1 Within the International Federations International Amateur Athletic Federation (IAAF)! To allow the participation of athletes from non-affiliated federations in official matches, the IAAF Council agrees to amend its rules. It will however be necessary to obtain authorisation from the Council that all the athletes concerned are amateurs and that the federation is not suspended by the IAAF. This modification, proposed by the sub-committee responsible for resolving the problem of China, was approved by the IAAF Congress held on 30th August 1974 in Rome. The People s Republic of China were thus able to take part in the athletics events at the Asian Games in Tehran.! The IAAF Medical Commission warns athletes against the use of anabolics and confirms that it considers them to be prohibited products. As detection methods seem to be satisfactory, the Commission recommends that they be put to use during the European championships in Rome from 1st to 8th September It also states that blood transfusions on an athlete using his own blood not only do not improve the performances of a healthy person, but can also seriously damage health in the case of extreme physical effort.! Anabolics and health. Under this heading, the IAAF bulletin No. 13 (July 1974) publishes a study by Austrian Professor L. Prokop, member of the IAAF and IOC Medical Commissions. 474

2 Fédération lnternationale des Sociétés d Aviron (FISA - rowing)! Women s coxless fours will replace the coxed fours from 1976.! A FISA equipment sub-commission is to study the construction of popular rowing boats at more reasonable prices. Fédération lnternationale de Basketball Amateur (FIBA)! The USSR team confirms its Olympic title by winning the world championships, splendidly organised by the Puerto Rican Federation. It beat Yugoslavia and the United States. At the end of the tournament, these three teams ranked equally, but they were split up according to the results obtained in their matches.! Meeting in San Juan, Puerto Rico, on the occasion of these championships, the FIBA members recognised the Amateur Basketball Association of the United States as official representative of the United States of America in its organisation, and struck off the Amateur Athletic Union of the United States, member of the FIBA since The new affiliated member represents the most important amateur group in the United States. It governs seven other American bodies, including the powerful NCAA (National Collegiate Athletic Association) and represents more than 90% of universities.! Carrying on the principle of United States-Europe meetings, organised for the FIBA s 40th anniversary, four America-Europe meetings will take place in the autumn in Rio de Janeiro and Sao Paulo on 26th and 28th September and in Brussels and Athens, in the marvellous Olympic stadium, on 2nd and 4th October, International Canoe Federation (ICF)! The provisional recognition of the Hong Kong, Cyprus and People s Republic of China federations, given by the ICF Board of Directors, will permit canoeists from these countries to participate in the 1974 world championships in Mexico. The next Congress will have to confirm these affiliations. The files of the Guatemalan and Venezuelan federations are still being studied.! To commemorate the ICF s jubilee, a book will retrace its fifty years of work for the benefit of canoeing. All results of the Olympic Games, and of world and European championships will be featured. The ICF will distribute this document in English, French and German. The German canoe federation, entrusted with the organisation of this jubilee, has published the history of canoeing in Germany over the last twenty-five years.! A canoeing sub-committee will soon be operating within the International Sports Press Association. Fédération lnternationale Amateur de Cyclisme (FIAC)! The 1974 Congress in Montreal has confirmed the affiliations of the Botswana, Tanzania and Honduras federations.! The FlAC has adopted a plan of action for the next four years.! The two Swiss federations of Geneva and Zurich have been called upon to comply with the decision of the FIAC Executive Board, inviting them to form one single federation. 475

3 Fédération lnternationale d Escrime (FIE-fencing)! From 1975, the world championships, like the Olympic Games, will last only 10 days instead of 11.! New affiliations to the FIE: the Saudi Arabia and People s Republic of China federations.! Official dates for 1975: World championships for the under- 20s: 27th to 31st March in Mexico. World championships: 10th to 20th July in Budapest (Hungary).! Interest in the world championships is increasing. 540 competitors (120 more than in 1973 in Gothenburg took part in the 1974 world championships in Grenoble, and were divided as follows: 150 foil fencers, 160 épée fencers, 110 sabre fencers and 110 women foil fencers. Fédération lnternationale de Football Association (FIFA)! The President of the IOC, together with most of the Executive Board members, witnessed the victory of the German team against Holland in the Football World Cup final in Munich.! The 1978 World Cup will be held in Argentina. The President of the FIFA will visit this country in mid-october before returning to Europe in November to preside the many FIFA Commission meetings in Rome.! During its meeting on 7th July, the first led by Mr. Joao Havelange, the new President of the FIFA, the Executive Board decided that in future affiliated federations will be able to arrange matches with teams from the People s Republic of China. Footballers from this country will therefore have the opportunity of taking part in the forthcoming Asian Games.! Sir Stanley Rous, Honorary President of the FIFA, was decorated with the Grand Cross of the Order of Merit of Germany by Mr. Walter Scheel, President of the Federal Republic of Germany. We send him our hearty congratulations. Fédération lnternationale de Gymnastique (FIG)! Varna will host the world championships from 20th to 27th October This was decided on 20th July by the FIG s extraordinary Congress meeting in Montreux (Switzerland).! The next FIG Congress will take place in Berne at the end of May 1975 on the occasion of the men s European championships. International Handball Federation (IHF)! The XVth IHF Congress will take place on 4th and 5th October 1974 in lesolo (Italy), and not in Vienna as announced in our previous number. Fédération lnternationale de Hockey (FIH)! The constitution of a supreme hockey council has been recommended following meetings held by the principal leaders of the FIH and the IFWHA (International Federation of 476

