2 I. SELECTION SYSTEM U.S. PARALYMPICS ATHLETE SELECTION PROCEDURES 2012 PARALYMPIC GAMES 7-A-SIDE SOCCER September 22, 2010 A. Provide the minimum eligibility requirements for an athlete to be considered for nomination to the Team: 1. Citizenship: All Athletes must be citizens of the United States at the time of nomination with a valid U.S. passport that will not expire for six months after the conclusion of the Games. 2. Minimum International Federation (CPISRA) standards for participation (if any): Must be 15 years or older on the 1 st day of January Other requirements (if any): Paralympic Classification To ensure fair Team selection and to ensure that athletes nominated to the Team are eligible to compete at the 2012 Paralympic Games, the USOC requires that all athletes be classified by the relevant International Paralympic Sport Federation [IPSF} and hold a sport class status on the respective IPSF Master List that is eligible for entry into competition at the 2012 Paralympic Games by July 25, 2012 (See attachment 1). If there has been no opportunity for the athlete to be internationally classified, the athlete must be evaluated by USOC medical and U.S. Paralympic staff with classification experience and determined likely to classify in the sport class in which he would be qualified for the Team; provided that athletes with an international sport class status of N-New are allowable for entry on the official team nomination into these Games. Must be a member in good standing of the U.S. Soccer Federation or one of its affiliates. 2

3 B. Tryout Events: 1. Provide the event names, dates and location of all trials, events and camps to be used as part of the final selection process. Provide event names, dates, locations and description of how athletes qualify for any preliminary or qualifying events or procedures that are prerequisites to attend any of the trials, events or camps listed above in B. 1 (if any). Athletes are evaluated throughout the quadrennial by the National Team Technical Staff at the events listed below. These events are subject to change. The players will be notified at least 30 days in advance of their selection to each individual event. Provide a comprehensive, step-by-step description of the method that explains how athletes will go through the selection process to become Team nominees (including maximum Team size). 1. The 12 members of the 2012 US Paralympic Soccer Team (hereinafter Team ) will be recommended from those athletes who are members of the Player Pool. 3

4 2. The Player Pool will include: a. Members of the 2009 CP-ISRA Soccer World Championship Team b. Members of the 2010 Americas Championship c. Members of the 2011 Parapan American Team d. Members of the 2011 CP-ISRA Soccer World Championship Team e. Players who submit a petition and are approved by the Player Selection Committee (by the process described below) f. Other players invited to a tryout event by the Head Coach g. Training camps listed in I.B.2 The Pool may expand at any point during the selection process until the final training camp in advance of the selection deadline. 3. The coaching staff and ultimately the Head Coach in consultation with the rest of the coaching staff will make recommendations for the final roster to the Selection Review Committee (see I.D.). Accompanying recommendations will be completed Player Assessments (attachment 2). a. The Player Assessment will include coach evaluations of conditioning, technical skill and tactical awareness from all events listed in I.B. b. When developing recommendations, the coaching staff will also consider factors including those listed below. Evaluation of the following factors will be among those included in the Player Assessment forms. 1. Teamwork: The willingness to accept a role that leads to team success. 2. Positive Attitude: Exhibiting enthusiasm and support of teammates. 3. Versatility: Exhibiting a balance between offensive and defensive skills as well as the ability to play multiple positions and fulfill multiple roles. 4. Maturity: Exhibiting an ability to adjust to various situations and dealing with adversity. Adjusting to challenging situations and reacting appropriately. 5. Coachable: Exhibiting the ability to process and incorporate input from the coaching staff. 6. Experience: Number of years on the team and number of matches played. 4. This selection review committee shall review the Selection Process and 4

