2 The background to an independent Boccia Federation CPISRA Members Resolution October 2010 CPISRA Boccia Independence Sub-Committee established March 2012 (BISC) BISC Proposal to Members: BISFed Purpose: Provide International Governance for Boccia BISFed Vision: More opportunities for elite level competition Preserve the current Paralympic pathway Support the growth, development and accessibility of Boccia for all 1

3 BISFed s Objectives Promote, enhance and support Boccia as a sport for all Govern Boccia internationally Promote Boccia amongst decision-makers Promote and represent the interests of members Create a network of members; encourage contact and exchange of ideas regarding Boccia 2

6 Governance (cont) General Assembly Meeting for all members every 2 years An annual report to members, including an audit opinion Executive Committee meeting once a month (telecon) Day-to-day business oversight President, Vice President, Treasurer, Secretary General + others as available / necessary Formal Board Meeting 4 x per year (telecon + one physical meeting) Committees meet by teleconference as required Subject to strict UK Governance requirements 5

8 BISFed Operating Model Responsive and cost-effective; focused on members needs Communication via a vibrant website Teleconference calls for managing the business No unnecessary expenditure/travel Day-to-day management: Interim: by the Founding Board Executive Committee As soon as finances allow: Appoint an administrative secretary Appoint a Chief Executive Any significant meetings (e.g. physical Board meetings) to be held in conjunction with a major competition Repetitive administrative tasks (invoicing, debtors, web updates etc.) outsourced to specialist provider 7

9 Membership categories Full Members: National organisations responsible for Boccia Must maintain affiliation with country NPC Active participants in international Boccia competition Eligible to host BISFed-sanctioned competitions One Full Member per country Affiliate Member National organisations responsible for Boccia where there is no organisation meeting the Full Member requirements Can be more than one Affiliate Member per country Eligible to host BISFed-sanctioned national and international competitions Associate Member Organisations or individuals with an interest in promoting Boccia Applications for Membership via: from 7/1/2013 8

15 Handover from CPISRA to BISFed BISC has been working on establishing BISFed since March 2012 Approved by CPISRA Executive Committee IPC agreement in principle Formal Transfer Agreement prepared All CPISRA rights and obligations in relation to Boccia transfer to BISFed Paralympic pathway for CP athletes preserved Classification, Rules: no significant changes CPISRA certified officials transfer existing status to BISFed Transfer effective 1 January 2013 Motion to CPISRA General Assembly on 15 th December 2012, that: Members endorse the transfer of governance of the sport of Boccia to BISFed on 1 st January
