Athlete Eligibility ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force, and only those athletes who have complied with the Olympic Charter may participate in the Youth Olympic Games. To be eligible to participate in the Youth Olympic Games, athletes must have been born between 1/1/1997 and 31/12/1999. For qualifying events in 2013, the same age limit will apply to avoid an athlete obtaining a quota place and then not being able to be selected for the YOG. Furthermore an athlete must obtain the Minimum Qualification Standard. To be eligible for selection to a qualification place, all archers must have achieved the following MQS: Men FITA round (cadet) m round 610 Women FITA round (cadet) m Round 600 The MQS must be achieved in the qualifying period starting 1 September 2013 (World Archery Youth Championships) to 1 July World Archery will review the scores of all entered archers to verify that they have achieved the MQS. Qualification System QUALIFICATION PATHWAY For each qualifying event, the quota places obtained for the Youth Olympic Games will be allocated to: Athletes NOC World Archery Youth Championships (WAYC) - Individual competition (17 quota places per gender) During the World Archery Youth Championships, a special competition will be held for athletes eligible to compete in the Youth Olympic Games (those aged 14 and 16 years old during the year of the WAYC) with a maximum of three (3) archers per National Olympic Committee. This competition will be an Olympic Round with a 1/64 th Elimination Round and all athletes will shoot at 60m. 17 places will be allocated to the NOCs of the highest ranked archers with a maximum of one (1) per nation. 2. Continental Positions (10 quota places per gender) By 31 December 2012, World Archery will identify one (1) continental qualification tournament (CQT) in each continent. The final standings of the individual competition in each CQT will be used to allocate the following number of quota places per gender, with a maximum of one (1) per NOC. - Three (3) for Europe - Two (2) for Asia - Two (2) for the Americas - Two (2) for Africa - One (1) for Oceania Archers who have previously won a qualification place for their nation at the WAYC, and archers from NOCs outside the defined continental area, may not compete at the CQT. If the Continental qualification is at a Continental Championship, World Archery rules and procedures apply to determine the athletes eligible to participate in the continental qualification event, but a separate event will be held to determine the quota places. HOST COUNTRY REPRESENTATION The host nation will automatically qualify one (1) place per gender, on condition that the selected archers obtain the MQS. UNIVERSALITY PLACES To be eligible to receive Universality Places, athletes must comply with the Eligibility criteria as defined under point C. of this document. E. Confirmation process for quota places CONFIRMATION PROCESS FOR QUALIFICATION PLACES Following receipt of the results of each qualification event, the WA will confirm in writing to NOCs and Member Federations, within 7 days, the number of quota places they have achieved. NOCs will then have up to two weeks to confirm in writing (fax and are acceptable) to the WA and Nanjing Organising Committee that they will use the obtained places. Reallocation of unused quota places REALLOCATION OF UNUSED QUALIFICATION PLACES Any places earned at the 2013 WAYC and not used by the respective NOC will be reallocated to the NOC of the next highest ranked unqualified athlete(s) from this event, chosen from the established standby list which is based on the final individual ranking. Any qualification places earned at the CQTs that are not used by the respective NOC will be reallocated to the NOC of the next highest ranked unqualified athlete from this event, based on the established standby list. If there are no CQT standby places, the available places will be awarded on the basis of the standby list of the 2013 WAYC. By 6 July 2014, the WA will confirm the reallocation of unused quota places. REALLOCATION OF UNUSED HOST COUNTRY PLACES If the host country is unable to fulfil the conditions mentioned above, then those places will be reallocated to the NOC of the next highest ranked unqualified athlete(s) from the 2013 WAYC, based on the established standby list, which is based on the final individual ranking of this event. REALLOCATION OF UNUSED UNIVERSALITY PLACES Any unused places within the reserved World Archery quota of NOC Universality places will be reallocated to the NOC of the next highest ranked unqualified athlete(s) from the 2013 WAYC, based on the established standby list, which is based on the final individual ranking of this event. 