The following are supplements to those regulations to be used at all Ottawa-Gatineau Karting Championship events unless otherwise declared.

7 1 Disclaimer The Rules and Regulations set forth herein are intended to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for OGKC events. By participating in these events, all entrants are deemed to have complied with these rules. No expressed or implied warranty of safety shall result from publication or compliance with these Rules and Regulations. These Rules and Regulations are intended as a guide for the conduct of the sport and are in no way a guarantee against injury to participants, spectators or others. 2 Spirit and Intent Karting is a sport that should be an exciting and enjoyable activity for the whole family. One of the objectives of the Ottawa-Gatineau Karting Championship (OGKC) is to provide a safe, affordable and enjoyable environment for the enjoyment of our sport. The following Rules and Regulations are the standard by which OGKC events will be guided. Officials at OGKC events are authorized to decide if a change or design is in violation of, or and attempt to violate these Rules and Regulations and they can and will disqualify any entry on these grounds. Should participants find any area not spelled out or not clearly defined in this rulebook, they are strongly advised to ask for a clarification before they consider implementing any change to their equipment, procedures or behaviour. OGKC event officials and/or series organizers shall have the right to initiate action(s) correcting a hazardous condition or a condition not in compliance with the Spirit and Intent of these Rules and Regulations. Should a grey area exist, participants will be found in violation of these Rules and Regulations if they do not bring it to the attention of the appropriate Official(s) in advance. 3 Scope and Precedence The OGKC events are conducted with authority from ASN Canada and Karting Quebec. All events are operated in compliance with the 2013 ASN Canada Sporting and Technical Regulations, including any Karting Quebec and/or ASN Canada Karting Bulletins. In addition to these ASN Canada and Karting Quebec regulations, OGKC specifies a number of additional rules and/or amendments to existing rules, which are herein defined. These Rules and Regulations, to be known as the 2013 Otttawa-Gatineau Championship Supplementary Rules, will be in force at all officially sanctioned OGKC events during the 2013 season. OGKC event officials and/or series organizers reserve the right to specify additional rules, or amend existing rules throughout the season as needed. 1

8 4 Participant Eligibility 2013 Ottawa-Gatineau Karting Championship Supplemental Rules Unless otherwise authorized by event officials, to register for OGKC events drivers must be members of a Karting Quebec or ASN Canada sanctioned karting club possessing current licenses for the class(es) they wish to participate in. 5 Mechanics Credential Mechanics Credentials are not required for OGKC events, but drivers are responsible for the behaviour of, and subject to penalties on behalf of, all crew members and guests. 6 Rookie Drivers 6.1 Drivers Test A written test must be taken by all Rookie or Novice drivers before they can be issued a license. Copies of the drivers test are available on the LCQ website or from OGKC event staff. 6.2 Rookie of the Year Award Eligibility To be eligible for the Rookie of the Year Award, an entrant must be a new driver in their first season and must complete at least four (4) 2013 OGKC races. 7 Rotax Passport Rotax Passports will not be required at OGKC races unless otherwise specified in the supplementary rules for an event. It is the driver s responsibility and option to present their Rotax Passport to the Technical Inspector for endorsement at the conclusion of the event. 8 Insurance Waivers All drivers must register for the event and sign the event insurance waiver form before they will be allowed to enter the grid area for practice. Failure to adhere to these requirements will result in penalties as deemed appropriate by the Race Director. 2

9 9 Race Officials Unsportsmanlike or abusive conduct directed towards any Race Official will result in severe penalties and is expressly prohibited. 9.1 Chief Scorer or Timekeeper The Chief Scorer is the official in charge of scoring and/or timing at all OGKC events. All official results will be posted by the Chief Scorer or their representative. 9.2 Starter The Race Director, or persons designated by the Race Director or OGKC will assume the duties of Starter for all OGKC events. 9.3 Scale Marshal The Scale Marshal is the official in charge of weighing and the Scale Area at all OGKC events. All official weight information will be provided to the Chief Scorer by the Scale Marshal or their representative. 10 Race Fees All race day fees will be set by OGKC series organizers and may be adjusted as required throughout the season. Specific fees for any given event will be detailed in the Event Supplemental Rules for each event Transponder Rental Each kart must be equipped with a transponder mounting bracket. Brackets can be purchased at registration for a non-refundable fee of $ Transponders are available for a rental fee of $ Drivers/teams who wish to rent a transponder must indicate this on their entry from. Loss or damage to a transponder provided by the event organizers will incur a cost of $ to the driver/team. Drivers/teams who have their own AMB compatible transponders must register them on the entry form or at the time of event registration Parking, Spectators and Camping Parking, spectator entrance, and camping at OGKC events held at Le Circuit Quyon are all free of charge. 3

