ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors) and Rule 43 (World Anti-Doping Code and the Olympic Movement Code on the Prevention of Manipulation of Competitions). Only those athletes who comply with the Olympic Charter may participate in the Olympic Games Tokyo Additional IF Eligibility Criteria: To be eligible to participate in one (1) or more events in Shooting at the Olympic Games Tokyo 2020, athletes must have achieved a Minimum Qualification Score (MQS) in designated Qualifying Competitions for each event in which they are entered. An MQS can only be achieved in elimination or qualification rounds of Olympic events in World Championships, World Cups, World Cup Finals, Continental Championships, Continental Games or special designated Qualifying Competitions that take place between 24 July 2018 and 30 April The list of Qualifying Competitions is published in the ISSF Calendar on the ISSF website [ Required Minimum Qualification Scores (MQS) are: Men 10m Air Rifle Men 595,0 50m Rifle 3 Positions Men m Air Pistol Men m Rapid Fire Pistol Men 560 Trap Men 112 Skeet Men 114 Women 10m Air Rifle Women 590,0 50m Rifle 3 Positions Women m Air Pistol Women m Pistol Women 555 Trap Women 92 Skeet Women 92 Mixed Team 10m Air Rifle Mixed Team 790,0 10m Air Pistol Mixed Team 742 Trap Mixed Team 122 Each athlete who is entered as a team member in a Mixed Team event must have obtained an MQS in the corresponding individual event. QUALIFICATION PATHWAY QUALIFICATION PLACES Qualification Procedure: Quota places can be obtained in designated ISSF Championships that are conducted according to ISSF Rules [ and take place between 1 September 2018 and 30 April Quota places can be obtained at the following Championships: ISSF World Championship 2018 in Changwon, KOR ISSF World Cups 2019 Designated Continental Championships or Games 2018, 2019 & 2020 Mixed Team event quotas can only be obtained in the 2018 World Championships Changwon where a maximum of two (2) teams per NOC may be entered in each Mixed Team event and where a maximum of one (1) quota per NOC may be earned in each Mixed Team event. A quota place can only be obtained if the result achieved by the athlete or Mixed Team in the qualifying competition where the quota is obtained is equal to or higher than the MQS for that event. One (1) athlete can obtain only one (1) quota place for his/her NOC, except that Mixed Team event quotas are obtained by the NOC and the athletes who are members of those teams are still eligible to obtain quota places in individual events. If a quota place in an individual event is achieved by an athlete who has already obtained a quota place in any other individual event, the quota place must be granted to the next highest placed athlete in that event. The same rule applies when the NOC of an athlete has already obtained the maximum number of quota places in that event. The ISSF Executive Committee will determine the locations of international competitions that are designated as Qualifying Competitions and these will be published on the ISSF website [ For all Qualifying Competitions, applicable ISSF Technical Rules (latest English version) will govern the competition. Ties for quota places will be broken in accordance with applicable tie-breaking rules in the most recent edition of the ISSF Technical Rules English Version [ For World Cups or separate MQS competitions, each ISSF Member Federation may enter a maximum of three (3) athletes per individual event who are eligible to compete for quota places and, if the schedule allows, a maximum of two (2) additional athletes who are only eligible to compete to obtain MQS. 4 In accordance with these Qualifying regulations, the table below specifies the number of quota places per event that are available at each Qualifying Competition. The highest placed athletes will obtain one (1) quota place for his/her NOC according to the table below, respecting the maximum number of athletes per NOC specified in paragraph B. Athletes Quota. Mixed Team: Mixed Team entries may come from athletes entered in Mixed Team quota places obtained at the 2018 WCH Changwon, KOR and from double starters who are also entered in individual events. World Ranking: After the qualification period ends and all member federations/nocs receive the official List of Quota Places, the ISSF will check each individual Olympic Event World Ranking List (dated 30 April 2020) in the order of the events listed in the distribution table starting with AR60, FR3X40 etc. The highest ranked athlete not yet qualified in any event and provided that the athlete s NOC does not have a quota place in that specific event, then the athlete will obtain one (1) quota place. These quota places are allocated to the athletes by name. In case there are no eligible athletes in a specific event the quota place will be allocated to the NOC that has no athletes in any Shooting event but has the athlete with the highest MQS result in that event. If there is a tie, the quota will be awarded to the NOC with the higher number of athletes with MQS results in that event. If there is still a tie, the quota will be awarded to the NOC with the highest number of MQS results in that event. Page 4/9

