2 PREAMBLE The following document defines the procedures for athlete selection in the following areas: 1. Selection to the National Team (WC Groups A & B) 2. Selection to the National Team (Next Gen Group C) 3. Selection for World Cup starts 1. PROGRAM GOAL: To develop athletes in a safe and ethical manner, who win medals at Olympic Games and World Championships. 2. DEFINITIONS: Freestyle Canada (FC) High Performance Program (HPP) High Performance Program Director (HPPD) High Performance Athlete Development (HPAD) Long-Term Athlete Development (LTAD) World Cup (WC) 3. TIME FRAMES: Team selection is normally for one calendar season (April to March) Smart Tracking athletes are normally from the current and past season only. 4. ELIGIBILITY: To be eligible for selection to the National Mogul Team: For any selection, an athlete must be a member in good standing of the FC as identified in the Athlete Agreement. To start in a World Cup, an athlete must normally be a member of the Mogul High Performance program (except for personal spots directly earned through FIS rules, ex: Nor-Am grand prix winner for WC finals). 5. SELECTION CRITERIA BY TEAMS National Mogul Program: 1. The Mogul Technical Leadership Committee will determine the National Team size, and each of its group s sizes, on an annual basis.

3 Furthermore, the team sizes may change depending on the year of the cycle, depth of athletes, and budget considerations. 2. The National Team will be named by June 1 st, FC will strive to maintain gender equity. 4. One National will be selected to compete in single mogul and dual mogul events; 5. Athletes selected to the National team World Cup group will be named to 1 of 2 groups: WC A Group: Stars (LTAD stage: Train to Win): Athletes will be selected to this group based on meeting one of the following performance benchmarks: 1 World Cup podium in single moguls AND 1 top 6 in single moguls OR Top 6 at the PyeongChang Olympic Games WC B Group: Performers (LTAD stage: Learn to Win) Athletes will be considered for selection to this group based on meeting both of the following: HPP Mogul Ranking in the top 5 (by gender), including A Group athletes (based on 3 best score and 3 best placing values from see Selection information, section 6); AND One (1) top 16 placing, within the top 2/3rds of the field size, at a FIS World Cup single moguls event. The HPP mogul selection committee may add athletes as discretionary spots (See Appendix#1 Special Ranking Considerations). 6. Athletes selected to the Next Gen group: Next Gen Group - Development (LTAD stage: Train to Compete & Learn to Win) The committee will select athletes to this group by considering the following variables:

4 The Next Gen team size will be determined after the A & B athletes are selected HPP Rankings following the selection of A & B groups - see section 6 (HPP RANKINGS); The Mogul Technical Leadership Committee may select athletes out of ranking order base on skills and/or injury status: Skill levels will be based on the current skill matrix Train to Compete stage: o You will need your compdev password & login. o National Team coaches will assess the skills as needed in the following ways: At scheduled events such as (CDN Championships, CDN Selections) and/or Submitted video upon request 6. TEAM SELECTION INFORMATION: 1. Team Selections will normally be based on the just concluded season. 2. All team selections are for a one-year period only. 3. For an athlete to be ranked they must normally: a. Have competed in the Canadian National Championships in the current season. b. Have competed in at least three different qualifying competitions during current season, unless injured. 4. Scores and Placings are converted to values based on the formulas outlined in the following section. The best values are counted, subject to the limitations below: a. The athletes 3 best score (values) are averaged (single moguls qualification and final scores, as well as duals qualification scores, if applicable, are eligible). b. Out of the 3 best score values, a maximum of one (1) score value may be used from Canadian Selection competitions c. The athletes 3 best places (values) are averaged (single moguls and duals are eligible). Out of the 3 best placing values, a maximum of one (1) placing value may be used from Canadian Selection competitions.

5 d. Score values are worth 40% of the Total Ranking Score; Place Values are worth 60% of the Total Ranking Score. e. Dual placings are eligible in the following way: Only top 8 final placings are eligible to count; f. Value of Placings: World Cup Placings below 52 nd place for Men will receive 0 value World Cup Placings below 29 th place for Women will receive 0 value For men, Nor-Am Cups placings below 30 th place will receive 0 value For men, Canadian Championships placings below 20 th place will receive 0 value For women, Nor-Am Cups placings below 20 th place will receive 0 value For women, Canadian Championships placings below 16 th place will receive 0 value For men, Canadian Selections placings below 10th place, excluding foreign competitors, will receive 0 value. For women, Canadian Selections placings below 7 th place, excluding foreign competitors, will receive 0 value World Cup starts for National Mogul program athletes 1. FC is not required to fill all WC quota spots. 2. WC opportunities will be offered as determined by the MTLC, based on current team ranking or special considerations. 3. NorAm opportunities will be offered to National program athletes as determined by the MTLC. 4. All High-Performance Program athletes will be entered into the Canadian National Championships. **For Specific World Cup events quota allocation, see section QUALIFYING COMPETITIONS: For the purpose of selection, the following competitions will be considered. The competitions listed will be handicapped according to the group it is identified in. World Cup Level: World Cups World Championships Olympic Games Continental Cup Level: Nor Am CDN Championships Canadian Selections

