1 2015 CANADA WINTER GAMES GYMNASTICS TECHNICAL PACKAGE Technical Packages are a critical part of the Canada Games. They guide the selection of athletes by prescribing the age and eligibility requirements, assist the organizing committees by detailing tournament formats and scoring procedures, assist Chefs de Mission in verifying eligibility, help with budgeting by describing the number of participants permitted, advance coaching certification by stating minimum requirements and generally contribute to athlete development by identifying each National Sport Organization s (NSO) version of athletes in the training to compete phase of its Long Term Athlete Development Model (LTAD), or other suitable phase of the model as justified by the NSO, discussed with the LTAD expert group, and approved by the Canada Games Council Sport Committee. Every Games' coach, manager, Sport Chairperson and Mission staff has an obligation to read and understand every aspect of the Technical Package. Failure to do so could cost an athlete his or her eligibility for the Games or could affect final standings or the conduct of the competition. If someone does not understand an aspect of a Technical Package, he or she is to seek clarification from the Sport Committee of the Canada Games Council (CGC) through his or her Chef de Mission or NSO. Technical Packages are developed 36 to 24 months prior to Games primarily by NSOs, following principles outlined in this document, guidelines and requirements of the CGC. As the overall governing body of the Games, the CGC has the ultimate authority over Technical Packages, but this authority is exercised only with the knowledge and understanding of the concerned NSO. Technical Packages are developed by sport, not disciplines. If an individual wishes to seek clarification or initiate a change to a Technical Package leading up to a Games, the request should be first directed to the NSO or the Chef de Mission. The NSO or Chef de Mission will evaluate the merits of the request and will, if it has merit, submit the requested change or clarification to the CGC s Sport Division for consideration. The NSO or Chef de Mission will submit the rationale for the request. Changes to age groups, eligibility requirements, team sizes or staff complements will not be considered after 36 months prior to the Games. Additions or changes to events / competition formats that result in a significant cost increase to the Host Society will not be considered after 24 months before the Games, unless approved by the CGC and the Host Society. Substantive changes to events or competition formats will not be considered after 18 months before the Games, unless approved by all participating provincial/territorial associations and the CGC. Minor corrections will be considered at almost any time, but will be increasingly difficult to achieve within six months of the Games. These time frames reinforce the importance of complete understanding of the Technical Package by Games participants early.

4 2015 CANADA WINTER GAMES TECHNICAL PACKAGE 1. SPORT: GYMNASTICS 2. PARTICIPANTS: Men s and Women s Artistic 2.1 Competitors: 6 Female, 6 Male 2.2 Staff: 2 coaches for male athletes, one of whom must be male and one of whom will be the manager. One of the women s coaches may also be on the floor during the men s training, warm-up and competition. Trampoline 2 coaches for female athletes, one of whom must be female and one of whom will be the manager. One of the men s coaches may also be on the floor during the women s training, warm-up and competition. 2.3 Competitors: 2 Female, 2 Male 2.4 Staff: 1 coach and 1 manager If female athletes one of the staff must be female. 5 Team Areas (athletes lounge, change rooms) Venue pass holders do not have access to the field of play * Additional Team staff positions are administered by the Provincial/Territorial Mission Team. Positions must be applied for based on each Provincial/Territorial Missions process. For information pertaining to the process in your Province/Territory contact your Chef de Mission. 3. CLASSIFICATION: MEN S ARTISTIC: Male athletes must be a minimum of 12 years old during the year of the Games and a maximum of 19 years old during the year of the Games (2015). Male athletes must be born 1996 to 2003 inclusive. WOMEN S ARTISITC: Female athletes must be a minimum of 12 years old during the year of the Games and a maximum of 19 years old during the year of the Games (2015). Female athletes must be born 1996 to 2003 inclusive. The WAG Age Dispensation policy can be found in Appendix 3. TRAMPOLINE: Athletes must be a minimum of 13 years old during the year of the Games and a maximum of 22 years old during the year of the Games (2015). Athletes must be born 1993 to 2002 inclusive. 4. ELIGIBILITY: 4.1 Coaches: The head coach on the official registration form must be fully certified (theory, technical and practical) under the National Coaching Certification Program (NCCP) to at least Level 3 or the equivalent level in the new NCCP, Competition stream, Development context (Certified status). 