2 The Chairperson welcomed the members of the Executive Committee to the meeting. The participants endorsed the draft agenda. Agenda item 1: Governance in the REU Region based on the outcome of the 38 th FAO Conference and the 146 th Session of the Council - Proposal for the ECA Presentation of the updated version from the last meeting Summary: The Secretariat distributed a revised paper on the Governance with the Executive Committee. The revised version took the comments from the Executive Committee meeting 34/5 on 1 October 2013 into consideration. The major change in the paper was that the current version focuses on two scenarios: Both the ERC and the ECA rotating (scenario A) and only the ERC rotating, with the ECA permanently held at the location of the FAO Secretariat and the Regional office, which is currently in Budapest (scenario B). The Executive Committee raised the following issues during the discussion: The IPA Evaluation of governing bodies was not related to the ECA and thus could be deleted from the document (paragraph 14 could be deleted). Point 3.1 relating to the generic orientation of the ECA s activities and programme of work should be better explained and expanded to include examples. Paragraph 27 should further explain what kind of technical issues would be discussed during the ECA sessions. The item of Governance should also be put on the Agenda of the ECA as it is currently only on the ERC agenda. If it is left only on the ERC agenda there will be no ECA decision on this topic. A mistake was identified in paragraph 21, referring to the 34 th Session of the ECA, which should be changed to 31 st session, in It was mentioned that perhaps there could be further suggestions in terms of cost savings, for example to reduce the number of languages for which translation and interpretation is required. In relation to the evaluation for the governance structure for all regions it was highlighted that regional specifications should still be considered; specifically, the unique structure of Europe and Central Asia. Item 6 of the document should be deleted. Summary: The Executive Committee agreed on the amendments in the text regarding the two scenarios as well as other points that were highlighted. Taking point 6 (follow up) out of the paper was suggested. It was decided that the item should be presented under governance at the ERC, although this would also require a discussion at the ECA itself. A discussion with the Independent Chair of the Council regarding the specifics of the IPA governance evaluation would also be needed. The Secretariat is to revise the paper based the agreed changes to the text and provide more specific explanations in terms of the ECA s activities, workplan and technical issues to be discussed during the ECA session. 2
3 Agenda item 2: Rules of Procedure (ROP) for the European Regional Conference (ERC) ( 34/6-2) The Secretariat presented an updated version of the ROP, which had been discussed with the Legal Department at FAO HQ based on the comments from the ERG, particularly in relation to the role of the first and second vice chair. The ROP will be tabled at the 29 th ERC in Bucharest for endorsement. The Executive Committee highlighted the following points: Rule VI, point 5, regarding press communiqués concerning the ERC s activities could be removed as the ERC is not very involved in the preparation of such communiqués. Under Rule VII, point 1, the term Commission is to be replaced by Conference. Summary: The RoP will be adjusted according to the comments at the Ex Com meeting. Once further comments have been received from the ERG, the paper will again be submitted to the Legal Department for guidance regarding Rule VI, point 5, and for clearance. The paper cleared by LEGN will be the final one presented during the ERC. The Secretariat is to make the suggested changes in the paper and await further comments from the ERG before it submits the revised paper, together with the suggestion to remove Rule VI, point 5, to the Legal Department for clearance. The Permanent Representative of Austria to FAO, Ms Natalie Feistritzer, is to forward the comments received from the Chair of the ERG to the Secretariat. Agenda item 3: Multi Year Programme of Work ( MYPOW) of the Regional Conference for Europe - Update of the MYPOW (34/6-3) The Secretariat presented the revised version of the MYPOW for with adjustments related to refinement of wording of some of the outputs, activities and working methods to make them clearer. It was underlined that the MYPOW follows an overall outline and procedure in terms of structure (targets, outputs, and activities). The Executive Committee highlighted the following points during the discussion: There was a request for paragraph 10 to be clarified regarding the indicators and targets used as it was not clear if the targets are the ERC recommendations to be taken up by the FAO Conference, as the text does not give a clear indication of FAO s aim. In Paragraph 14 it was suggested that the term action oriented could be used instead of result oriented. It was also mentioned that the current version of the minutes does not provide information regarding the different hosting options of the ECA and the ERC. There was also an observation that it was unclear from the document if the MYPOW 3
4 covers the whole Organization or if it is only related to the ERC. In paragraph 7 it should be made clear that the activities mentioned are done by the ERC. Changing the document should be considered. Summary: The participants agreed that the changes suggested under Point 10 and the title of the paper will not be changed. The term action oriented to results oriented will be changed under Point 14. The paper could be complemented by a short summary at the beginning, explaining the purpose of the MYPOW in more detail. The Secretariat was to revise the paper as per the summary. Item 4: Update on the Preparation of the 29 th Session of the ERC and the 38 th Session of the ECA in Bucharest, Romania in April 2014 and the forthcoming Informal Consultation on 17 December 2013 in Chisinau, Moldova The Secretariat noted that the comments from the ERG have been added to the ERC and ECA agendas, which have then been cleared by ODG. The Secretariat finalized the timetables and list of documents to be ready for translation, and initiated the preparation of pre-session documents. The ERC will be half a day longer than in previous years, owing to the heavy agenda. The Ministerial Round Table will be on Thursday morning (3 April). It was planned to hold a CFS Multi-stakeholder dialogue on Monday, 30 March although no final decision has been made yet. The Regional CSO/NGO consultation will be on Saturday and Sunday (29-30 March). The Romanian Government and FAO signed the Memorandum of Responsibilities for the ERC in the previous week. The third person invitations were dispatched to members in December. Some organizational issues still needed to be clarified with the host government. Summary: The participants noted the summary and were pleased with the preparations progress. no specific action 4
5 Item 5: AOB Under this item there was a discussion regarding the report of the Chair of the Ex Com and Mr Hans-Joerg Lehmann about their report from the field visit to Georgia in September 2013 and the discussion related to the next meeting of the Executive Committee. Report on Georgia The report contains various observations and recommendations. The Committee discussed how to proceed with the report and if the report should be formally submitted to the FAO secretariat and how should this be done. Consensus should be achieved as how to deal with the report. Presenting the report to the Council was suggested but concerns were raised as it is not a global but a regional issue. Another suggestion was to send it to the ADG/RR for Europe and Central Asia asking for it to be forwarded to the Cabinet of the Director General s Office. Another suggestion was that the report s findings could be briefly presented during the plenary of the upcoming ECA, perhaps while waiting for the ERC report. The report on the field trip could be distributed together with the other pre-session documents during the ERC, presenting Georgia as an example of best practices presented. It was also suggested that since the study tour was done by members of the Executive Committee of the ECA, the ECA would be the more appropriate platform for presentation of the study tour report. The question of whether the report should be presented on behalf of the whole Executive Committee was raised, even though only two members actually participated. It was suggested that the title of the report should be changed to visit of the Executive Committee to Georgia, in order to avoid the impression of a personal trip. Next meeting of the Executive Committee The Secretariat outlined that any proposed changes to the pre-session documents of the ERC/ECA would require an additional Executive Committee meeting in late January Any decisions made after this date will no longer be able to be included in the papers owing to the strict deadline of preparation. The question of whether there should be another Executive Committee meeting to discuss the MYPOW was raised. It was agreed that the Secretariat should be left to decide whether having another meeting is necessary. 5