6 9. SELECTION FORMULAS: 1. VALUES FOR: Placings Based Ranking See appendix #3 and #4 2. VALUES FOR: Competition Scores a. Scores will be taken as a percentage of the highest score in the same run. b. The Formula is: (SCORE / WINNING SCORE) X COMPETITION LEVEL HANDICAP c. Score value will be calculated from either qualification or finals (of single moguls); only the highest value is eligible. d. Score value is modified by Competition Level Handicaps: Competition Level Handicaps for Scores: WC Level Continental Cup Level Men s Mogul Women s Mogul Role of the Mogul Technical Leadership Committee: The MTLC shall, as its regular business: 1. Select athletes to be offered positions on the National World Cup Team and National Mogul Next Gen Team. 2. Allocate National Mogul program athletes with competitive opportunities for World Championships, World Cups, and Continental Cups. The High-Performance Director coordinates all calculations related to the selection of HPP teams. These calculations are presented to the MTLC for their input and consideration. The MTLC will have 5 votes. In the case of a tie, the chair will break the tie. The MTLC is comprised of the: High Performance Director (Chair) Women s WC Head Coach Men s WC Head Coach High Performance Athlete Development Director Next Gen Coach Lead Coach World Cup Air Coach If necessary, the committee will seek input from: Assistant WC coaches Next Gen Air coach

7 HPP Mogul Mental Performance Consultant HPP Mogul Strength and Conditioning Trainer HPP Core Medical Team member (if required based on injury clauses) 11. MEETINGS OF THE MTLC: 1. The HPD will chair the meetings. A minimum of 3 members (including the Chair) must be present to have the meeting. 2. All members of the MTLC shall abstain from voting on matters that directly affect members of their immediate families. 3. The MTLC operates on a majority vote. 4. Final recommendations from the MTLC are presented to the VP Sport for review and final decision. 5. Meetings of the MTLC shall be open to members of the committee and invited guests only. 6. Notes from the meeting will be kept by the HPD and distributed to members of the MTLC. 7. A summary of the decisions of Committee meetings shall be distributed to FC s CEO and VP Sport, and shall be made available to other interested parties on request. 8. The HPD notify athletes in writing who have been selected either to the National WC Team, National Institute Team or a WC position. 9. The HPD shall post the results of Team Selection meetings and notify the divisions that they are available. 12. EXTENUATING SELECTION CRITERIA: 1. If within the selection period a HPP athlete is not making the necessary progress as determined by the MTLC, the FC maintains the right to implement the Extenuating Selection Criteria. 2. Criteria will be determined by the MTLC and agreed upon in writing with the athlete in question. Extenuating Selection criteria will be added to the athlete contract and implemented for identified period. 3. The FC maintains the right to withhold funding of an athlete failing to achieve certain performance goals within a specified period. 4. The FC may at any time withhold competitive opportunities or withdraw an athlete from the HPP Program WORLD CUP SPOT SELECTION PROCESS: 1. Pre-Christmas WC spots will be assigned based on the previous year s final HPP mogul rankings & an evaluation of the off-season progression by the MTLC.

8 2. Selection is used to assign WC spots after the pre-christmas block. 3. Selection will also be used to identify host spots at Canadian WCs. 4. Selection will normally be done after identified blocks of competitions; however, smart tracking an athlete into a WC spot can be done at any time within the season on the request and discretion of the HPD or the MTLC, with validating evidence (see #6, below) 5. The gender distribution of WC spots, based on FIS WC rules, will be decided by the MTLC. National Team Groups will be considered first. 6. Smart Track selections are more likely if any of the following are true: a. An athlete is showing excellent Continental Cup level results b. A rising star demonstrates potential for Olympics or World Championships c. The athlete who would be moving up is replacing an athlete who has had several recent WC opportunities without top 12 rankings WORLD CUP SPOT ALLOCATION: For , Canada earned twelve (12) FIS WC mogul quota spots. In addition, Mikael Kingsbury has his own spot for the entire season, based on winning the FIS WC Grand prix. There will be 3 identified World Cup blocks for this season: o Block #1 (Finland, China: 3 start) o Block #2 (Calgary, Deer Valley, Tremblant: 4 starts) o Block #3 (Japan, Airolo, Megeve: 4 starts) A & B group athletes have their spot confirmed through Tremblant WC: Women (A & B group): 1. Justine Dufour-Lapointe 2. Andi Naude 3. Chloé Dufour-Lapointe 4. Audrey Robichaud 5. Maxime Dufour-Lapointe 6. Alex-Anne Gagnon Men (A & B group): 1. Mikael Kingsbury 2. Phil Marquis 3. Marc-Antoine Gagnon 4. Simon Pouliot Cavanagh 5. Laurent Dumais

