1 NATIONAL TEAM SELECTION AND WORLD CUP SPOT ALLOCATION PROTOCOL HIGH PERFORMANCE PROGRAM AERIALS Program goal: To develop athletes in a safe and ethical manner, who win medals at Olympic Games and World Championships. 1. INTRODUCTION: The HPP Aerials Program is part of the FC High Performance Program (HPP) and is comprised of one National Aerial Team, with 3 distinct athlete groups aligned with FC s Long-Term Athlete Development (LTAD) stages. The High Performance Program Aerials Selection Protocol describes the process of: a) determining who is eligible for selection to the National Aerial Team; and b) determining who will be offered spots at Continental Cups, and World Cups for the coming season. 2. HIGH PERFORMANCE PROGRAM AERIAL SELECTION COMMITTEE: 2.1 The HPP Aerial Selection Committee shall, as its regular business: 1. Select athlete to be offered positions on the National Aerial Team. 2. Allocate HPP Team athletes competitive opportunities for World Cups, Continental Cups, and Major Games. The High Performance Program Director coordinates all calculations related to the selection of HPP teams. These calculations are presented to the HPP Aerial Selection Committee for their input and consideration. The Committee may have up to 5 votes, 4 will be considered a quorum. The HPP Aerial Selection Committee is comprised of the: High Performance Program Director Aerial Program Head Coach World Cup Coach Development Coach Recruitment Manager & Coach The committee may seek input from: HPP Aerial Mental Training Consultant HPP Aerial Strength and Conditioning Trainer CFSA HPP Aerial Team Selection Protocol / Page 1 of 12

2 2.2 Meetings of the HPP Aerial Selection Committee 1. Meetings of the HPP Aerial Selection Committee are chaired by the HPP Director. Quorum for a meeting is understood as: at least one representative coach from the World Cup group, one representative coach from the Development group and the HPP Director. 2. All members of the HPP Aerial Selection Committee shall abstain from voting on matters that directly affect members of their immediate families. 3. Recommendations from these meetings are presented to the CEO of the FC for review and final decision. The CEO of the FC must ratify all selection decisions before they become final. 4. The HPP Aerial Selection Committee usually operates on a consensus basis. In the case where this is not possible and unless otherwise stated, a motion at any meeting of the HPP Aerials Selection Committee shall be carried by a simple majority of the votes cast. In formal voting, each member of the HPP Aerial Selection Committee will have one vote (i.e. total of 5 votes). 2.3 HPP Aerial Selection Committee Meeting Documentation 1. Minutes of meetings of the HPP Aerials Selection Committee shall be prepared and shall be distributed to members of the HPP Aerials Selection Committee. 2. A summary of the decisions of Committee meetings shall be distributed to the FC CEO, and shall be made available to other interested parties. 3. The HPP Director will notify athletes in writing who have been selected to the National Team or for competitive opportunities. 4. The HPP Director shall post the results of the selection meeting and notify the Divisions that they are available. 5. Meetings of the HPP Aerials Selection Committee shall be open to members of the committee and invited guests only. An appeal of any decision of the HPP Aerials Selection Committee may be made by any FC member or competitor in good standing. Appeals must be conducted in accordance with the Appeals Policy established by the FC. 6. All revisions to HPP documents shall, unless otherwise specifically indicated, come into effect immediately upon their ratification by the CEO of the FC. 3 2.4 GENERAL CONSIDERATIONS: 1. The selection of athletes to participate in the HPP Aerials Program is the responsibility of the Chief Executive Officer, acting on the recommendations of the HPP Aerial Selection Committee. The CEO may overrule any decision of the committee. 2. The HPP Aerial Selection Committee shall meet within 21 days of the end of the competition season to select those athletes who will be offered spots in the FC HPP Aerial Program for the coming year; where possible the selection meetings should be held immediately following the Canadian Championships. These selections will be made on the basis of athlete performance during the justconcluded competition season, in accordance with the policies detailed in this document. All athlete selections are for a one year period only. 3. FC will strive to keep gender equity in the program. 3. NATIONAL TEAM STRUCTURE : 3.1 Eligibility: To be eligible: for any selection an athlete must be a member in good standing of the FC as identified in the Athlete Agreement ; for selection to the National Aerial Team s A and B groups, an athlete must be a member of the National Team; 3.2 National Aerial Team Criteria: 1. One National Team will be selected to compete in aerial events; 2. Athletes selected to the National Team will be named to 1 of 3 groups: A Group: Stars (LTAD stage: Train to Win): Athletes will be selected to this group based on meeting one or both of the following performance benchmarks: o 1 podium during the Aerial FIS World Cup, excluding team events & downgraded DD events) AND/OR o Finishing in the Top 6 at the 2018 Olympic Games. 4 *The HPP aerial selection committee reserve the right to select additional athlete to the A group that demonstrated international podium performance. (See Appendix#1 Special Ranking Considerations) B Group: Performers (LTAD stage: Learn to Win) Athletes will be selected to this group based on: o Ranking in the top 4 by gender (including A Group athletes) in the final Competition Score Ranking (See section 4.1). AND o Have met the following Minimum Skill Level at least once before in their careers: Men Pass snow jump level 6.1 or higher of the Canadian Aerial Progression Plan for men. Women Pass snow jump level 5.1 or higher of the Canadian Aerial Progression Plan for women. o Make one WC final in AND *The HPP aerial selection committee may add up to 2 athletes per gender as discretionary spots to the B group (See Appendix#1 Special Ranking Considerations). Institute Team (C Group) : Development (LTAD stage: Train to Compete) Only athletes who have met following Minimum Skill Level will be considered to be selected this group by the HPP Aerial Selection Committee: Men Pass snow jump level 4.3 or higher of the Canadian Aerial Progression Plan for men. Women Pass snow jump level 4.1 or higher of the Canadian Aerial Progression Plan for women. CFSA HPP Aerial Team Selection Protocol / Page 4 of 12

