Categories, all other race results are the responsibility of the Race Director. 4.3 Race Disputes Race result disputes should be made to the Chief Official directly at the event or to the Conference Director within one week of the event via Results Breakdown Road Refer to USAC Collegiate Handbook for Individual and Team Omnium Breakdown Mountain Team: XC, SD, STXC, DH, DS, HC, and Team Relay Overall Individual: XC, SD, STXC, DH, DS, and HC *Leader s Jersey s A

8 Endurance: XC and STXC Gravity: DS and DH 5. CATEGORIES 5.1 Road There are 4 Men s Categories (A, B, C, and D). There are 3 Women s Categories (A, B, and C). All races must have these categories. Riders from different categories shall never work together except in a Team Time Trial ( TTT ). 5.2 Mountain There are 3 Men s Categories (A, B, and C). There are 2 Women s Categories (A and B). Race licenses that say D for men will race in C s and C for women will race in B s automatically A rider may decide which category from their license they wish to race in for Super D events. (either XC or DH) depending on the course. Super D results will be calculated into Overall Individual Omnium and Team Omnium. 5.3 Transgender Rider Policy The WCCC particularly recognizes the challenges facing transgender athletes. Such members of the community should compete in the gender category most appropriate to their unique personal situation. They are invited and encouraged to discuss this with the Conference Director(s) and other WCCC leadership. Competitors may be asked by the Conference Director(s) and/or their designee(s) to furnish two pieces of documentation from relevant legal, medical, or academic authorities supporting their selected competition gender category. 6. UPGRADES AND DOWNGRADES 6.1 Upgrades Riders must race in the category listed on their USAC Collegiate Race License. If a rider upgrades they must represent this upgrade with the WCCC category upgrade sticker on their license or print a new Authorization to Ride or use the USA Cycling app for Android and iphone Riders must submit an upgrade request online through USAC. All request submitted by Tuesday at midnight will be handled prior to the next Race. There are no day of or weekend upgrades Riders must print their authorization to ride or provide a digital copy to the Conference Director to receive their WCCC upgrade sticker Any rider that races in a category that is not provided on their license will be disqualified Upgrade Carry Over Points and Standings Upgraded riders will carry half of their points to the next category. (i.e. if received 24 points for a race, 12 points will be carried for that race) Upgraded riders will be taken off the previous category omnium standing and placed in the new respectable category Upgrade Requirements for Road and Track* A Pro, Cat 1, 2, or 3

9 B Cat 3 or 4 C Cat 4 or 5 D Cat Upgrade Requirements for Cyclo-Cross* A Pro, Cat 1, 2, or 3 B Cat 3 or 4 C Cat 4 D Cat Upgrade Requirements for Mountain* A Pro, Cat 1 B Cat 1 or 2 C Cat 2 or 3 Refer to the USAC Handbook on equivalent upgrade points. * Collegiate categories are intended to roughly approximate, but not identically mirror, USAC categories and as such upgrades are at the Conference Director and Road Season Coordinator s discretion, allowing for input from team leaders and coaches. Safety, not rider strength, will be a priority Race Weekend Minimum Riders must attend a minimum of two (2) race weekends and/or four (4) mass starts before upgrading OR one (1) race weekend and/or two (2) mass starts AND a WCCC Skills Clinic. Exceptions will be made if the rider places in the top three (3) for two races in a row. 6.2 Downgrades Riders may not downgrade during a race weekend Riders must file a petition to the Conference Director to downgrade. 7. SCORING 7.1 Individual Omnium The final individual standings shall be determined by a all of a rider s races held in the current season, plus Conference Championship races. A rider who has competed in different categories shall be ranked only in the category where he/she ends the season. (See Upgrades) Team Time Trial and Relay Points Team Time Trial and Team Relay points do not count for Individual Omnium Mountain Omnium