Rotax/Senior 2 Stroke Honda GX Rotax MAX Any 2 Stroke (125cc max) 11.3 Minimum Class Numbers A minimum of three (3) entrants in any given class at an OGKC event is required in order to be run as a valid class at that event. Classes with less than the minimum number of entrants at any event may be combined with other classes, or not run at all, and will not score points at that event Splitting or Combining Classes The Race Director may split classes if the field for a given class is too large. 4

11 Cadet/Novice, Junior and Senior or Two Stroke and Four Stroke classes cannot be combined. The Race Director may combine classes, classifying entrants into groups according to driver experience, lap times, or other factors for purposes of safety or event expediency. 12 Event Formats OGKC events will be run in either a Qualifying, Pre-Final, Final (QPF) or Heat, Heat, Feature (HHF) format, with the format to be used at any given event being specified in the event supplementary rules for that event. The Race Director or OGKC event organizers may modify these formats for purposes of event expediency or otherwise as required Qualifying, Pre-Final, Final Events QPF events will consist of the following sessions: 1) Practice sessions for each class. 2) Qualifying sessions for each class. 3) Pre-Final sessions for each class. 4) Final Races for each class Heat, Heat, Feature Events HHF events will consist of the following sessions: 1) Practice sessions for each class. 2) Heat #1 sessions for each class. 3) Heat #2 sessions for each class. 4) Feature Races for each class. 5

14 In case of a tie when calculating Championship points totals, the racer who has won the most final/feature heats shall be declared the winner. If a tie still results, the driver who has placed 2 nd in the most final/feature heats shall be declared the winner and so on as needed Points Scoring for DNF and DNS Classifications Karts classified as DNF (did not finish) according to the ASN Sporting Regulations definition will score points towards the season total. Karts classified as DNS (did not start) according to the ASN Sporting Regulations definition will NOT score points towards the season total. For OGKC events, the phrase enter the race will be taken to mean receive the green flag. In effect, any driver that fails to cross the starting line and take the green flag before being lapped by the rest of the field will be classified as DNS and receive 0 points for the session in question. Additionally, as OGKC event sessions are scored independently, points scored by a DNS driver in non-dns sessions will be valid Dropped Races A driver is allowed one (1) dropped race events in the Championship. In the case where an event has not been scored due to insufficient numbers (2013 OGSR Section 11.3), the following schema applies: - 51% or more of races scored --> 1 drop allowed - 50% or fewer races scored --> 0 drops allowed As an example, for a 6 race season, 4 of the races must have been scored in order for a drop to be allowed. If only 3 of 6 races were scored, no drops would be allowed Insufficient Numbers for a Class In the case where the minimum number of entrants is not met for a class (2013 OGSR Section 11.3), the class will NOT be scored and the race will NOT be counted towards the Points Championship and cannot be used as a dropped race. 14 Race Day Schedule Only general information on the race day schedule for OGKC events is provided in this document. Consult the Event Supplementary Rules for each event for the specific schedule for that event Class Running Order Unless otherwise specified in the event supplementary rules, the classes at all OGKC events sessions shall be run in the following order: 1) Junior 8

