One per Federation for GR 3 Team Ranking Juniors and Seniors To participate in the Team Ranking, federations must participate with at least one participant in the qualifications of the following categories: Individual Men and/or Individual Women, Mixed Pair, Trio, Group. The team ranking list will be established by adding the 4 best rankings obtained during the qualifications in the following categories: Individual Men or Individual Women, Mixed Pair, Trio, Group. The NF with the lowest number of points is declared Team European Champion. The delegations must announce the composition of their team (1 individual man and / or 1 individual woman, 1 mixed pair, 1 trio, 1 group) when they submit their nominative registrations (Appendix E and F). Tie breaking rules for the team ranking: In case of a tie in points at any place in the Team Ranking, the ranking will be determined by the following criteria: 1. the best ranked Group the best ranked Trio If there is still a tie, the tie will not be broken. 6 Work Plan 2013 Aerobic Gymnastics European Championships, , Arques (FRA), UEG/AER TC

8 4 Qualifications The starting order of the competition is made according to the draw of lots carried out in Budapest, on the 17 th of August 2013, by the official representatives of the UEG (Appendix A). If a National Federation reduces the number of participating gymnasts after the definitive inscriptions, the UEG/AER TC has the right to adjust the starting order in order to ensure the best possible running of the competition. In case of a tie at any position at the end of the qualification see FIG TR. Sec Qualifications for the European Games 2015 As Aerobic Gymnastics was accepted for the participation at the European Games 2015 in Baku/AER, the qualification of AER Mixed pairs and Groups will take place in the frame work of these 8 th European Championships 2013 in Arques. More information will be given at the Orientation meeting. 6 Finals The final will take place on Sunday, November 10 th, as follows: - European Championship Junior Finals, from 10h00 to 12h30 - European Championship Senior Finals, from 15h30 to 18h00. 7 Drawing of lots and starting order The drawing of lots for the starting order of the qualifications took place in Budapest, 17 th of August Please note that the order indicated on the nominative entry form will determine the place of the competitor(s) and the number of the draw (starting list). No changes will be allowed. The order of all categories for competitions in the qualifications will be: 1 st part IW & TR 2 nd part IM / MP & GR The starting order of the final is made according to the draw of lots carried out in Budapest, on the 17 th of August 2013, by the official representatives of the UEG (Appendix B). The top eight of all categories will qualify for the finals. In case of a tie at any position at the end of the qualification see FIG TR. Sec The order of all categories for competitions in the finals will be: IW, IM, MP, TR & GR The list of the finalists, with two reserves, will be handed over to the head of delegation after each qualification. 8 Access to the competition area The competition area is accessible to members of the various juries, competing gymnasts and their accredited coaches, to local group leaders, to the auxiliary personnel of the Jury, to the President of the UEG Medical Commission, to the official doctor, to the team doctors, medical staff and to persons concerned with the apparatus. A team medical person is permitted to accompany the gymnasts and coaches during all Competitions. Interpreters may not enter the competition area without the permission of the President of the UEG AER TC. 9 The use of any kind of electronic devices (video, mobile phones, etc.) is strictly forbidden in the competition area. Please note that, according to the decision of the Executive Committee of the European Union of Gymnastics from the 27 th and 28 th of January 2012, if a mobile phone or any other electronic communication device is used in the field of play during the entire competition of the European Championships, the person concerned (gymnast, coach) will be immediately expelled. The gymnast will not be ranked and will not be authorized to participate in the remaining competitions. If this rule is violated by a coach, all his gymnasts will also be expelled. 9 Award ceremonies The ceremonies in the competition venue will take place as follows: For Junior ECH on Sunday, 10 th of November, at 10h50 for IW and IM; For Junior ECH on Sunday, 10 th of November, at 12h35 for MP, TR and GR. For Senior ECH on Sunday, 10 th of November, at 16h15 for IW and IM; For Senior ECH on Sunday, 10 th of November, at 18h00 for MP, TR and GR. 10 Floor supplier The competition podium and training hall have FIG official floors from Gymnova (reference 6630B). 11 Scoring and distribution of results At the end of the competition all delegation will be provided with a complete set of results including the judges individual scores for all competitions. 12 List of difficulty elements At the accreditation, the Heads of delegation have to give the list of difficulty elements (appendix C) for each competitor(s) by each category (Seniors and Juniors). 13 Competition Attire Publicity Any advertisement displayed on leotard must be approved at the orientation meeting (according to the UEG rules of publicity). 