9 Gender split may fluctuate, based on point gaps, results, and developmental stage. Alternates: If a spot becomes available in Finland & China, it will be allocated based on the final HPP rankings and an evaluation of the offseason progression of the athletes. Canadian World Cup Host spots: Calgary World Cup host spots (3 per gender) will be allocated based on the athlete s 4 best results (Place and Score values) obtained between December 1 st 2016 and December 23 dr 2017, with a minimum of one (1) score and place value coming from the season. Tremblant World Cup host spots (3 per gender) will be allocated based on the athlete s 4 best results (Place and Score values) obtained between December 1 st 2016 and January 13 th 2018 inclusively, with a minimum of one (1) score and place value coming from the season. Block #2 (Calgary, Deer Valley, Tremblant: 4 starts): C group athletes will earn a spot based on the average of their 4 best score and placing values (HPP Rankings) obtained between December 1 st, 2016 and December 23 dr, 2017 inclusively, with a minimum of one (1) score and place value coming from the season. If an athlete was on an injury clause in the MTLC could use the extraordinary circumstances clause (see #15) and select an athlete out of order, with FC medical staff clearance confirming the athlete is healthy to return to competition. Gender split may fluctuate, based on point gaps, results, and developmental stage. Block #3 (Japan, Airolo, Megeve: 4 starts): All 2018 Olympians will have their spot. The remaining spots will be allocated based on the average of the athlete s 3 best score and placing values (HPP

10 Rankings) obtained between December 1 st, 2017 and February 14 th, 2018, inclusively. Injury Clause, based on a potential of 7 WC starts: 1. If an athlete has missed 5 starts or more in the season, due to an injury confirmed by a FC Medical staff member, the athlete may use three (3) scores and three (3) placings value from the season. 2. If an athlete has missed 4 or 3 starts during the season, due to an injury confirmed by a FC Medical staff member, the athletes may use two (2) scores and two (2) placings value from the season. 3. If an athlete has missed 2 or 1 start(s) during the season, due to an injury confirmed by a FC Medical staff member, the athlete may use one (1) scores and one (1) placings value from the season. The MTLC reserve the right to select A or B group athletes out of order for selection block #3, who have reached the WC podium in the past. In addition, the selection committee could prioritize athletes who were on injury clause in and/or who missed competitions in December 2017 due to their return from an injury. If any the number of WC starts due to an event cancellation, the MTLC reserves the right to modify the injury clauses. Gender split may fluctuate, based on point gaps, results, and developmental stage. 15. EXTRAORDINARY CIRCUMSTANCES: 1. Extraordinary circumstances include, but are not limited to circumstances such as injury, death in the family. The selection committee will nominate athletes they feel do qualify under this clause. 2. Athletes who are not members of the HPP program do not qualify for injury clause. Provincial athletes who have suffered injury may be brought on to the team with the coach discretion clause. 3. If an athlete misses an entire season due to health-related curtailment of activities the selection period will be extended backwards to a maximum of one season. 4. If an athlete misses a portion of the competition season and has fewer than 8 results in the season, due to health-related curtailment of activities, the