15 2) Masters and Honda Senior 3) Rotax Max/2 Stroke GT 4) Novice 5) Briggs Senior 6) 4 Stroke GT The Race Director may modify this order for purposes of event expediency or otherwise as required Practice Sessions Unless otherwise specified, the first sessions of all OGKC events will be controlled practice sessions and shall start at the discretion of the Race Director. Karts must practice with the class entered unless special arrangements have been made with the Race Director Drivers Meeting A drivers meeting will be held in the grid area (or other designated location) after practice and before the first Heat Race at each event. At this time, the Race Director may establish any special conditions or regulations in force for the event. Attendance by all drivers is mandatory, and any driver who is absent for any meeting will be liable for a fine of $10.00 as per 2013 ASR Appendix Race Day Trophies Only the results of the Final Sessions will count towards the day s trophy results. Points earned during all three non-practice sessions will count towards the Seasonal Championship Podium Presentations Drivers who achieve a podium finish must wear their driver suit to the award ceremony and bring their helmet. The suit must be worn as designed, and not tied around the waist. Sponsor caps may be worn in addition to normal racing attire. 16 Rules of the Pits, Paddock, and Grid 16.1 Quiet Rule No engines are to be started or run in the Pit Lane or Grid area prior to a start of a practice, qualifying or race session until the signal to start is given by an official. The event schedule may designate periods of silence when engines cannot be run. 9

16 16.2 Fire Safety 2013 Ottawa-Gatineau Karting Championship Supplemental Rules All drivers/teams must provide their own ABC type fire extinguisher for use and/or inspection at any time throughout an event. No fuels, lubricants, or other hazardous substances may be disposed of at the LCQ facility unless marked receptacles have been specifically provided by LCQ for such disposal, in which case only the appropriate receptacle(s) may be used First Aid Kit All OGKC events will have on-site medical personnel, but in addition to this, all drivers/teams must provide their own basic First Aid kit (band-aids etc) for use and/or inspection at any time throughout an event Control of the Grid Area Karts and drivers arriving at or already on the grid are controlled by the Grid Marshal Gridding Procedure The Grid Marshall will call for each class as required and will direct karts and drivers into the proper starting positions. It is the responsibility of each driver to be available for gridding at the appropriate time for their class(es). Any drivers who are late for the grid line up will forfeit their preassigned starting position and start from the back of the field for that heat. All karts will be required to report to the Grid 5 minutes before their qualifying sessions, heat and feature races. At the minus 5 minutes mark, the grid will be closed, and a Start Engines command may be given. Any kart that fails to report to the grid before closing, or does not run its motor as signalled by the Grid Marshal, will be subject to the penalties in 2013 ASR, Appendix Engine Start Procedures Drivers and/or mechanics are forbidden to start their engines on the grid until instructed to do so by the Grid Marshal. Unless otherwise authorized by the Race Director, engines must be off when entering the grid or pre-grid areas and no engines are to be started or run in the pit lane, the grid, or pre-grid area prior to a start of a practice, qualifying or race session until the signal to start is given by an Grid Marshal other authorized Official. Raising the rear of a kart with a running motor off the ground and allowing the wheels to spin under engine power, or scuffing the tires against the pit surface, is not permitted Restricted Areas The track, grid and pit areas and any other area so designated by the Race Director and/or OGKC event organizers will all be considered Restricted Areas and access to them will be limited to individuals who have: 10

17 1) Signed and executed all insurance related documents as required for the event. 2) Authorization by event rules or the Race Director to be in that area at that time. Persons entering into a restricted area who do not meet these conditions are subject to immediate removal from the restricted area and such penalties as deemed appropriate by the Race Director and/or OGKC event organizers Pit Speed Limit Drivers must always drive at reduced speed and use extreme caution when driving in the pit entry or exit lane or when approaching the scale area. Burn-outs or practice starts are not permitted. Any driver deemed to be driving with excessive speed by an official may be issued a fine of $ Additional penalties may also be issued. When exiting the track, all drivers must slow to a walking pace well before they enter the pits. Karts being moved under power in the pits must not exceed a walking pace speed until they reach the pit exit lane. 17 General Racing Rules 17.1 Sportsmanlike Driving The spirit and intent of sportsmanlike race competition requires that drivers strive to avoid contacting or endangering the kart or person of fellow participants, track officials or spectators Course Markings Course markings such as curbs, pylons or other markings so designated by the Race Director must be observed by all drivers at all times Unsafe Conditions If at any point during a race or practice session the Race Director or OGKC event organizers determine that conditions are unsafe, the race will be red flagged. If the unsafe condition is a result of the action of a guest or crew of an entrant, the entrant will be disqualified for the day Starting Positions General Karts/drivers that fail to display proper identification as specified in 2013 OGSR Section will not be allowed on the track. Any kart in technical violation will be removed from the grid immediately to comply. No delay 11

