1 Within the International Federations The Extraordinary Congress of the FISA by Thomas Keller, President of the des Sociétés d Aviron The des Sociétés d Aviron (FISA-rowing) held an Extraordinary Congress in Monte Carlo from 3rd to 6th November The main items on the agenda were the revision of the Statutes, the racing rules, as well as the regulations governing women s rowing, junior rowing and international championships. New administrative structure The present management of the Federation, consisting of a Board of Directors, continental representatives, a technical commission and an umpires commission has been formed into a Council with wide powers which will enable it, in future, to manage the Federation 724 with greater flexibility. As for the former Board of Directors, from now on it is to be known as the Executive Committee. Eight commissions are responsible for the following: 1. Organisation of regattas 2. Equipment and gear (boats and oars) 3. Competitive rowing in general and competitive rowing (men) 4. Competitive rowing for women and girls 5. Competitive rowing for boys 6. Competitive rowing for veterans 7. Rowing for pleasure 8. Sports medicine.

2 The present umpires commission has been integrated into the Council in the form of an umpires panel. In future, the continental representatives will be appointed by the Executive Committee, in agreement with the federations concerned. Their term of office is for two years. The powers of the Council and the Executive Committee have been clearly defined. The motions proposing the replacement of the two categories of members with different voting rights by a single class of members each having one vote were rejected by a very large majority, as were the motions proposing to add four working languages to the present official language, French, and to include in the Statutes an article prohibiting discrimination of any kind. As far as the last point is concerned, the management of the FISA nevertheless clearly emphasised that it is against any discrimination, but if this article were to be accepted, it would not in fact be in a position to judge when and with what consequences this provision should be applied, for at the moment it is not only on the African continent that discrimination is practised. In addition, the Congress, in accordance with the Statutes, officially recognised the emblem of the Federation that was introduced several years ago. It will officially replace the present flag. The wording of the new Statutes will now be revised and the amended version sent to all national federations. Their final ratification will take place at the Extraordinary Congress which is to be held in Lucerne on 7th July The racing rules Many questions connected with the racing rules were discussed, as a result of which the Council will be able to draft detailed proposals that will be submitted to the next Extraordinary Congress. However a few decisions were taken which will come into effect on 1st January Thus the actual weight of coxes is increased by 5 kg, that is to say that for men the deadweight allowed will be reduced from 10 to 5 kg, but the minimum limit of 50 kg remains unchanged. For women and juniors, the limit of 40 kg remains unaltered, but from now on no deadweight will be allowed. The maximum weight for a sculler in the lightweight category is raised from 70 to 72.5 kg. The future racing rules will be simplified and completed by a bye-law. The latter will be enacted by the Council. The national federations will however have a possibility of appealing against these provisions at the Congress which will follow the publication of the regulations. Stretches of water and race courses will be classified separately. The juries of international regattas will be enlarged. The functions and responsibilities of each member will be clearly defined. The introduction of a new age category (19-21 years) aimed at simplifying the passage of a junior into the higher category was refused. The Congress also turned down the proposal presented by the management of the FISA to include the regulations for veterans in the racing rules and to change the name veterans to seniors. Questions concerning veterans rowing will be discussed again at the Extraordinary Congress in Lucerne. A new and clear definition of umpiring was discussed as well as the steps to be taken when the weather conditions are such as to interfere with the correct holding of the competition. Championships The Council initiated a discussion concerning a possible reduction and standardisation of the categories of boats at FISA championships. It was seen that the majority of members prefer maintaining the present programme. The Council will therefore refrain from proposing the abolition of coxed fours and coxed pairs at the next Extraordinary Congress. As for women s rowing, opinions are divided concerning the replacement of the coxed fours and the coxed quadruple sculls by the same boats but uncoxed. The problem will be taken up again at Lucerne. The Congress has decided on the introduction of a FISA championship for girls. This championship will be held for the first time next year at the same time as the regular junior championship (boys) scheduled to be held in Belgrade from 26th to 30th July. The proposal to convert the FISA junior and girls championships into world championships was rejected. 725