6 Assistant coaches designated coach on the official registration form must be fully certified (theory, technical and practical) under the National Coaching Certification Program (NCCP) to at least Level 3 or the equivalent level in the new NCCP, Competition stream, Development context (Trained status). These coaches must be certified / trained not later than 90 days before the opening of the Games (November 13, 2014). If a Provincial/Territorial team does not distinguish between a head coach and assistant coaches, at least one of the team s coaches must be level 3 certified or competition development certified, while the others must be level 3 certified or competition development trained. For more information on the coach certification pathway, please see Appendix Competitors: Excluded from the Canada Games are: Artistic: Men a) Athletes that hold or have held Senior cards (as defined by Sport Canada's Athlete Assistance program) at any time. b) Athletes that have been National Senior Team members (as defined by Canadian Gymnastics Federation and approved by the Canada Games Council) at any time. c) Athletes that have competed for any nation at any Senior Pan American Games, Commonwealth Games, Olympic Games or senior World Championships Women a) Athletes that have held C or senior cards (as defined by Sport Canada's Athlete Assistance program) at any time. b) Athletes that have competed for any nation at any Senior Pan American Games, Commonwealth Games, Olympic Games or Senior World Championships. 7 No athlete can be rendered ineligible within 90 days of the opening of the Games due to carding status (i.e. no athlete will be excluded if she is granted carding status after November 15, 2014). 5. COMPETITION: Male Artistic 5.1 Regulations The following will govern the competition: G.C.G. and FIG Technical Regulations in force at the time of the Games The rules for the Canada Games are the FIG Junior Rules Gymnasts will have the option of 125 cm. or 135 cm. Vault Table FIG Code of Points for situations not covered by the first two documents 5.2 Program Competition 1 = Team Competition (6 athletes per province or territory) Competition 2 = Individual All Around Finals Competition 3 = Event Finals (1 vault in finals) 5.3 Participation All 6 athletes must compete in the Team competition. The top 3 gymnasts per province/territory from the Team competition will compete in the Individual All Around competition. The balance, for a total of up to 36 participants, will be based upon the scores obtained in the preliminary competition. The top 8 gymnasts on each event, with a maximum of 2 per province/territory, from the Team competition will compete in the Event Finals competition. In the case of a tie in 8th position, or in case of a tie between two athletes from the same province/territory, the gymnast with the highest All Around score from the Team competition will participate in the event finals. If a tie remains then the athlete with the higher Execution score from qualification will participate in the event finals Canada Winter Games Gymnastics Technical Package Page 7 of 32

8 5.4 Judging The FIG requirements for the Junior Category for Men's Artistic Gymnastics will be used to score all events. Requirements will be FIG Junior rules for all three competitions. 5.5 Training Schedule Published training schedules must be adhered to. Provincial/Territorial teams are not permitted to negotiate with other teams to exchange training times. 5.6 Seeding The top four teams from the most recent Canada Games are seeded in the final rotation (1 Québec, 2. British Columbia, 3. Ontario, 4. Nova Scotia). The remaining teams are to be drawn into the remaining positions in both subdivisions. Two teams will be drawn to be placed in the 2 nd subdivision with the 4 previously mentioned. These six (6) will then be randomly drawn for which team will begin on each apparatus. The remaining teams will then be drawn into the first subdivision. In the All Around Finals, the athletes are to be seeded as follows: the top six ranked gymnasts will begin on Floor Exercises, the next six on Pommel Horse, and so on. Within each group, the top ranked gymnast will compete last, the second ranked gymnasts will compete second last, and so on. In the event of a tie the modified FIG rules for tiebreaking will be applied (modified as in section 8). 9 In the case when a tie has occurred within the top 8, the athlete with the lower Start Value on that event will be ranked ahead of the other. The modified FIG rules for tiebreaking should be applied if a tie still persists. Female Artistic 5.1 Regulations The following will govern the competition (version in force at the time of the Games): 5.2 Program Current WAG Program Technical Regulations and Directives Current Federation international de gymnastique (FIG) Code of Points Current WAG Supplement to the FIG Code of Points WAG Canadian Models for the Open category for the 2015 Canadian Championships Current FIG List of Elements Current WAG List of Canadian Elements The program will consist of the Team Final, the Individual All-Around Final, and the Apparatus Finals. 