18 will be allowed for repairs, but if the kart returns in compliance before the start of the race, the kart will form up at the back of the grid. Drivers who have not registered by the cut off time for grid position will have to start at the back of the field for any qualifying or heat sessions Determining Starting Order QPF Format Events/Classes For QPF format events and/or classes, grids will be determined as follows: Qualifying Session No fixed order, first in first out from pits. Pre-Final Race Feature Race HHF Format Events/Classes By qualifying times w/fastest on pole. By results of Pre-Final Race w/1 st place on pole. For HHF format events and/or classes, grids will be determined as follows: Heat Race #1 By a draw of numbers upon registration. Heat Race #2 Reverse order of Heat #1. Feature Race Aggregate points of Heats #1 & #2 w/highest on pole. As specified in 2013 OGSR Section 6, Rookies will start from the back of the field for all nonpractice sessions. At the discretion of OGKC event organizers, any alternate system of establishing starting grids may be specified for one or more classes as needed. Any such alternate systems will be described in the event supplementary rules or at the pre-race drivers meeting Rolling Start Grids 2013 ASR Section 11.5 a) Two parallel lines with one kart width (55 inches or 140 cm) separating the parallel lines. OGKC Amendment: One kart width (55 inches or 140 cm) separating the parallel lines, where track width permits Safety Discretion For safety reasons, at the discretion of the Race Director an entrant can be moved: In to or out of a class. To the back of the grid in their current class. 12

19 17.5 Pace Lap 2013 Ottawa-Gatineau Karting Championship Supplemental Rules It is the responsibility of the two front drivers to maintain a constant speed during the pace lap. No one may pass the front karts on the pace lap. When approaching the flagman at the start of a race, the pole kart must keep a steady pace before the green flag is displayed. Both front karts should be even to start the race. No tire scrubbing is permitted. Any kart found to be weaving during the pace lap will be put to the back of the field. If more than two restarts are required the Race Director may require that one or more karts move to the back of the field False Starts The field will be allowed three attempts at a clean start. For the third attempt, the Starter will display both the Green and Black flags. If the third attempt fails, both front row drivers will be sent to the rear of the field and may be subject to further penalties at the discretion of the Race Director. In the event of a false start, the following lap shall be included in the total laps for the session Restarts If 25% or more of a class is made uncompetitive by a single accident on the first lap, the race will be completely restarted. In subsequent laps if a race is restarted because of an accident or blocked track, other than on the first lap, scoring will go back to the last completed lap. All karts will restart in single file. Racing begins when the green flag is displayed by the Starter Passing Caution must be used when overtaking another kart. It is the responsibility of the overtaking kart to attempt and complete any passes in a safe fashion. There must be no contact made during passing manoeuvres, or penalties may result. All karts must be alert to overtaking traffic and maintain a consistent path on the track. Karts entering a corner together have equal rights to the corner. Certain portions of the track may be designated as No Passing Zones by the Race Director. Drivers are prohibited from overtaking or passing other karts in these zones Slowing on Course When a kart slows from racing speed on course, the driver must signal such to approaching drivers by raising a hand high enough to be clearly visible from behind. This requirement includes slowing to enter a pit entrance lane at any time. 13