3 As from next year, the programme of FISA lightweight championships will be completed by the double sculls. The reintroduction of national anthems and flags at the opening and closing ceremonies of FISA championships was refused by 54 votes to 21. The FISA s share in the receipts from the TV royalties paid to organisers of a FISA championship will be increased. The 1978 FISA lightweight championship was awarded to the Danish federation, which will organise it in Copenhagen from 3rd to 6th August. The Danish federation (Copenhagen) is also interested in staging the 1982 world championships. Austria (Vienna) has submitted its candidature and wishes to organise the 1983 world championships. Both these world championships will be awarded next year at the Extraordinary Congress in Lucerne. Elections Louis Patricot, Vice-President and leading member of the FISA since 1953, as well as Charles Riolo, Secretary General-Treasurer since 1957, handed in their resignations. The titles of Honorary Vice-President and Honorary Secretary General-Treasurer have been conferred on these two personalities for the eminent services they have rendered to international rowing. The terms of office of Thomas Keller (Switzerland), President, Chris Van der Ploeg (Holland) and Evgeny Kabanov (USSR), Vice-Presidents, were renewed for a period of four years. A new Vice-President was elected in the person of Charles Girard (France). Denis Oswald (Switzerland), 30 years old, was elected to the post of Secretary Charles Riolo General-Treasurer. He is one of the Swiss oarsmen who has had the greatest success during the last few years (13 times Swiss champion, including 5 times in single sculls, and winner of a bronze medal at the Olympic regattas in 1968). He finished his career as an active oarsman at the 1976 Olympic regattas in Montreal. Horace Davenport, continental representative for North America, has also resigned. As mentioned above, from now on the continental representatives will be appointed by the Council. Members of the Council, in charge of the eight specialised commissions, will be elected at the Extraordinary Congress in Lucerne. As for members of these eight commissions, they will be appointed by the Council, in agreement with the national federation concerned. Charles Girard having been elected Vice-President, a place has now become vacant in the umpires panel. The election of a new member of the above panel will also take place in Lucerne next year. Denis Oswald T.K. International Amateur Athletic Federation (IAAF) The Olympic stadium in Montreal will be the site of the second athletics world cup which is due to take place from 24th to 26th August 1979 on the same lines as the first event in Düsseldorf (GER). Eight teams for both men and women will be participating: Africa, Asia, Oceania, America, United States of America, the top two national teams in the final of the European cup and a European team combining the best athletes from the rest of the continent. 726

4 The fifth Congress of the European Athletics Association, which closed on 5th November at Seville (ESP), dealt severely with four athletes accused of taking anabolic substances during the European cup, by suspending the Finns Seppo Hovinen (javelin), Markku Tuokko (discus) and Antti Pesonen (high jump), and the East German shot putter Ilona Slupaniek. The Norwegian federation had already campaigned against doping substances and had not even awaited the Congress to disqualify its discus thrower Hjeltness, whose test had been declared positive at the beginning of July. Under pressure from the Norwegian officials, the European federations unanimously accepted to step up the fight against doping by increasing national controls, even during training. Moreover, on the proposal of the British federation, spot checks may be made at all competitions staged in Europe as from next season. The African athletics championships, created by the African confederation, are due to be held for the first time in An official IAAF coaching course will be conducted in English and French at Lagos (NGR) from 16th to 25th January Nigeria, the host country, will be represented by 20 coaches, and fifteen other African nations may delegate two coaches each. A similar course was organised at Kuala Lumpur (MAL) on the occasion of the South East Asia Games, from 28th November