Subject: Football (Soccer) Stadium for the 2015 Pan American Games: Update Report Contact: Don Eastwood, Director of Economic Development (tel: ) Overview: The City of Brampton was invited to submit a Contingency Plan for the construction of a Soccer stadium for the 2015 Pan Am Games. Staff has reviewed the requirements provided by TO2015. The 2015 Toronto Pan/Para Pan Am host organization (TO2015) deadline for Brampton to submit a Contingency Plan is January 20, Currently, approved funding does not exist in the municipal budget for a soccer stadium. Given that the municipal financial impact is on the order of $18-$22 million, staff recommends that this project be evaluated in the context of Council's 10-year Capital Budget and other unfunded projects. Council has established its Budget Committee dates for February 14 and 15, Staff is therefore recommending that the Soccer Stadium Contingency Plan (including the site plan and financial analysis) is reviewed in the context of the City's Current and Capital Budget review. Further, staff is recommending that a letter be submitted to TO2015 requesting consideration of an extension to its required deadline of January 20, The Cityof Brampton's commitment to host other Pan Am events (wrestling, racquetball and cricket) is unchanged. RECOMMENDATIONS: 1. That the report from Don Eastwood, Director of Economic Development dated January 11, 2011, to the Committee of Council meeting of January 19, 2011 re: Football (Soccer) Stadium for the 2015 Pan American Games: Update Report, be received; and,

That staff be directed to advise the 2015 Toronto Pan/Para Pan Am host organization (TO2015) that the City of Brampton will be unable to submit a Pan American Football (Soccer) Stadium Contingency Plan for its current deadline, prior to consideration and approval of the required site plan and financial budget by Brampton City Council, and that Council requests TO2015 to consider an extension to the proposed deadline. BACKGROUND: On December 15, 2010, City Council approved the following: 1. That the report from Don Eastwood, Director of Economic Development and Donna-Lynn Rosa, Director of Recreation dated November 24, 2010 to City Council meeting of December 15, 2010 re: Football (Soccer) Stadium for 2015 Pan American Games, be received; and 2. That staff be authorized to enter into preliminary discussions with officials of the 2015 Toronto Pan/Para Pan Am host organization (TO2015) for the purposes of establishing a contingency plan for the cost sharing, design parameters and venue operating implications for the construction of a football (soccer) stadium in Brampton for the 2015 Pan Am Games, in the event that the facility cannot be built elsewhere, and 3. That staff only proceed to undertake detailed site planning, design and business planning for the facility if the City of Brampton is named as the primary host site for football (soccer) events during the Games and subject to final approval by City Council. The previous staff report was in response to a request by TO2015 to municipalities in the GTA to indicate their ability to put forward a contingency plan to construct a 12,000 (6,000 permanent and 6,000 temporary) seat soccer facility given that there were some unforeseen delays with the proposal to build the facility in Hamilton. This report provides Council with an update on the discussions that City staff have had with officials of TO2015 and the progress to date on the soccer stadium project. CURRENT SITUATION: Following Council's adoption of the previous staff report, staff met with TO2015 on January 7, 2011 to discuss the specific technical requirements for a soccer facility that might be required ifa satisfactory facility could not be constructed in time in the City of Hamilton, which is the chosen municipality for the venue. The request from TO2015 specified that a football (soccer) stadium would have to meet the following specifications:

3 XI-I A 5,000-6,000 permanent seat facility capable of being upgraded with temporary seating to 12,000 seats for the duration of the Games that is compliant with FIFA (Federation International de Football Association) standards Situated on municipally owned land, preferably as part of an existing park A clean site from the standpoint of environmental conditions Zoned for stadium use Convenient access to public transit and compliant with Games access and operation protocols Capable of creating a legacy venue for future community access Municipality would fund 44% of the capital cost including share/purchase of temporary seating (if not rented) The request from TO2015 states that the facility would "figure prominently in Pan Am football (soccer) match play including medal round play". Brampton is one of three municipalities (Markham and Mississauga being the other two) that were asked to consider the submission of a contingency plan for a soccer stadium for the 2015 Pan Am Games. Since that time, Markham has withdrawn their bid to build a soccer stadium. Staff was advised that contingency plan submissions were to be provided to TO2015 by January 20, 2011 in order to allow time for them to evaluate and provide a recommended alternative to the TO2015 Board of Directors meeting on January 27, This would allow TO2015 to move ahead with an alternative to a Hamilton stadium if the assurances that an approved facility were not received by February 1, CORPORATE IMPLICATIONS: Staff has reviewed the Pan American Football (Soccer) Stadium Contingency Plan Submission requirements. The submission requirements include: Detailed plans of survey, topographic, zoning, environmental and summary of past land use for the proposed site(s) Confirmation that the site could be delivered in a "clean and ready to build" condition by April 1, 2012 A written confirmation that the site(s) would be accessible for current and future public transportation

