1 SINGAPORE WEIGHTLIFTING FEDERATION SELECTION POLICY FOR: A. PARTICIPATION IN IWF SANCTIONED COMPETITIONS B. NOMINATION TO SNOC FOR MULTI-SPORT GAMES PARTICIPATION 1. OBJECTIVE 1.1 To be recognized as part of development strategy of establishing a pipeline of athletes for progression towards high performance excellence and as such, nurture, support and prepare athletes in achieving their personal best and SWF targets. 1.2 To be transparent and accountable to all stakeholders on communication of timelines and selection process in selecting athletes to represent Singapore in overseas competitions 2. GENERAL ATHLETE ELIGIBILITY CRITERIA 2.2 To be eligible for selection for overseas competitions, an athlete (a) (b) (c) (d) (e) (f) (g) (h) (i) Must be a Singapore citizen and/ or Singapore Permanent Resident and eligible to represent Singapore in international sport competitions. Must be a valid member of the Singapore Weightlifting Federation. May or may not have been nominated for other international competitions by the Singapore Weightlifting Federation. Must possess knowledge of, and display the ability to execute the 2 required Olympic Lifts, i.e. the Snatch and the Clean & Jerk. Must show interest in representing Singapore. Must have read and agreed to the terms & conditions as spelt out in SWF s Athlete s Agreement. Must be of a suitable age with respect to the competition to be selected for. Must have participated in at least 3 Athlete Assessment Sessions as conducted by SWF every 6 weeks. Athletes based overseas who are not able to meet condition (h) must provide SWF with validated (by supervising coach) progress reports from their respective training base. 2.3 Athletes once selected are to uphold the values and adhere to guidelines as spelt out in the SWF s Athlete s Code of Conduct (refer SWF Athlete s Agreement Schedule A). Failure to satisfy these criteria may result in the athlete being suspended or being removed from Training Team and selection process entirely. 3. PARTICIPATION IN IWF SANCTIONED COMPETITIONS Page 1 of 15

2 3.1 In addition to the afore-mentioned eligibility criteria, SWF has 4 key considerations in selecting an athlete to participate in overseas competitions (excluding multi-sport Games as highlighted in Para 4). (a) Its annual Overseas Training and Competitions budget (b) The athlete s performance as received from feedback from the Head Coach. (c) The athlete s progress and medaling potential as reflected in his/her absolute results and comparative Sinclair evaluation during the Athlete Assessment. (d) Availability of the Athlete to participate. 3.2 The annual schedule of overseas competitions include, but is not limited to the following events: (a) (b) (c) (d) Regional Invitational Competitions Commonwealth Weightlifting Championships (Jr & Sr) Asian Weightlifting Championships (Youth, Jr & Sr) World Weightlifting Championships (Youth, Jr & Sr) 4. NOMINATION TO SNOC FOR MULTI-SPORT GAMES COMPETITONS 4.1 In respect to multi-sport Games, SWF s role is to nominate the best athletes with medaling potential (based on his/her performance during SWF Athlete Assessments and/or sanctioned competitions), to SNOC for consideration for selection to the respective Games contingent representing Singapore. Final athlete selection is at the discretion of SNOC. 4.2 The multi-sport Games that fall under this nomination and selection process. The detailed qualifying criteria are as indicated in their respective Annexes. Games with Qualification System for athletes (a) Summer Youth Olympic Games (Annex A) (b) Summer Olympic Games (Annex B) Selection Criteria based on pass Games results (c) South East Asia Games (Annex C) (d) Commonwealth Games (Annex D) (e) Asian Games (Annex E) 4.3 For the Olympic Games, a qualification system, established by the Organising Committee in consultation with the IWF, requires an athlete to attain a minimum ranking in selected Championships (such as World Championships and Continental Championships) to gain qualification into the Games. 4.4 For other multi-sport Games, SNOC uses the preceding Games results as a benchmark for selection. For the SEA Games, an athlete is required to match or better the previous Games 3 rd placing result. For the Commonwealth and Asian Games, this benchmark is the 6 th placing. Page 2 of 15