4 Women s Hockey Associations) on 8th June. According to the official communiqué, the two federations would set up a supreme council of eight members, comprising the President, Secretary and two other officials from each federation. The council would be called: Fédération lnternationale de Hockey (FIH - IFWHA). This administrative body would deal with questions of political and mutual interest. At world level, it would represent all hockey organisations. It would meet once a year and also every time that one or other of the federations requested it; each of them would remain independent and would continue to be administered by their own management bodies.! The FIH s new telephone number: ! Five new federations have been admitted as provisional members of the FIH. Their final admission has to be confirmed by the next Congress on 28th September They are the federations of Bangladesh, Barbados, Cuba, Sweden and the Indian Women s Association.! Three federations have indicated that they may request affiliation to the FIH: the People s Republic of China, the Philippines and St. Lucia. Fédération lnternationale des Luttes Amateurs (FILA - wrestling)! Montreal Contrary to previous Olympic tournaments, the free style wrestling programme will be featured from 18th to 22nd July 1976, before the Greco-Roman wrestling (25th to 29th July). Fédération lnternationale de Natation Amateur (FINA - swimming)! The 1974 yearbook of the International Swimming Hall of Fame has been sent to us by Dr. Harold Henning, President of the FINA. In his accompanying letter, he emphasizes the work of the promoters of this modern museum, created 12 years ago in Fort Lauderdale (Florida). All enthusiasts of water sports hope to visit this area, the exhibition rooms calling to mind those who have contributed to the development of swimming, the magnificent competition and match sites acting as a meeting point for all those who are a credit to swimming across the world. We would mention that in view of the fact that the Dutch swimming federation has been nominated Honor Swim Country, a tree from the Netherlands, planted by Jan Stender, Rob Divurst and Jan Keller, will grow beside the Australian tree planted when the Australian federation became the first winner of this title in 1972.! Next meeting of the FINA Board: Cairo on 14th, 15th and 16th September 1974.! The Annual of the American Amateur Swimming Union has been sent to us. Edited in Spanish, it presents very clearly the administrative organisation of this sport on the American continent, chronological and present PanAmerican records, results of the finals of the VIth Pan American Games, list of Olympic records, etc. International Skating Union (ISU)! 36th ISU ordinary Congress: from 10th to 13th June 1975 in Munich (GFR). 477

5 ! How to be reinstated as an amateur at national level. The ISU Council has decided that a non-amateur can regain his former status only if he has received no financial gain for at least a year. This means that all non-amateurs who competed during the season will not be able to take part in national competitions during the next season. Union lnternationale de Tir (UIT - shooting)! The 1974 UIT Congress will meet just before the 41st world shooting championships to be held in Thun and Berne (Switzerland) from 16th to 28th September. The organisation of the 1978 world championships will be conferred during this Congress on one of the following federations: Mexico, South Korea or South Africa.! The ten best marksmen of all time in each of the events registered on the world championship programme are featured in the UIT s review for August Internationale Weightlifting Federation (IWF)! The Cyprus weightlifting federation will shortly be received within the IWF. This new affiliation will become official at the Federation s Congress in Manilla (Philippines) on 20th September This Congress will precede the 28th 1974 world championships to be held from 21st to 29th September.! The European Weightlifting Federation is organising in Varna (Bulgaria) from 21st to 30th October, 1974, an international trainers conference. Next year IWF is scheduling two instruction courses for trainers and judges, one in Asia and the other in New Zealand.! The first junior world championships will take place in France from 5th to 13th July, 1975 in Marseilles.! History of Weightlifting. David Webster, a British trainer, is editing a book on this theme. He is appealing to everyone in his search for documents and, in particular, he hopes to obtain the French work of Professor Desbonnet Les Rois de Force. International Roller Skating Federation The rink hockey world championships, planned to take place in Luanda (Angola), were finally held in Lisbon as serious incidents broke out in Luanda forty-eight hours before the opening of these championships. Within four days the apparatus was provided and the teams which had already arrived were taken to Lisbon, where the delegations not yet having left were held back. The President of the International Rink Hockey Committee, Mr. C. Fetler, told us of the extraordinary success of this event: 5000 spectators crowding together, morning and evening for eleven days, in a sports palace which is too small; and what an enthusiastic crowd! To nobody s great surprise Portugal took the title with Spain second and Argentina third. 478