5 HOST COUNTRY PLACES The Host Country is guaranteed twelve (12) quota places, one (1) in each of the individual events. Host Country Places will only be granted in these events if the Host Country did not obtain a quota place in that event during the qualification period. Host Country Places that are granted will be included in the list of quota places that will be sent by the ISSF to NOCs for confirmation after the end of the qualification period (see paragraph E. Confirmation Process for Quota Places for more details). TRIPARTITE COMMISSION INVITATION PLACES 24 Tripartite Commission Invitation Places are available to eligible NOCs for the Shooting events in the Olympic Games Tokyo These 24 Tripartite Commission Invitation Places are distributed so that a maximum of two (2) Tripartite Commission Invitation Places will be awarded in each individual event. On 14 October 2019, the International Olympic Committee will invite all eligible NOCs to submit their requests for Tripartite Commission Invitation Places. The deadline for NOCs to submit their requests is 15 January 2020.The Tripartite Commission will confirm, in writing, the allocation of invitation places to the relevant NOCs after the end of the qualification period for the concerned sport. Tripartite Commission Invitation Places will be given to countries eligible according to IOC Rules, but only to NOCs that have no quota places in Shooting. A maximum of only one (1) Tripartite Commission Invitation Place per NOC will be granted. Detailed information on Tripartite Invitation places is contained in the Games of the XXXII Olympiad, Tokyo Olympic Games Tripartite Commission Invitation Places - Allocation Procedure and Regulations. E. CONFIRMATION PROCESS FOR QUOTA PLACES The ISSF will publish on its website a list of quota places obtained for each of the 15 Olympic events. This list will specify the number of quota places per event that each NOC has obtained. This list of quota places will be submitted to all NOCs and all ISSF Member Federations within two (2) weeks after the Qualifying Period, but not later than 14 May The list with the names and scores of all athletes who have obtained an MQS will be available on the ISSF website. The ISSF will send the respective NOC a letter informing the NOC of this athlete s eligibility to receive a World Ranking Individual Quota Place. The NOCs will then have two (2) weeks to confirm whether they wish to use these quota places to enter qualified athletes in the Olympic Games Tokyo If an NOC enters one (1) athlete as a double starter in any event in which that NOC has also obtained the maximum number of two (2) quota places, the unused quota place must be returned to the ISSF for reallocation (see also the definition of double starters in paragraph G. General Principles Regarding the Use of Double Starters). An NOC/ISSF Member Federation may request to change a maximum of one (1) quota place in one (1) event for one (1) quota place in another event within the same gender if available and if the NOC does not have the maximum number of quota places for that event, with the exception of the places obtained Page 5/9

6 via the World Ranking. Applications for quota place changes must be received by the ISSF not later than 14 days after the list of quota places is submitted to the NOCS and ISSF Member Federations. F. REALLOCATION OF UNUSED QUOTA PLACES Qualification places & World Ranking: If an allocated quota place is returned or is not accepted or confirmed by the NOC or if there is an unused World Ranking Quota Places (because there is no eligible athlete), that quota place will be reallocated to an NOC that does not have any quota place or Tripartite Invitation Place for the Olympic Games Tokyo The reallocation of these unused quota places will be done in the same event. Each unused quota will be reallocated to the NOC that has no Shooting quotas but has the athlete with the highest MQS result in that event. If there is a tie, the quota will be awarded to the NOC with the higher number of athletes with MQS results in that event. If there is still a tie, the quota will be awarded to the NOC with the highest number of MQS results in that event. The reallocation of quota places is linked to the event and gender of the returned quota place. All reallocated quota places are given to the NOC and not to a specific athlete. Mixed events: If an allocated Mixed Team quota place is not confirmed by the NOC before the quota place confirmation deadline or is declined by the NOC, this quota place will be reallocated to the team that obtained the next highest rank in the WCH 2018 in Changwon in that event. All reallocated quota places are given to the NOC and not to a specific athlete. Athletes who were members of teams that obtained Mixed Team quota places are eligible to obtain a quota in an individual event. REALLOCATION OF UNUSED HOST COUNTRY PLACES Unused Host Country Place(s) will be reallocated to the NOC(s) that does not have any quota place or Tripartite Invitation Place for the Tokyo 2020 Olympic Games. REALLOCATION OF UNUSED TRIPARTITE COMMISSION INVITATION PLACES If the Tripartite Commission is not able to allocate a Tripartite Commission Invitation Place, it will be reallocated to an NOC that does not have any quota place or Tripartite Invitation Place for the Tokyo 2020 Olympic Games. The reallocation of these unused quota places will be done in the same event as the unused quota. Each unused quota will be reallocated to the NOC that has no Shooting quotas but has the athlete with the highest MQS result in that event. If there is a tie, the quota will be awarded to the NOC with the higher number of athletes with MQS results in that event. If there is still a tie, the quota will be awarded to the NOC with the highest number of MQS results in that event. The reallocation of quota places is linked to the event and gender of the returned quota place. All reallocated quota places are given to the NOC and not to a specific athlete. Page 6/9

GENERAL PRINCIPLES REGARDING THE USE OF DOUBLE STARTERS DOUBLE STARTERS Double Starters are athletes who have an Aa accreditation and, who are entered by their NOC in a specific event where their NOC has obtained a quota place and where the athlete has achieved the required MQS, and who are also entered in another event where the athlete also has the required MQS. Double Starters may be entered in other Shooting events provided they have achieved the required MQS and the NOC maximum quota per event is not exceeded. Page 7/9