20 17.10 Stopping on Course 2013 Ottawa-Gatineau Karting Championship Supplemental Rules If, for any reason, a driver is forced to stop on or near the course during a practice or heat, it is the responsibility of the driver to remove the kart from the track as quickly as possible to inside of racing line if safety permits. After moving their kart to a safe position, drivers must not remove any safety equipment until all karts have received the checkered flag and passed the driver s position on the track on their way to the Scale Area. Karts may only be serviced if and when they are safely away from the racing surface. If a driver is forced to stop on the racing surface during a practice or an event, they must raise one or both arms to signal approaching drivers that they are immobile Re-starting Karts Should a kart stop on the racetrack whether the engine is running or not, and there is no perceived imminent danger, the driver may attempt to restart the kart without assistance other than from officials. The officials may provide assistance but are not obliged to do so. Should a kart stop on the racetrack, whether the engine is running or not, the officials may order the kart to be removed immediately for safety reasons. Once removed, a kart may not rejoin the track session. In the opinion of the officials, should attempts to restart appear to be unsuccessful or are taking too much time, or possibly endangering the drivers or others, the kart is to be removed from the track when the driver is instructed to do so by the officials. When required, it is the responsibility of the driver to remove the kart from the track as quickly as possible to inside of the racing line if safety permits. After moving the kart to a safe position, drivers must not remove any safety equipment until all karts have received the checkered flag and passed the driver s position on the track on their way to the Scale Area. Karts may only be serviced if and when they are safely away from the racing surface If during any non-practice session a kart is taken to the pit or paddock area, it is not permitted to rejoin that on-track session Re-entering the Course If, for any reason, a driver leaves the course other than via a designated track exit during the course of a practice or event, they must re-enter the racing surface at a point as far from the racing "line" as possible and may not enter at another point on the course that will provide them any time or distance advantage or that will disadvantage any other diver. Drivers must abide by the directions of the Corner Marshals or other Race Officials with respect to where and when they may re-enter the course Exiting the Course Once the checkered flag has ended a race, drivers must cross the finish line and then proceed to the Scale Area via the designated exit unless otherwise specified in the event supplementary rules or at the pre-race drivers meeting. 14

21 17.14 Red Flags 2013 Ottawa-Gatineau Karting Championship Supplemental Rules If a Red Flag is displayed on the first or second lap, the session will be completely restarted. In subsequent laps if a session is restarted because of an accident or blocked track, scoring will go back to the last completed lap. All karts will restart in single file. If a session is 50% or more complete when a Red Flag is displayed, the session will be declared complete and the results from the previous lap will be the final results. The driver(s) involved in the incident that caused the Red Flag will be penalized by the Race Director. f the session is to resume or be restarted, the involved driver(s) will be sent to the rear of the field and may restart with the approval of a Technical Inspector. If the session is declared complete, the involved driver(s) finishing positions shall be at the back of the field in an order determined by the Race Director Red Flag Repairs Repairs to a kart during a red flag situation may be made by a driver or parent by his or her own hands using no tools or materials. The repaired kart will forfeit its position on the grid or the track and form up at the rear of the field. 18 Weight Scale Procedures 18.1 General Information At the conclusion of each non-practice OGKC on-track session, all karts must report to the Scale Area. All weighing will be performed in accordance with 2013 ASR Section Weighing Scales; 2013 ASR Section Procedure at the End of a Qualifying Session or Race; and the procedures defined in these supplemental rules 18.2 Control of the Scale Area Karts and drivers arriving at or already in the Scale Area are controlled by the Scale Marshal. Exiting the Scale Area without the approval of the Scale Marshal or their designated assistant(s) may result in exclusion from the current heat Driver Assistance at Scales Parents and/or crew members are not permitted in the Scale Area during post-race weighing, nor may they touch the kart or driver in any way until the weighing has been completed unless they have permission from the Scale Marshal. Permission is not required for Parents and/or crew members entering the Scale Area solely for the purpose of removing karts that have crossed the scales or that have elected not to weigh-in. 15

