3 widening (Church to ) is the largest transport project in Australia, delivering $20 billion of economic benefits to the state s economy. will begin in 2015 and be completed by 2019 at a cost of $3.5 billion. Up to 52 sets of traffic lights will be avoided on a journey from Parramatta to Airport, while trucks and cars will be able to avoid the congested Parramatta corridor completely. During the construction phase alone, is expected to generate up to 10,000 jobs, including hundreds of apprenticeships for young workers in western. It will include a widened east of Parramatta to and an extension of the via a tunnel under the Parramatta corridor to Parramatta and City West Link at Haberfield. The widening will provide four lanes in each direction between Church, Parramatta and, Homebush. By providing an extra lane for motorists using this section of the motorway, it will help to alleviate congestion around the James Ruse Drive ramps, and provide quicker and more reliable journeys for motorists and freight. New access points into and out of Parramatta will also cut down travel times for workers and businesses using the every day. Key work includes: za new viaduct (or elevated road) on the southern side of the between Church, Parramatta and Wentworth, Granville za new bridge over Duck River on the southern side of the zwidening of the motorway in the existing corridor between Silverwater and Homebush Bay Drive, Homebush za new access ramp for southbound Homebush Bay Drive motorists wanting to access the westbound, to help alleviate congestion and remove the need for a right hand turn at traffic lights za new eastbound access to Westmead and Parramatta from the (near Coleman ) za new westbound access from Parramatta at Church to the za new eastbound access to the from Olympic Park at Hill. Tolling The NSW Government is providing an upfront commitment of $1.8 billion in funding for the $11 $11.5 billion while the Australian Government has committed $1.5 billion over the next four years starting with $250 million in As a result, tolling will be required to fund the bulk of this critical missing link in s road network. While exact tolling details will not be confirmed until construction starts on the widening from Church to, it is likely the minimum toll will be about $1.50 and the maximum about $3.90 (2013 dollars). Average toll comparison Transport route Average toll (June 2013) Length M2 (Main Plaza) $4.95* 21 km Cross City $ km M7 $ km but toll capped at 20 km M5 $ km Lane Cove widening $ km $ km * M2 toll increased to $6.05 in August tolling principles Principle 1. Minimum and maximum tolling 2. Distance based 3. Cars pay less than heavy trucks Rationale za minimum toll will apply to mitigate underpricing of short distance/high value trips ztolling on the 33 km will be capped after motorists have travelled about 16 km, to ensure equity for people travelling longer distances each day zthis is consistent with the M7 zdistance-based approach already operates on the M7 zlonger trips provide greater benefits zcars will pay one third of the heavy truck toll, reflecting the greater wear and tear trucks have on the motorway zthis is consistent with the M2 and M5
4 East ( to Parramatta and City West Link) Currently the finishes at North, and directs all traffic onto Parramatta, with its multiple stops for traffic lights every few hundred metres. This leads to traffic congestion and unreliable travel times. will extend the to Parramatta and City West Link at Haberfield by providing a tunnel with three lanes in each direction under Parramatta. It will help remove through traffic from Parramatta, including heavy vehicles, and ease congestion for local travel. The East tunnel will start about 800m west of Concord. The current connections to Concord and Parramatta will be retained. Key works include: znew 5 km 2x3 lane tunnel from the to Parramatta and City West Link, Haberfield zat Concord a new access ramp to the tunnel eastbound zat Concord a new exit ramp from the tunnel westbound zan entry to the tunnel westbound, from Parramatta east of Wattle, Haberfield and from the City West Link at Haberfield zan exit from the tunnel eastbound, to Parramatta east of Wattle, Haberfield and to the City West Link at Haberfield zwidening the to 4 lanes for 1 km from east of to 800m west of Concord. The East ( to Parramatta and City West Link) will take about four years to complete, with major work due to start in By taking thousands of trucks and cars a day off Parramatta and putting them in tunnels, will enable Parramatta to be revitalised with new retail shopping, cafes, residential buildings and commercial operations. Urban revitalisation occurred in s inner-city suburbs of Redfern and Surry Hills after the Eastern Distributor was constructed, returning streets to local traffic, and allowing a vibrant café culture to emerge. Over the next 20 years similar improvements are expected to occur along the Parramatta corridor, in consultation with local communities and councils, creating 25,000 jobs and 25,000 new homes and apartments. Trees will be planted, powerpoles removed and green space created to make it a more attractive place to live, work and socialise. 10 km of new bus lanes will be created, almost halving travel times from Burwood to the CBD.