5.3 Participation All 6 athletes must compete in the Team competition unless injured or ill. The top 3 gymnasts per Province/Territory from the Team Final will compete in the Individual All-Around Final. The balance, for a total of up to 36 participants, will be based upon the All-Around total obtained in the Team Final. In case of a tie in 36 th place, the gymnast with the greater number of highest apparatus scores obtained in the Team Final will compete. If there is still a tie, all the remaining tied gymnasts will compete. In the case of a tie in 3 rd place within a Province, the gymnast with the higher sum of D Scores will be ranked higher. In case of further tie, the gymnast with the higher sum of E- Scores will be ranked higher. In case of further tie, a draw will determine the athlete considered higher. If an athlete qualifies in the top 3 positions within her Province, she is allowed to compete in the All Around Competition provided she has one score higher than Canada Winter Games Gymnastics Technical Package Page 9 of 32

10 The top 8 gymnasts on each apparatus, with a maximum of two per Province/Territory, from the Team Final will compete in the Apparatus Finals. In the case of a tie in 8 th position, or in case of a tie between two athletes from the same Province/Territory, the gymnast with the highest D Score on that apparatus from the Team Final will participate. If there is still a tie, all the remaining tied gymnasts will compete in the final on that apparatus. 5.4 Flights, Warm-up and Seeding Flights a) If there are 79 athletes or less with a maximum of thirteen (13) teams of 6 athletes There will be two flights (subdivisions). The competition for flight 1 will start around noon with five groups: V, UB, Bye, BB, FX. The competition for flight 2 will start late afternoon with five groups also: V, UB, Bye, BB, FX. In flight 1, provinces and territories with less than 6 athletes may be combined to compose a group of approximately 7 athletes. If there are 10 full teams plus Provinces or Territories with individual athletes (3 athletes or less), the individuals will be combined with other individuals or with a team. The maximum number of athletes per group is 10. All athletes from a Province/Territory will be on the same apparatus. If there is a bye / 5 th rotation in one given subdivision, the team in the bye rotation can have access to the training gym if one is available. It is the responsibility of each team to be back in the competition gym in time for the next rotation. It is not mandatory for the host Province to have a training gym available Warm-Up and Competition Format The Canadian format (warm-up and compete immediately) in effect for the Open category at the Canadian Championships 2015 will be in effect for the Team Final. The FIG format - (general and apparatus warm-up on 4 apparatus followed by the competition) will be in effect for the All-Around Final and the Apparatus Finals. When there are mixed groups (team and individuals), the team will always compete first and individuals will compete last. For the Team Final, warm up and compete will be as follows: Team (6) + 1 individual = the 7 athletes warm up together and Team will start competition on every apparatus. Team (6) + 2 or 3 individuals = Team will warm up and compete, and the 2 or 3 individuals will warm up and compete afterwards. Team competes first on every apparatus. 11 There will be a touch warm-up for each rotation / apparatus of the All-Around Final and the Apparatus Finals. If a group is composed of seven athletes or less, all the athletes will warm-up and compete together. If a group is composed of 8, 9, or 10 athletes, the group will warm-up then compete as follows: 4 4, 5 4, Seeding Seeding to determine the flight (example for a) For the Team Final, the Provinces/Territories will be seeded according to their rank in the point system below. Provinces/Territories ranked 6 th to 13 th will compete in flight 1. Provinces/Territories ranked 1 st to 5 th will compete in flight 2. The Province/Territory with the highest number of primary points will be ranked first. The primary points are earned based on the results or number of athletes at the 2014 Canadian Championships according to the following formula: PT Rank Team Ranking Novice Team Ranking Open Number of points Number of High Performance Juniors Number of High Performance Seniors excluding Carded athletes 1 st nd rd th th The secondary process will be used for provinces and territories that do not have any primary points. They will accumulate secondary points according to the ranking of their athletes in both the Novice and Open competitions at the 2014 Canadian Championships. 12 The Province/Territory with the highest number of secondary points will be ranked highest among this group of Provinces and Territories. A draw will determine the first apparatus for provinces and territories with no primary or secondary points. The best ranked Province/Territory according to the secondary points will be ranked immediately after the lowest Province/Territory according to the primary points. The provinces/territories whose rank has been determined by a draw will be ranked immediately after the lowest Province/Territory with secondary points. A tie in the point system will be broken by a draw amongst the tied Provinces/Territories. Seeding to determine the first apparatus (example for a) For the Team Final, the best ranked Province/Territory in each flight will start the competition on Vault. The second best ranked team will start on Uneven Bars, the third on the bye, the fourth on Beam and the fifth on Floor. For the Individual All-Around Final, the athletes will be seeded according to their All- Around rank from the Team Final according to the draw below. 