22 Drivers waiting to weigh are not permitted to consume anything prior to being weighed. Drivers must ensure that they are adequately hydrated prior to starting any session. In the spirit of good sportsmanship, drivers are permitted to assist each other at the scales Driving On or Off the Scales Not Permitted Driving onto or off of the scales is not permitted. All drivers must push (or lift) their kart onto the scales with the motor off and then re-enter the kart for weighing as directed by the Scale Marshal Karts Required to Weigh For Heat Races, Timed Qualifying and Timed Pre-Final sessions, all karts in each class must record an appropriate weight at the end of the session. For Final or Feature Races, all karts in each class must record an appropriate weight at the end of the session. Drivers are urged to check the weight of their karts using the club scales before or during the Practice sessions at each event. No record will be kept of kart weights, nor will underweight penalties be assessed during this period. Do not assume that the scales are 100% accurate or that they will give the same weight as other scales used at other locations Weigh-in Procedure Once a kart has been placed onto the scales, drivers must assume a position on the kart that allows them to both apply the brakes as directed by the Scale Marshal and that they can maintain without undue motion for the duration of their weighing. When the scale display has stabilized an official weight will be recorded. If an underweight condition is indicated, or if the display fails to stabilize within 20 seconds, the kart will be rolled off the scales, the scales will be re-zeroed, and another attempt at recording a weight will be made. It is the driver s responsibility to ensure that their kart is correctly located on the scale pads for all weighing attempts. Dropping karts or jumping onto the scales is strictly prohibited Maximum Attempts at Scaling A maximum of three (3) attempts to record an appropriate weight will be permitted for each kart/driver. Attempts that result in an unstable display on the scale will count towards this total. Drivers may request assistance to lift their kart onto the scales for the second and third (if required) weigh-in attempts. 16

23 18.8 Return of Transponder after Scaling Any driver using a OGKC supplied timing transponder must return the transponder to race control before leaving the Scale Area No Loitering in Scale Area Karts having already passed over the scales must exit the Scale Area as quickly as possible. 19 Kart Specifications 19.1 Ballast Weight Mounting All ballast weight must be painted yellow Competition Numbers and Number Panels Karts must be registered and numbers approved before a race event. In each class each kart must have a unique number consisting of two or three digits (11 99, ) made up of numerals (1, 2, 3 etc.) only. No Letters (A, B, C etc.) will be allowed. Each numerical digit must be at least 4-inches (10 cm) high and easily readable by the scorekeepers. All number panels must be easily readable by the scorekeepers Kart Number Assignment No duplicate numbers are permitted within a class for the entire season. In addition, no kart number may be re-used by a participant in a class once a number has been assigned. For example: Bob runs in the Senior class for race 1 with kart # 710. Bob then moves to Masters for the remaining races in the series. Mary wants to run in the Senior class from race 2 onwards. Mary cannot use use kart #710 even though Bob is no longer using it because the timing/scoring system tracks drivers by class and kart number. For three digit kart numbers, the first digit of will be a Class Identifier from the following list: Class Name Class Identifier Digit Cadet/Novice 1 Junior 6 Senior 7 17

24 Masters 8 4 Stroke GT 9 2 Stroke GT 3 If a driver enters the track for a session with a duplicate number, that driver will be excluded from that session. It is the driver s responsibility (working with the registrar) to ensure their number is unique Technical Approvals Must be Displayed It is the responsibility of the driver to ensure that a valid Annual Technical Approval Tag and Pre-Race Technical Inspection Approval Sticker (2013 OGSR Section 25.4) are properly affixed to the kart before entering the track at any time. Any entrant who is found to be, or to have been, on the track at any time without a valid Annual Technical Approval Tag and Pre-Race Technical Approval Sticker will face disciplinary action by the Race Director and/or OGKC event organizers GT Class Specific Regulations Existing CIK chassis are permitted as are non-cik chassis. Non-CIK chassis MUST be approved by the Technical Delegate. All chassis must meet current 2013 ASN Technical rules for safety including the newly mandated wide rear bumper. No exceptions. Minimum weight is determined by the engine used. These weights are subject to change during the season. The GT Classes will use only the HHF format (Heat, Heat, Feature) with gridding done according to OGSR Section 3.2. There will be no Championship points. Full safety equipment required (suit, helmet, etc.) Pre-tech form required. Regular ASN license (including medical) required Stroke GT Class Permitted Motors Honda GX160 or GX200 engines. Briggs and Stratton LO206 engines. 18