3 5. SELECTION COMMITTEE 5.1 The Selection Committee will comprise of the following 3 SWF's EXCO members. This committee will be : (a) (b) (d) SWF Vice President Wan Zainal SWF General Secretary Colin Ong SWF Executive Committee member Jennifer Meneses 5.2 This Committee s role is to conduct the evaluation and selection of athletes to be included in overseas competitions or for nomination to SNOC for multi-games competition. 6. APPEAL AGAINST NON-SELECTION 6.1 The non-selection of the individual can be appealed in writing (as per SWF s Athlete Agreement Schedule E), with justifications and supporting documents where applicable, to the Singapore Weightlifting Federation's Selection and Appeal Committees within 5 days of the announced Selection List. 6.2 A non-refundable administration fee of S$ will be levied and is payable by cheque. This payment is to be included with the Appeals submission. 6.3 The Appeal Committee is to adjourn a hearing of the appeal within 5 days of receipt of the appeal application. 6.4 The Selection and Appeal Committees (this committee will be appointed annually during SWF s AGM) will issue a joint response, in writing, of its final decision with justifications to the Athlete s appeal within 2 days of the hearing. 6.5 The Appeal hearing and judgment must be completed before the dateline for athlete nominations to SNOC. 6.6 The Appeal Committee s role is to review any athlete s appeal against not being selected and reserves the right to over-rule the Selection Committee s decision. 6 ANNEX A: YOUTH OLYMPIC GAMES SELECTION POLICY NOTE: The following policy is in respect to the 2010 Youth Olympic Games which Singapore was host country, and is subject to revisions for the 2014 Youth Olympic Games. 1. Objective 5.1 To be recognized as part of development strategy of establishing a pipeline of athletes for progression towards high performance excellence and as such, nurture, support and prepare athletes who are selected to the YOG Competing Team in achieving their personal best and SWF targets. 5.2 To be transparent and accountable to all stakeholders on communication of timelines and selection process. 5.3 To select the best athletes of 1 boy and 1 girl for nomination to the Singapore National Olympic Council (SNOC) for participation in the YOG2010. The final selection for YOG2010 remains at the discretion of SNOC. 2. Eligibility Criteria 2.2 To be eligible for selection to the YOG Competing Team, an athlete (j) Must be a Singapore citizen and/ or Singapore Permanent Resident and eligible to represent Singapore in international sports competitions. (k) Must be born between 1 Jan 93 and 31 Dec 94, as at May (l) Must be a valid member of the Singapore Weightlifting Federation. (m) May or may not have been nominated for other international competitions by the Singapore Weightlifting Federation. (n) Must possess knowledge of, and display the ability to execute the 2 required Olympic Lifts, i.e. the Snatch and the Clean & Jerk. (o) Must show interest in representing Singapore in YOG2010. (p) Must have read and agreed to the terms & conditions as spelt out in SWF s Athlete s Agreement. 3. Selection for national representation at the YOG is a 2-stage process. - Stage A involves selection into YOG competing team (Maximum of 5 boys and 5 girls) - Stage B involves selection for the final athletes (1 boy and 1 girl) for nomination to SNOC to represent Singapore at YOG A. Stage A Selection Criteria for YOG Competing Team A.1 The selection period for all eligible athletes is from 1 st May 2009 to 30 th April A.2 This Team represents the squad of prospective athletes shortlisted for consideration for final nomination to the SNOC and will consist of a maximum of 5 boys and 5 girls. In addition to the Eligibility Criteria as defined in Para 2.2, the Selection Committee will take into consideration an athlete s performance during the Open Trial Sessions conducted at the SWF Training Centre in the months of September 2009, November 2009, January 2010 and March 2010 (dates to be confirmed and posted on SWF website). The performance benchmarks (i.e. Total Lifts = Snatch + Clean & Jerk) for the respective categories are defined as follows: Boys Total Lift Girls Total Lift 56kg 118.5kg 48kg 82kg 62kg 131.5kg 53kg 90kg 69kg 134kg 58kg 103.5kg 77kg 143.5kg 63kg 100kg 85kg 158kg +63kg 93kg 1 +85kg 148kg 1 *The above listed benchmarks represent 50% of the Total achieved by the 3 rd placed athlete in the 1 st Youth Weighlifting World Championship (May 09) 1 No corresponding category, thus, the 94kg Boys and 69kg Girls are used for benchmarking. A.3 As a member of the YOG Competing Team, the athlete may be selected to compete in the following competitions as part of his/her training and competition development: (a) Regional Weightlifting Championships - ad-hoc invitations between May 2009 and Apr 2010 (b) Youth World Weightlifting Championship Chiang Mai, 19 th to 25 th May 2009 (c) 3 rd EGAT Princess Cup: Youth National Weightlifting Championship Thailand, (d) 17 th to 25 th Oct 2009 Commonwealth Senior & Junior Weightlifting Championships Malaysia, 18 th to 23 rd Oct 2009 (e) World Weightlifting Championship Korea, 17 th to 29 th Nov 2009 (f) Asian Youth & Junior Weightlifting Championship India, 16 th to 22 nd Dec 2009 A.4 As a member of the YOG Competing Team, all Singapore based athletes will be required to maintain a 80% attendance record of the supervised training, from date of selection, conducted by the Youth Coach. (a) In the case of absence due to injury or illness, the athlete is to produce a medical certificate from a qualified physician. (b) The athlete is to refer any request for early release for training, from his/her school to SWF. (c) Athlete s unable to attend the supervised training sessions must inform the Youth Coach in advance. Page 7 of 15

