Edwards called the meeting to order and welcomed newly appointed community members L. Bosch, P. King and C. Bruce. Round table introductions took place. 2. Minutes Moved by P. Doyle, seconded by P. Kaatz, that the minutes of the February 2, 2011 meeting be adopted as presented.. 3. Kamloops Heritage Railway G. Wiseman and H. Grieve, representing the Kamloops Heritage Railway Society, were present today to gain support of their proposal to realign fencing at their location at Pioneer and Riverside Park. The proposal is to square off their present chain link fencing on the east side to allow for installation of a double wide trailer to store costumes and other heritage memorabilia from space they have lost to the expansion of the Kamloops Symphony. Their vision is to see this area expand to create a mini heritage display area where customers would come to view the rail cars, the 2141 steam

3 MINUTES OF A REGULAR MEETING Page 3 locomotive, then proceed into the trailer to view costumes, old telegraph system, images from railway construction, etc. They would also create an outside display of the City's stagecoach and a hand pump cart. Goal is to create a potential tourist attraction. The group was thanked for their presentation. Committee to discuss further and provide feedback to Council. 4. Lorne Street Parkade Proposal D. Trawin and D. Freeman presented a detailed Lorne Street Parkade project proposal to the Parks and Recreation Committee. Council has approved the public input process to begin April 16-18, 2011 at Aberdeen Mall, North Hills Mall and Interior Savings Centre. Input will be received up to April 27, 2011, for final report to Council May 3, Following lengthy discussion, Committee members felt the need to attend these public forums and call a special meeting to finalize before recommendation being made to Council. The special meeting has been called for Thursday, April 21, 2011, 7:00 am, Tournament Capital Recreation Meeting Room D. 5. Winter Games Legacy Fund Grant Application Moved by P. Kaatz, seconded by P. Bosch, seconded by P. Kaatz that the Guerin Creek Neighbourhood Association Grant application be tabled and that this group be requested to provide defining boundaries of their Association as well as submitting a budget for their planned community association goals. 8. Parks, Recreation Facilities, and Business Operations Manager Report Parks start up has been slow due to weather conditions. A few obstacles getting started but working hard on getting the fields all ready to go. Should be all ready in the next week or so. Rayleigh project is 85% complete. Are looking at summer time start up. Finishing off the club house; fencing, grass and turf. Will be going to RFP for concession services. Parks and Recreation Master Plan is 70% complete. J. Putnam requested Committee members to go on-line to complete a survey posted on the website and submit your input. We have held several open houses for community input for this plan. Point of interest is that per capita Kamloops has one of the most developed and undeveloped park land in Western Canada. Riverside Park Concession will be operable this summer by Compass Foods.

5 MINUTES OF A REGULAR MEETING Page 5 Food and beverage services will also be made available for Music in the Park this season. Considerable riverbank stabilization and boat trailer parking improvements have been made at the Thompson Drive boat launch. Columbia Street xeriscape program is continuing to expand to xeriscape, low maintenance boulevards. Looking to plant clover on Highway interchange locations this year to help in lowering maintenance costs. BC Lions coming back to the Tournament Capital in June. Kamloops International Bantam Ice Hockey Tournament (KIBIHT) recently hosted a very successful event. Kamloops won for the first time in 17 years. Kamloops will play host to the BC Cup at Interior Saving Centre at the end of April Western Canada Summer Games coming up in August. Recently hosted the 2011 Canadian Indoor Masters Track Meet at the end of March. Bidding to host the 2013 Women's World Hockey Championships. Our competition is the Ottawa Senators Sports and Entertainment and St. John's/Hockey Newfoundland and Labrador. We should hear if we are successful by the end of April. Currently staff is doing an audit on Recreation facilities on gender neutral washrooms. Will be going to Council with our report in the near future. One issue we are facing now is female hockey change rooms in our arenas. At Brock arena we are installing a heat exchange system which will see arena heat used to heat the swimming pool. ISC Expansion project to accommodate seating up to 700 people is still in the works. Councillor Walsh corrected Mr. Putnam that 700 people capacity was not a Council Directive. J. Putnam will follow up to provide clarification. Discussion is on the table over potential for baseball and soccer indoor facilities. 9. Announcements and Queries Appointment of New Chair Moved by B. Edwards, seconded by P. Kaatz that Ron Sharp be appointed Chair of the Parks and Recreation Committee for the next two year period and that Peter Doyle be appointed Alternate Chair. On behalf of the Parks and Recreation Committee a great thank you was extended to both B. Edwards and R. Lucas for their dedicated commitment to the Committee for the past four years. A special meeting of the Parks and Recreation Committee has been scheduled for Thursday, April 21, 2011, at 7:00 am in the Tournament Capital Recreation Boardroom to finalize recommendation on the Lorne Street Parkade Project as well as the Kamloops Heritage Railway Society project.