25 Stroke GT Class Permitted Motors Any two-stroke motor with a displacement of 125cc or less, with or without gearbox. 20 Tire Specifications 20.1 Specified Tires for Dry Races All Championship classes specified in 2013 OGSR Section 11.1 must use Bridgestone YLC tires (4.5 fronts and 6.0 rears). All non-championship (4 Stroke GT and Rotax/Sr. 2 Stroke) class tires are open - The class may run any type of Dry Tire (4.5 fronts and 6.0 or 7.10 rears for 4 Stroke GT, 4.5 fronts and 7.10 rears for Rotax/Sr. 2 Stroke) Specified Tires for Wet Races Rain tires are open - all classes may run any type of Rain Tire as specified in 2013 ATR Section 7 a). 21 Fuel Specifications 21.1 Specified Fuel The specified fuel for all 2-cycle and 4-cycle classes will be Stinson Premium Unleaded, from the Stinson station in Quyon Sample Fuel The sample fuel shall be collected from the designated source the day before the event. The sample fuel may be used as a baseline for comparative checking of competitor s fuel Designated Source The designated source for sample fuel will be Poste Essence Epicerie Claude in Quyon (1189 Rue de Clarendon). 22 Restrictor Plates 22.1 General Where required, NCKC approved restrictor plates must be used. No other plates are permitted. Any violation is considered a Performance Technical Infraction. Restrictor plates are available from NCKC for a nominal fee. 19

26 22.2 Novice/Cadet Class 2013 Ottawa-Gatineau Karting Championship Supplemental Rules All competitors with Honda GX motors are required to use an NCKC.450 restrictor plate. 23 Technical Inspection 23.1 General Information Random technical and/or personal safety equipment inspections may be conducted at any time without warning. Such inspections include, but are not limited to, noise tests, fuel and lubricant tests, engine tear-downs and personal equipment inspections. Failure to meet requirements as outlined in the relevant ASN regulations or these supplemental regulations will result in penalties, which may include exclusion from the event. The Race Director and/or Technical Inspector may require any entrant to submit to technical and/or safety inspection on a random basis. Additionally, karts may be selected, on the basis of their finishing position, for post-race technical inspection as per 2013 OGSR Section Any required pre-race technical inspection, as specified in 2013 OGSR Section 23.5, must be completed before practice begins Spirit and Intent Technical specifications and procedures are intended to provide a means for orderly conduct of karting events with regard to reasonable safety and competitive equality. It is not possible to establish rules and procedures that can provide for every possible condition and situation encountered in the field. In all cases, where rule interpretation is required, the primary consideration will be the spirit and intent of the written rule. Establishing the spirit and intent of a rule in the field is the responsibility of the officials in charge and ultimately rests with OGKC Purpose The goal of those individuals charged with the responsibility of conducting technical inspection should be to: 1) Help the competitor to be aware of possible deficiencies in a timely manner. 2) Help establish that all entrants are competing under equal conditions. 3) Help ensure that all competitors adhere to specifications and regulations Pre-Season Technical Inspection All karts must be inspected prior to the competitor s first race of the season. A yearly Technical IApproval Tag will be issued and must be attached to the kart frame indicating seasonal certification. The tag must be placed towards the front of the frame, on the driver s left side in a location that is both clearly visible and protected from accidental removal or 20

27 damage. In case of loss of or damage to a technical inspection tag, replacement tags will be available from OGKC at a cost of $ Pre-Race Technical Inspection General Information All Rookies as defined in 2013 OGSR Section 6 will be subject to mandatory Pre-Race Technical Inspection at the annual Rookie Training Day and as long as they retain their Rookie X. Any other kart can be subjected to Pre-Race Technical Inspection by placing the kart in the designated area. Karts will be checked on the grid and/or selected for inspection in the paddock at random. Any kart that has not been subject to Pre-Race Technical Inspection must have submitted a completed and endorsed Technical Inspection Form at registration Technical Inspection Form All entrants must complete and endorse a Technical Inspection Form, before registration or when required to present the kart for pre-race technical inspection. An participant entering multiple classes must fill out a tech sheet for each class even if the same kart is being used in multiple classes. i.e. One tech sheet for one class entry. Blank copies of the pre-race tech form are available from: The LCQKC web site ( or LCQKC staff members. At the race day registration desk. Rules Committee and Executive Committee members. The Rotax Passport is not required as per 2013 OGSR Section 7. An item not listed on the pre-race tech form is not exempt from inspection and possible failure Technical Approval Sticker Must be Displayed It is the responsibility of the entrant to ensure a valid Pre-Race Technical Inspection Approval Sticker (2013 OGSR Section 25.4) is properly affixed to the kart before entering the track at any time. Any entrant who is found to be, or to have been, on the track at any time without a valid Pre- Race Technical Approval Sticker will face disciplinary action by the Race Director and/or OGKC event organizers. 21

