2 Welcome by ETU President Sakis Pragalos Dear athletes, coaches, officials and guests, I warmly welcome you to apply for participation at the 13 th ETU European Poomsae Championships 2017! It was in 1993 when ETU for the first time in its history started with the inaugural European Poomsae championships in Wörgl (Austria). Back then, there were only a few age categories. Now, almost 25 years later, the poomsae competition has developed to a worldwide competition mode in which we have compulsory poomsae and also freestyle poomsae. The Organizing Committee is working hard to have a great event on the island of Rhodes. I am convinced that the OC will do a great job and deliver excellent championships! I wish all of you good luck in the preparations for this event and hope to see you soon on the island of Rhodes! Sakis Pragalos ETU President

QUALIFICATIONS In accordance with Article 4: Qualification of Contestant of the WTF Competition Rules, The contestant must meet all following requirements: Holder of nationality of the participating team Recommended by the Member National Association of the ETU Holder of the Kukkiwon Poom or Dan certificate Holder of WTF Global Athlete Licence (GAL). Any questions on the WTF GAL please contact the WTF Global Licence & Ranking Administration Manager at Athlete aged 12 or over The age limits for each division is based on the year, not on the date, when the Championships are held. For example, in Junior Division, contestants shall be between 15 and 17 years old. In this regard, if the Championships are held on September 29, 2016, contestants born between 1 January 1999 and 31 December 2001 are eligible to participate in this division. 4. RULES 4.1 Classification of Competition Recognized Poomsae Competition Men s individual Women s Individual Men s Team (3 males) Women s Team (3 females) Pair (1 male & 1 Female) Free Style Poomsae Competition Men s Individual Women s Individual Pair (1 male & 1 Female) Mixed Team (Composition of 5 members including more than 2 males and 2 females) 4.2 Competition Rules WTF Poomsae Competition Rules in force as of March 19, 2014 shall apply. 4.3 Ranking Bylaw WTF Poomsae World Ranking Bylaw in force as of November 14, 2016 shall apply. 4.4 Duration of Contest Recognized Poomsae Individual, Pair, and Team competitions from 30 seconds to 90 seconds Free Style Poomsae Individual, Pair, and Mixed Team competitions from 60 seconds to 70 seconds. 9.3 Break time between 1st poomsae and 2nd poomsae is 30 to 60 seconds.

4.5 Method of competition 4.5.1 Recognized Poomsae Competition -Two (2) Poomsae from designated Compulsory Poomsae will be decided by TD for each division must be performed for all the preliminary,

ONLY FOR THE INDIVIDUAL CATEGORIES UP TO 18 YEARS OLD: Single Elimination System: From Preliminaries to Finals: All competitions shall be conducted in a single elimination format. A random draw will be conducted among the players. Contestants shall perform two assigned Compulsory Poomsae for each round. Medals shall be awarded to the top four (4) contestants. *This system shall be applied in order to fulfil the requirements of the WTF World Poomsae Ranking Bylaw. ALL OTHER CATEGORIES: Cut-off system: 1) Preliminaries: In case 20 or more contestants/pairs/teams are participating, the competition shall start from preliminary round with division of groups at different courts. After performing two (2) assigned Compulsory Poomsae, the top half of each group shall advance to semi-final based on the points 2) Semi-final: In case nine (9) to 19 contestants/pairs/teams are participating, competition shall start from semi-final. Contestants shall perform two (2) assigned Compulsory Poomsae and top eight (8) of them shall advance to final based on the points. Single Elimination System: 3) Final: When eight (8) or less contestants/pairs/teams are participating, competition shall start from final round. Final shall be conducted in a single elimination format. A random draw will be conducted among the finalists. Contestants shall perform two assigned Compulsory Poomsae for each round of the finals (round of 8, semi finals and final). Medals shall be awarded to the top four (4) contestants/pairs/teams Freestyle Poomsae Competition 1) Free Style Poomsae is the performance based on taekwondo techniques with composition of music and choreography. 2) Composition of Free Style Poomsae 1.1 Yeon-mu line shall choice of contestant 1.2 Number of Poom: Each performance shall be composite of 20 to 24 poom. (Composition of 1 poom shall be no more than 5 motions.) 1.3 Technique: Each performance shall be composite of attacking and defending techniques of taekwondo with 60% foot techniques and 40% hand techniques. 1.4 Performed techniques must be within boundary of taekwondo. The definition of taekwondo techniques shall be determined by WTF Poomsae Committee, when contestant submits performance plan of free style poomsae. 4.6 Entry Team Entry (no. of officials and no. of contestants)