10 Mountain Omnium is divided into Overall, Endurance, and Gravity. When a rider has two separate categories for Endurance versus Gravity, their overall omnium placement will be determined by their highest category in any event. 7.2 Team Omnium Only the top 4 riders in each team per category score team points. Any additional riders who place at the finish have their points count individually but not towards team points All races in a season count towards Team Omnium Both Divisions will race and be ranked together. At the end of each season a Division I and Division II team will be determined as the top school A perpetual trophy is awarded at the WCCC Road Championships to the first place team regardless of Division A perpetual trophy is awarded at the WCCC Mountain Championships to the first place team regardless of Division. 7.3 Conference Championship Points are worth double (x2) during Conference Championships for Individual and Team Omnium. 7.4 National Eligibility Team eligibility shall be determined by adding the top 4 category A riders per gender. Each Division will have their own National Eligibility list. Allocations for Nationals will be provided by USA Cycling, and teams in the WCCC will be made aware of the numbers allotted to go to Nationals. The conference will endeavor to give 75% of its allocated start spots to teams, with the first place team getting a full allocation, and the remainder going to individuals The WCCC Qualifiers Report will be available 1 to 2 weeks prior to Nationals, depending on the seasons schedule. 7.5 Out of Conference Teams and riders from other conferences may compete in any WCCC race except Championships at the discretion of the race director and conference director. Such riders will be placed but not scored. 7.6 Time Trials Individual Time Trials Riders compete in their collegiate race category in an Individual Time Trial Team Time Trials Teams for Team Time Trials ( TTT ) may consist of the following numbers: Category # to start Time Counted From* A s (Men or Women) 3 to 4 riders 3 rd Wheel B s (Men or Women) 2 to 4 riders 2 nd Wheel C s 2 to 4 riders 2 nd Wheel *Times are counted from either the 2 nd or 3 rd rider s front wheel.

11 (a) A TTT must compete in the category of the highest category rider of that team. (e.g. if a team has an A rider and 3 B riders they must compete in the A s TTT). Therefore a rider may not downgrade to compete in a TTT, but a rider may temporarily upgrade. (b) TTT points count towards Team Omnium. (c) Women may fill spots on any (A, B, or C) men s team Team Relays Each team shall consist of at least one woman and one man. The maximum number of riders per team is four. 8. CONFERENCE MEETINGS The WCCC shall host a Conference Meeting at every Conference Championships. At these meetings, schedules for the upcoming seasons will be finalized and other necessary WCCC business discussed. 8.1 Votes Each team in will receive one vote, if needed. 8.2 Attendance It is strongly encouraged that every team sends a minimum of one (two maximum) rider (a student) to each Conference Meeting. (Team Leader/President/Future Team President) If a team is unable to attend, the team leader must notify the Conference Director a week prior to the meeting to make alternative arrangements. 8.3 Topics Schools that wish to add topics to the agenda shall the Conference Director three days prior to the meeting. 9. DISPUTE SETTLEMENT 9.1 Conference In general the Conference Director is the arbiter of disputes, and may make decisions to waive or modify rules if it is in the good of the conference or the sport. If a school wishes to challenge such a waiver, the dispute should be settled by a majority vote at the conference schools in attendance, with a tie going to the school/team receiving the waiver. 9.2 Race Day Race day disputes shall be settled by a race jury made up of one representative from each team not involved in the dispute. In the case of a tie, the Conference Director shall vote to break the tie. In general, race day judgments should be considered final unless the Conference Director has overriding reasons to reopen the case. Disputes involving scoring or rule violations will be settled by the Chief Referee and/or Chief Judge, in accordance with USAC rules. The Conference Director shall be informed of any infractions, penalties or suspensions as soon as possible.

12 10. RACES In the interest of safety and to allow all teams ample travel time, collegiate races should make all attempt to not schedule collegiate categories before 8am on Saturday or after 3pm on Sunday, though exceptions can be made if required by the Local Association representative or a non-collegiate promoter offering collegiate categories Field Size Each team may enter as many riders per field as desired. If a field has hit its limit a second field shall be added. The limit of each field is provided in the USAC Rulebook Distances and Difficulty Suggested race distances are provided by USAC Rule 7K2 (c). Feeding will be allowed in designated areas at a point that is reasonably predicted to be after the first hour of racing. ( miles) The minimum width should be 7m Finishes All riders in a category finish on the same lap as the leaders. These riders will be placed according to the number of laps they are down and then their position in the finish Gravity Events Downhill & Super D Start at intervals of 1 minute. A false start is a 5 second penalty Race Scheduling Races shall not begin more than a week before the first day of class Hosting an Event Team Eligibility to Host A team is eligible to promote a race one year after it has joined the conference.

