3 Processus de sél ection pour les Jeux Pa namérica ins 2019 GAF INTRODUCTION The purpose of this document is to set out the process and criteria that will be used by the selection working group (SWG) of the Women s Artistic Gymnastics (WAG) Program of Gymnastics Canada (GymCan) to select and nominate athletes and coaches to the Canadian Olympic Committee (COC) for the 2019 Pan American Games (PAG), Lima Peru. GymCan is responsible for the sport internal selection process and for the nomination of athletes and coaches for final approval by the COC. Five athlete quota spots were earned by Canada (NOC) at the 2018 Pan American Championships (Lima, Peru). In case of exceptional circumstances, GymCan reserves the right to select and nominate less than five athletes. The quota of coaches for WAG is determined by the COC who will inform GymCan of this number at least six months prior to the Games. Given that this selection process is published well in advance of the Games, GymCan and the COC reserve the right to adjust the published process due to any circumstances unforeseen at the time of publication, in order to apply the process in a fair manner and as per the original intent. This process is based on the assumption that the Pan American countries will send their best athletes to the Games. For clarifications and questions on the contents of this document please contact: Amanda Tambakopoulos, PM-WAG amanda@gymcan.org ext will be an important year for the Senior WAG program with the main focus being on the preparation of the Team to achieve the following objectives at the 2019 World Championships (WC): a) to qualify a team for the 2020 Olympic Games (OG) b) to compete in the Team Final, the All-Around Final and in at least one Individual Apparatus Final c) to obtain an individual medal The 2019 PAG will be an important opportunity to prepare our Team for the 2019 WC. This selection process sets high standards of performance expectations in the ten months preceding the Games. Furthermore, the preparation plan will aim to provide direction for both the 2019 PAG and WC and ensure continuity between both. The PAG will provide: a) a Team and a multi-sport competition experience for potential 2019 WC and 2020 OG team members b) a podium competition experience c) an opportunity to assess the level of readiness of the athletes and coaches through set performance objectives

4 Processus de sél ection pour les Jeux Pa namérica ins 2019 GAF OBJECTIVES The objective of this process is to select the team to best meet the following performance objectives at the PAG: A Team medal An All-around medal Two Apparatus medals In addition, the process has the objective of assisting in the preparation for the 2019 WC by selecting an athlete (or more than one) who is deemed able to make an Apparatus final at the WC to offer her, at the Games, the opportunity to: a) Perform her vaults or routine on this apparatus in an environment similar to a World Championships (training and performing on different equipment, competition on a podium, COC and peer pressure, large crowd, media attention, etc.); b) demonstrate her ability to perform successfully the vaults or routine to be performed at the WC under pressure and on demand; c) have her readiness level assessed. d) provide a multisport games experience to coaches and athletes 1.2 DELEGATION SIZE AND FINANCIAL CONSIDERATIONS The Qualification and the Team Final are held on day 1. The format is 5 athletes on the floor, 4 to compete and 3 to count on each apparatus (5, 4, 3). A maximum for two athletes per country are allowed in the individual final (All-Around and Apparatus). The basic WAG contingent is composed of: - 5 athletes - 2 Team coaches - NTC* Personal coaches and/or therapy team members may be added pending the number of accreditations available*. THE SWG may select a reserve(s). Refer to article 5.1 for the specific details. Travel, meals, accommodation and clothing expenses will be covered by the COC for the basic contingent unless notified otherwise. In the event that the COC does not cover all expenses, the expenses of the basic contingent and the WAG therapy team will be covered by GymCan. Additional funding from GymCan for personal coaches will be confirmed after April 1st The COC may provide medical and therapy service through their Health Care Team while onsite at the Games (TBC).

The final process incorporates the feedback submitted during a period of consultation prior to its final publication. The selection of the athletes and coaches will be the responsibility of the WAG Selection Working Group (SWG). The Working Group is comprised of: - Program Manager Women s Artistic Gymnastics (PM-WAG), Chair - WAG National Team Coach (NTC) - WPC appointed HP Coach - JDWG appointed Judge In the event that the SWG is unable to come to a unanimous decision, the CEO has final decision authority on team selection. NT coaches with athletes being considered for selection are not be eligible to be on the SWG as this is a direct conflict of interest.