6 * Note: Contestants may compete in maximum four (4) categories (Recognized Poomsae max. 2 & Freestyle Poomsae max 2) of competition unless he or she is limited by gender or age Registration All Athletes and Team officials must first be registered with a WTF Global Athlete Licence (GAL) or Global Official Licence (GOL). National Team Entry: registration is through the National Federation GMS admin. Registration is only possible via the WTF GMS website and all participants must have an approved 2017 WTF Global License. - Athletes qualified for the ETU European Poomsae Championships 2017 via direct qualification through the President s Cup 2016 shall contact the ETU Office via taekwondoetu@gmail.com Registration Deadline The deadline for entries is 26 April Entries received after deadline will not be accepted Accreditation Photos Please note that during registration a valid photo is required for each coach and competitor. These photos must be uploaded in a passport style format; any other format will not be accepted Procedure for Registration Registration of a contestant is only valid once the ETU Bank Account has received the entry-fee payment in full. Any national team registering on-line who does not take part in the competition and who has not been removed from the entry list before the deadline (26 April 2017), is liable for paying his/ her entry-fee in full. The entry fee is non-refundable. Each national team is required to present a copy of the bank transaction, as proof of entry-fee payment at the Registration Centre. Any team

For each team and pair the entry fee is 150 euro. The entry fees must be paid in cash during registration Protests Protests must be made as per competition rules by the official coach within 10 minutes after the end of the pertinent contest to the Technical Delegate. Protest fee is 200 euro and non-refundable. The decision on the protest shall be announced after 30 minutes. 4.7 List of Poomsae to be performed: Designated Compulsory Poomsae Two (2) Poomsae from designated Compulsory Poomsae decided for each division must be performed for all the preliminarily, semi-final and final rounds for all competitions. Compulsory Poomsae to be assigned for each division shall be decided at the time of drawing of lots by Technical Delegate in consultation with the WTF officials.

4.8 Awards and certificates - 1st place: Gold medal(s) and certificate(s) - 2nd place: Silver medal(s) and certificate(s) - 3rd place and 4th place: Bronze medal(s) and certificate(s) All

8 4.8 Awards and certificates - 1st place: Gold medal(s) and certificate(s) - 2nd place: Silver medal(s) and certificate(s) - 3rd place and 4th place: Bronze medal(s) and certificate(s) All contestants and officials participating in the13th ETU European Taekwondo Poomsae Championships 2017 Greece will receive a diploma co-signed by the ETU President and the Chairman of the Organizing Committee. 4.9 Venue Rules Only contestants and their coaches have the permission to enter the competition area. Coaches must wear sportswear; the minimum age for a coach is 18 years WTF-recognized Poomsae Competition uniform Cadet Division (Ages 12-14) White top with red and black collar, plus blue pants for males; the same top, but with red pants, for females.

4.10.2 Junior and Senior Division (Ages 15-49) White top with dark blue pants for males; white top with light blue pants for females. 4.10.3 Master Division (Ages 50 and up) Yellow top and dark blue pants for both males and females.

Flag size should be 10cm width x 7cm height. Please see attached guidelines on NOC code and national flag. NOC Code is a three-letter National Olympic Committee abbreviation, and it shall be printed at the back of the upper garment of Poomsae competition uniform in black color and centered 12cm from the top line of the upper garment within the size of 30cm width x 12cm height. The font of the letters shall be in bold Verdana. Please see attached guidelines on NOC code and national flag.

