Previous Minutes An addition to the previous Minutes of: In future we also agree to ensure all players representing Victoria in events such as these have appropriate uniforms. in Item 6.1 was proposed, and agreed to, as this discussion point had been omitted in the earlier version of the Minutes of the previous meeting. With this change the Motion was put: That the Minutes of the VPCI Committee Meeting of 11 September 2017 are a true record of that meeting. Proposed: Geoff Turner Seconded: Aileen Hebblethwaite Vote: Passed unanimously 5. Treasurer s Report Geoff Turner to present an overview of the VPCI finances. 2 6. Business Arising from the Previous Minutes Victorian Calendar It was noted that the Draft 2018 Calendar has been available on the VPCI website for a little over 3 weeks. The Committee has received no adverse comments, so it was resolved that this Draft version be ratified as the 2018 Victorian Calendar. It was noted that there were still a few vacant dates and clubs may bid for those if they wish. It was also agreed that with the agreement of both clubs any 2 tournaments could be swapped if requested. 6.2 VPCI Annual Member Club Fees There currently are 22 financial Member Clubs of VPCI; it was reported that the Apollo Bay Petanque Club recently renewed their VPCI Membership. Stella Clavisque Petanque Club status: That club has asked for a written statement as to the need to join VPCI. This request will be re-directed to PFA as the current PFA Constitution is not clear on this point. Bellarine Peninsula Petanque Club status: This new club has indicated it will very likely apply to become a VPCI Member Club following their AGM that will be held later this week Victorian Championship Doubles Now scheduled for Sunday 17 December at Weird Entertainers & Petanque Club. Umpire: Danny agreed to organise an umpire for this event Scorer: Peter Wells Format: Separate Men and Women Divisions. It was agreed that subject to team numbers we may offer the Men s Championship Doubles in 2 Divisions determined by player Rankings. Cost: $20 per player Other matters: Left unresolved for the moment was any change to the prize money to be paid, and whether to offer a special memento to the winners (only) in all Divisions. 6.4 VPCI Website Peter Wells reported back that an editable, password protected, version of the VPCI website is possible and would procure further details. 7. Other Business Victorian Championship Mixed Doubles Now scheduled to be run at Caulfield on 3 December Umpire: Danny agreed to organise an umpire for this event Scorer: Peter Wells Format: Single Division Cost: $20 per player Page 2
3 State Super 4 (and similar events) The Committee, while not totally happy with the current State Super 4 arrangements provided by PFA, did agree to support this event without further suggested changes as in our view this event should be allowed to run basically unaltered for at least 2 years (as it has undergone too many changes in a short time frame already). The Committee is not a strong supporter of a proposed National League Title as that adds yet another competition, still to be fully outlined, to an already full schedule (in Victoria), and adds nothing, in our view, that is not present in the State Super 4 arrangement. The Committee were also concerned at the extra cost that players would incur attending another interstate tournament. 7.3 AGM The Committee agreed to the following regarding the 2017 VPCI AGM Date: Saturday 9 December 2017 Time: am Venue: Camberwell Petanque Club Office bearers continuing: Max Chaperon, Graeme McIntyre, Geoff Turner Peter Wells advised the Committee that he and his wife are in the process of selling their house in Gisborne and are likely to move further away from Melbourne, and that he will not be able to continue as Secretary if this occurs. Members continuing: Aileen Hebblethwaite Guy Mercier will advise as to his availability to continue as a Committee Member in due course. Other matters: A Draft 2017 AGM Agenda will be circulated for approval to VPCI Committee Members in the near future, and the final version sent to all Member Clubs well before the 21-day limit required prior to 9 December Victorian shooting Competition Now scheduled for 26 January 2018 at Weird Entertainers & Petanque Club. Time: 9.00 am for a 9.30 am start Format: As defined by PFA Umpires in attendance: Danny plus others as required Coaches in attendance: Jean Francois plus others as required VPCI Committee Meetings Dates: Bi-monthly commencing on 12 February 2018 for a total of 5 Committee Meetings plus the AGM in December Times: 7.00 pm start Payment: Agreed to pay $120 to Camberwell Petanque Club, if acceptable, for 5 VPCI Committee Meetings, plus the 2018 AGM scheduled for December. 