GENERAL REGULATIONS The present valid WKO Rules G Judo from 01 st jan 2018 and the anti-doping-code of the DBS applies. Competitors: women and male Judoka with mental handicap in the Performance-class 1 and 2/3 (evaluation-scale of the DBS), with valid sport health certificate (see protection-regulations), Minimum graduation: 8. Kyu (white-yellow belt), German competitors require a valid DBS starting-passport or valid DJB Passport. In the Performance-class 2/3 after the DBS-game-rules 2 wrestle Sportive management: Dr. Wolfgang Janko, acting departmental chief, department Judo in the DBS Alwin Brenner, commissioner of performance, department G-Judo in the DBS Günter Geist head department Judo in the DBS Weight-classes: Women (age-classes 2002 and older): -48 kg, 52 kg, 57 kg, 63 kg, 70 kg, 78 kg, +78 kg Men (age-classes 2002 and older): 60 kg, 66 kg, 73 kg, 81 kg, 90 kg, 100 kg, +100 kg Starts in different age-classes are not allowed. Contest-mode: up to 5 competitors per weight-class: pool-system round Robin, only 2 per weight-class: best of 3 fights. from 6 competitors per weight-class on: double-k.o.-system Prohibited actions: Prohibition of all lever- Shime- and Kansetsu - waza, Match-duration: 3 minutes of effectively action-time Number of mats: 2 mats

AUTHORIZATION of PARTICIPATION The right to participate belongs to all sport-fit (sport health certificate must not be older than 12 month!) members of clubs (and starting-communities) of the regional associations of the DBS, the related special branch associations of the DBS (if these do not promote their own German Championships) and (at International German Championships) the members of the invited foreign paralympic committees. Persons, who suffer from disease (in addition to their handicap), which may grow worse by taking part in the tournament, are expelled from participation in German Championships. This as a rule applies to persons, with implants (e.g. artificial joints, cardiac pacemaker, and so on) or who got over a cardiac infarction. Exceptions have to be granted by the DBS association-physician before entering for German Championships (this is independent of the sport health certificate by the attending physician, which as said before must not be older than 12 month! Details may be seen in the paper for the achievement sport fitness of the DBS). For all sports(wo)men belonging to the domain of the DBS and its related special branch associations, that club will be registered for authorization of participation, which is entered for the Championship. The promoter reserves the right to lay age- or weigh-classes together, in case of too small number of competitors (Annotation: fundamentally at paralympic kind of sport, the international rules of classification apply). III. CLASSIFICATION International classification takes precedence. If there is a difference between national and international classification, international one always applies. An alternation of the international classification will only be acknowledged, if it was made by a licensed classifier and confirmed in writing. Is there no international classification submitted, the national classification of the responsible DBS association-physician applies. Only classified Sports(wo)men have an authorization of participation (please compare to list of classification)! (Annotation: every DBS section/special branch is engaged to make a list of their competitors in (international) German Championships and to publish it together with the invitation! Sports(wo)men, who are not listed in the official list of classification can be entered, if the entry contains a completely filled in evaluation scale of the DBS for people with mental handicap.

4 IV. PROTECTION / SAFETY REGULATIONS 1. With submitting the entry, the clubs and starting communities ensure the match-ability of the entered competitors. 2. All entered competitors have to be in possession of a valid sport health certificate and a starting passport. 3. The sport health certificates have to be hand over (together per club) to the match office for checking before the beginning of the event. The last medical examination in the sport health certificate must not be past longer than 6 month (counted from the last day oft the competition). For competitors, who do not fulfill these regulations, there exists no authorization of participation. Foreign competitors have to show a comparable medical admission of their national paralympic committee to the match office. V. DOPING Doping is permitted by the regulations of the DBS. Validity belongs to the anti-doping-code of the DBS and regulation of the WADA, of the IPC, of the NADA and, due to international events, the regulations of the concerned international sport associations special branch. Doping controls may be enforced in a random sampling way. The referee of Anti-doping comes to take the decision for this. With submitting the entry for the event, the sports(wo)men accepts the anti-doping-regulation of the DBS. If there are medicines prescribed and taken, a written down proof (= medical certificate) about these has to be carried with and to be presented if controlled. If these medicines are listed in the current prohibition-list of the WADA, a medical exception-grant (TUE) has to be carried with and to be presented, too. In case of a positive result the sports(wo)men may be punished because of a violation against the anti-doping-regulation, if this indication-proof is missing. VI. LIABILITY The DBS and its authorities will only be liable for damages or harms within the limits and the extent of the available liability insurance protection. Liability for damages or harms beyond this protection is explicitly out of question. The effected insurance contract may be inspected at the administration-office of the DBS at any time. Claims to sporting-accident insurance contracts of the regional sport associations of the DBS, are not affected by this limitation of liability.

5 VII. Entry Entries have to be made only in written way on the enclosed official entry-form via the responsible (regional) paralympic committees. Entry-addresses: pls. sent entry forms to both. Later messages are late entries with the entry fee increases to 20 per participant. In these cases, the country's counter-signature of Disabled Sports Association is a need for a launch at the IDM, the latest all-shall be available upon arrival. The increased entry fee must be paid in advance (evidence transfer order!) Or be paid in cash upon arrival An entry is complete only, when the complete organization fee has been transferred. VIII. ORGANIZATION FEE / REGULATION CONCERNING COSTS Starting Fee: 10,00 Has to be paid latest on 20 th april on following account: Sparkasse Köln Bonn Konto Nr IBAN DE BIC/Swift COLSDE33XXX Pls show. Name of athlete, team name and subject IDM G Judo. In case of non-participation, transferred organization-fees are not going to be paid back! These funds serve the administrative expense expenditure and the preparation costs of the event. In case of late registrations will be double contribution due (20 ) REGULATION CONCERNING COSTS: Journey-costs, as well as costs for accommodation and boarding are chargeable to the competitors, clubs, associations, nations and delegations. They are not taken over neither by the DBS nor by the event-organization!

7 IX. PROTESTS 1. Protest has to be entered to the court of arbitration / jury during the Event, written down with an argumentation by the teamleader or the affected sports(wo)man. The protest has to be submitted at the latest 30 minutes after becoming known of the reason to protest. A protest-fee of 50,00 is to deposit when entering the protest. This protest-fee will be paid back, if the protest is granted. 2. Protest against the decision of the court of arbitration / jury can be entered to the responsible department-committee. The protest has to be entered, written down, to the administrationoffice of the DBS, within 48 hours after termination of the event. It applies date as per postmark. The protest-fee of 100,00 (in form of a crossed cheque) has to be enclosed with this contradiction. This protest-fee will be paid back, if the protest is granted. 3. The following proceedings is regulated by the legal regulations. 4. If the reason to protest comes to known only after termination of the event, the protest has to be entered, written down, to the administration-office of the DBS, within 48 hours after termination of the event. The protest-fee of 75,00 (in form of a crossed cheque) has to be enclosed with this contradiction. This protest-fee will be paid back, if the protest is granted.
