QUALIFICATIONS In accordance with Article 4: Qualification of Contestant of the WT Competition Rules, the contestant must be: CRITERION #1: Holder of the nationality of the participating team CRITERION #2: An athlete must be nominated by the pertinent national taekwondo association that is recognised by the World Taekwondo CRITERION #3: Holder of the Kukkiwon Dan Certificate (* A copy of the Dan certificate should be enclosed when registering for accreditation. Single elimination tournament ii. Grade: G6 (Only for the World Taekwondo Junior Championships) iii. Number of Courts: Five (5) iv. Maximum quotas per MNA: One (1) athlete per weight division 7. CONTEST TIME i. Option 1: 1 minute 30 seconds x 3 rounds with 1 minute break (in the event that the number of participating athletes is overwhelming and exceeds the expected number of athletes) for preliminaries till quarter-finals, and 2 minutes x 3 rounds with 1 minute break for semi-finals and finals. ii. iii. WT GLOBAL LICENCE & ONLINE REGISTRATION All Athletes and Team officials must FIRST be registered with a WT Global Athlete Licence (GAL) or Global Official Licence (GOL). i. WT Online Registration Online National Team Entry will only be accepted through the WT online registration system, and registration is only possible with an approved WT Global Licence and WT Event Pass. MNA assigned GMS admins will be notified via once online registration is open. 11. ENTRY FEES The OC shall collect the entry fees from the participating national teams. The national team shall pay an entry fee to the Organizing Committee by cash in US$ only at the WT Registration Center in prior to the start of the competition. Athletes shall not be allowed to compete without successful payment of entry fee to the Organizing Committee. Early Bird DISCOUNTED REGISTRATION FEES: A discount will be given to national teams that complete their registration during this period. $ 75 USD per athlete Discounted entry fee period will begin on Monday January 29 th, 2018, 17:00 local Swiss time. Discounted entry fee period will end on Tuesday February 13 th, 2018, 17:00 local Swiss time. REGULAR ENTRY FEES: The national teams completing their registration during this period will be charged the regular registration fee. $ 100 USD per athlete. IMPORTANT DATES & INFORMATION i. In case of replacement of an injured athlete, an MNA may replace this athlete no later than April 1 st, :00 Local Swiss Time. ii. The registered athletes (only injured athlete) or team officials may be replaced st without any penalty until April 1, :00 Local Swiss Time. iii. Entry fee of US$100 per athlete will not be charged in case of cancellation of participation until March 13 th Entry fee must be paid in case of the cancellation of participating athletes after March 13 th or no-show. Athletes: Member National Associations can submit entry for a maximum of 10 male and 10 female athletes. Athletes: Member national associations have to submit entry online by logging into the WT GMS. No entry will be accepted or modified at the accreditation center(s) in. Team officials: Member national association have to register online by logging in to the WT GMS for maximum one (1) Head of team per country, one (1) manager per team, two (2) coaches per team, one (1) team doctor per team, two (2) trainers per team. MNA officials: three (3) Member National Association (MNA) officials per country can be registered online by logging in to the WT GMS. Penalty: Penalty of US$100 per person shall be paid to the Organizing Committee at the accreditation center in in the following cases. 1) Any team official who is not registered online wants to be accredited at the accreditation center in although the total number of team officials does not exceed the designated number, 2) In case of exceeding designated number of MNA officials wants to be accredited at the accreditation center in or any MNA official who is not registered online wants to be accredited at the accreditation center in. Any changes or additions that are made to a national team list after close of final online registration will be charged a US$100 penalty in addition to the registration fees. This penalty will be considered the onsite fee for approved additions or changes to the national team list. Any WT Global Licence registration completed onsite will be charged a US$50 onsite processing fee for each WT Global Licence required. 5

Individual Awards Medals will be awarded to the top four athletes in the respective classifications and weight divisions of the pertinent championships: 1 st PLACE: GOLD MEDAL & CERTIFICATE 2 nd PLACE: SILVER MEDAL & CERTIFICATE 3 rd PLACE: BRONZE MEDAL & CERTIFICATE 3 rd PLACE: BRONZE MEDAL & CERTIFICATE ii. Team Awards Based on the point system below, the top five (5) teams of the Men s division and the top five (5) teams of the Women s division will receive trophies: RATIONALE NO. The appointed international referees shall officiate at both 2018 World Taekwondo Junior Championships and World Taekwondo Qualification Tournament for Buenos Aires 2018 Youth Olympic Games. The following conditions shall apply: i. International Referees are required to pay for their own roundtrip airfares. ii. The Organizing Committee shall pay for the expenses for eleven (11) nights stay of room and board. Check-in: April 3 / Check-out: April 14 iii. The Organizing Committee shall pay a per diem of US$100 to the selected International Referees for competition period (total seven days, including one day break between two events; US$800 per referee). 6

