1 Berlin, 29 th November th USPE European Police Championships Shooting 17 th 21 st June 2019 in Suhl/Germany The German Police Sport Board of Trustees (Deutsches Polizeisportkuratorium; DPSK) was entrusted by the Union Sportive des Polices d Europe (USPE) with the organisation of the 17 th USPE European Police Championships Shooting from 17 th 21 st June 2019 in Suhl/Germany. The following invitation to enter is issued for the USPE EPC Shooting They have been adopted on the basis of the Statutes, Rules and Regulations, Competition Rules and Anti-Doping-Regulations of the USPE. Date Arrival: 17 th June 2019 Departure: 21 st June Venue The competition takes place at the Shooting-range of SUHL in Germany (SSZ Suhl). 5. Accommodation/Travelling All participants, delegates and guest will be accommodated in the Hotel RINGBERG **** The organiser will provide the transportation from Frankfurt (FRA) Airport or the train station of Erfurt according to the travelling details of all the delegations. Teams arriving by their own bus are requested to go directly to the 2/13

3 Shooting-range in Suhl (weapons depot) for the storage of their weapons, ammunition and equipment. Afterwards the teams are requested to go to the hotel. Delegations which need a VISA are requested to contact the host in time. Shuttles during the championships: The organiser will provide all shuttles during the EPC. The exact schedules will be given to delegations on arrival day. 6. Safety Requirements The organiser has to make sure that all safety requirements are met according to the rules of the respective sport discipline. The organiser has to ensure that a medical first aid will be present at the competition. The organiser is responsible for a safety and security analysis of the risks during the EPC to determine the necessary precautions and measures. 7. Insurance Everyone involved in the USPE EPC is responsible for his/her own insurance cover. The participating Member Countries are responsible for and undertake to conclude all necessary and adequate insurance cover (e.g. accident and health insurance) for their whole delegation members at their own expense for the whole duration of the USPE EPC. Claims for damages against the USPE are expressly excluded. 8. Competition rules The provisions of the USPE Competition Rules, paragraph 4.13 shall apply. The rules and regulations laid down by the International Shooting Sport Federation (ISSF) shall apply, unless otherwise stipulated below or provided for in the. Individual disciplines and are recognised as EPC competitions only if competitors from at least six member unions take part. In order to promote female sport within USPE, in individual disciplines and relays, until further notice a minimum of four female competitors 3/13

4 of four different member unions have to take part in an EPC. The decision about the recognition of individual disciplines will is made with a deadline submitted with Form 1a. 8.1 Participants Each member union may enter up to two sportsmen/-women in each discipline. Each member union may send up to 22 sportsmen/-women as well as up to four attendants. However, the number of attendants must not exceed the number of sportsmen/-women. 8.2 Disciplines The competitions will include the following events: Men 1. 50m Rifle - three positions 3 x 40 shots kneeling-prone-standing (including final) 2 50m Rifle Small-bore rifle prone (English Match) 60 shots prone 3 10m Air Rifle 60 shots prone and final 4 25m Rapid Fire Pistol in accordance with item 4.3 of the Special Technical Rules laid down by the ISSF 60 shots plus final 5 25m Centre Fire Pistol in accordance with item 4.4 of the Special Technical Rules laid down by the ISSF shots (no final) 6 50m Pistol in accordance with item 4.6 of the Special Technical Rules laid down by the ISSF 60 shots (no final) 7 10m Air Pistol 60 shots plus final Women 1 50m Rifle - three positions 3 x 40 shots kneeling-prone-standing plus final 2 50m Rifle Prone 4/13

5 60 shots 3 10m Air Rifle 60 shots standing plus final 4 25m Pistol in accordance with item 4.5 of the Special Technical Rules laid down by the ISSF - Calibre 5.6 mm (.22 ) shots plus final 5 10m Air Pistol Calibre 4.5 mm 60 shots plus final Men/Women (Mixed Team Competition): 1 10m Air Rifle and 10m Air Pistol Mixed Team Competition Each country is allowed to participate with two teams each with one male athlete and one female athlete. Run-up time including test-shooting maximum 10 minutes In the qualification, each team member will shoot 40 shots in a 50-minute time limit. Woman on the left side, man on the rigt side (shooting range) The top five teams will advance to the Final. Run-up time including test-shooting maximum five minutes The Final begins with each team member shooting three 5-shot series. The Final continues with each team member shooting single shots. During both the 5-shot series and single shots, team members must alternate firing shots. Eliminations take place after both team members have fired 17, 19 and 21 shots. The remaining two teams continue until each team member has fired 24 shots and the gold and silver medal winners are determined. 8.3 Weapons, Ammunition and Equipment The competitors have to come to Suhl for the competition with their own weapons, ammunition and equipment, all of this transported according to the current transportation standards 5/13

6 stipulated by the respective airline companies. Every competitor must own an European firearms pass. All weapons must be carried in containers and after arrival all weapons and the ammunition will be stored in provided lockers located in the surrounding of the shooting range. These weapons and ammunitions will be removed from the lockers by their respective holder prior to every competition in which he/she participates. After this competition, the weapon will be returned to the locker after being checked by a person responsible for this task. Weapons and ammunition will not be permitted on any of the premises (accommodation, restaurants, other premises and neighbouring public spaces). No delegation member will be permitted to carry weapons or ammunition during non-competition times or while engaging in leisure activities, no matter whether on their person, in a container or a vehicle for transportation purposes. 8.4 Targets SIUS ASCOR electronic targets for all competitions. 8.5 Team sport equipment All teams are expected to wear uniform sportswear displaying the emblems of their individual member union. 8.6 Decorations and honours The winner of each individual competition of an EPC is European Police Champion. As to team competitions organised within the framework of an EPC, each competitor of the winning team is European Police Champion. Medals Competitors taking first, second and third places in any of the male/female competitions are awarded with prize medals. 6/13