4 2 ND SUMMER YOUTH OLYMPIC GAMES - NANJING 2014 QUALIFICATION SYSTEM PRINCIPLES & ALLOCATION PROCEDURE FOR NOC UNIVERSALITY PLACES PREAMBLE The Youth Olympic Games (YOG) Qualification System Principles (QSP) were created to ensure that the following pillars remain the focus for participation to all competitions on the programme of the YOG: universality, performance, host country representation and gender equity. Universality being one of the central pillars, a specific process has been developed to facilitate the participation of National Olympic Committees (NOCs) which sent small delegations to the first edition of the Youth Olympic Games in Singapore. A number of quota places have been reserved in each of the individual sports to allow several athletes per NOC to receive Universality Places in order to take part in the YOG. In addition, a number of other technical principles have been established to provide a basis for the development of Qualification Systems for all sports at the YOG. PRINCIPLES 1. Performance and qualification events The principle of performance will be ensured through the Qualification Systems developed by each IF, which will allow for the participation of the best athletes through a fair and transparent process. Existing events and/or rankings already approved by the respective IF should be used for qualification Individual sports: A reasonable percentage of the quota shall be distributed on the basis of performance within continents and shall reflect the specificities of each sport at junior level in terms of quota distribution between continents Team sports: Participation in team sports shall be limited to one women s and one men s team per NOC across team sports (Football, Handball, Hockey, and Rugby). The reallocation process for team sports should be defined accordingly, in the event that an NOC qualifies more than two teams across the different sports. All NOCs will be asked to indicate which of the two sports they would prefer to enter, should they manage to qualify more than two teams. 2. Universality The participation of all two hundred and four (204) National Olympic Committees (NOCs) is the key factor in ensuring the universality of the YOG Individual sports: In each sport a specific number of Universality Places for NOCs will be reserved so that four (4) athletes per NOC will be given the possibility to participate in the YOG. The minimum number of athletes per NOCs will be two (2) athletes - one (1) man and one (1) woman. 30 July Final version Page 1 of 3

5 NOCs which qualified less than 5 athletes and/or less than one (1) man and one (1) woman at the Singapore YOG (excluding team sports) will be proposed four (4) Universality Places, two (2) for men and two (2) for women, before the start of the qualification period. The distribution will be done by a YOG tripartite commission in collaboration with the respective IFs. The attribution list of Universality Places will take into account, whenever possible, the preferences listed by each NOC, the places available in each sport, and the sporting relevance in the country Team sports: Football, Handball, Hockey and Rugby will consist of tournaments for men and women which will feature at least one national team from each of the five continents. Should it be considered that there is no sporting relevance in a continent, possibility will be offered to propose a second team from another continent. This proposal will be submitted to IOC for approval. 3. Host country participation In principle, all sports should include quota places for Host Country participants. However, these places are subject to athletes or teams reaching a minimum level of performance Individual sports: The number of host country places per sport, discipline or event by NOC will be decided in agreement with the IOC Team sports: A maximum of one Host Country team (Men or Women) can qualify per sport. 4. NOC delegation 4.1. Minimum NOC delegation size: At least two (2) athletes per NOC - one (1) man and one (1) woman - are guaranteed to participate in the YOG Maximum NOC delegation size: A maximum number of athletes per NOC will be set within each sport, discipline or event to maximise universality and avoid overly significant delegation sizes. In addition, and irrespective of the number of athletes qualified, an NOC delegation may comprise a maximum of seventy (70) athletes in individual sports. 5. Allocation and reallocation 5.1. For each sport, the qualification system should clearly indicate whether the allocation of places is destined to either specific athletes by name or at the NOC s discretion. If places are allocated to the NOCs, it should be clear whether NOCs have an open right of selection or if there are requirements for athletes to meet minimum eligibility requirements The IF shall confirm qualified athletes and teams to NOCs immediately following the last qualifying event of a specific discipline. NOCs will then have up to two (2) weeks from the date of receipt of the IF s confirmation to confirm in writing to the IF and YOG Organising Committee (YOGOC) that they will use the obtained places (or not), pending the finalisation of point 5.3 below NOCs that manage to qualify over seventy (70) athletes will be asked to designate their final team composition Provision should be made within the IF s qualification system for the reallocation of any places not used by an NOC. Unfilled men s quota places cannot be reallocated to fill a quota place in another men s discipline or event, nor can such unfilled quota place be reallocated to fill any women s quota place. Unfilled women s quota places cannot be reallocated to fill a quota place in another women s discipline or event, nor can such unfilled quota place be reallocated to fill any men s quota place. 30 July Final version Page 2 of 3

6 5.5. All sports/disciplines will have a common closing date for athlete entries by name, to be specified by the IOC in coordination with the YOGOC. 6. Amendments The Qualification Systems for each sport, once agreed upon by the IOC and IFs, shall not be changed without the agreement of the IOC and shall not be published in any other format without IOC approval.
