1 1. EVENTS Shooting competitions will be conducted from Thursday 25th July 2013 to Saturday 3rd August 2013 and will comprise the following events: MEN 10m air pistol (60 shots) 10m air rifle (60 shots) 50m air pistol (60 shots) 50m rifle 3 positions (3x40 shots) 50m rifle prone (60 shots) 25m rapid fire pistol (60 shots) WOMEN 10m air pistol (40 shots) 10m air rifle (40 shots) 25m pistol ( shots) 50 rifle 3 positions (3x20 shots) 50m rifle prone (60 shots) There will be no team classification. 2. PARTICIPANTS 2.1. Age Eligibility There are no age restrictions for shooting competitions Number of Players Each National Association may enter a maximum number of two (2) competitors per event Non-Starting A fine of USD $20 is levied on each non-starting athlete with the exception of those presenting a doctor's declaration that he/she should not be allowed to start. 3. REGISTRATION 3.1. Preliminary Registration The preliminary registration deadline for the 2013 Deaflympics Shooting Championship with an indication of the probable number of athletes in each event is 21 December Final Registration The final registration deadline for the 2013 Deaflympics Shooting Championship is 24 May Final Entry with the names of each athlete Final entries by name and event must be submitted for the Sofia 2013 Deaflympics on or before 24 May Replacements may be made until 24 June. Changes to final entries made after the closing date for final entries will only be accepted at the discretion of ICSD and will incur a US$20 fee. 4. COMPETITION RULES AND REGULATIONS 4.1. Technical Organisation ICSD is responsible for the technical organisation of the Deaflympics Shooting Competitions Committees Technical Committee: The technical committee will be composed of the ICSD Shooting Technical Director and members appointed by the Organising Committee: 1
2 Mac Adam ICSD Shooting Technical Director 1st Representative from ISSF 2nd Representative from ISSF Sports Liaison Officer (Organising Committee Representative) Deaf Representative Protest Committee: The Championship Protest Committee shall consist of: Mac Adam ICSD Shooting Technical Director Shooting Head Referee 1st Representative from ISSF 2nd Representative from ISSF Sports Liaison Officer (Organising Committee Representative) 4.3. Competition Rules The Shooting competitions will be conducted in accordance with the Rules and Regulations of the ISSF (Version January 2013). In case of disagreement in the interpretation of the Rules and Regulations, the English text shall prevail. Unforeseen incidents not covered by the Rules and Regulations shall be dealt with as follows: Cases of a general nature will be resolved in accordance with the Deaflympics Regulations, General Technical Rules Summer Deaflympics and this Shooting Technical Regulations Technical questions related to competition rules shall be resolved according to the ISSF Rules and Regulations Only athletes who comply with the Deaflympics Regulations are entitled to take part in the Deaflympics Shooting Competitions Competition Equipment All equipment used during competitions will comply with the ISSF Rules and Regulations Competition Clothing It is the responsibility of the competitor to appear on the ranges dressed in a manner appropriate to a public event. This must be controlled by the Technical Committee. Clothing made of camouflage material is prohibited Draw The assigned shooting stations and times for each competitor in each competition will be determined by drawing of lots. Each event draw will take place two days prior to the competition. The draw will be done by the Technical Director in accordance with ISSF rules, under the supervision of the Technical Committee for that event Competition Plan Elimination, Qualification and Finals The Deaflympics shooting competitions will be organized with qualification and final rounds. If the number of shooters exceeds the usable capacity of the range, elimination must be conducted following the ISSF Special Technical Rules for the event in question. The eight (8) highest scoring athletes except 25m rapid fire pistol event (six (6) highest scoring athletes) in the qualification rounds will advance to the final 2
3 rounds Qualification Rounds Shots in the qualification rounds will be scored on the basis of the standard 10, 9, 8, etc. point system Final Rounds To score final round shots, each whole number scoring ring is further subdivided into tenths. Thus, the highest value counts as 10.9 points, the lowest value 10 counts as 10.0 points. The highest value 9 counts as 9.9 points, etc m air rifle and 10m air pistol The Air Rifle and Air Pistol competitions will be fired at a distance of 10m using international targets where one shot shall be fired at each target for both the rifle event the pistol event. All firing is done from the standing position. For each competition, the number of shots and the total time limits are: Note: The Combined Preparation and Sighting Period of 15 minutes starts before the published start time of the event MEN 10 m Air Rifle 60 shots using Target Carriers 1 hour 15 minutes WOMEN 10 m Air Rifle 40 shots using Target Carriers ( Where paper targets are used) MEN 10 m Air Rifle WOMEN 10 m Air Rifle 60 shots using Electronic Targets 1 hour 15 minutes 40 shots using Electronic targets MEN 10 m Air Pistol 60 shots using Target Carriers 1 hour 30 minutes WOMEN 10 m Air Pistol 40 shots using Target Carriers 60 minutes MEN 10 m Air Pistol WOMEN 10 m Air Pistol 60 shots