1 2016 North Dakota Statewide Housing Needs Assessment: Component 3 - Detailed Tables Accompanying data to the 2016 North Dakota Statewide Housing Needs Assessment: Population & Housing Forecast Issued: August 2016 Prepared for: North Dakota Housing Finance Agency, Bismarck, ND, and its partners across the state of North Dakota Prepared by: Center for Social Research and the Department of Agribusiness and Applied Economics at North Dakota State University, an Equal Opportunity Institution, Fargo, ND Project Description: The purpose of the North Dakota Statewide Housing Needs Assessment is to enable the North Dakota Housing Finance Agency (NDHFA), the North Dakota Department of Commerce (NDDOC), and local jurisdictions to better understand housing needs of low- and moderate-income persons for housing and housing-related services in order to target and coordinate the use of federal, state, and local resources available for housing. In addition, the information is available for use by the NDHFA and NDDOC for the Consolidated Plan process, the Low-Income Housing Tax Credit Allocation Plan, and the agency's Strategic Plan. The study is organized by geography and covers the following: the eight state planning regions; 53 counties; the 12 most populated cities of Bismarck, Devils Lake, Dickinson, Fargo, Grand Forks, Jamestown, Mandan, Minot, Valley City, Wahpeton, West Fargo, and Williston; as well as four Native American Indian Reservations (Fort Berthold, Spirit Lake, Standing Rock, and Turtle Mountain). 4 POPULATION The following tables present baseline population figures by age for North Dakota and population projections for the years 2019, 2024, and Age-specific future population was projected using a standard cohort component population projection model. Countyspecific trends in fertility, mortality, and migration were used to project future population. Actual fertility and mortality rates were obtained from the North Dakota Department of Health, Division of Vital Records. Fertility rates were based on total births, by age of mother, by county from 2010 to Mortality rates were based on total deaths by age and gender, by county from 2010 to County specific migration rates were based on various combinations of recent and historical trends. Migration rates for the near term projection period were generally more reflective of recent (past five years) migration rates, and more reflective of historic migration rates for the 2024 and 2029 projection periods. Relying solely on recent migration trends (previous five to eight years) that occurred during a period of high growth would be inappropriate for long-term projections. Relying only on recent trends would overestimate future population growth driven by inmigration. Balancing recent migration rates with more historical rates in the latter part of the projection period generally retains relatively strong population growth in the near term with a return to more historical population trends later in the study time period. Population in the 2024 and 2029 projection periods will also be influenced by an increase in natural births as a result of in-migration of a younger population of child bearing ages. Population projections are mathematical calculations that illustrate what the population will be in the future if specific assumptions persist throughout the projection period. While efforts were made to balance recent and historical trends to project future conditions, how well forecasts will reflect future conditions is perhaps of greater uncertainty than in previous housing needs assessments. Short of subjectively projecting future conditions, historical conditions provide the only objective data for modeling future conditions and are consistent with previous studies. Regardless of data shortcomings and challenges of an uncertain future during periods of rapid change, the patterns that emerge from this study are useful in understanding the magnitude of potential future change, and can guide planning for future housing needs. 11 INCOME AND AFFORDABILITY Benchmark income levels, housing affordability by monthly housing costs, and housing affordability are described in the following tables. Table 2.1 provides a benchmark of income levels for residents in the state. These income levels are designed to align closely with various federal housing programs. The benchmark is based on the median family income (MFI) of North Dakota residents in 2014 as reported by the U.S. Department of Housing and Urban Development (HUD) which was $69,600. Seven categories of incomes are provided for program purposes and are based on a percentage below or above the state s MFI. Extremely Low Income - represents household incomes at 0 to 30% of the MFI in 2014 Very Low Income represents household incomes at 31% to 50% of the MFI in 2014 Low Income - represents household incomes at 51% to 80% of the MFI in 2014 Lower Moderate Income represents household incomes at 81% to 115% of the MFI in 2014 Moderate Income - represents household incomes at 116% to 140% of the MFI in 2014 Upper Income represents household incomes above 140% of the MFI in 2014 Tax Credit - represents household incomes at 0% to 60% of the MFI in 2014 Fiscal Year (FY) 2014 MFI estimates are based on 2014 American Community Survey (ACS) state data on family incomes using a combination of Bureau of Labor Statistics (BLS) data, American Community Survey (ACS) state data, and Current Population Survey (CPS) data. For a detailed description of the methodology used in calculating these numbers, visit: Table 2.2 provides monthly affordability ranges for households at various income levels. Monthly affordable housing costs were estimated at 30 percent of the corresponding income category. Thus, they demonstrate the monthly housing cost that households at various income levels could afford at a housing expense to household income ratio of 30 percent - thus, without being cost-burdened. Table 2.3 details the price of homes that would be affordable at various income levels. Purchase price was assumed to have a 30-year fixed loan at 4 percent interest, 5 percent down payment, property taxes at 1.25 percent of loan, property insurance at 0.6 percent of loan, and total debts no more than 20 percent of income. Based on these assumptions, for a family earning up to 30 percent of MFI an affordable purchase price would be $40,351.