to 7th December The next Congress of the European Athletics Association will take place from 2nd to 4th November 1978 at Rhodes (GRE). The FIBA Medical Council met for the first time in Liège (BEL). Among the subjects discussed, let us mention anti-doping control, femininity test, hygiene, the environment, nutrition, etc. de Bobsleigh et de Tobogganing (FIBT) The meetings of the international season will take place on the runs of the following nine countries: AUT: Igls; FRA: La Plagne; GDR: Oberhof; GER: Winterberg and Königssee; ITA: Cortina d Ampezzo and Cervinia; ROM: Sinaïs; SUI: St. Moritz; TCH: Tonwald; USA: Lake Placid. On the January 1978 calendar International events will be held at Lake Placid (USA) on lst, 7th and 8th, 14th and 15th, 21st and 22nd, 28th and 29th; at Igls (AUT) the nations cup from 2nd to 6th and the European championships from 7th to 15th. In addition, the Italian championships are scheduled at Cortina d Ampezzo (4th to 13th) and the French championships at La Plagne (9th to 15th). Association Internationale de Boxe Amateur (AIBA) de Basketball Amateur (FIBA) To illustrate incorrect contacts between attackers and defenders, the FIBA is to release a film with a screenplay by Mr. R. William Jones, Emeritus Secretary General of the FIBA, and the British referee, Mr. Turner. Statistics At the last Olympic Games in Montreal, out of 337 bouts 173 were won on points (51.3% of the total), 164 matches did not last the three rounds and 35, i.e. 10.4% of the fights, ended in a knock-out. The Cuban and American boxers were the most successful at the last Olympic Games as they won respectively 3 and 5 of the eleven titles at stake. The two national teams have just been competing at Houston (USA) where the Cubans won by 7 matches to

5 International Canoe Federation (ICF) Fédération Equestre Internationale (FEI) The world championships canoe racing will take place in Belgrade (YUG) in 1978, from 9th to 13th August. Mr. Milan Rajecic heads the Organising Committee. The 1979 championships will be held from 15th to 19th August on the technically renovated basin at Lake Berta, Duisburg (GER). Moscow 1980 The canoeing contests will be held on the Krylatskoye canal from 30th July to 2nd August. Trial competitions will be organised during the same period in Kayak 75, film of the world slalom and wildwater championships held at Skopje (YUG), can be ordered from Jugoslavije Film, Knez Mihajlova 19, Belgrade (YUG). Amateur de Cyclisme (FIAC) For the sixth consecutive time, Mr. Adriano Rodoni (ITA) has been re-elected President of the Union Cycliste Internationale. The trophy of the International Association of Cycle Race Organisers (AIOCC), awarded annually to the national federation whose members have obtained the best international results, has been attributed for 1977 to the Czechoslovakian federation which preceded, in order, those of the GDR, POL, URS, SUI and ITA. A course for international commissaires will be held from 5th to 18th January 1978 in New Zealand, with another being organised in Moscow (URS) next May. The national cycling federations will be increasing representations to local authorities responsible for urban planning with a view to encouraging them to provide circuits for road cycling competitions. The Annual General Assembly of the Fédération Equestre Internationale will take place on 13th and 14th December in Brussels (BEL). We join his many friends in extending our warm wishes for a long stay in the key position he holds within the FIFA. Moscow 1980 The FIFA Executive Committee, due to meet in Buenos Aires on 13th January 1978, will examine the regulations governing the next Olympic football tournament prepared by the Amateur Committee for approval. The calendar for the qualifying rounds of the next Olympic tournament is as follows: Entries to be received from national associations by 30th September 1978; Grouping for the preliminary competition to be decided by the Amateur Committee at a meeting to be held between 15th October and the end of November 1978; Preliminary matches to be played between 1st January 1979 and 30th April 1980; The draw and grouping for the final tournament to be made at a meeting of the Amateur Committee to be fixed during the first half of May 1980; The final tournament to take place from 20th July to 2nd August 1980 in Moscow, Leningrad, Kiev and Minsk. For the final stage of the 2nd African nations cup, to be held in Ghana from 5th to 19th March 1978, eight teams have qualified: CIV, GHA, NGR, ZAM and CGO, MAR, TUN, UGA. The first four will form pool A which will play at Accra, and the latter four will meet at Kumasi in pool B. For the 1978 world cup, to take place in Argentina from 1st to 25th June, the following have already qualified: GER (title holder) ARG (organising country) BRA and PER for South America MEX for Central and North America IRN for the Asia-Oceania zone AUT, Scotland, ESP, FRA, HOL, HUN, ITA, POL and SWE for Europe TUN or EGY for Africa (the deciding match was held on 11th December 1977, when the Tunisians qualified by 4 to 1). At the closing date for entries, 96 national football federations had announced their participation in the second world youth tournament. The qualifying matches will be 729