13 In case of a tie, the gymnast with the greater number of highest apparatus scores obtained in the Team Final will be considered as having a higher rank. In case of a further tie, a draw will determine the athlete considered as having the higher rank. For the Apparatus Finals, the following draw will determine the order of passage on each Apparatus: Competition Order Rank on the Apparatus after Qualification If there is a 9 th athlete on an apparatus, she will compete first, i.e. before the athlete ranked in 7 th place after the Qualification. 5.5 Judging The documents mentioned under 5.1 are in effect. 5.6 Training Schedule Published training times must be adhered to. 14 Trampoline 5.1 Regulations The following will govern the competition: 5.2 Program 2015 Canadian Competition Rules FIG Code of Points for situations not covered by the first document No Time of Flight will be used in the scoring for this event Individual competition Preliminaries (1 optional routine with requirements + 1 free optional routine) Finals top 8 (max 1 per province/territory, fill up all 8 spots if less than 8 provinces/territories based on preliminary ranking). Scores for finals start at 0. Preliminary Routine requirements: 1st Voluntary routine: o 10 different elements, 9 of which must contain at least 270 o of somersault, o 1 element landing on the front or back, o 1 element taking off from the front or back o 2 elements will have the DD value added to the total execution score. They must be identified with their DD value on the competition card, and may be combined with the required elements listed above, o FIG repetition rules (DD elements from the first routine may not be repeated in the second routine). 2nd Voluntary routine o 10 different elements which must each contain at least 270 o of somersault, o FIG repetition rules (DD element from the first routine may not be repeated in the second routine). Final Routine requirements (for Individual and Team finals): 10 different elements which must each contain at least 270 o of somersault FIG repetition rules (elements may be repeated from preliminary routines) Team finals Per province/territory (max 2 per gender to compete 1 final routine, the best score per gender to be added together) 2015 Canada Winter Games Gymnastics Technical Package Page 14 of 32

15 5.3 Participation The top gymnast per province/territory from the preliminaries will compete in the finals. The balance, for a total of up to 8 participants, will be based upon the scores obtained in the preliminary competition. 5.4 Judging Scores for all events will be given using the element by element methodology used at National Championships for Trampoline Gymnastics. 5.5 Training Schedule Published training schedules must be adhered to Provincial/Territorial teams are not permitted to negotiate with other teams to exchange training times. 5.6 Seeding By draw for preliminaries and reverse order of merit for final. 6. SPORT SCORING: Male Artistic: The Team result comprises the 4 best results (out of a maximum of 6) on each event from Competition I. (6-6-4 format) The Individual All Around results is the total of the scores obtained by a gymnast on each of the 6 events during Competition II. The Apparatus Final Result is the final score obtained by a gymnast on a given apparatus during Competition III. Please refer to Appendix 2 Female Artistic: The Team result comprises the 4 best results (out of a maximum of 6) on each event from Competition I. 17 In preliminaries, in case of a tie at any place, the ranking will be determined by the following criteria: 1. The gymnast with the higher final score in the 2nd routine. 2. The total of the counting execution judges scores in the 2nd routine (higher execution score of the second routine). 3. The total of all the execution judges scores (5) of the 2nd routine without eliminating the highest and the lowest score. 4. The total of the 4 highest execution judges scores of the 2nd routine. 5. The total of the 3 highest execution judges scores of the 2nd routine and so on until the tie is broken. In finals, in case of a tie at any place, the ranking will be determined by the following criteria: 1. The gymnast with the higher final score. 2. The total of the counting execution judges scores in the Final routine (higher execution score of the Final routine). 3. The total of all the execution judges scores (5) of the Final routine without eliminating the highest and the lowest score. 4. The total of the 4 highest execution judges scores of the Final routine. 5. The total of the 3 highest execution judges scores of the Final routine and so on until the tie is broken. 