7 As to team events, the competitors of the team placing first, second and third are awarded with prize medals. 9. Referees The provisions of the USPE Competition Rules, paragraph 2.4, shall apply. The organiser is in charge of ensuring a sufficient number of referees. The minimum standard for referees is the highest national level. Exceptions must be approved by the responsible member of the USPE Technical Commission in charge for the respective sport and the USPE Secretary General. According to paragraph of the USPE Competition Rules the organiser is responsible for the accommodation and food of the referees provided by the participating countries All other expenses have to be paid by the respective member country. 10. 9 11. Jury of appeal The provisions of the USPE Rules and Regulations, Article R 19, shall apply. The Jury of Appeal comprised of 1. Andreas Röhner Secretary General of the USPE, Chairman 2. Jörg Hirschberger Member of the Technical Commission 3. Ralf Flohr Chairman of DPSK 4. Willi Grill Member of OC All appeals have to be made in writing by the delegate or one of the attendants of the member union in question within less than an hour after the end of the fixing of or the publication of the results unless the respective international sport rules specify different. The delegate or one of the attendants of the member union has to enclose an appeal fee with the appeal in order for the appeal to be valid. The deposited sum will be refunded to its owner if the appeal proves to be justified. If the appeal is rejected the sum deposited is retained by the USPE. The appeal fee will be a total of , paid in cash. 12. Eligibility to start The provisions of the USPE Statutes, the USPE Rules and Regulations, the USPE Competition Rules as well as the USPE Anti-Doping Regulations shall apply. They have to satisfy the provisions set out in Article 23 of the Statutes. Participation in championships is restricted to athletes, who 1. meet the starting requirements of their international union, 2. belong to a national sports organisation that is a member of the USPE, 3. actually provide police service at the time of the championship or 4. are police students at a public police academy, 5. have reached the age of 18 at the time of the championships (including preliminary rounds), 6. have signed the Anti-Doping Declaration and 7. submit the USPE Declaration of Participation signed by the 9/13

10 respective President/Secretary General to the competent member of the Technical Commission. The police are a set of all bodies and institutions in charge of maintenance of public law and order (administrative police and crime investigation departments). Military police, members of the military, members of the fire brigades and civil servants that do not belong to the police are excluded from the European police championships. Competitors suspended from sports contests by the USPE or by the respective sports association due to having violated the relevant doping regulations are not eligible to enter. 13. Accreditation/Verification of eligibility to enter For verification of a person s eligibility, the police ID and passport or national ID-card (including a photo) must be presented to the Delegate of the USPE. In case of a document deficiency, the permission to start may be refused. According to the USPE Statutes, all participating countries must present the USPE Declaration of Participation for each athlete who will participate, signed by the respective President or Secretary General. Without the Declaration the participation at the USPE EPC is not possible! The competent member of the USPE Technical Commission, Mr. Jörg Hirschberger, will affect the verification during the accreditation. To make the accreditation smooth and easy, the teams have to fill the USPE EPC Accreditation Form before they meet for the accreditation. For the preparation of the accreditation process the teams are requested to send existing official ISSF IDs of their members to the organising committee in advance (ideally on Form 3; see item 16 of this document) 14. Anti-Doping Doping tests (urine and/or blood) will be conducted during the championships, with the current WADA list of prohibited substances being applicable. ( According to the USPE Statutes, all participating countries must present the USPE Declaration of Participation for each athlete who will 10/13

11 participate, signed by the respective President or Secretary General. Without the Declaration the participation at the USPE EPC is not possible! If any athlete take prohibited substances or use prohibited methods mentioned in the WADA Prohibited list to treat an illness or condition, a Therapeutic Use Excemption (TUE) must be needed to participate. More information are available at the USPE website. 15. Financial provisions 15.1 Travelling expenses Each member union will pay its own travelling expenses Board and lodging Delegate The organiser will pay the expenses incurred by the delegate (USPE Rules and Regulations Article R 11) of the respective member union. Team For all participants are per person/per night to be paid to the organiser (Article R 14/3 of the Rules and Regulations). Guests In case a member country intends to be accompanied by guests and the organiser is able to provide the respective accommodation, each guest has to pay the actual costs incurred by them. Hotel RINGBERG rates (per person and night) are 62,14, including breakfast; 80,11 half board; 95,10 full board; plus 2 visitor s tax per night. At the end of the visit respective bills have to be payed directly at the hotel Registration fee Prior to a championship, each participating country has to pay a registration fee to the General Treasurer of the USPE. 11/13

12 16. Registration This fee has to be paid before the opening of the championship. Registration fees: Each start (single/team) USPE will send the respective invoices in time. They also consent that photographs/film recordings produced prior to, during and after the event may be used for the purpose of USPE public relations work. According to the General Data Protection Regulation (GDPR), every participant must sign an agreement for the use of their personal data. The responsibility is up to the participating member countries. 18. Downloads All needed documents are available to download at the USPE Downloadcenter: It is in the responsibility of all participating countries to present all needed documents to the USPE Technical Delegate during the accreditation. 12/13

13 19. Disclaimer The USPE and the hosts shall not assume any liability in the event of accidents, theft and other events of damage or loss. The disclaimer shall be recognised upon registration for the event. 20. Notes One contestant per team has to wear the police uniform of their respective country at the opening ceremony. All teams shall wear uniform sportswear displaying the emblem of their individual member union.