5 either approve the slate of nominees or return the slate of nominees to the coaching staff for further consideration. D. The committees/groups who oversee the selection process, including the name(s) and role(s) of their members. DISCRETIONARY SELECTION (if applicable) A. Provide rationale for utilizing discretionary selection (if any): The sport of soccer is not a measured or timed event. In the selection of athletes who will compete together as a team, it is impossible to make selection decisions based solely on objective criteria. It is the belief of U.S. Soccer that the selection criteria set out in the Attachment 2 and Section I.C., which includes subjective components in the evaluation of performance and ability, will result in the selection of the athletes to comprise the very best team. Discretionary Selection is not a separate process but part of the primary process described in I.C. B. List the discretionary criteria and explain how they will be used (if any): In selecting an athlete to be members of the Paralympic Games Soccer team, the coaching staff will consider the criteria in Attachment 2 and section I.C. However, the general philosophy that will prevail throughout the evaluation selection process will be to identify the athletes that will make up the best team. C. Discretionary Selection Committee Provide the name of the committee that will be responsible for making discretionary selections, along with a complete list of the members currently serving on the committee and their titles: See section I.D. 5

6 III. REMOVAL OF ATHLETES A. Prior to acceptance of nominations by the USOC, the NGB/PSO has jurisdiction over potential nominees. An athlete who is to be nominated to the Team by the NGB/PSO may be removed as a nominee for any of the following reasons, as determined by the NGB/PSO: Voluntary withdrawal. Athlete must submit a written letter to the Secretary General of U.S. Soccer. Injury or illness as certified by an approved USOC physician (or medical staff). If an athlete refuses verification of his/her illness or injury by a USOC physician (or medical staff), the injury will be assumed to be disabling and the athlete may be removed. Violation of the Code of Conduct (Attachment 3). An athlete who is removed from the Team pursuant to this provision has the right to a hearing per the U.S. Soccer Complaint Procedures for U.S. Paralympic National Teams and Programs ( Center/Legal/Grievances-and-Appeals/How-to-File-A-Grievance.aspx) or the USOC s Bylaws, Section 9. B. After acceptance of nominations by the USOC, the USOC has jurisdiction over the Team under the USOC Code of Conduct and Grievance Procedures. This occurs no earlier than 45 days and no later than 30 days prior to the Opening Ceremonies of the Games (unless expressly waived by the USOC). A Team member who is accepted by the USOC is subject to the USOC Code of Conduct and Grievance Procedures. C. An athlete may be removed as a nominee to the Team or from the Team at any time for violation of IOC, PASO, IPC, WADA, IF, USADA and/or USOC anti-doping protocol, policies and procedures, as applicable. In such instances, the adjudication process will be managed through the United States Anti-Doping Agency. IV. REPLACEMENT OF ATHLETES A. Describe the process by which the replacement pool of athletes will be 6

7 identified: The replacement pool of between three (3) and twelve (12) athletes will be named by the Head Coach at the same time the Team is nominated using the same criteria as outlined in section I.C. B. Describe how the replacement athlete(s) will be selected, should a vacancy occur: i. prior to acceptance of nominations by the USOC: See criteria in section I.C. and section II. The Head Coach will nominate a replacement player from those named to the replacement pool. In selecting the replacement player, the Head Coach will consider the selection criteria previously listed in this document, and may also consider the position replacement player is filling and the classification of the replacement player. ii. after acceptance of nominations by the USOC: As in subsection i., although nominations are subject to IPC approvals, after July 7, C. Identify the group or committee that will be responsible for making athlete replacement determinations: i. Group or committee who determines the replacement pool: See section I.D. The replacement pool process is the same process which is used in selecting the team. ii. Group or committee who determines a replacement to the Team: a. prior to acceptance of nominations by the USOC: See section I.D. The replacement player process is the same process which is used in selecting the team. b. after acceptance of nominations by the USOC: See section I.D. 7