Stage B - Selection Criteria for Final Athletes for Nomination to SNOC for YOG B.1 From the YOG Competing Team, a final nomination of 1 Boy and 1 Girl will be made to SNOC, to represent Singapore in the sport of Weightlifting in YOG2010. B.2 This nomination will be based on the athlete s performance during the Singapore Weightlifting Open scheduled for May 2010 (date to be confirmed), in which the athlete will be evaluated on the following criteria: (a) Best performance bettering or nearest percentage to YOG benchmark. YOG benchmark is calculated as follows: Average Total Lift of the 15 th placing results of his/her respective weight category in the following 4 competitions: i. 1 st Youth World Weightlifting Championships - May 2009 ii Commonwealth Senior & Junior Weightlifting Championships - Oct iii Commonwealth Senior & Junior Weighlifting Championships Dec 2008 iv. 11 th Asian Youth Weightlifting Championships - Dec 2009 v. 10 th Asian Youth Weightlifting Championships - Dec 2008 B.3 The final selection of athletes for YOG2010 remains at the discretion of SNOC. 9 ANNEX B: OLYMPIC GAMES SELECTION POLICY Extracted and based on the London Olympic Games Qualification System for Weightlifting NOTE: The following policy is in respect to the 2012 Olympic Games and is subject to revisions for the 2016 Olympic Games. 1. ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force and only those athletes who have complied with the Olympic Charter may participate in the Olympic Games. Athletes must be at least 16 years of age in the year of the 2012 Olympic Games in London. Athletes participating in Olympic Qualification Events must undergo anti-doping controls in accordance with the WADA-IWF Anti-Doping Policy. In accordance with the decision of the IWF Executive Board, any athlete who is found to have committed an Anti-Doping Rule Violation (ADRV) during the Olympic Games is not eligible to participate in any subsequent Olympic Games. Such athlete, following the conclusion of his/her period of ineligibility, may participate in any IWF Olympic Qualification Event, but will not earn any points for the Qualification Team Classification. Full information on the IWF special antidoping regulations for the London 2012 Olympic Games can be found on the IWF official website. 2. QUALIFICATION PATHWAY MEN S QUALIFICATION SYSTEM a. Main Qualification Events: World Championships - Antalya, Turkey World Championships - Paris, France NOCs achieve qualification places according to their position in the joint team classification by points adding those scored in the 2010 and 2011 World Championships. The team points at both World Championships are earned by maximum 6 (six) athletes per NOC and only for the Total Results as per the IWF Technical and Competition Rules Section and Those 6 (six) athletes must be assigned before each World Championships, latest at the verification of final entries. The team points from the two World Championships are equally considered. When 2 (two) or more teams have the same points and same places in total, points for the Snatch and Clean & Jerk are also calculated to determine the final classification within the tie. The NFs which make up the host NOC s athletes do not receive team points. Ranking and points are upgraded accordingly. b. Continental Qualification Events Page 9 of 15

10 One (1) continental qualification event is held for each continent in Only NOCs which have not gained quota places in the Main Qualification Events may obtain quota places. The places, dates and organisers of the Continental Qualification Events are designated by the IWF and will be finalised by 31 December NOCs achieve quota places according to their position in the team classification of the Continental Qualification Event. The team points at the Continental Championships are earned by maximum 6 (six) athletes per NOC and only for the Total Results, as per the IWF Technical and Competition Rules Section and Those 6 (six) athletes must be assigned before the Continental Championships, latest at the verification of final entries. When 2 (two) or more teams have the same points and same places in total, points for the Snatch and Clean & Jerk are also calculated to determine the final classification within the tie. In Europe, the NFs which make up the host NOC s athletes do not receive team points. Ranking and points are upgraded accordingly. c. Individual Qualification Eight (8) places are allocated based on the Olympic Qualification Ranking Lists established by 31 May Individual quota places are allocated to the athletes, ranked in the top 15 (fifteen) places in each bodyweight category, from NOCs which have not gained any quota place(s) through the Main or Continental Qualification Events. If more than 8 (eight) weightlifters meet these conditions, the IWF selects the 8 (eight) best qualified athletes based on the Olympic Qualification Ranking List. If less than 8 (eight) weightlifters qualify under the conditions of individual qualification, the remaining places are allocated by the IWF according to the procedure in place to reallocate unused IF quota places. The Olympic Qualification Ranking List considers only the highest ranked athlete per NOC per bodyweight category, and is established from the results of the following Qualification Events: World Championships (Antalya, Turkey) IWF Grand Prix and World Cup (Penang, Malaysia) IWF Grand Prix and World Cup (Fujian, China) IWF Grand Prix - President s Cup (Belgorod, Russia) Junior World Championships (Penang, Malaysia) World Championships (Paris, France) IWF Grand Prix and World Cup Five (5) Continental Qualification Events Individual Qualification is attributed by name to the respective athlete, who may participate in the Olympic Games only in the bodyweight category in which he achieved the quota place. An NOC may qualify a maximum of 1 (one) male weightlifter under the criteria of individual qualification. Should more than 1 (one) athlete from an NOC achieve qualification under these criteria, the NOC must determine which place will be used. Page 10 of 15