TECHNICAL DELEGATE AND COMPETITION SUPERVISORY BOARD The WT will appoint one (1) Technical Delegate and four (4) members of the Competition Supervisory Board who shall oversee 2018 World Taekwondo Junior Championships and World Taekwondo Qualification Tournament for Buenos Aires 2018 Youth Olympic Games. The following conditions shall apply: i. The Organizing Committee shall pay for the expenses of room and board for the Technical Delegate and CSB members with eleven (11) nights stay of room and board. Check-in: April 3 / Check-out: April 14 ii. The Organizing Committee shall pay a per diem of US$100 to the Technical Delegate and the members of the Competition Supervisory Board for competition period (total eight days, including one day break between two events; US$800 per person). 17. WT-RECOGNIZED TAEKWONDO UNIFORM (DOBOK) AND PROTECTIVE EQUIPMENT i. Daedo Protector and Scoring System (PSS) including Head PSS will be used for the competition. ii. Participating contestants are required to wear WT-recognized doboks and WTrecognized protective equipment. The latest version of WT-recognized manufacturers list is available at the website of WT ( iii. The Organizing Committee will provide Protector and Scoring System (PSS) to the participating contestants. Participating contestants are required to bring their own groin guards, mouthpieces, gloves, sensing socks and shin and forearm guards for their personal use. iv. Before entering the field of play, all contestants will proceed to the inspection desk for inspection of their doboks and protective equipment. Any contestant who wears unofficial doboks or protective equipment will not be permitted to compete. v. Instant Video Replay (IVR) System will be used. vi. Wireless communication system between referee and review jury will be used from Semi-Final. 18. IDENTIFIATION OF NOC CODE AND MANUFACTURER i. National flag shall be located between 3cm and 3.4cm below the right shoulder line of upper garment. ii. NOC Code is a three-letter National Olympic Committee abbreviation, and it shall be printed at the back in black and centred at 5cm or higher from the bottom line of the upper garment within the size of 30cm width x 12cm height. The font of the letters shall be in bold Verdana. iii. Manufacturer s identification (name, designation trademark, logo or any distinctive sign of the manufacturer) shall be located one per garment within 20cm2 except at the location of the WT or WTF logo. 7

The WT Anti-Doping Rules, and where necessary the Code of the World Anti-Doping Agency, shall apply throughout the competitions. ii. Compulsory anti-doping tests will be carried out for all medallists as well as random selection basis. The WT and/or WADA may carry out random out-of-competition testing prior to the competition. Therefore, all participating contestants are required to submit their latest and most accurate Athlete Location (Whereabouts Info) Forms to the WT. iii. TUE (Therapeutic Use Exemption) Athletes who take any substance or medicine listed in the Prohibited List of the WT Anti-Doping Rules and Anti-Doping Code of World Anti-Doping Agency (WADA) for therapeutic purposes are requested to visit the website of World Taekwondo to download TUE application form at and report to the WT anti-doping coordinator at by no later than March 6 th, For more details, please see the following page of the WT website: For ADAMS login, please contact National Anti-Doping Organization (NADO) in your country or WT anti-doping coordinator at marcoienna@wtf.org 20. HEAD OF TEAM MEETING & DRAWING OF LOTS SESSION i. The head of team meeting and the drawing of lots session shall be conducted on April 4, 2018 for World Taekwondo Qualification Tournament for Buenos Aires 2018 Youth Olympic Games and on April 8, 2018 for the 2018 World Taekwondo Junior Championships, in the presence of the WT officials and the representatives of the participating nations. ii. The method and order of the draw may be changed depending on the decision of the Technical Delegate. iii. Depending on the decision of the Technical Delegate, WT officials or Organizing Committee volunteers could be designated to draw lots on behalf of the officials of the participating nations who are not present at the time of the lot drawing session. 21. WEIGH-IN i. Weigh-in of the contestants shall be completed one day before their scheduled competition day. ii. During the weigh-in, male contestants shall wear underpants and female contestants shall wear underpants and brassieres. However, contestants may weigh-in in the nude if they want to do so. 22. INDEMNITIES i. The respective national taekwondo associations shall be responsible for ensuring that all officials and participants are covered with effective travel & medical insurance coverage. ii. Participants without proper insurance coverage will not be allowed to compete at the 8