13 Schools wishing to host a collegiate race must fill out and submit the survey provided by the Conference Director by the date given for each season No school may host more than 2 race weekends during any one road/mountain bike season The WCCC will do it's best to provide a race weekend on one of team s top choice weekends. Sometimes this is not possible when multiple race weekends are requested. Therefore weather, past races and team standings (behavior not results) will all be taken into account when creating a schedule Host School s Responsibility If a school is given a race weekend, the team is held responsible to make sure the race happens. Failure to do so will affect team standings and future accommodations towards having race weekends. A hosting team must submit a flyer with the necessary information six weeks prior to the event to the Conference Director.* Teams failing to distribute the race flyer three weeks prior to the event will be subject to a 50 dollar ($50) penalty (this is in addition to the USAC penalty assessed at 4 weeks). This flyer must include: - location & directions - registration times (open and close) & location - race times for all categories - accommodations - MTB - camping - Road - host housing contact information - contact information - water availability - USAC permit number - nearest emergency medical facility * See the flyer template on the WCCC website 10.7 Team Pay Schools with good standing may use team pay during a race weekend. Schools that have not paid their debt may not be allowed to continue using team pay until their debt has been paid and may be fined a penalty depending on the amount owed Team pay is determined between schools and the Conference Director will only settle disputes if needed Teams must submit proof that payment is coming/has been submitted within two (2) weeks of race invoice received. 10% late fee will be applied after two weeks if that payer fails to submit proof of payment or payment submission. This late fee is payable directly to the payee (team) Tax ID number is required if host team participates in honoring team pay Team pay may not be used for season long race numbers 10.8 WCCC Registration Procedures Each Rider must present a valid racing license with current race category or a WCCC upgrade sticker provided by the Conference Director.

FEES Each Rider must fill out a USAC Race Event Form for each race day and any necessary forms provided by the school Each Rider must bring their bib/number plate with them to registration A school hosting a race that does not check a race license and places a rider in a category not on their USAC Collegiate License or registers a rider without a license (excluding one-day or purchased at event annual licenses) will be fined per rider by the WCCC. (11. Fees) 10.9 Post Event Paperwork All completed post event paperwork must be submitted to the WCCC postmarked by the Tuesday night following the race or handed to the Conference Director at the end of the race weekend. Failure to do so will result in a $100 fine. See the WCCC website for post event paperwork. Conference Funds will be used for the following conference expenses: Operating expenses for the WCCC include, but not limited to: office supplies, printing, copying, mailing, race numbers, website hosting and domain name, and travel costs for Conference Director. Purchase of any equipment, materials, or services, which will be used directly in the running of races or for the running of the conference. Budget reports will be available at Conference Meetings Race Entry Fees Entry fees, including all surcharges, as follows: Type Price (Per Rider) Road Race $20 Criterium $20 ITT, TTT, Team Relay $10 Endurance Race $20 Gravity Race $20 Cyclocross Race $20 Track Race $20 *Second race of the day 50% Discount 11.2 Surcharges The Race Director is responsible for paying surcharges Conference Fees A surcharge of one dollar ($1) per rider per day will be charged payable to the WCCC to cover Conference Costs, Results and Scoring as outlined above in operating expenses for the WCCC and equipment USAC Insurance Fees

15 A surcharge of three dollars ($3) per rider per day shall be charged, payable to USAC for rider insurance Fines/Fees Each team is responsible for its team members conduct and warnings will not be given after week 2 in any given race season. Teams will receive a fine(s) directly from the WCCC to the Team Leader within two days following the occurrence, via or written in person. How the team decides to deal with the payment is to the discretion of the Team, however a Team will not be allowed to participate in future races until the the fine(s) have been paid in full.