SUPPORTING DOCUMENTS U.S. Soccer will retain the approved Selection Procedures and all supporting documents, including scouting or evaluation forms, etc., and data from the selection process for six months past the date of the Closing Ceremonies of the Games. VI. REQUIRED DOCUMENTS The following documents are required to be signed by an athlete as a condition of nomination to the 2012 London Paralympic Games and are included as attachments: U.S. Soccer Code of Conduct for U.S. Paralympics National Teams and Paralympic Programs (Attachment 3) VII. PUBLICITY/DISTRIBUTION OF PROCEDURES The USOC approved Selection Procedures (complete and unaltered) will be posted/published by the U.S. Paralympics and US Soccer in the following locations and will include the USOC approval date: A. NGB Web site: and These procedures will be posted as soon as possible, but not more than five business days following notice of approval by the USOC. B. NGB/PSO Official Publication (if any): N/A C. Other: N/A VIII. DATE OF NOMINATION The Nomination of Athletes form, including replacements, will be announced to all athletes and submitted to the USOC by July 25, IX. MANDATORY TRAINING AND/OR COMPETITION Specify the location, schedule and duration of mandatory training and/or competition: 2012 Training/Competition Schedule All dates are TBD and will be posted on and at least 30 days prior to the event. 8

9 X. ANTI-DOPING REQUIREMENTS Athletes must adhere to all IPC, WADA, IF, USADA and USOC anti-doping protocols, policies and procedures, as applicable. This includes participation in Out-of-Competition Testing as required by the IPC, WADA, IF, USADA and USOC Rules, as applicable. XI. INTERNATIONAL DISCLAIMER These procedures are based on IOC, IPC, PASO, as applicable, and CP-ISRA rules and regulations as presently known and understood. Any change in the selection procedures caused by a change in IOC, IPC, PASO, as applicable, and/or CP-ISRA rules and regulations will be distributed to the affected athletes immediately. The selection criteria are based on the latest information available to U.S. Paralympics. However, the selections are always subject to unforeseen, intervening circumstances, and realistically may not have accounted for every possible contingency. If any force of nature, or force majeure, should cause the altercation or cancellation of any of the selection events listed in this document, these selection procedures will be revised, pursuant to their resubmission to the USOC. 11 ATTACHMENT 1 Football 7-a-side (Soccer) Classification Athletes from the following classes compete in Football 7-a-side: C5: This class consists of athletes who have difficulties when walking and running, but not in standing or when kicking the ball. Usually, a small shift in the central equilibrium of these athletes leads to the loss of balance. C6: This class consists of athletes with moderate to severe athetosis, ataxia or a combination of spasticity and athetosis involving all four limbs. C6 athletes usually have control and co-ordination problems of their upper limbs, especially when running. C7: This class consists of athletes with hemiplegia. The athletes usually walk with a limp and the arm or hand flexed on the affected side. The other side of the athlete's body usually functions well. C8: This class consists of athletes with mild hemiplegia, diplegia or athetosis or monoplegia and must meet the eligibility criteria. Athletes in this class must have an obvious impairment that has impact on the sport of Football. At least one C5 or C6 class athlete per team must play throughout the match. If this is not possible, the team must play with six players. Furthermore, no more than two players from category C8 are allowed to play at the same time. 14 ATTACHMENT 3 UNITED STATES SOCCER FEDERATION CODE OF CONDUCT FOR U.S. PARALYMPIC NATIONAL TEAMS ATHLETE PLEDGE AND AGREEMENT I pledge to uphold the spirit of this Code of Conduct ( the Code ), which offers a guide to my conduct as a member of a U.S. Soccer Federation Paralympic National Team (Team). I acknowledge that I have a right to a hearing if my opportunity to compete is denied or if I am charged with a violation of this Code. I have familiarized myself with the Code and understand that acceptance of its provisions is a condition of my membership on the Team. As a Member of the Team, I hereby promise and agree that I: will abide by all rules related to the Team selection procedures as approved by the USOC; have acted and will act in a sportsmanlike manner consistent with the spirit of fair play and responsible conduct; will maintain a level of fitness and competitive readiness that will permit my performance to be at the maximum of my abilities; will submit to a physical examination by the U.S. Soccer Federation medical personnel if my ability to compete is compromised due to physical injury, illness or incapacity and I understand that such physical injury, illness or incapacity may be cause for my not being selected to the Team, being removed from the Team, or not being allowed to participate if I remain on the Team. will not commit a doping violation as defined by the World Anti-Doping Agency (WADA), the United States Anti-Doping Agency (USADA), the International Paralympic Committee (IPC) or USOC rules; 14

