Ongoing 54.2 page 3, item 45.2 Funding Criteria The draft study paper for Competitions funding was circulated to committee via for comment. 1 British Parachute Association Ltd. 2 The Committee agreed that it was a good work in progress and that it would recommend to Council at its meeting later that evening to have the paper published in Skydive the Mag and on the BPA website for further feedback from potential competitors. Recommend to Council and to Editor Skydive the Mag 55/13 Terms of Reference Competitions Committee The Committee recognised that the terms were in line with other committees and that it was up to date and fit for purpose. The Chair would take to Council a minor amendment with reference to committee composition and the possibility of a catch-all of what the committee do. Recommend to Council 56/13 Competition Bid Forms held In camera James Swallow declared his interest as Drop Zone Operator of Skydive Hibaldstow British Open Nationals CP No bids had been received. The Chair would discuss the event with Dunkeswell. Action: Chair 56.2 UKSL FS 4-way Bids were received from BPS Langar, Army Parachute Association and UK Parachuting Sibson, and the events were awarded: Meet May: UK Parachuting Sibson Meet June: Army Parachute Association Meet July: BPS Langar Dates and locations to be published on the BPA website and calendar Grand Prix No bids were received for the CF and Accuracy Grand Prix therefore the Committee decided to re-issue the bid forms to be returned and discussed at its meeting in December. 57/13 Confirmation of Dates and Fees 3 year hosting Completed forms had been circulated to Committee for agreement. Please see appendix ii Dates and locations to be published on the BPA website and calendar. All observers were then called back into the meeting. 58/13 Domestic Competitions completed 58.1 Nationals FS, VFS and Artistics, Target Skysports Target Skysports reported that it had been a large event with FS teams equalling the amount of the previous year. Artistics and FS 8-way had been well attended, and Rookie 8-way category was successful. Target Skysports had found that the early registration had worked well. Martin Soulsby reported that the Omniskore results required amending and that the results should be published on the BPA website direct to the scores, not through Omniskore as should the results be archived, these would not be available to the BPA or via the published link. The Judges Coordinator would look into this. Action: Judges Coordinator 58.2 Nationals CF, Classic and 8-way Speed, UK Parachuting, Sibson Paul Dorward reported that there had been 8 to10 competitors over the 10 events. All had enjoyed the Meet and had given Sibson an insight into the running of the event. The Committee were aware there had been a communication issue during the setting up of the judging equipment, but that this had been easily overcome Nationals CP, Dunkeswell Martin Reynolds reported that 1 round of each category had been completed due to poor weather. As a new CP host there had been few teething problems and the pond was of good 2

3 quality. The Committee congratulated Martin Reynolds on becoming National Overall Champion GP Accuracy, Meet 2, Hinton As only 2 competitors it was declared a non-competition. The Committee expressed their disappointment that domestic Accuracy competitions had waned in attendance compared to overseas GP CF, Meet 3, BKPC 2 intermediate teams had attended GP CF, Meet 4, APA Jackie Harper reported that 5 teams had completed 6 rounds, and that the weather had been good. 59/13 International Competitions 59.1 ESL Finals The Judges Coordinator briefed the Committee on a report from a BPA Judge who had sat on the judging panel. The BPA judge believed that there were some serious errors of judgement which had led to a rejump being awarded which should have been a bust, points being awarded to a team that had not jumped that round and re-judging jumps that had been scored previously. The Committee agreed that a letter addressing fair play and basic standards should be sent to the organiser. Action: Chair 7 UK teams had attended of which 5 won medals. The Committee forwarded their congratulations to all the competing teams th Dubai Parachuting Championship 27 Nov 9-10 Dec The delegation would comprise: Accuracy Jeff Chandler, Glenn Stephenson, Pete Sizer, Janos Leszko, Esther Reynolds FS 4-way Open Raykipo CP Martin Reynolds, Maxine Tate, Nigel Holland. Freefly Varial Freefly [note: Esther Reynolds expressed her apologies that she would no longer be attending on 28/10/13 and Steve Hogan was accepted as a CP competitor on 30/10/13 and Brian Vacher on 01/11/13] th FS and 10 th Artistics FAI World Cup, 12 th FS and 9 th Artistics FAI European Championships, Aug, Banja Luka, Bosnia & Herzegovina HoD report Kate Charters, as Head of Delegation, reported difficulties of Bulletin 2 being released late and having a different extra room price causing distress to competitors Hygiene facilities at the centre were not fit until intervention by Heads of Delegation and competitors Entry of 2 teams in the Artistic disciplines of the European Championships being overlooked resulting in Freestyle Euphoria, who looked to have placed 3 rd really placing 5 th Once the initial difficulties were overcome the Head of Delegation stated that the UK delegation were a credit to themselves and the UK, and had certainly made their presence felt by way of TV interviews, meeting with local people and forming scratch teams in underrepresented disciplines. All teams had competed well and the Committee passed on their congratulations. 60/13 International Competitions st FAI World FS & 10 th FAI World Artistic Events Championships Aug, Prostejov, Czech Rep Team Selection Based on their placing at Nationals the team selection is as follows FS 4-way Open: Team Satori FS 4-way Women: Team Kaizen FS 8-way: Team Microclim8 VFS: Team QFX 3

