3 Headcount of Limited English Proficient Students in North Carolina Public Schools as of October 1, 2010 In accordance with SL , Section 7.15(b), the Department of Public Instruction is required to prepare a headcount of all limited English proficient (LEP) students and report it to the Joint Legislative Education Oversight Committee by December 1 of each year. The current enrollment of those students identified and assessed as limited English proficient in accordance with the policies of the State Board of Education (SBE) as of October 1, 2010, is 107,303. These students were identified using the W-APT (WIDA- ACCESS Placement Test) and the approved State identification criteria. The accompanying table lists the number of students by all 115 LEAs and 69 charter schools. LEA coordinators and charter school directors reported the data electronically as part of the annual data collection of limited English proficient students to NC DPI.