9. PROVINCIAL/TERRITORIAL RANKING - TIE BREAKING: Male Artistic: In the case of a tie in the team rankings, the province/territory with the greater number of first place team scores per event will be assigned the higher rank. If the tie persists, the procedure is repeated with second place team scores per event, then third, etc. Female Artistic: To determine the Provincial/Territorial points awarded in case of a tie in sport scoring for any of the competitions, the following system will be used: The number of points for the tied positions are averaged by adding the points for the tied positions and then dividing by the number of tied teams or competitors; Each province or territory then receives the averaged number of points. Once the sport scoring calculations are completed and in the case of an overall tie in the Provincial/Territorial rankings, the Province/Territory with the greater number of first place rankings will be assigned the higher rank. If the tie persists, the procedure is repeated with second place team scores per Apparatus, then third, etc Canada Winter Games Gymnastics Technical Package Page 17 of 32

18 Example: Out of 6 ranks (C-1 x 1, C-2 x 1, C-3 x 4), the Province/Territory who finished first twice, will be ranked ahead of the Province/Territory who finished first once. Trampoline: Ties will be broken by : 1. Total score of all 4 competitors 2. Total of highest counting execution (best per gender) 10. AWARDS: Male Artistic: GOLD: SILVER: BRONZE: 13 medals presented to the first place winner in the all-around competition, to the first place finisher in each event, and to the members of the first place men's team. 13 medals presented to the second place winner in the all-around competition, to the second place finisher in each event, and to the members of the second place men's team. 13 medals presented to the third place winner in the all-around competition, to the third place finisher in each event, and to the members of the third place men's team. Female Artistic: 4 th TO 8 th A ribbon will be given for 4 th to 8 th places of the All-Around Final and the Apparatus Finals. COMPETITIVE UNIFORM: Male Artistic: Competition uniforms must follow GCG/FIG rules. For the Team Final, members of the same team and individuals gymnasts of the same province/territory must wear matching singlet, longs / shorts. For all medal ceremonies, the official track suit provided by the Provincial/Territorial team must be worn. Female Artistic: Competition uniforms must follow GCG/FIG rules. For the Team Final, members of the same team and individuals gymnasts of the same province/territory must wear a body suit that is uniform and of the same colour(s). 20 Competition uniforms must follow GCG/FIG rules. For the Team Final, members of the same team and individuals gymnasts of the same province/territory must wear a body suit that is uniform and of the same colour(s). 21 APPENDIX Canada Winter Games Competitor Eligibility 1. Competitors must meet all eligibility requirements outlined in the Technical Package. 2. The Canada Games are open to Canadian citizens and permanent residents. 3. The Canada Games are open to athletes who are members in good standing of their sport s Provincial/Territorial Sport Organization. 4. An athlete's permanent domicile or actual residence must be located, for at least the 180 days prior to the opening of the Games, within the recognized boundaries of the Province or Territory they are representing. An athlete can have only one domicile. 5. An athlete attending school on a full-time basis outside his or her province or territory of permanent residence during the year of the Canada Games shall be permitted to compete for either their province or territory of permanent residence or the province or territory in which the athlete attends school. To be eligible to compete for the province/territory where the athlete attends school, the student must be enrolled on a full-time basis during the current academic year. 6. An athlete who is training outside his or her province or territory of permanent residence may represent the province or territory in which they are training provided he or she can demonstrate a commitment to the province or territory she or he wishes to represent by: (i) Having been a member of a club or provincial/territorial sport organization in that province/territory for the entire previous or current competitive season - AND - (ii) Having represented that province or territory at an international, national or regional championship, - AND - (iii) Not having received direct development funding from their province or territory of permanent residence within a year of the opening of the Games, unless the funding jurisdiction provides permission for the athlete to compete for another team. - OR (iv) Other similar circumstances may be considered Canada Winter Games Gymnastics Technical Package Page 21 of 32