using Electronic Targets 1 hour 15 minutes 40 shots using Electronic Targets m pistol (60 shots) - Men only The free pistol competition will be fired in six series of 10 shots from a distance of 50m using international targets with 5 shots on each target. The total time limit, including sighting shots, is 2 hours. An unlimited number of sighting shots shall be fired only before beginning of competition shots m pistol (30+30 shots) - Women only The 25m pistol competition will be fired in two stages of 30 shots each. Before the beginning of each stage, the shooter may fire one sighting series of 5 shots. The precision stage includes six series of 5 shots in 5 minutes. The rapid fire stage includes six series of 5 shots. During each series the target is shown five times. Each times for three seconds. The time between each appearance must be seven seconds. One shot only will be fired during each "appearance" of the target. All shooters must complete the precision stage before the rapid fire stage may begin m rifle 3 positions 3
4 The small-bore rifle competition (three positions) will be fired at a distance of 50m, using the international targets. One shot shall be fired at each target from all positions. Time limits for all sightings and record shots are: Note: The Combined Preparation and Sighting Period of 15 minutes starts before the published start time of the event Men ( 3x40 shots) Will be fired in block time with shooters changing positions on their own. Total time limit would be 3 hours, 15 minutes using Target Carriers ( Where paper targets are used) Men ( 3x40 shots) Will be fired in block time with shooters changing positions on their own. Total time limit would be 2 hours, 45 minutes using Electronic targets Women ( 3x20 shots) Will be fired in block time with shooters changing positions on their own. Total time limit would be 2 hours, using Target Carriers ( Where paper targets are used) Women ( 3x20 shots) Will be fired in block time with shooters changing positions on their own. Total time limit would be 1 hours, 45 minutes using Electronic targets Men and Women: 50m 3 Position Events must be fired in order: Kneeling Prone Standing. Men and Women: Sighting shots (unlimited in number) must be fired only before the beginning of each match position. Once the first record shot has been fired, no further sighting shots are allowed unless permitted by the Technical Committee Men's event only: The minimum changeover time between positions is 10 minutes. Men and women: Sighting shots (unlimited in number) must be fired only before the beginning of each match position. Once the first record shot has been fired, no further sighting shots are allowed unless permitted by the Technical Committee m rifle prone (60 shots) - Men and Women The competition will be fired in the prone position at a distance of 50m, using international targets where one shot shall be fired at each target. There will be a time limit of 1 hour for all sighting and record shots. Each shooter is entitled to unlimited sighting shots, which must be fired before the start of the competition. 4
5 Note: The Combined Preparation and Sighting Period of 15 minutes starts before the published start time of the event Men 50m Rifle Prone 60 shots using Target Carriers 1 hour 60 shots using Electronic Targets Women 50m Rifle Prone 60 shots using Target Carriers 1 hour 60 shots using Electronic Targets m rapid fire pistol (60 shots) - Men only The ISSF target for the Rapid Fire Pistol, which is divided into 5 scoring zones, will be used. Targets will be set up in groups of five, 0.75m apart centre to centre, at a distance of 25m. The competition shall consist of 60 shots divided into two stages of 30 shots each. Each stage includes six (6) series of five (5) shots each, two in 8 seconds, two in 6 seconds and two in 4 seconds. Before the beginning of each stage, the shooter may fire one sighting series of five shots in either 8, 6 or 4 seconds. 25m Rapid-Fire Pistol Men:. Rules are essentially unchanged from the rules Principles of New Finals Qualification:. Qualification courses of fire and rules remain the same as they are now. The purpose of the Qualification is to advance the eight (or six in 25m RFP) best athletes to the Finals. Start at Zero:. Qualification scores are no longer carried forward. Almost all sports have finals that begin as new contests. Shooting long had difficulties in explaining why some athletes in its Finals start with advantages. More Shots in Finals:. Since the new Shooting Finals will start at zero, the number of shots in Finals was increased to ensure that they are a true test of skill. Eliminations of Lowest Ranked Finalists: After firing an initial series of shots, the lowest ranked finalists are progressively eliminated until two athletes remain to fight for the gold medal. Variations for Different Events:. All shooting events do not use the same Finals Format; different disciplines or event groups have different Finals formats to reflect the fact that all shooting events are not the same. The most dramatic ways to present each event were sought. Scoring for the 25m Pistol Finals uses hit-miss scoring, but tenth ring scoring is retained for the 10m and 50m Rifle and Pistol Events. Shotgun and 25m Pistol Women Finals use Quarterfinal and Semi-final Stages to identify the athletes who will compete in bronze and gold medal duels while other events use a series of eliminations to reach gold medal duels. 25m Pistol Women duel will use a point system to decide winners 5