10 The number of manufacturer s identification (name, designation trademark, logo or any distinctive sign of the manufacturer) shall be one per garment within 20cm² except at the location of the WTF logo according to the related WTF guidelines in force as of this event. The end of the belt must be at least 10cm or higher above the knee. 6. LIABILITY All competitors participate at their own risk. The European Taekwondo Union and the Organising Committee assume no responsibility for any damages, injuries or losses. The Organising Committee reserves the right to make changes to the competition. All contestants must bring their own documents, insurance and other forms for any medical treatment required during their stay in Montreux, Switzerland. The consequences for any contestant unable to provide such medical documents will be decided onsite. 7. INTERNATIONAL REFEREES The ETU will appoint International Referees. The appointed International Referees shall officiate at the ETU European Poomsae Championships The following conditions shall apply: 1. International Referees are required to pay for their own round-trip airfares. 2. The Organising Committee shall pay the expenses for room and board. 3. The Organising Committee shall pay a per diem of 75 to the appointed International Referees during the competition period 4. Technical Delegate and Competition Supervisory Board: the WTF will appoint one (1) Technical Delegate and ETU will appoint minimum three (3) members of the Competition Supervisory Board (CSB) who shall oversee the ETU European Poomsae Championships The following conditions shall apply: The Organising Committee shall pay the room and board expenses for the Technical Delegate and CSB members. The Organising Committee shall pay a per diem according to the ETU guidelines. 8. ANTI-DOPING 1. The WTF Anti-Doping Rules and, where applicable, the World Anti-Doping Agency (WADA) Code and its International Standards, shall apply throughout the competition. The 2016 List of

11 Prohibited Substances and Methods is available here: 2. In-Competition Testing: Anti-doping tests will be carried out on selected finalists, in addition to other random and/ or target testing as determined necessary. No Advanced Notice Testing will be conducted, in accordance with the WADA Code. 3. Out-Of-Competition Testing: The WTF and/or WADA may conduct Out-Of-Competition testing prior to the championships. All participating contestants are required to submit their latest and most accurate Athlete Location Forms. 4. Therapeutic Use Exemption (TUE) Athletes requiring the use any substance or medication included on the WADA Prohibited Substances List must make an application for a Therapeutic Use Exemption (TUE). TUE applications must be made no later than 17 May 2017 (for substances prohibited In- Competition) and should be sent to the ETU via taekwondoetu@gmail.com, or submitted online via ADAMS - for those athletes with an active user account. Please remember that unless you have received a TUE authorisation, your TUE application is not considered as approved. Use of any substance or method without a TUE authorisation may result in an Anti-Doping Rule Violation. 5. For ADAMS login, please contact the National Anti-Doping Organization (NADO) in your country. 9. HEAD OF TEAM MEETING & DRAWING OF LOTS SESSION 1. The Head of Team meeting and the Drawing of Lots session for the ETU European Poomsae Championships 2017, will take place one day before the competition starts in the presence of the WTF Technical Delegate and the representatives of the participating nations. 2. Compulsory poomsae will be announced during the Head of team meeting. 3. The Drawing process will be conducted by ETU. 4. The ETU Coaches License is mandatory for all coaches and trainers otherwise 200 euro penalty is required. 11. INDEMNITIES 1. The respective Member of National Associations are responsible for ensuring that their participants have duly completed and signed the official participation forms, thus indemnifying the organisers and ETU, its officials and other contestants from any claims of injuries, losses, fatalities or otherwise arising in the course of participation in this championship or any activity. 2. The respective Member of National Associations will be responsible for ensuring that all Officials and participants are covered with effective and sufficient insurance cover. 3. Participants who have not duly completed their entry forms, or do not have effective insurance cover will not be allowed to compete at the championships. 12. NATIONAL FLAG AND ANTHEM Every participating Member National Association is required to provide the following items for use during the Opening and/or Closing ceremonies: Two (2) IOC-recognised national flags Size: 90cm x 130cm

12 A USB key of the pertinent IOC-recognised national anthem Items mentioned above must be submitted to the Organising Committee during registration at the Registration Centre. 13. TRANSPORTATION FROM TO AIRPORT For athletes and team officials a bus transport service will be provided free of charge between Rhodes Island Airport and the official Hotel, and from official Hotel to Rhodes Island Airport: Please ensure that on the GMS you enter your team member`s flight arrival and departure information to/ from Rhodes Island Airport no later than the 26 th of April 2017 to ensure appropriate transportation for your team can be made. Teams who choose the official Hotels recommended by the OC will receive FREE transportation from the airport. Transportation between the official hotels and the venue will be provided by the OC. A shuttle service in the morning and evening will be provided. During the day, there will be NO shuttle transportation between the venue and the hotel. The final schedule for the shuttle service will be published before the event. 14. HOTELS Accommodation expenses shall be borne by the participating teams. Reservation shall be made through Gem Travel Rhodes. The official hotel booking form with a list of recommended hotels will be published within a few days.