4 7.6 Other Business Items (a) It was agreed that the $120 payment to Camberwell Petanque Club for use of their room for 2017 be paid now. (b) It was agreed that we offer the usual financial support of $100 to all Victorian Players and Coaches be offered to those representing Australia at the World Championships at Kaihua, China. However, it was further agreed that in future while this support of $100 to all Victorian players representing Australia would continue, that the $100 financial support for Victorian Coaches would in future be limited to just 1 Victorian Coach for any one tournament. (c) It was agreed that VPCI would provide the same $100 per player for those representing Australia at the Oceania Games, but we do not as yet have a list and Jean Francois and PFA would be asked to provide the list of players. (d) It was agreed that any Victorian players who were winners at any event at the Easter Nationals (or similar National/International event) would be offered reimbursement for any costs in the engraving of their names on the appropriate trophies. This offer is to back-dated to the 2016 Easter Nationals. (e) Graeme McIntyre reported a successful involvement of Mornington Peninsula clubs at the recent YMCA Get Active 55+ Senior s Festival held on 6 October. 7.7 Expenditure Authorisation Motion: That the VPCI Committee authorises Geoff Turner to make the following payments: (a) $100 each to those Victorian Players and Coaches representing Australia at the World Championships at Kaihua, China (b) $100 each to those Victorian players representing Australia at the Oceania Games (c) Reimbursement to any Victorian Player who is required to pay for their names, as winners, of any engraving on trophies associated with the PFA Easter Nationals (including 2016), or similar events. Players and Clubs are reminded that while these above payments are offered, the players concerned have the responsibility to ensure that their banking details are made available to the VPCI Treasurer, Geoff Turner, so that payment may be made by direct credit EFT. 7 Attachment for Item 7.2 Subject: Proposed Super Date: Thursday, 21 September :17 PM Dear League presidents and secretaries, The PFA Board after receiving comments from leagues and players like to put forward the following for your consideration. Majority of members are opposed to a club based competition. Super to remain as a 4 players competition (2 Men and 2 Women from same State League) Open and Over 60 Super 4 registration to become the responsibility of each state league Team registration and registration fees Entry fee to remain at $200 per team $100 to be kept by State league (Umpires and organisation cost) $100 per team to be returned to PFA upon submission of teams registrations Teams including names and total $ amount Cut-off date for registration with PFA to be set up by PFA Competition rules and format as per PFA instruction Review of substitutes and team withdrawal to be look at and published Final to be run by PFA at a designated venue EOI to be sent to all leagues and clubs for 2018 Each league might decide to use the $100 for prizes or support to their winning team (uniforms, travelling etc.) NATIONAL League Title: Members are concerned that we would be increasing the number of competitions thus increasing the cost for players; we would like to be guided by the leagues and their clubs regarding the possibility of running a new event. 8 of 27 September from J.F. Good morning all, I will be on annual leave at our next meeting, so I put some comments under. Super 4: I believe it should be a Super 6 (2 women, 4 men) to reflect the reality of competition. I know our demographic is pretty much the same in gender, but the fact is more men play than women in tournaments. It also can be run as a National League title. I suggest qualifications to be played on Saturdays. I also think it s logical to have 2 Victorian teams qualified in the final event. We are the State with almost 50% of all the licensees in Australia. It was already the case this year in the Super 4, but it is better if it s officially announced at the beginning of the competition. If selections are needed, the coaches in Victoria could do the selection. There are my thoughts. Have a good day. JF Item 7.3 AGM Camberwell may have a social game on Saturday starting around mid day, so it would be desirable that our AGM does not intrude. Before releasing the minutes please check with Terry if a 11am start is early enough. The umpires course at Camberwell a few weeks back finished before 12, but players were arriving then. Page 8
