3 Foreword This report was prepared from the Corporate Data Environment databases available free at the OECD website and it serves as an example of the wealth of information available there. For more detailed data on any part of this publication please go to That portal also allows access to data on countries, years and sectors not included in this document. This study presents tables and charts about activities funded by Official Development Assistance (ODA) to development countries reported to the DAC (Development Assistance Committee). The latest available data relate to These data have been provided by DAC members, multilateral institutions and other donors. Complete records from 1973 onwards are available on the yearly International Development Statistics CD-ROM, and on the DAC site: In case of long-time series used in the report the amounts are expressed in 2003 USD prices in order to make them comparable. In all other cases current USD prices were adopted. In order to facilitate interpretation all the report is based on the full list of 50 Least Developed Countries as of Please note that this list has been the subject to modifications through the past years. In case of table 2.1.b. and the last field of table 2.3. the share of aid to the LDCs was calculated after exclusion of donor s ODA to recipient countries with unallocated income group. Unless otherwise stated all tables and charts are based on net disbursement data from all donors (DAC countries, multilateral donors and non-dac donors reporting to the OECD) derived from DAC database. An exception is the Aid Distribution by Sector chapter which is based on commitments and only on data from DAC countries and multilateral donors derived from CRS datasets. Discrepancies may occur if the data are based on difference sources. For example data based on commitments will vary from data extracted on disbursement basis. BASIC DEFINITIONS ODA DAC COMMITMENT DISBURSEMENT OFFICIAL DEVELOPMENT ASSISTANCE. Grants or loans to countries and territories on Part I of the DAC List of Aid Recipients (developing countries) which are: (a) undertaken by the official sector; (b) with promotion of economic development and welfare as the main objective; (c) at concessional financial terms [if a loan, having a grant element of at least 25 per cent]. In addition to financial flows, technical co-operation is included in aid. Grants, loans and credits for military purposes are excluded. DEVELOPMENT ASSISTANCE COMMITTEE. The committee of the OECD which deals with development co-operation matters. The members of the DAC are: Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Greece, Italy, Ireland, Japan, Luxembourg, the Netherlands, New Zealand, Norway, Portugal, Spain, Sweden, Switzerland, the United Kingdom, the United States and the European Commission. A firm obligation expressed in writing and backed by the necessary funds, undertaken by an official donor to provide specified assistance to a recipient country or a multilateral organisation. Commitments are recorded in the full amount of expected transfer, irrespective of the time required for the completion of disbursements. The release of funds to or the purchase of goods or services for a recipient; by extension, the amount thus spent. Disbursements record the actual international transfer of financial resources, or of goods or services valued at the cost of the donor. 3