22 7. An athlete is permitted to try out for any province or territory of eligibility but can only try out for one province or territory per sport (i.e. an athlete may try out for swimming for one province or territory but cannot try out for swimming in another province or territory. An athlete may try out for one province or territory in swimming, and may try out for another province or territory in diving). 8. Athletes may only compete for one province or territory at a single Canada Games. 9. Athletes may not compete in two sports at one Canada Games if they are scheduled in the same week. 10. The eligibility of any athlete that is not clearly established by these rules and by the Technical Package shall be determined by the Sport Committee of the Council. Coaches or PSOs must bring forward any unclear cases to their Chef de Mission and to their NSO as early as possible before the competition for forwarding to the Sport Committee. 11. Where a team/province/territory/chef wishes to challenge the eligibility of an athlete on another provincial/territorial team, it is expected that such a challenge will be made as soon as the protesting team knows that an athlete may be ineligible. Every effort must be made to ensure that protests on eligibility are lodged before an athlete competes. Other 12. All teams are reminded of the Canada Games Council's regulations concerning advertising on uniforms: only the uniform manufacturer s name or trade mark logo may be worn on team competition uniforms to a maximum size of 60 square centimeters. 13. Canada Games rules do not allow team staff to practice as therapists, physicians or other medical or paramedical practitioners. The Host Society (organizing committee) is responsible for providing high quality medical care at a central clinic at the Athletes' Village and at competition and training venues. The Sport Medicine Council of Canada assists the Host Society by providing additional medical practitioners to ensure that French and English speaking and male and female persons are available, to ensure that sport specific medical expertise is available and to ensure that all regions of Canada are represented. 28 APPENDIX 3 AGE DISPENSATION FOR MEN S AND WOMEN S ARTISTIC GYMNASTICS AND TRAMPOLINE GYMNASTICS The decision to set the minimum ages for participation in the Canada Games was made in the best interest of the young competitive gymnasts across Canada and is based on the following rationale: 1. Two of the main goals of the Canada Games are to foster participation from across the country and to contribute to the development of high performance athletes. 2. The Canada Winter Games competition is classified as a junior level competition by Gymnastics Canada Gymnastique and the Canada Games Council. 3. To encourage nationwide participation, Gymnastics Canada did not select a specific age category but chose to use a minimum age. This minimum age is intended to protect very young athletes from possible physical, psychological and/or emotional harm that could occur by competing at the Games. 4. The minimum age requirement is aligned on the minimum age set by the international gymnastics governing body (FIG) for junior competition. 5. The overall consensus of coaches and managers who attended past Canada Games is that it is the most challenging gymnastics competition in Canada for young athletes in terms of level, intensity and atmosphere. The multi-sport nature of this event, combined with the atmosphere and social reality of an athlete s village and the wide range in age of all the athletes (up to 25 years of age depending on the sport) add to the pressure experienced by the athletes. Gymnastics Canada does not currently require athletes to meet any performance standard to participate in the Canada Games. For this reason, the Council has requested that a process be put in place to provide a dispensation from the minimum age. This process supersedes the Technical Package. The current process to review exceptional cases has been in place since the mid-nineties. It will be in effect for the 2015 Canada Winter Games. If your province/territory wishes to request a special dispensation from the minimum age requirement for an athlete, the following documents must arrive at the national office no later than January 5, A letter of support from the respective Gymnastics Association. 2. A letter of support from the respective Chef de Mission for the 2015 Canada Games. 3. A letter from the athlete s coach and a letter from the athlete s doctor confirming that the athlete is at the appropriate level of physical and mental development to handle the level and intensity of the Canada Games competition Canada Winter Games Gymnastics Technical Package Page 28 of 32

29 4. A waiver signed by the athlete s parents or guardians saving harmless GCG and the Canada Games Council from any injury which might result from her competing against older athletes. The blank waiver is attached. 5. Recent competition results demonstrating that the athlete has obtained results comparable or superior to those of the age eligible athletes which have been selected to the respective WAG team for the Games. Please note that the respective Program Director will review applications. The dispensation will be granted only if all the conditions have been met. The decision is final and will be communicated to the applicant within 7 working days of receipt of all the above documents.