7 held in 1978, and the finals in 1979, the venue of which is to be chosen on 13th January Six national federations (AUS, IRN, JPN, HOL, URU, USA) have expressed their interest in organising the 1979 finals of the 2nd FIFA world youth tournament. de Gymnastique (FIG) Moscow 1980 The world artistic gymnastics championships might be organised every other year. The first edition of this cycle would be held in The first twelve teams would then be invited automatically to participate in the Olympic Games, which would avoid the qualification problems experienced in The best 18 men and women gymnasts competed in the world cup at Oviedo (ESP) from 28th to 30th October. The principal decisions of the 1977 FIG Congress (21st to 26th November, Rome - ITA) will appear in our next issue. International Handball Federation (IHF) For the 1978 men s world championships (26th January to 5th February in Denmark), the Canadian team will represent the American continent. As the African confederation had not chosen its representative, on 21st November the IHF called upon France, first reserve team in view of its seventh position in the B world championships in Austria. The Canadian and French teams complete the list of qualifiers which we published in our No. 120, page 649. Twenty-one German towns were involved in the organisation of the women s B world championships (3rd to 10th December 1977) in which 14 teams competed: BUL - DEN - ESP - FRA - GBR - GER - HOL - ISR - NOR - POL - ROM - SUI - SWE - YUG. de Hockey (FIH) The New Zealand team, holder of the Olympic hockey title, will not be defending its world supremacy at the next world cup in Argentina from 18th March to 2nd April The national hockey association considered it preferable to spend the funds required for the trip on youth training. The Canadian team (first reserve team due to its fifth place in the intercontinental cup) will therefore be going to Buenos Aires. The women s world cup will be held in Madrid (ESP) from 16th to 24th September

8 International Ice Hockey Federation (IIHF) de Natation Amateur (FINA - swimming) On the 1978 calendar The group C world championship (Las Palmas - ESP, 9th to 19th March) will include the following teams: AUT - BEL - BUL - DEN - ESP - FRA - HOL and the People s Republic of China. The group B world championship, to be contested in Belgrade (YUG) from 17th to 26th March), will unite eight teams: HUN - ITA - JPN - NOR - POL - ROM - SUI - YUG. The group A world championship (Prague - TCH, 26th April to 14th May) will be contested by the current best eight teams: TCH - SWE - URS - CAN - FIN - USA - GER - GDR (in the order of the last championship). Mr. John F. Ahearne, whose dedication and strength of character when presiding the IIHF have not been forgotten, has taken his place among the honoured personalities in the famous Hockey Hall of Fame at Toronto (CAN). de Luge de Course (FIL) To celebrate its 25th anniversary, the luge club of Imst (AUT) will be organising the 1978 world championships (21st and 22nd January). Tel: (05412) The 7th European luge championships on a natural run will be staged in the Tyrolean village of Aurach (AUT, from 15th to 19th February 1978) on a track that is 1,020 m in length and has a gradient of 160 m with percentages ranging from 8 to 24. Note! The 3rd world championships, organised by the Deutscher Schwimm Verband, will be held in Berlin (GER) from 18th to 28th August 1978 and not from 19th to 29th, as previously scheduled. Three competition sites will be used: The renovated 1936 Olympic pool (outdoor pool for swimming, diving and water polo) The South Spandau Aquatic Centre (outdoor pool for water polo) The Schöneberg centre (indoor pool for synchronised swimming). Each national federation may enter 28 men and 28 women for the swimming and diving events and 10 women competitors for the synchronised swimming. Each of the 16 water polo teams qualified for the world tournament should comprise from 8 to 11 players. The programme contains the following events: Individual events 100 m freestyle (M and W)¹, 100 m backstroke (M and W), 100 m breaststroke (M and W), 100 m butterfly (M and W), 200 m freestyle (M and W), 200 m backstroke (M and W), 200 m breaststroke (M and W), 200 m butterfly (M and W), 400 m freestyle (M and W), 800 m freestyle (W), 1500 m freestyle (M), 200 m medley (M and W), 400 m medley (M and W), springboard diving (M and W), platform diving (M and W), solo synchronised swimming (W). The UIPMB Biathlon Congress will be held at Hochfilzen (AUT) on 28th February. A promotional film on modern pentathlon is soon to be released by the UIPMB. International Skating Union (ISU) The ISU s communication no. 510 publishes the 1977 list of the five best men and women skaters from each of the affiliated national federations, both in speed skating over the distances of 500 m, 1000 m, 1500 m, 5000 m and 10,000 m for men, and 500 m, 1000 m, 1500 m and 3000 m for women, and in figure skating in the four disciplines (women, men, pairs and ice dance). A seminar for ice dance judges is scheduled in Ottawa (CAN) on 13th March It aims to improve the quality and uniformity of the judging rules. 