The SWG is expected to meet in Ottawa between May 26th and 28th to proceed with the selection. 3.0 FIG QUALIFICATION SYSTEM Qualification for the Lima 2019 PAG is based on the results of the Team competition of the 2018 Senior Pan American Championships. The placing and allotments are given to the NOC s, and not to the gymnasts. The following is a summary of the qualification system. The full FIG Qualification System can be found here (GymCan.panamsports.org/wp-content/.../Qualification-System-Manual-Lima pdf) and, in the event of a discrepancy with this document, the FIG Qualification System shall prevail. In the event of changes by FIG to the selection and eligibility criteria, Gymnastics Canada is bound by these changes and will inform its membership as soon as possible. Place Number Type Qualification Number (allocation) 1 40 NOC with team One team from each NOC qualified 1st to 8th in accordance with team ranking in competition I. 8 x 5 = Individuals Two gymnasts from each NOC qualified 9th, 10th, 11th, 12th and 13th in accordance with team ranking in competition Individuals Seven gymnasts (14th to 20th position), maximum one per NOC, presenting the best individual all around results from competition 1, from different NOCs than the ones already qualified. 5 x 2 = 10 7 x 1 = 7 If, for the last seven individual places (51 57), it is not possible to fulfill the positions with gymnasts from different NOCs than those already qualified (fewer than 20 NOCs participating in the Senior Pan American Championships), the allocation will be redistributed between the NOCs qualified in positions 9th, 10th, 11th, 12th and 13th, awarding one gymnast successively for each NOC. In the case of the host NOC not having a gymnast as per the qualification system, the Organizing Committee for the Games will award additional places not already announced. However, to be able to award additional places, the host country should compete in the qualifying event (Senior Pan American Championship 2018). The Pan American Gymnastics Union will confirm to PASO and NOCs the quota places assigned no later than 15 days after the end of the 2018 Senior Pan American Championship. The NOCs must confirm to the Pan American Gymnastics Union the use of their places no later than 6 weeks after the end of the 2018 Senior Pan American Championship. 4.0 ELIGIBILITY In order to be eligible for nomination to the COC, an athlete must: - be a Canadian Citizen as per the Regulations of the Pan American Games - have a passport that is valid until at least February 11, 2020; - be 16 years of age or more in 2019; - be a member in good standing with GymCan;