4 IVH A financial letter of commitment from the municipality that provides for the following municipal share of costs: o All costs associated with preparation of Master Plans and municipal approvals o All costs associated with environmental and geotechnical testing and regulatory approvals o All costs of any site remediation (if required) o All costs associated with abnormal or special foundation required due to unusual site conditions o All offsite enabling works, that includes, roads, utilities o 44% of the hard capital costs of a seat Legacy venue based upon the project costs as set out in the Appendix C of the bid request document dated Dec 21, 2010 o 44% of the on-site development costs o 44% of the design costs associated with the design of the venue o 44% of the normal and soft costs associated with a project of this size and scope o 44% of the contingency costs incurred by TO2015 in the development of the venue Financial Impact The total project cost is estimated to be approximately $42 million. The municipal share is estimated to be between $18.6 million - $22.9 million. These costs are subject to a number of assumptions established by TO2015 which is commercially sensitive information. Staff can provide this information to members of Council upon request. The municipality would be responsible for 100% of any municipally-initiated enhancements beyond the scope of the Legacy Venue, which means additional facilities, running track, field house, additional permanent seating or other functional elements or areas. It is staff's view that this project requires consideration by Budget Committee to review the financial impact of building such a facility to the City's overall capital budget for 2011 and beyond. Council has already committed to build a cricket facility for the 2015 Pan Am Games, and while the Soccer stadium project could conceivably be built as an adjacent venue in the new Bram East Community Park (Fitzpatrick Lands), or adjacent to the Powerade Centre, significantly more analysis and consultation is required before committing to a preferred location.

5 TVS Staff are recommending that TO2015 be advised on January 20, 2011 it would require more time to evaluate the development and financial implications. City Council shall be meeting to review its 2011 Current and Capital budget program on February 14 and 15, with final approval of the budget planned for February 23, The development of a soccer stadium as a Legacy Venue from the 2015 Pan Am Games has tremendous value to the City of Brampton and is a cost effective way to leverage some of the development costs of such a facility, but the financial implications of the project are considerable and have not yet been fully analyzed. Legal Implications Should Council wish to proceed with this project, an amendment to the Multi- Party Agreement and the Joinder Agreement between the City of Brampton and TO2015 would be required. CONCLUSION: Given the significant municipal financial impactand other requirements associated with developing a community soccer stadium soccer, staff advise that Council would require additional time and information to undertake a thorough review supporting a decision on this project. Staff therefore recommends that Council advise TO2015 that the deadline ofjanuary 20, 2011 should be extended to allow Brampton City Council additional time to analyse and provide a response on the Pan American Football (Soccer) Stadium Contingency Plan. At the time of writing this report, the City of Hamilton announced a deal had been reached that would allow a refit of Ivor Wynn Stadium that would fulfill the requirements ofthe original bid for a Soccer facility in Hamilton. 6 Appendix 1 Pan Am 2015 CEO expects decision on soccer stadium by mid-february Canadian Press Thu Jan Section: Quebec-Ontario regional general news Byline: BY GREGORY STRONG TORONTO _ The chief executive officer of the 2015 Pan Am Games expects a final decision on the location of the stadium that will host soccer games at the event to be made by mid- February. Ian Troop said Pan Am organizers still have lots of questions on a proposal to renovate Ivor Wynne Stadium in Hamilton, which could also be used for the Games. "We look forward to getting a full proposal from the cityas quickly as possible to flesh this idea out," Troop said on a conference call Thursday. Hamilton councillors voted unanimously Wednesday nightto have citystaff look intothe feasibility ofthe plan to rebuild the stadium. The politicians will get a chance to see the city report on Jan. 24 and will then need to reach a decision within a week. Troop said the municipalities of Mississauga and Brampton still plan to submit plans for a soccer stadium before the Feb. 1 deadline. "We want to make the Hamilton stadium work as our first and foremost priority," Troop said. "The contingencies are exactlythat _ they're an insurance policy." Troop added he expects discussions with Hamilton officials to begin immediately. "We're going to buckle up our chin straps and get to work," Troop said. "It will be a clear process, a responsible process and ultimately it will be a transparent process. But while these negotiations are underway, it will be a private process. We will review all final proposals submitted to us by Feb. 1. "You will hear from us again bythe second week of February, which should be time enough to come back to you with answers." Hamilton Mayor Bob Bratina and Tiger-Cats owner Bob Young agreed this week to give up the search for a site to build a new stadium and renovate Ivor Wynne instead. The planned $115 million stadium, funded by the city and the organizing committee, would have 25,000 seats.

7 IVI Council also voted to keep a smaller stadium at the West Harbour as a backup plan for the Games. Under the proposal, the north stands at Ivor Wynne would remain intact while the south stands would be demolished and completely rebuilt. It would use about 10 hectares _ the current stadium land, plus the land from the practice field next door and the closed-down high school across the road. Up to an estimated 1,500 parking spots would be created. Construction would begin in 2012 with completion set for "We're very encouraged that we continue to see strong co-operation between the city and the Cats," Troop said. "There's a number of options and getting to a proposal is a step forward and therefore we're welcoming that." Troop added the entire process has been rather complex. "It's certainly had a lot more twist andturns than you would expect," he said. "I think it's part of what you expect when you enter intoa big and complicated and meaningful effort likethis with these Games. It's part of why we're here is to pull this through." The Toronto 2015 Pan Am Games will draw 10,000 athletes to the southern Ontario region in July The weeklong Parapan American Games will be held in August 2015.
