1 CITY COUNCIL CONSENT CALENDAR JUNE 6, 2016 SUBJECT: INITIATED BY: PREPARED BY: RESOLUTION IN SUPPORT OF 2024 SUMMER OLYMPICS IN LOS ANGELES MAYOR PRO TEMPORE JOHN HEILMAN COUNCILMEMBER LINDSEY HORVATH Andi Lovano, Project Development Administrato~ STATEMENT ON THE SUBJECT: The City Council will consider adopting a resolution in support of the Los Angeles bid to host the 2024 Summer Olympics. RECOMMENDATIONS: 1) Adopt Resolution No. 16- "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST HOLLYWOOD IN SUPPORT OF THE LOS ANGELES BID TO HOST THE 2024 SUMMER OLYMPICS." 2) Direct staff to send signed copies of the adopted resolution to the offices of Los Angeles Mayor Eric Garcetti, LA 2024 Chairman Casey Wasserman, US Representative Adam Schiff, CA Assemblymember Richard Bloom, CA Senator Benjamin Allen, and other partners as appropriate. BACKGROUND I ANALYSIS: In September 2015, the U.S. Olympic Committee chose Los Angeles as the U.S. candidate to bid for the 2024 Olympic and Paralympic Summer Games. Other candidate cities remaining in the bidding process include Rome, Italy, Paris, France and Hamburg, Germany. If selected, Los Angeles will be the only city besides London to host the summer games three times. The International Olympic Committee will vote on the host city in the summer of Los Angeles's bid for the 2024 Summer Games emphasizes Southern California's wealth of existing world-class sporting facilities such as the Memorial Coliseum, Staples Center, and Pauley Pavilion. The existing sport, transport, and accommodation infrastructure has set the stage for a sustainable and responsible games concept. The use of existing and planned facilities and infrastructure improvements to host the events is a budget savings approach for the City and a means to minimize risks. Los Angeles's experience in the 1932 and 1984 Summer Games serve as examples of the potential economic success for the region. In addition to the availability of existing venues, Los Angeles has a strong travel and tourism infrastructure; is one of the great media capitals of the world; and has close ties with the entertainment industry. 2 in broadcast, sponsorship, and ticket revenues to cover the costs of the games. West Hollywood has served as a uniquely desirable destination for both domestic and international tourists. The City's hospitality businesses would welcome the influx of Olympic games supporters, and provide high quality accommodations for travelers of all ages. Introduction of a bipartisan Congressional resolution is the latest expression of popular and political support for LA The Olympic bid has already received the enthusiastic support of President Barack Obama and First Lady Michelle Obama. The Congressional resolution states in part: "the Congress of the United States expressed the sincere hope that the United States will be selected as the site for the 2024 Olympic and Paralympic Games, and pledges its cooperation and support toward their successful fulfillment in the largest sense of the Olympic tradition." Expediting Metro Rail for Los Angeles Olympics The availability of efficient and accessible public transportation is vital to the success of Olympic Games in Los Angeles and Southern California region. The Northern Extension of the Crenshaw/LAX Line from South Los Angeles to Mid-City, West Hollywood, and Hollywood would fill a critical and destination-rich gap that would benefit all transit lines and invite new riders to the existing Metro network. To complete this corridor in time for the 2024 Olympics - with stops at LAX, Olympic venues such as the new NFL stadium in Inglewood, and major tourist-related activity hubs - would make Los Angeles shine on the world stage, and would bring investment to communities along every line. Metro is working to expedite the Purple Line subway connection to Westwood and the VA in time for the 2024 Olympics so that venues such as UCLA (on the Purple Line) and USC (on the Expo Line) will be connected by rail transit. By extending the Crenshaw Line north to connect to the Red Line at Hollywood & Highland, the Metro network could transport Olympic-visitors between Olympic venues and retail, entertainment and tourism centers in Central Los Angeles, Mid-City, West Hollywood, Hollywood, Universal City and the San Fernando Valley. The All on Board Coalition, including Mayor James Butts in the City of Inglewood, also supports a direct connection from the Crenshaw Line to the new NFL stadium (home to the LA Rams and the 2021 Super Bowl), which will be completed in This transit line would showcase for domestic and international tourists alike the rich cultural diversity and ethnic heritage of our area. The City of West Hollywood has historically been supportive of enhancing connections for our residents, businesses, and visitors. While a Northern Extension of the Crenshaw Line would provide access to/from our community to the Purple Line and Expo Lines to reach Olympic venues, West Hollywood would also consider providing clean fuel shuttle services or other transportation augmentations to UCLA in Westwood. Los Angeles's history of hosting successful Olympics and global sporting events, coupled with the existing assets and infrastructure make it a responsible and exciting option for the 2024 Summer Games. The City of West Hollywood supports the LA bid and encourages the regional participation in the advocacy efforts. Page 2 of 3

5 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of West Hollywood hereby supports the City of Los Angeles bid to serve as the host city for the 2024 Olympics.