6 4.7.9 Competition formats for the new Finals: 10m Air Pistol Men and Women, 10m Air Rifle Men and Women, 50m Rifle Prone Men and 50m Pistol Men. Eight qualifiers advance and start at the same time. All finalists fire two series of three shots. Single shots begin with shot number seven, with the lowest ranking finalist being eliminated after every two shots (#8, #10, #12, #14, #16 and #18). After 18 shots, two athletes remain to fire two additional shots to decide the gold and silver medal winners. 25m Rapid-Fire Pistol Men:. Rules are essentially unchanged from the rules. 25m Pistol Women:. Eight qualifiers advance and start at the same time. The Finals consists of two stages, an Elimination Stage and a Duel Stage. All scoring is hit-miss. The Elimination Stage consists of five (5) 5-shot rapid-fire series with all eight finalists firing at the same time. In the Duel Stage, the third and fourth place athletes from the Elimination Stage compete for the bronze medal and the first and second place athletes from the Elimination Stage compete for gold. The gold medal duel is fired after the bronze medal duel. Duels are decided by a point system where the best score in each 5-shot series receives two points and tied scores each receive one point each. Duel winners must score seven points. 5. VENUES 4.8. Officials Judges The judges shall be fully qualified and certified by the ISSF. The juries selected by the Organising Committee will supervise the running of the shooting competitions Appointment The Organising Committee shall appoint an appropriate number of judges Competition Venues The 2013 Deaflympics Shooting Championship will take place at Geo Milev Shooting Range Shooting Range One 50m shooting range (rifle and pistol), 40 ranges One 25m pistol range, 40 ranges One 10m air gun range, 28 ranges Indoor Range Light Requirements (Lux) Indoor Range for General Minimum Recommended Minimum Targets Minimum Recommended Minimum 10m m RT m m Finals Ranges must have a minimum general lighting of 500 lux and minimum of 6
7 1000 lux on the firing line,. For new ranges lighting of about 1500 lux on the firing line is recommended All Indoor Ranges All indoor ranges must have artificial illumination providing the necessary amount of light without glare or distracting shadows on the targets or firing points. The background area behind the targets must be a non-reflecting, light even neutral colour Measuring target illumination must be done with the measuring device held at the level of the target and pointed toward the firing point (A) Training Venues The training venue is the same as the competition venue. 6. SCHEDULE 6.1. Competition Schedule Refer to competition schedule on the official Deaflympics website; Training Schedule Refer to training schedule on the official Deaflympics website; Technical Meeting Date and Location The first Technical Meeting will be held at (time) on (date) July 2013 at (Name of the venue). The second Technical Meeting will be held at (time) on (date) August 2013 at (Name of the venue) Attendance Each participating National Association may be represented by two officials, of whom at least one must be deaf and, if necessary, an interpreter. 7. CONTROL AND SANCTIONS 7.1 Hearing Devices The use of any hearing aid(s)/amplification or external cochlear implant parts is strictly forbidden from the restricted zone area Restricted Zone Area The restricted zone area is in effect from the time athletes enter on the shooting platform area during the warm-up and competition period Violation and Penalty When this rule is violated, the match shall immediately be stopped and the offending player/s will be disqualified from the event. Refer to Audiogram Regulations, 8: Violations and Penalties. 7.2 Medical Control Refer to General Technical Rules - Summer Deaflympics, Article 4 - CONTROL AND SANCTIONS. 7
8 8. PROTESTS 8.1. Procedure for lodging a protest All sport related protests will be resolved in accordance to the ISSF Rules and Regulations and will be managed by the Shooting Protest Committee. Any official protest must be submitted in writing in English on the Official Deaflympics Protest Form. The form must be given to the ICSD Technical Director with USD $50 within 60 minutes after official posted results The ICSD Technical Director will decide whether the protest is sporting related or eligibility related. The Deaflympics Shooting Protest Committee will review all sport related protests, and the ICSD Representative will review all eligibility protests. The deposit of USD $50 will be returned to the appellant only if the protest is considered valid Procedures for reviewing a protest The Protest Committee will meet in the Technical Director s office at (name of the venue) at a time decided upon by the ICSD Shooting Technical Director. The ICSD Technical Director will be the chairperson of the committee. The Sports Liaison Officer (SLO) will be responsible to book the meeting room and interpreters. The Sports Liaison Officer (SLO) will contact all members of the Protest Committee to inform them of the meeting time and location. The ICSD Technical Director will be responsible for liaising with the State Sports Association's Competition Manager. The Sports Liaison Officer (SLO) will be responsible for informing Deaflympics Headquarters and the ICSD Technical Director will be responsible for informing ICSD Executive Committee about the protest and also the outcome of the protest. 8