14 Music In order to simplify the management of the music and to limit the technical problems of wiring for sound during the competitions, the Organizing Committee wishes to reduce the variety of the various musical supports (CD, USB stick) and to use only the numerical support. Each music will be classified and indexed in a file on the computers of wiring for sound by respecting the flow schedule in order to be able to use them quickly and effectively. All the music used during the 8 th Aerobics Gymnastics European Championships must be submitted online until October 19 th, 2013 (details to be provided by the OC). 10 Each music file will have to contain the following information: The name of the nation (official abbreviation of the country); The first and last name of the competitor/s; The category (IM, IW, MP, TR, GR); The length of the music; The Junior or Senior (Example: ROU_ RADU_Alina_Junior_IW2_1min30s_mp3) If you need help, you can write to the following address: The Head of delegation or the coach has to sign two forms in the name of the competitor in order to: - approve the technical criteria for playing the CDs by the organiser; - guarantee and as a discharge indicate that the pieces of music chosen are not forbidden to be played, including during a sports event. At the accreditation, the Heads of delegation have to hand in the Music Release form (App. D) During the training sessions, the competitors have to use their personal CD (3 rd copy). 15 Doping control Any doping is prohibited. A doping control can be requested at any time, in accordance with the FIG/UEG regulations. Short judges briefings will take place before each competition. According to the FIG/TR, the presence of the judges to the judges instruction is mandatory. The judges instruction will be held in English. 12 3.5 Judges meetings According to the Competition Schedule: Wednesday, 6 th November 12h00-13h00 Judges Scoring System Instruction 16h30-18h25 Judges Briefing and Instructions, Chair and Difficulty Thursday, 7 th November 10h30-12h30 Judges Briefing and Instructions, Execution 14h30-16h30 Judges Briefing and Instructions, Artistic 3.6 Inquiries procedure Inquiries for the difficulty scores will be allowed, provided that they will be made verbally immediately after the publication of the score or at the very latest before the end of the exercise of the following gymnast. For the last gymnast of a rotation, this limit is one minute after the score is shown on the scoreboard. The person designated to receive the verbal inquiry will have to note the time of receiving it and this will start the procedure. Only the accredited coaches in the competition area will be entitled to submit an inquiry. Late verbal inquiries will be rejected. A federation will not be allowed to complain against a gymnast from another federation. The inquiry will have to be confirmed as soon as possible in writing, but within 4 minutes at the latest after the verbal inquiry and will require an agreement of payment of EUR 300. for the first complaint, EUR 500. for the second complaint and EUR for the third complaint. Should the inquiry not be confirmed in writing within 4 minutes, then the procedure will become obsolete. Should the inquiry prove correct and be accepted, this sum will be reimbursed. Every inquiry will be examined by the Superior Jury and a final decision, which may not be appealed, will be taken at the very latest: At the end of the rotation for the qualifying competitions, the all around competitions and the team competition (final). Before the score of the following gymnast is shown for the finals. The detailed procedure is laid down in the respective AER Code of Points. 3.7 Tie breaking rule In case of a tie at any position at the end of the qualification see FIG TR. Access to all zones will be controlled. Accreditation must be visibly worn throughout the whole event. During the accreditation the Heads of Delegation have to verify the identity of the members of their delegation as well as all requirements regarding accommodation, meals and registrations. They have to make the necessary payments (including insurance), hand over the CDs for the exercises of their athletes, the CD with the national anthem and their national flag. The Organising Committee suggests to all Federation to bring CDs. Accreditation will be carried out upon arrival. The accreditation place will be in the VIP Room (Salon VIP) at the competition venue. The accreditation is personal, non-transferable and necessary for access to the training and competition halls, as well as for official transports. The FIG and UEG Directives and Technical Regulations will be strictly applied, especially with regard to the number of persons accredited per nation. Accreditations are provided to each delegation having fulfilled their financial obligations. Together with the nominative registration and to accelerate the process of the accreditation, each delegation is kindly asked to fill in the online Form for each member of the delegation (Head of delegation, Team leader, Judges, Coaches, Medical staff, ) at the following address: For each member of the delegation the photo (Identity Colour photo in format JPEG 45mm x 35mm) must be integrated in the Form. For gymnasts and judges a copy of valid passport (format JPG) is to be added. The online system is open and will be closed on 14/10/2013 (12:00 GMT time). 