5 *The HPP Aerial Selection Committee will consider a multitude of athletic traits specific to the discipline of aerials when selecting athletes to this group, such as: Fitness level; Acrobatic skills; Attitude; 3. The HPP Aerial Selection Committee will determine the team size on an annual basis. The Institute team size may change depending on the year of the cycle, depth of athletes, and budget considerations. 4.0 RANKING OF ATHLETES ELIGIBLE FOR SELECTION The HPP Aerial Selection Committee will review the initial ranking list, identify any special ranking considerations, and then determine the final ranked order. This process may create an order different from the initial ranking list. (See appendix #1 for details). QUALIFYING COMPETITIONS: World Cup Level: Continental Cup Level: Canadian Series Level: World Cups Nor Am Canadian Series World Championships JR Nationals Olympic Games Jr. World Championships Europa Cup Senior Nationals 4.1 Competition Score Rankings An athlete s score based ranking will be determined by the sum of their six (6) best individual, single-jump scores. The HPP Aerials Selection Committee may recommend a change in the number of jumps used to select the National Aerial Team depending on the competition schedule or other extraneous factors. Total scores (that is, scores including Landing Scores, Form Scores (combined to be known as Judges Scores ) and D.D. multipliers) of each individual single jump from qualifying competitions will be used. Other than in extraordinary circumstances (see Section 7 below) scores must be taken from competition held during the just concluded season. Athletes are ranked in descending order (i.e. the higher the score, the higher the ranking). CFSA HPP Aerial Team Selection Protocol / Page 5 of 12

6 4.2 Selection Decisions The final decision on the selection of athletes to be offered National Aerial Team positions will be made by the CEO, on the basis of the recommendations made by the HPP Aerials Selection Committee. The FC may offer World Cup positions to a smaller number of athletes than the maximum allowable by the FIS designated quota. FC may choose to retain some positions to be used on a taxi squad basis. It is not mandated or necessary that FC fill all allowable quota positions. Due to the nature of the recruitment that is currently taking place, the selection committee reserves the right to identify new members to the Institute Team ( C group) outside the regular time periods. The selection committee also reserves the right to name provisional team members. Provisional members will be reevaluated at the end of the summer to determine if they will become an Institute Team ( C group) member. 5.0 TAXI and HOST SPOT Selection PROCESS: 5.1 TAXI AND HOST SPOT SELECTION PROCESS: Taxi Selection is used to assign WC spots after the pre-christmas block. Taxi Selection will also be used to identify host spots at Canadian WC s. When a male or a female could fill a spot, the competitive opportunity will be determined by majority vote of the Selection Committee. The FC is not required to fill the quota in any World Cup and reserves the right to select fewer athletes than the FIS World Cup Quota may allow. Taxi Selection will normally be done after identified blocks of competitions, however it can be done at any time within the season on the request of the HPPD or Selection committee (called Fast Taxi). Fast Taxi selections are more likely if any of the following are true: o An athlete is showing excellent Continental Cup results o A rising star demonstrates potential for Olympics or World Championships o The athlete who would be moving up is replacing an athlete who has had several recent WC opportunities without top 12 rankings. 7 5.2 WORLD CUP SPOT ALLOCATION FOR 17-18: The HPP Aerial Selection Committee will determine which athletes are entered in World Cup events based on their team rankings and progression; The HPP Aerial Selection Committee may choose not to fill all WC spots; All High Performance Program athletes will be entered into the Canadian National Championships as members of the Canadian Team. 6.0 EXTENUATING SELECTION CRITERIA: If within the selection period an athlete is not making the necessary progress as determined by the HPP Aerial Selection Committee, the FC maintains the right to implement the Extenuating Selection Criteria. Criteria will be determined by the HPP Aerial Selection Committee and agreed upon in writing with the athlete in question. Extenuating Selection criteria will be added to the athletes contract and implemented for identified period. The FC maintains the right to withhold funding of an athlete failing to achieve certain performance goals within a specified period. The FC may at any time withhold competitive opportunities or withdraw an athlete from the HPP Program. 7.0 EXTRAORDINARY CIRCUMSTANCES Extraordinary circumstances include, but are not limited to circumstances such as injury, death in the family. The selection committee will nominate athletes they feel do qualify under this clause. Athletes who are not members of the National Team do not qualify for injury clause. Provincial athletes who have suffered injury may be brought on to the team with the coach discretion clause. If an athlete misses an entire season due to health related curtailment of activities the selection period will be extended backwards to a maximum of one season. If an athlete misses a portion of the competition season and has fewer than 8 jump scores (typically 4 events) in the season, due to health related curtailment of activities, the selection period will be extended backwards to a maximum of 1 year. The most recent events will be counted until a total of 8 scores (4 events) are available (example: Nationals will be the first replacement event if they were the last event of the season). The maximum backwards extension of the selection period shall ordinarily be one competition season. The selection committee has the discretion to make exceptions to injury clause for special cases. This is more likely for athletes with a significant body of recent WC results (medals or top 6 or top 16 at major Games). This may include CFSA HPP Aerial Team Selection Protocol / Page 7 of 12