12 If more than 7 (seven) weightlifters meet these conditions, the IWF selects the 7 (seven) best qualified athletes based on the Olympic Qualification Ranking List. If less than 7 (seven) weightlifters qualify under the conditions of individual qualification, the remaining places are allocated by the IWF according to the procedure in place to reallocate unused IF quota places. Based on its general selection policy of athletes for IWF sanctioned competitions, SWF will select athletes to participate in Qualification Events if and where possible to maximise the prospect of an athlete gaining qualification through ranking. b. SWF will nominate i) athletes qualifying for the Games through ranking as stated in the IWF/Games qualification system as well as ii) those who missed the qualifying ranking marginally, but show potential to equal or surpass it in time for the Games. c. Final selection for the Games will be at the discretion of SNOC. Page 12 of 15

13 ANNEX C: SOUTH EAST ASIA GAMES SELECTION POLICY NOTE: The following policy is in respect to the 2011 SEA Games and is subject to revisions for the 2013 SEA Games. The 2011 SEA Games will be held in Jakarta-Palembang, Indonesia from 11th to 25th November SWF will be nominating athletes for the Games based on the qualification criteria for selection laid out by SNOC. The qualification criteria is the athletes ability to meet the 3 rd placing total lifts from the 2009 SEA Games in Laos, as follows: Category Qualification Total Women 53 Kg 119 Kg Men 62 Kg 277 Kg 69 Kg 303 Kg 77 Kg 245 Kg 85 Kg 306 Kg 94 Kg 285 Kg +94 Kg 300 Kg Page 13 of 15

14 ANNEX D: ASIAN GAMES SELECTION POLICY NOTE: The following policy is in respect to the 2010 Asian Games and is subject to revisions for the 2014 Asian Games. 1. Selection Criteria a. Athletes who have currently achieved at least 6 th placing e.g. time/ distance/ score/ mark of the 2006 Asian Games. For team sports, they should currently be ranked 6 th among the Asian Games countries. b. Athletes/Teams who missed the qualifying standard marginally, but show potential to equal or surpass it in time for the Games. c. All achievements submitted for consideration should have taken place at SWF sanctioned championships and time trials, but SWF may submit the achievements from overseas championships and meets of athletes studying in overseas tertiary institutions. However, these have to be properly accredited to be accepted. d. All achievements should be achieved within a twelve-month period before the 2010 Asian Games. 2. Other Considerations In addition to the above selection criteria, the following qualities of the athletes will be taken into consideration: a. Attitude and behavior: b. Current skill level and fitness; c. Level of commitment and attendance; d. Potential for future development: e. Ability to demonstrate team spirit and work well with team-mates. Page 14 of 15

15 ANNEX E: COMMONWEALTH GAMES SELECTION POLICY NOTE: The following policy is in respect to the 2010 Commonwealth Games and is subject to revisions for the 2014 Commonwealth Games. 1. Selection Criteria a. Athletes who have currently achieved at least 6 th placing e.g. time/ distance/ score/ mark of the 2006 Commonwealth Games. For team sports, they should currently be ranked 6 th among the Commonwealth Games countries. b. Athletes/Teams who missed the qualifying standard marginally, but show potential to equal or surpass it in time for the Games. c. All achievements submitted for consideration should have taken place at SWF sanctioned championships and time trials, but SWF may submit the achievements from overseas championships and meets of athletes studying in overseas tertiary institutions. However, these have to be properly accredited to be accepted. d. All achievements should be achieved within a twelve-month period before the 2010 Commonwealth Games. 2.