14 If the form has not been filled in correctly or if the photo has to be taken on site because none has been sent within the deadline or sent in an unofficial format, there will be a charge of Euro 15 for each photo taken at the accreditation desk. The accreditation sent without pictures will not be handled with priority. You may wait at the accreditation desk. Upon accreditation the Head of Delegation or his representative will have to provide to the organizing committee the following: o The passport of gymnasts and judges; o The licenses of the gymnasts; o The medical insurance for the members of the delegation if not already provided. o Prove that they fulfilled their financial obligation to the O.C. o The CD s will be returned to the Heads of Delegation after the gymnasts last competition. It is recommended that spare CD be brought for safety reasons. o The form Confirmation of the national flag and anthem together with the national flag of their country (dimension of 100/200 cm) and a CD with the national anthem (clearly marked with the name of the country and the mention national anthem ) o The copy of the Medical Certificate/Diploma for medical personnel. UEG will collect and record these certificates. Please note that without this document, the accreditation of the medical personnel will NOT be released. For the accreditation process, only the Head of Delegation (or his representative) is requested to present him/her self at the accreditation centre. 4.4 Orientation Meeting This orientation meeting for all delegations will take place on Tuesday, November 5 th, 2013, 11h00 12h00 in the Dance Room (Salle de Danse) at the competition venue. The Heads of Delegation, Coaches and Judges have to participate in this briefing session, during which the UEG AER TC and the OC will give information about the running of the championships. An updated work plan will be distributed to the Heads of delegation during the orientation meeting. This orientation meeting will be held in English only. Unjustified failure to attend will result in a sanction against the federation of Euro Training information The training will start on Tuesday, 5 th November 2013 and will take place in the training halls and competition hall. A detailed timetable for the warm-up will be handed out to the Heads of delegation upon arrival. The timetable of the training and the warm-up of the finalists will be given to the Heads of delegation on Saturday evening 9 th November 2013 for Junior and Seniors. The access to the competition hall, the training and the warm-up halls will only be granted to those delegations wearing the accreditation card and only during the times reserved for their nation. On November 7 th and 8 th, the senior gymnasts will train in the COSEC training Hall (Rue Aristide Briand Arques), from 9h00-15h16. This training hall is located near the Competition venue. 15 4.6 Opening ceremony The Official Opening Ceremony will be held on the 9 th of November for Juniors and Seniors in the Competition hall at 14h30. The ceremony will consist of Flags Presentation by nation with the competitors by nation performing 2 x 8 counts with aerobic music. The rehearsal will be held on November 6 th in the Competition Hall on the Podium at 14h30 to 15h30. All Heads of Delegation & Coaches must be present during the Rehearsal of the Opening Ceremony. All competitors must wear their national tracksuit. 4.7 Delegation boxes Delegation Mail Boxes will be set up in the competition hall. All information regarding competition, warm-up, trainings, and notification of meetings, transport, official functions, as well as UEG and OC correspondences will be distributed via the delegation mailboxes. A special Mail Box authority card will be issued to each Head of Delegation. This card must be shown by the Head of Delegation (or his representative) when collecting all information and results from their Delegation Mail Box. The delegation member designated to collect the information from the Delegation Mail Box will be required to sign for information collected. 4.8 Medical Services The OC will provide the necessary medical services. 4.9 Farewell Party The closing evening will be organised on Sunday night with time and venue to be confirmed upon arrival. The transport schedules between competition hall and the official hotels will be available upon arrival of the delegations at the accreditation office. In addition, and according to the OC Directives, a shuttle can be organized, only upon request, from Brussels National Airport or Brussels Charleroi Airport. Please refer to the Directives. Only accredited persons are entitled to use the transportation system. 17 4.12 Insurance The FIG and UEG Technical Regulations stipulate that all participating federations have to assume all costs in relation to the medical insurance of all delegation members (illness and accidents). The Organising Committee has the right to verify the validity of the insurance upon arrival of the delegations (policy insurance, original or copy). Entering the European Championships without valid medical insurance of all delegation members will be rejected. However, those delegations which cannot present valid medical insurance, will have the possibility to conclude a medical insurance service provided by the OC at the following cost: - 5 per person/day for illness and medical fees - 6 per person/day for illness and medical fees and repatriation 4.13 Visa Please check whether you need a visa to enter France. The Organising Committee will assist you applying for a visa with pleasure. To assist with the application process, each country should complete the attached visa request form.