15 am not currently serving a suspension because of an anti-doping rule violation and have no pending or unresolved anti-doping rule violation, except as I have informed the U.S. Soccer Federation in writing, and I understand that such suspension, or pending or unresolved anti-doping rule violation may be cause for my not being selected to the Team; will not engage in any conduct that is criminal under any laws applicable to me, including, but not limited to laws governing the possession and use of drugs and alcohol and providing of drugs to any person and of alcohol to minors; am eligible to compete under the rules of the IPC and its pertinent committees, and its pertinent member organizations and under the rules of the U.S. Soccer Federation; will refrain from conduct detracting from my ability or that of my teammates to attain peak performance; will respect the property of others whether personal or public; will respect members of my Team, other teams, spectators and officials, and engage in no form of discriminatory behavior nor in any form of verbal, physical or sexual harassment or abuse; will follow the Team rules, whether set by Team leadership or adopted by consensus, including by way of example, rules regarding curfew and required attendance at Team meetings; agree to wear the uniforms approved by the U.S. Soccer Federation at official activities sponsored by the U.S. Soccer Federation as directed by the U.S. Soccer Federation staff, and I agree to compete in the U.S. Soccer Federation-approved Team uniform, where such a uniform is provided, in competitions at which I am supported by the U.S. Soccer Federation. I agree to wear the names and logos of U.S. Soccer Federation sponsors, suppliers and licensees on Team competition wear, other uniforms and casual wear as provided by the U.S. Soccer Federation. I agree to not alter any Team uniform, either by removing or obstructing the names or logos of U.S. Soccer Federation sponsors, suppliers and licensees or by adding patches, stickers, or other means of displaying unauthorized names, logos or messages; agree to not demean or defame the U.S. Soccer Federation or its sponsors, their names, logos, marks, products or services. I acknowledge that endorsing and 15

16 supporting U.S. Soccer Federation sponsors through my actions and words reflects well on the team and on those supporting the team; agree to be filmed, videotaped and photographed, and to have my image and voice otherwise recorded, in any media, during the any event I am attending under the auspices of the U.S. Soccer Federation, by the U.S. Soccer Federation s official photographer(s), film crew(s) and video crew(s), and by any other entity authorized by the U.S. Soccer Federation, under the conditions specified by the U.S. Soccer Federation. I hereby grant the U.S. Soccer Federation the irrevocable, perpetual, fully paid-up, worldwide right and license to use, and to authorize third parties to use, in all media, my name, picture, likeness, voice and biographical information for: (1) news and information purposes, (2) promotion of the Paralympic movement and the specific competition(s) in which I compete, (3) promotion of the Team, and (4) promotion of the U.S. Soccer Federation; in no event may the U.S. Soccer Federation use or authorize the use of my name, picture, likeness, voice and biographical information for the purpose of trade, including any use in a manner that would imply an endorsement of any company, product, or service, without my written permission.; will not use or authorize the use of photographs, films or videos of myself in my U.S. Soccer Federation apparel or equipment or the use of any U.S. Soccer Federation logo for the purpose of trade, promotion, fund raising or on merchandise, without the prior written consent of the U.S. Soccer Federation; will act in a way that will bring respect and honor to myself, my teammates, the Team, the U.S. Soccer Federation, and the United States; and will remember that at all times I am an ambassador for my sport, my country and the Paralympic Movement.