732 Alpine skiing At Garmisch-Partenkirchen (GER) from 28th January to 5th February. Programme 17th: opening ceremony (18 h) 18th: women s 10 km cross-country (10 h) and 70 m jump (13 h) 19th: combined jump (10 h) and 30 km crosscountry (12 h) 20th: combined 15 km cross-country (10 h) and women s 5 km cross-country (12 h) 21st: 15 km cross-country (13 h) 22nd: women s 4 x 5 km relay (13 h) and team jumping competition (18 h)

The new FIS lists classifying Alpine skiers by results are headed in each speciality, with an ideal mark of zero, by: Lise-Marie Morerod (SUI) and Perrine Pelen (FRA) in special slalom; Monika Kaserer (AUT) and Lise-Marie Morerod (SUI) in giant slalom; Brigitte Habersatter (AUT) and Anne-Marie Moser (AUT) in downhill; Ingemar Stenmark (SWE) in special slalom; Klaus Heidegger (AUT), Heini Hemmi (SUI) and Ingemar Stenmark (SWE) in giant slalom; Franz Klammer (AUT) and Josef Walcher (AUT) in downhill. The FIS calendar for the season offers no less than 485 events. In Alpine skiing, the 335 events scheduled comprise 923 individual competitions: 138 downhills, 407 slaloms, 361 giant slaloms and 17 parallel races. In Nordic skiing, the 150 events scheduled comprise 468 individual competitions: 138 men s cross-country, 112 women s crosscountry, 78 jumps, 19 Nordic combined, 81 junior men s events, 40 junior women s events. The Nordic section shows an increase of 46 competitions over last season. Twenty-three countries will organise the Alpine events and 20 the Nordic competitions (according to a report by Mr. Sigge Bergman, Secretary General of the FIS). Union lnternationale de Tir (UIT - shooting) Lones Wigger (USA), 1964 Olympic champion, has improved the world record for free pistol at 300 m (3 positions) with a total of 1,159 points, a performance he achieved at Mexico during the Americas championships. The old record belonged to his compatriot Gary Anderson with 1,157 points, also achieved in Mexico at the 1968 Olympic Games. de Tir à l Arc (FITA - archery) Gian-Carlo Ferrari (ITA), by scoring 1,318 points, has improved by two points the single FITA world record held since April 1975 by the Olympic champion Darrell Pace (USA). The FITA has ratified the world 18 m indoor archery record by Luann Ryon (USA) of 573 points (old record: 563 points), achieved at the 1977 championships of the United States in Harrisburg. The men s record is still held by Gian-Carlo Ferrari (ITA) with 586 points. 733

11 de Volleyball (FIVB) The men s and women s world cups were this year staged for the first time in the same country, Japan, during November. Concerning the future rules of the game, Mr. Henry Aujard (FRA), Secretary General of the FIVB, informs us, the 1978 FIVB Congress in Italy will have the difficult task of drawing up new rules... These should make the game more attractive by stimulating defence and preventing matches from lasting too long : the reign of Japanese women s volleyball continues. Mr. Yuri Tchesnokov, the only new FIVB Vice-President elected at the last Congress, was born in Member of the USSR team which took the first Olympic volleyball title in Tokyo in 1964, he became trainer of the national team from 1970 to International Weightlifting Federation (IWF) Vassili Alexeiev (URS, 35) established his 80th world record on 1st November in Moscow on the occasion of the 60th anniversary celebrations of the October Revolution, by lifting 256 kg clean and jerk. The 1972 and 1976 Olympic champion thus improved his previous record by 500 g. To date, his honours list comprises 32 records in clean and jerk, 18 in the total of three movements, 17 in press, 9 in the total of two movements and 4 in snatch. Schamaleidin Panakov (URS), by lifting 221 kg clean and jerk at Simferopol (URS), has improved by one kilogram the world record in the new 100 kg category. All the doping controls carried out at the 1977 world championships were negative. There were 60 tests in all on the first four and two weightlifters drawn by lot in each of the ten categories. International Yacht Racing Union (IYRU) Olympic programme The IYRU would like to see a special category for women included in the 1984 Olympic programme.