11 selection period will be extended backwards to a maximum of 1 year. The most recent events will be counted until a total of 8 results are available (example: Nationals will be the first replacement event if they were the last event of the season). 5. The maximum backwards extension of the selection period shall ordinarily be one competition season. 6. The selection committee has the discretion to make exceptions to injury clause for special cases. This is more likely for athletes with a significant body of recent WC results (medals, top 6, or top 16 at major games). This may include expanding the backwards extension of the selection period, or other adjustments to meet the special case. 7. The Association may, at any time, require an athlete who is unable to participate in training or competition due to injury, to obtain a medical assessment from a team physician. The purpose of the medical assessment is to confirm the degree of the athlete's injury and the anticipated time of the athlete's recovery. 8. The selection committee, with input from medical experts, may prevent an athlete from entering an event if the pace of the athlete s rehabilitation from injury warrants doing so. 9. An athlete, not capable of competing in the National Championships due to injury or extraordinary circumstances, must request permission, in writing to the HPPD. The HPPD may require medical documentation. Injuries that have been present for other events are typically not reasons to miss Nationals. 10. It may occur that it is inappropriate for a High-Performance Program athlete, by reason of a health-related curtailment of activities, to participate in HPP training and competition activities for an entire program year. In such a situation, the following shall apply: a. Any such determination shall be made collectively by the athlete, the athlete s personal physician, the FC, and the FC s Chief Physician. b. The athlete shall remain a member of the High-Performance Program, and shall purchase a FC membership and an International Competitor s License. c. The athlete shall remain eligible for HPP clothing and other supplier pool goods, shall continue to be promoted in the FC Media Guide, and shall continue to be eligible for Sport Canada carding and National Sport Centre services. d. A rehabilitation program for the athlete shall be developed jointly, by the athlete and the FC. The rehabilitation program shall be monitored by the FC, and evaluated on a regular basis. The athlete s return to full HPP participation shall be, in part, dependant on satisfactory completion of the rehabilitation program. e. The rehabilitation program may include formal HPP training and entry into competitions, as well as physiotherapy, individual training, and other rehabilitative measures. Any formal HPP training or entry into competitions shall be for rehabilitative purposes only. Evaluations or

12 results from such training or entry into competitions shall not be used for the ranking of the athlete for HPP Team selections. f. The athlete shall be eligible to return to full HPP participation only after the FC determines that the rehabilitation program has been successfully completed. 16. SELECTION PROCESS: The selection of athletes to participate in the FC s HPP Mogul Program is the responsibility of the Chief Executive Officer, acting on the recommendations of the VP Sport and MTLC. The CEO may overrule any decisions. All revisions to HPP Selection documents shall, unless otherwise specifically indicated, come into effect immediately upon their ratification by CEO of the FC. Approved revisions to HPP documents must be published prior to the first eligible competition of the season, unless modifications are required by circumstances beyond the control of the FC. The steps in the selection process are: Within 21 days of the completion of the season; a) The MTLC reviews the initial ranking list and determines if there are any Special Ranking Considerations (see Appendix #1) b) Eligible athletes are identified and ranked for nominations. c) Athletes who would qualify for Extraordinary Circumstances (i.e. Injury, etc.) are identified and ranked appropriately. d) National World Cup Team A Group is identified and determined from the nominations. e) National World Cup Team B Group is identified and determined from the nominations. f) National Next Gen Team is identified and determined from the nominations. g) The MTLC than determines if any athletes are to be considered for discretionary spots for the National Next Gen Team. For these spots, the HPP Mogul Committee may choose in order of the ranking list, or they may choose to select without consideration of the ranking list. h) The MTLC will determine if there will be alternates named. i) Nominated athletes will be officially notified, having a period of 14 days to accept or decline selection. j) Alternates may be named for 30 days. After 30 days, the team will be set for the season. 17. HEARING AND APPEAL PROCESS:

13 An appeal of any decision of the HPP Moguls Selection Committee may be made by any FC member or competitor in good standing. Appeals must be conducted in accordance with the Appeals Policy established by the FC. 18. GENERAL: Issues not otherwise covered by this document are subject to the decision of the Chief Executive Officer of the FC, in consultation with the Mogul Technical Leadership Committee.

14 APPENDIX # 1 SPECIAL RANKING CONSIDERATIONS: The selection committee may in some cases choose to select athletes out of the initial ranking order. In such cases the Committee must record in detail the reasons for its decisions. These reasons must support the program goals outlined at the beginning of this document. Special Ranking Considerations include, but are not limited to the following examples: An athlete who is showing excellent results and increasing her or his performance results may be moved higher than their calculated ranking. An athlete who shows excellent physical characteristics (measurable in testing) and / or technical capability; may be moved higher than her or his calculated ranking. This is more likely to happen early in an athlete s career. Rational: in some stages of development an athlete may focus on training and not perform as well at competition. An athlete who has had opportunities and is not advancing towards the program goal may move lower than her or his calculated ranking. When there is a relatively narrow point spread between two athletes, there is greater chance of out of order selection. An athlete with strong work ethic and commitment to training opportunities may move ahead of an athlete who has not demonstrated these traits. Major Games Selection: During an Olympic Winter Games or World Championships selection period, athletes who have a reasonable chance at selection may be given priority in the allocation of Taxi squad positions. Score Anomaly: In some circumstances, there are 3 to 4 counting events on the same course within a short time frame, often with all events judged by the same panel. This is most common with the December group of NorAms. In some circumstances, this can skew rankings in favor of athletes competing in Continental Cup Level, and potentially bump WC athletes with reasonable WC results. This scenario may warrant an out of order selection.