COACH s ATTIRE All Coaches are required to wear formal suit such as tie, jacket, dress shirt (long or short), and trouser during all matches. If any coach refuses to wear abovementioned attire, he or she won t be coaching for 2018 World Taekwondo Junior Championships and World Taekwondo. 26. TEAM DOCTOR s MEETING In order to receive accreditation card, all registered team doctors or physicians must attend team doctor s meeting on either April 4 th or April 8 th. 9

Qualification System 4.1 The qualification places obtained for the Youth Olympic Games will be allocated to the pertinent NOC. 4.2 The Qualification Tournament for Buenos 2018 Youth Olympic Games will be held in conjunction with the 2018 World Taekwondo Junior Championships in but as a separate event. 4.3 An NOC, through its WT Member National Association, may enter in the World Taekwondo a maximum of three (3) men and three (3) women athletes, with one (1) athlete maximum per weight category. 4.4 There will be five weight categories for each male and female division in the YOG Qualification Tournament. 4.5 The eight (8) best ranked athletes in each weight category will earn their NOC a qualification place, in the respective weight category, however, for the weight categories in which the Host Country elects to use its Host Country places, only the (7) seven best ranked athletes, in this weight category, will earn a qualification place for their NOC. 4.6 A single elimination system will apply to the qualification tournament. The rank of the top 16 athletes per weight division shall be classified as follows: 1st: Winner of the final match 2nd: Loser of the final match 3rd: Loser to the 1st placed winner in the semi-final 4th: Loser to the 2nd placed winner in the semi-final 5th: Loser to the 1st placed winner in the quarterfinal 6th: Loser to the 2nd placed winner in the quarterfinal 7th: Loser to the 3rd placed winner in the quarterfinal 8th: Loser to the 4th placed winner in the quarterfinal 9th: Loser to the 1st placed winner at round of 16 10th: Loser to the 2nd placed winner at round of 16 11th: Loser to the 3rd placed winner at round of 16 12th: Loser to the 4th placed winner at round of 16 13th: Loser to the 5th placed winner at round of 16 14th: Loser to the 6th placed winner at round of 16 15th: Loser to the 7th placed winner at round of 16 16th: Loser to the 8th placed winner at round of Based on result of the World Taekwondo Qualification Tournament for Buenos Aires 2018 Youth Olympic Games, all ranked athletes will be seeded in the order of their 11

12 2018 World Taekwondo Junior Championships and World Taekwondo (April 6-13, 2018) /, Tunisia ranks in the YOG, while the rest of the athletes will be drawn randomly 4.8 Host Country Representation: The host country shall not participate in the qualification tournament, as it shall be automatically qualified in three (3) men's event and three (3) women's events. For the YOG, all the six (6) athletes shall be seeded in 4 th place. 4.9 Universality Places: To be eligible to receive Universality Places, athletes must comply with the Eligibility criteria as defined under this document. Should the technical level allow it, twenty (20) Universality places will be allocated to eligible NOCs. 5. Confirmation process for quota places 5.1 Confirmation process for qualification places: The WT shall confirm to the NOCs their qualification places immediately following the qualification event. NOCs will then have up to two (2) weeks to confirm in writing to the WT and BAYAGOC the use of these qualification places. 5.2 Confirmation process for host country places: The host country shall confirm in writing to the WT and BAYAGOC the weight categories in which it will enter athletes. 6. Reallocation of unused quota places 6.1 Reallocation of unused qualification places: Unused qualification places will be allocated to the NOCs of the next best ranked athletes not yet qualified, in the respective weight category, pending the maximum quota per NOC is not exceeded. 6.2 Reallocation of unused host country places: For the weight categories in which the host country does not use its host country places, the 8 th best ranked athlete, in this weight category, will earn a qualification place for his/her NOCs. 6.3 Reallocation of unused Universality Places: Any unused Universality Places, including those returned after the final allocation by the YOG Tripartite Commission, will be reallocated to the NOCs of the next best ranked athletes from the YOG Qualification tournament not yet qualified, on condition that the maximum quota per NOC is not exceeded. 7. Conditions for Participation 8.1 Round trip airfare and accommodation: Round trip airfare and and accommodation charges of room and board shall be borne by the participating National Association. 8.2 Entry fees: Same principles as World Taekwondo Junior Championships will be applied. Please see the article 11 of the outline of the World Taekwondo Junior Championships. Entry fees for all participants for 2018 World Taekwondo Junior Championships & World Taekwondo Qualification Tournament for Buenos Aires 2018 YOG shall be paid separately. 9.