7 Processus de sél ection pour les Jeux Pa namérica ins 2019 GAF 6 - be a Senior NT athlete in 2019 or a Canadian National Team member currently training and competing for an American University and registered with a Canadian club; - be in compliance with all relevant FIG and Pan Am Sports Organisation (PASO) requirements for eligibility including possessing a valid FIG license with an expiry date no earlier than August 31, 2019; - sign, submit, and comply with the COC Athlete Agreement and Organizing Committee Conditions of Participation Form by April 1, 2019; - have read, understood and accepted the selection process and conditions associated with selection for the Games; - take part in all preparation activities for the Games and in all GymCan related promotional activities unless exempted by the WAG PM; - abide by all GymCan policies and procedures and its code of conduct. In order to be eligible for nomination to the COC, a coach must: - A coach who is coaching on a permanent basis in a club outside of Canada is not eligible for selection, since he or she is not regularly working with people and programs associated with the National Team - be identified by the athlete and club as the coach to be nominated to the COC for the Games or be identified by GymCan; - have read, understood and accepted the selection process and the conditions associated with selection for the Games; - take part in all preparation activities for the Games, and in all GymCan related promotional activities unless exempted by the WAG PM; - abide by all GymCan policies and procedures and its code of ethics; - be fully certified NCCP Level 3 or have obtained an exemption from the PM WAG; - be a coach in good standing with GymCan and have fulfilled GymCan s risk management requirements including an up to date criminal record check, and completion of Respect in Sport, True Sport Clean 101, and Making Headway; - Be a member in good standing of Coaches Association of Canada. 5.0 SELECTION OF ATHLETES 5.1 TEAM SELECTION The selection process has been developed to select the athletes with the greatest potential to meet the stated objectives. Demonstrated potential will be assessed based on results obtained at Senior domestic and FIG international competitions between October 27, 2018 and May 27th, Selection to the delegation will be based on the following criteria: 1. Demonstrated potential to contribute to the strongest team score to place Canada in the top Demonstrated potential to win a medal in an all-around final. 3. Demonstrated potential to win a medal in an apparatus final. Table 1. Target scores required to be considered as potential all-around and apparatus medalists. 8 Processus de sél ection pour les Jeux Pa namérica ins 2019 GAF 7 The selection working group will analyze results using the team selection assistant and scores from the competitions listed in the time-frame above. The team selection assistant allows the SWG to analyze the scoring potential of different teams. Scores that could be considered include: - Best score - Average of top scores - Nationals - Top International competitions The following will also be taken into consideration: 1. Frequency of obtaining the highest scores 2. Date of competition or camp (more recent performances is more important) 3. Performances at major competitions (WC, AA World Cups) is more important 5.2 RESERVE ATHLETES The SWG may identify reserve athletes for the 2019 PAG team based on the criteria above, although there is no obligation to name a reserve. The reserve athlete will not have the status or privileges of a team athlete and will not travel with the team to the Games. It is mandatory for this athlete to attend the team preparation activities. GymCan will make every effort to ensure that the first reserve athlete is nominated to the COC and PASO. 5.3 ATHLETE VERIFICATION Verification of athletes will be on-going after May 31, Specific dates, locations, and means of verification will be at the prerogative of the PM and NTC, and will be arranged when deemed necessary. Regular FaceTime training sessions will be required with all selected athletes and named reserve following the 2019 CC and up to the time of departure. During a verification, the athlete must not be injured or ill in a way which prevents her from training and performing at the level expected of an athlete preparing for the PAG. She must perform her usual vault(s) and routines at a level consistent with the scores used for selection to the team, and in a simulated competition environment in line with FIG equipment standards. At the discretion of the NTC, modified landing mats may be permitted during a verification. In addition to the information considered during the selection process, the information gathered during the verifications will be used to determine the apparatus to which an athlete will be assigned for the Qualification at the PAG and the competition order on each apparatus. 5.4 ATHLETE NOMINATION TO THE COC AND SUBSTITUTION Following the athlete selection, the following conditions must be met as of June 20, 2019 for the athlete to be nominated to the COC: - the athlete is still eligible for selection; and - the athlete is not injured as stated in 5.6; and - the athlete has been successfully verified according to the process and requirements described in 5.3.

9 Processus de sél ection pour les Jeux Pa namérica ins 2019 GAF 8 An athlete no longer eligible for selection will be substituted with a reserve athlete. The SWG may substitute an athlete up to the Nominative Registration deadline if - following two verifications, the athlete is unable to meet the requirements for a successful verification; or - the athlete omitted to provide the required information in case of illness or injury as per the steps and deadlines stated in section 5.6. The SWG has the authority to keep on the team an athlete who is slightly injured by the Nominative Registration deadline if: - the athlete and her coach complied with the steps and deadlines in 5.6; and - the members have gotten written confirmation from the lead IST that the athlete will have recovered and be ready to compete before departure for the PAG. Any substitution for one of the reasons mentioned above will be dealt with by the SWG. Substitution will occur with the reserve athlete if she meets the conditions mentioned above. Should an athlete be substituted, the SWG reserves the right to consider a team coaching adjustment if the personal coach of the athlete substituted was originally selected as a team coach. Any athlete substitution made after June 26, 2019, is subject to the Late Athlete Replacement Policy and is no longer at the sole discretion of GymCan or the COC. 5.5 DETERMINATION OF THE COMPETITIVE APPARATUS AND COMPETITION ORDER The determination of the apparatus each athlete is to compete on in the Qualification at the PAG, and the competition order, will be finalized taking into consideration the information used for the selection of the athletes and the information gathered after the selection. These decisions may be made as late as the deadline for submitting the competition order to the Organizing Committee. The PM and the NTC or designate will consult with the team and personal coaches for such decisions. However, the final decision rest with the NTC. Any modification required to the assigned apparatus and to the competition order due to injury or illness after the team has arrived at the PAG will be made by the NTC who will inform the PM before the competition order is submitted. As per the FIG regulations, the order of competition on each apparatus must be submitted no later than 24 hours prior to the start of the competition. 5.6 INJURY OR ILLNESS An athlete injured or ill at any time after May 26, 2019 in any way that negatively impacts the quality of her performances during training or a verification must provide an official medical report/certificate to the PM-WAG as set out below. Step 1. The coach of the athlete must inform the PM-WAG by , within 24 hours, if her/his athlete is injured or ill and provide the following information: - date when the injury/illness occurred; - means taken to have the injury/illness evaluated by a physician or specialist;

