5 Previous Action taken by the Joint Commission March 18, 2008 The City Commission & County Commission: endorsed the 14 identified sub-areas for further evaluation; authorized the implementation of the survey, and approved extension of the required timeframe for completion of the Final Proposed Annexation Plan to September, 2008.
6 Appropriation of Funding for Proposed Survey Funding was not appropriated by the City Commission or the County Commission to perform the surveys. Alternative mechanisms were proposed to better understand the needs of residents living in the 14 sub-areas identified by the team.
7 Alternative Methodology Use Lifestyle Segmentation Profiles to: 1. Define the voting population in desired subareas. 2. Examine ballots cast in previous annexation votes and related issues. 3. Target areas in which to pursue annexation.
8 What are LSPs? The Community Tapestry segmentation system provides an accurate, detailed description of U.S. neighborhoods. Areas are divided into 65 segments based on demographic variables such as age, income, home value, occupation, household type, education, and other consumer behavior characteristics.
9 What are LSPs? Segmentation systems operate on the theory that people with similar tastes, lifestyles, and behaviors seek others with the same tastes hence the adage "like seeks like. People are segmented by their propensity to consume: Is a household more likely to spend money on books or tennis shoes?
10 What are LSPs? Example: L4 - Solo Acts Singles who prefer city life, many are young, startup households Well-educated, working professionals either attending college or holding a degree Income ranges from a low median of $40,400 to approximately $91,000

15 A Closer Look at Area 5-4 L6 Scholars and Patriots Butler Plaza Annexed
16 L6 - Scholars and Patriots The Scholars and Patriots group is characterized by youth, lower incomes, and either college life or military service. Few own homes due to their lifestage. Most residents are students pursuing college degrees who work part-time and low-paying jobs to support themselves. Scholars and Patriots participate in sports activities. They are style conscious and well connected with PC s, cell phones, and MP3 s and are beginning to acquire household furnishings.

25 L1 - High Society Sophisticated Squires, Suburban Splendor, Boomburbs, Exurbanites and Connoisseurs all are classified as High Society (L1) Who are their parents?
26 L1 - High Society Residents segmented as High Society are affluent and well educated. They represent 12% of U.S. households, but generate 25% of the total U.S. income. Median household income is $97,400, almost twice the national median.
27 L1 - High Society Married couple families with median home value of $346,400. One of the least diverse groups, it is one of the fastest growing, increasing at 2% annually. Residents are financially, civically and physically active. They participate in a wide variety of public activities and sports, and they travel extensively.
28 Summary The demography of an area does not change significantly over a 3 year period. This study will be repeated with current data.
29 Future Directions Obtain list of Super-voters from the Supervisor of Elections Office. Map and classify sub-areas by Supervoter density.

32 Plan for Orderly Annexations Conduct one annexation referendum per year over the next five years. Use lifestyle segmentation approach to identify the best area to annex at that time. Conduct the annexation referendum in a different zone each year.

38 Summary 1. Conduct five referendums over the next five years in a balanced geographic pattern. 2. Work collaboratively using methods such as Lifestyle Segmentation Profiles to ensure success. 3. Continue effective strategies to mitigate service delivery impacts.
39 Recommended Action City Commission & County Commission: Adopt the proposed plan to conduct one annexation referendum per year over the next five years, balanced geographically across each of the five zones of Gainesville s Urban Reserve Area ; and Extend the Annexation Transition Agreement (ATA) to 2013.