4 Freestyle*: Team Freestyle Euphoria and Team Revolution Freestyle Freefly*: Team Volare and Team Euphoria Freefly. Should Volare not be attending the invitation would extend to Team Varial Freefly (*Subject to confirmation of 2 slots being available) 60.2 Team Funding This item was held In-Camera with all observers leaving the meeting. Martin Soulsby declared his interest as a team member of Microclim8. Funding requests had been received from 9 teams/competitors and circulated to Committee before the meeting by . Ian Marshall proposed that as the only published funding criteria meeting team, that Kaizen be awarded funding. Seconded by George McGuiness. Carried unanimously Ian Marshall proposed funding to Kaizen of 30,000, with a review in December of surplus budget if available. Seconded by George McGuiness. For: 4 Against: 0 Abstain: 1 (Karen Bain) Carried Entry fees were to be allocated from the funding, and any funds would be released on production of receipts and invoices. On discussion of the other funding requests, some were missing vital information therefore Karen Bain would create a standardised form to collect all information relevant to assist in funding decision making. This was to be sent to those who had requested funding, for completion and circulation to Committee by the December meeting. Action: Discipline Reps FS & Artistics 61/13 Budget & Competitions Action Plan: 1 July to 30 June 61.1 Budget Jackie Harper reported that all targets were within budget. The Discipline Reps were tasked to liaise with the BPA Financial Administrator in order to ensure that monies owing to the British Team Fund had been remitted. Action: All Discipline Reps Cont d 60.2 Team Funding All observers were called back into the meeting and informed of the decision that only 1 team, Kaizen, had met the criteria and therefore qualified for funding. The other requests were still valid and the teams representatives were asked to resubmit their bid, using the form as provided by their Discipline Rep, in good time before the December meeting, and were welcome to come to the meeting and support their bid Competitions Action Plan: 1 July to 30 June Points not included in Item 61.1: Target 1: Budget amended, please see matrix Target 2: 1000 of the target budget was allocated to each discipline, to which CF roadshows had overspent. The committee noted that it was important that one discipline does not consistently spend more than their allocation year on year. Target 4: Invoices still to be received from Texair and Dunkeswell. Target 6: Feedback had been provided on the breakdown of costs from a recent Wingsuit competition. The target budget was unused. Target 7: As advanced registration had worked well and was to be promoted the target was to be discontinued. 62/13 Skills Coaching Roadshows The Expression of Interest form, with a few amendments, could now be sent to all centres. 63/13 Judging Matters not already covered 63.1 New discipline National Judges ratings and criteria The Judges Coordinator advised that the procedure and retention forms were already available on the BPA website, as there was no change to the training programme. She informed the committee that this year there had been an increase in ratings of 1 FAI FS, 1 FAI CF, 1 National Accuracy, 1 National CF, 2 Speed and 5 Wingsuit. 4

5 63.2 Up and coming Cameraperson Award The Judges Coordinator recommended to and received from the Committee recommendations for the award. Further consideration to the new recommendations was required and the Coordinator would bring the Judge s decision to the meeting in December Wingsuit Competition - Cark An from Jim Scott concerning a Wingsuit competition was circulated to the Committee requesting a Wingsuit competition and Wingsuit/Artistics roadshow on the weekend of April. The Committee had no objection to the event and asked that Jim be made aware to invite and fund the judges. The competition was at no cost to the BPA Judges Training - Romania Bob Charters had attended to train judges to their National level. The Romanians had thanked the Committee for allowing him to attend Certificate of Appreciation The Judges Coordinator recommended to the Committee that Elisabet Petterson, who had helped qualify BPA Judges to FAI standard by attending UK National events on numerous occasions, be given an award for her help and support. Ian Marshall proposed that the Committee award a Certificate of Appreciation. Seconded by Jackie Harper. Recommend to Council 64/13 Any other business 64.1 Wingsuit Demonstration Event Jackie Harper requested confirmation on the Wingsuit Demo Event dates. The Committee agreed that the dates of May had been agreed as per the expression of interest form circulated to the Committee via on 27 September Freestyle Trophy The Freestyle trophy was now in need of repair. The Artistics Discipline Rep proposed that the trophy be replaced. The Committee agreed a budget of up to 100. Agreed way VFS The Artistics Discipline Rep was in discussion with interested competitors regarding the possibility on a 2-way VFS Demo at the next Nationals. The Committee supported the concept as it encouraged competitors at 2-way level and beyond. Input was that it would be best to trial the event separate to the Nationals. 65/13 Date of next meeting Tuesday 3 December at 1300 BMFA office, Chacksfield House, 31 St Andrews Road, Leicester.