10 Processus de sél ection pour les Jeux Pa namérica ins 2019 GAF 9 - date at which a written detailed report will be provided to GYMCAN. Step 2. The athlete and her club s head coach must provide the following written information within 5 days following step 1 to the PM: - detailed nature of the injury (documented by a physician or medical specialist, not by a therapist), including whether or not this is a new, overuse, or chronic injury; - ability to pursue full training and to compete (all apparatus/some apparatus), as recommended by the physician or medical specialist; - recovery/rehabilitation measures; - recommendation(s) regarding pursuing training and ability to train and/or compete as expected that must be supported by the lead IST; - expected date for return to partial (specify) and/or complete training. GymCan reserves the right to have the athlete examined by a physician or medical specialist selected by GymCan at the expense of the athlete and by the timelines set by the GymCan. 6.0 SELECTION OF COACHES The SWG will select the team and personal coaches following the selection of the athletes, taking the following additional factors into consideration: - the number of available accreditations; - there must be at least one female team coach; - past experience and performance at international competitions; - demonstrated ability to work well in a team setting, to work well with other coaches, and to contribute to team cohesion; - demonstrated ability to manage stress and support the needs of team members in high pressure situations. - Approval ratings from past post-competition surveys It is assumed that the NTC will be accredited for the Games, therefore will have the overall authority for WAG team decisions at the Games. In the event that the NTC is not an accredited member for the Games, he will continue to provide direction to the team at the Games. However, one of the Team coaches will be named as Team Head Coach with responsibilities that will be outlined at that time. 7.0 RECONSIDERATION, INTERNAL REVIEW OR APPEAL AND MODIFICATION TO THE PROCESS 7.1 RECONSIDERATION An athlete who is in disagreement with a decision made in the application of the process may request reconsideration by the SWG. The request must be made in writing no more than two working days from the day of unofficial circulation of the decision. It must include the rationale supporting the request and the alleged errors in the application of the process. The SWG will then review the request and make a decision. The WAG -PM shall give written reasons for the decision to the athlete, coaches and parents within three working days from receipt of the written request. Refer to article of Section 39 Appeals of the GymCan Policies and Procedures Manual. Appeal process: Appeal form:

11 Processus de sél ection pour les Jeux Pa namérica ins 2019 GAF INTERNAL REVIEW/APPEAL A request for review or appeal will be dealt with according to Section 39 Appeals of the GymCan Policies and Procedures Manual in effect at the time of the dispute (available on the GymCan website). 7.3 MODIFICATION TO THE PROCESS GymCan, reserves the right to make changes to this document to ensure the identification of the best team possible for the 2019 Pan Am Games in case of: - major change to the deadlines or information provided by the COC or FIG; - unforeseen circumstances beyond the control of GymCan; - a situation which impacts any step of the selection process and prevents the SWG from fairly applying the process as written. - This clause is not intended to justify changes after a competition or trials which formed part of this selection process unless it is directly related to an unforeseen circumstance. This clause does allow for changes that may become necessary due to a lack of clarity or a significant typographical error. Any changes to this document must be endorsed by the CEO and will be communicated by the WAG PM directly to the coaches, athletes and their parents involved in the process. 8.0 DISCIPLINARY PROCEDURES Failure to comply with FIG and/or GymCan rules, regulations, policies, or directives will be addressed by the WAG PM and/or the CEO who will follow with proper action or sanction before, during and/or after the competition. The nature and extent of the infraction will determine the severity of the sanction. In each case, a due and fair investigation will be conducted and an opportunity for defense offered to the respondent(s). Sanctions could include but are not limited to: verbal warning or reprimand, written warning or reprimand, suspension from some team functions or activities during the competition, removal from team and early return to Canada. After the competition, sanctions could include but are not limited to: written warning, written reprimand, suspension of international representation/ participation on behalf of Canada, National Team benefits and services, and suspension of access to athlete or coaching or judging support funding and services including but not limited to athlete, coach and/or club funds, coach s recognition funding, and international achievement coach s recognition funding.