8 expanding the backwards extension of the selection period, or other adjustments to meet the special case. The FC may, at any time, require an athlete who is unable to participate in training or competition due to injury, to obtain an medical assessment from a team physician. The purpose of the medical assessment is to confirm the degree of the athlete's injury and the anticipated time of the athlete's recovery. The HPP Aerial Selection committee may prevent an athlete from entering an event if the pace of the athlete s rehabilitation from injury warrants doing so. An athlete, not capable of competing in the National Championships due to injury or extraordinary circumstances, must request permission, in writing to the HPPD. The HPPD may require medical documentation. Injuries that have been present for other events are typically not reasons to miss Nationals. Athletes injured during training for Nationals will receive RNS (and included in the regular selection process). It may occur that it is inappropriate for a High Performance Program athlete, by reason of a health related curtailment of activities, to participate in HPP training and competition activities for an entire program year. In such a situation, the following shall apply: Any such determination shall be made collectively by the athlete, the athlete s personal physician, the FC, and the FC s Chief Physician. The athlete shall remain a member of the High Performance Program, and shall purchase a FC membership and an International Competitor s License. The athlete shall remain eligible for HPP clothing and other supplier pool goods, shall continue to be promoted in the FC Media Guide, and shall continue to be eligible for Sport Canada carding and National Sport Centre services. A rehabilitation program for the athlete shall be developed jointly by the athlete and the FC. The rehabilitation program shall be monitored by the FC, and evaluated on a regular basis. The athlete s return to full HPP participation shall be, in part, dependant on satisfactory completion of the rehabilitation program. The rehabilitation program may include formal HPP training and entry into competitions, as well as physiotherapy, individual training, and other rehabilitative measures. Any formal HPP training or entry into competitions shall be for rehabilitative purposes only. Evaluations or results from such training or entry into competitions shall not be used for the ranking of the athlete for HPP Team selections. The athlete shall be eligible to return to full HPP participation only after the FC determines that the rehabilitation program has been successfully completed CFSA HPP Aerial Team Selection Protocol / Page 8 of 12

9 8.0 APPROVAL AND APPEAL PROCESS An appeal of any decision of the HPP Aerials Selection Committee may be made by any FC member or competitor in good standing. Appeals must be conducted in accordance with the Appeals Policy established by the FC. 9.0 GENERAL Issues not otherwise covered by this document are subject to the decision of the Chief Executive Officer of the FC, in consultation with the High Performance Program Aerials Committee. 10 APPENDIX # 1 SPECIAL RANKING CONSIDERATIONS and OUT OF ORDER SELECTION: The selection committee may in some cases choose to select athletes out of the initial ranking order. In such cases the Committee must record in detail the reasons for its decisions. These reasons must support the program goals outlined at the beginning of this document. Special Ranking Considerations include, but are not limited to the following examples: An athlete who is showing excellent results and increasing her or his performance results may be moved higher than their calculated ranking. And / or An athlete who shows excellent physical characteristics (measurable in testing) and / or technical capability; may be moved higher than her or his calculated ranking. This is more likely to happen early in an athlete s career. Rational: in some stages of development an athlete may focus on training and not perform as well at competition. And / or An athlete who has had opportunities and is not advancing towards the program goal may move lower than her or his calculated ranking. And / or When there is a relatively narrow point spread between two athletes, there is greater chance of out of order selection. And / or An athlete with strong work ethic and commitment to training opportunities may move ahead of an athlete who has not demonstrated these traits. Major Games Selection: During an Olympic Winter Games or World Championships selection period, athletes who have a reasonable chance at selection may be given priority in the allocation of Taxi squad positions.