28 23.6 Tire and Engine Marking 2013 Ottawa-Gatineau Karting Championship Supplemental Rules Paint marking (sealing) of tire and engines is mandatory. Entrants may be marked or remarked up until the end of the first qualifying session or Heat Race of an event. Wire sealing of Honda GX motors will not be required at OGKC events unless otherwise specified in the supplementary rules for an event. This amendment applies to all Honda 4 stroke wire sealing references in the 2013 ATR Post-Race Technical Inspection Missing Seals and/or Markings Technical inspection begins when the inspector checks the technical engine markings and the tire markings. If any engine marks or seals are broken or missing, or tires or chassis unmarked, then the entrant is excluded from the results and is not subject to further inspection. If the marks or seals are unbroken and present a detailed engine inspection should begin to a level determined by the Technical Inspector. If any marks or seals are broken or missing, or tires or chassis unmarked, the entrant will be subject to a Performance Technical Infraction. NOTE: Chassis marking refers to pre-tech approval tag (2013 OGSR Section 23.4) Guidelines for Post-Race Technical Inspection 1) At least one Technical Inspector and a witness shall be present during the post-race Technical Inspection of karts. The witness can be a driver, driver representative or any individual present deemed to be impartial. 2) Only one representative per kart, in addition to the driver, is permitted in the inspection area before, during and after the post race technical inspection. 3) After inspection of a kart has been completed, the kart, driver, and driver representative must leave the inspection area in a timely fashion. 4) No exact measurements are permitted to be taken and/or recorded during post race technical inspection, unless specified in the rules. Items to be inspected are strictly GO or NOGO. 5) If a GO/NOGO gauge is not available or appropriate for the item, an appropriate vernier calliper, micrometer gauge or a measuring tape is to be used. 6) In the case of callipers, they will be set to the appropriate GO/NOGO value, and the item checked. 7) In the case of a measuring tape or micrometer, the part must fall within the range specified in the rules. 8) The Technical Inspector should make every effort to explain the test involved and 22

29 results expected to drivers and/or drivers representative. 9) The Technical Inspector should make every opportunity to allow the driver or driver representative to view and confirm the test. If the driver and driver representative are not present, the tech official may ask someone else present to observe and confirm the test. 24 Penalties 24.1 Performance Technical Infraction In the event of a disqualification for a technical infraction, unsportsmanlike conduct or exclusion from the race results, the entrant will be scored with zero (0) points for the event and will not be allowed to count said event as a drop towards the series total Loss of Bodywork The loss of any bodywork during a session will result in a meatball flag being shown to the affected kart and, for non-practice sessions, the entrant will receive last place points for that session Breakage or Loss of Exhaust Component(s) A completely broken header, loss of muffler, or any component of the exhaust system becoming detached to the extent that it is only attached to the kart by a secondary retention system ( dangling ) during a session will result in a meatball flag being shown to the affected kart and, for non-practice sessions, the entrant will receive last place points for that session Minimum Weight Violation in Non-Practice Session Any kart and driver crossing the scales in a non-practice session that fails to meet the required weight for their class will be excluded from the results for the current session (0 points). For Timed Qualifying and Timed Pre-Final sessions, failure to meet the required weight for the class will also result in the kart and driver starting from the back for the grid for the following Pre-Final session or Final Race. Failure to follow the procedures outlined in OGCK Section 18 or instructions issued by the Scale Officials will result in exclusion from the results of the current session (0 points). 23

30 25 Protests 2013 Ottawa-Gatineau Karting Championship Supplemental Rules All protests will be presented first to the Race Director. If the protestor is not satisfied they may approach the Chief Seward. The protestor shall be prepared to fully comply with 2013 ASR Section 19.9 rules regarding the submission of protests at the time they file their protest. No other procedure will be permitted or allowed. 24
