3 Introduction This document outlines the Archery Australia National High Performance Structure (NHPS) and how athletes will be selected for the various levels of the program as well as selection for future international teams. The NHPS is a review of the program that has been in operation for 2012/13 but better reflects the Australian Government s Winning Edge Strategy and to ultimately produce Recurve archery Champions at the benchmark events including World Target Championships and Olympic Games. The program will be initially aimed at both recurve with the introduction of compound discipline and later Youth and Para disciplines. World Archery is currently working with the IOC to see the introduction of Compound into the 2020 Olympic Games and the NHPS reflects the long term planning for the introduction of compounds into the Games. The High Performance Manager and National Coaching Director/National Coach will manage the day- to- day operation of the NHPS in consultation with the Archery Australia High Performance Committee of which they shall be members. The Archery Australia High Performance Committee, National Coaching Director and National Coach will report to the Archery Australia Board through the Archery Australia CEO. The NHPS is intended to provide a clear and concise pathway and guidelines for athletes striving for medal winning success. The program includes a mixture of score- related performance requirements as well as mandatory personal training programs and athlete reporting criteria. The main role of the NHPS is the establishment of ongoing management of Shadow Squads and regular athlete reporting. Only athletes who are members of the Shadow Squads and achieve the required performance- related scores and comply with their Personal Training Program and reporting requirements will be eligible for future team selection. Athletes who achieve required performance levels and meet required reporting criteria will be eligible for benefits and support from the NHPS. The Archery Australia High Performance Committee will determine these benefits each quarter based upon athlete numbers and the available budget. National High Performance Structure (NHPS) Page 3

4 NATIONAL HIGH PERFORMANCE STRUCTURE (NHPS) 2013/2016 Goal The NHPS is aimed at achieving medals at World Championships, Olympic Games and World Cups while supporting identified athletes within the program by providing an Athlete Development Pathway. Archery Australia sees the NPHS as an investment in athletes to help them strive and achieve medal success. The program will be centered in Brisbane but where possible athletes will be targeted in each RGB. The NHPS will also identify regional Centres of Excellence who will be appointed to act as local centres where NHPS athletes can train and undertake their daily training activities. The NHPS will also focus on identifying and developing potential High Performance and Regional Coaches to work with the National Coach providing a coaching legacy for the future. Eligibility To be eligible for NHPS Shadow Squad athletes must: Comply with World Archery and IOC eligibility requirements Be an Australian citizen Be and remain a current financial affiliate of AA Shoot the Shadow Squad Minimum Entry Score (SSMES) Agree to the Archery Australia Shadow Squad Team Agreement and Code of Conduct and associated documents by signing, returning and complying with these documents Remain in Good Standing with Archery Australia NHPS Shadow Squad The NHPS requires that all athletes trying for team selection must register annually with the Shadow Squad and must meet the required performance levels and reporting criteria. Annually applications are open from 1 st October each year although additional intakes are invited each quarter commencing 1 st January each year. Only individuals who are members of the NHPS - Shadow Squad and listed within the appropriate SSTS are eligible for team selection for World Championships (Open, Youth and Para), World Cup, Olympic (Paralympic) Games and Commonwealth Games or any other identified international event. To be considered for Team Selection an athlete must be identified in the appropriate SSTS and have been a member of the NHPS Shadow Squad for a minimum of 6 months prior to any selection event or process. To be eligible for the NHPS - Shadow Squad an athlete must initially have shot the SQMES during the designated period and agree to undertake and comply with a Personal Training Program developed by the National Coach and provide reports within agreed timeframes. Once accepted into the NHPS Shadow Squad an athlete whose scores do not allow them to be ranked into a Tier will simply enter the NHPS as a non- Ranked Shadow Squad member. If their SSMES are such that it will allow them to be ranked straight into a Tier, they will advance into the appropriate Tier. To enter the NHPS Shadow Squad or be ranked in a Tier the athlete must achieve a minimum of 3 of the required SSMES or SSTS scores. National High Performance Structure (NHPS) Page 5

Para Archery, Recurve FITA 70/720 and Compound 50/72round. 20 and Under Youth division, Recurve FITA 70/720 and Compound FITA 50/720 rounds Cadet Youth division, Recurve 60/720 and Compound FITA 50/720 rounds The score may be shot within the designated period in a tournament (domestic or international), QRE or approved Shadow Squad QRE Matchplay. For 144 arrow Round scores these will be converted to appropriate 720 arrow round scores using the Archery Australia Rating Tables. Matchplay Bonus Points (MBP) Alternatively one of the SSMES or SSTS scores can be replaced each quarter when an athlete shoots a minimum of 20 MBP. MBP are achieved when an athlete shoots a set (end) score equal to or greater than the score during a Matchplay competition. The Matchplay competition can be a tournament (domestic or international) or approved Shadow Squad Matchplay QRE. The athlete will receive one bonus point for each set/end MBP score shot. 7 The set/end score can be used irrespective of the outcome of the set or ultimately if the match is won or lost. With the MBP the program is attempting to have athletes regularly shoot matchplay events and shoot scores that will generally allow them to win a set/end and ultimately matches in competition. The MBP scores have been based on statistical information as to the scores that are required to win matches, in particular from 1/8 rounds to medal matches. The High Performance Committee reserves the right to regularly review and amend SSTS or MBP at any time to ensure an environment of constant improvement. The Secretary of the Committee shall be the Archery Australia High Performance Manager. Review Process If an athlete does not agree with the Archery Australia High Performance Committee decision they may seek a review by the Committee as follows: Any request must be made to the Committee Secretary within 14 days of the HP Committee s decision being notified to the athlete. Any request for a review must set out the reasons why the athlete is seeking a review. National High Performance Structure (NHPS) Page 7

8 The Archery Australia HP Committee will consider the request for a review within 15 days of receipt and shall inform the athlete of their decision as soon as practical after that. There shall be no right to further review or appeal. Limitations The benefits offered are limited due to resources available to Archery Australia and constraints placed upon Archery Australia by sponsor partners. For this reason, resourcing priorities may impact the level and number of athletes that are provided benefits in particular at the lower level of the program Archery Australia has limited resources; as such, investment of these recourses will only be given to those athletes who show a strong commitment to the NHPS and their own personal success and are likely to meet the goals of the NHPS and Archery Australia. The NHPS will only invest in athletes with demonstrated outstanding potential; the expectation is the athlete s potential will vary with the age and length of experience in the sport. The expectation is that Elite and World Class athletes will always demonstrate a strong commitment to success while there will be a lower expectation for newer, less experienced athletes. The expectation is that Elite and World Class athletes will demonstrate constant improvement while developing athletes will demonstrate quick and continued improvement and development. This will be demonstrated by: Strong competition history History of progression Developing and refining the required technical skills Developing and refining physical resilience Developing and refining a strong mental capacity and resilience Developing and refining the required physical attributes These will be demonstrated by: Ethical behavior and compliance with all codes and policies Undertaking quality coaching Commitment to a Daily Training Environment Commitment to Sport Specific and specialised training programs Commitment to short, medium and long term planning Engagement with Archery Australia, NHPS and service providers Professionalism Strong commitment to the sport and Archery Australia Co- operation and being able to demonstrate team spirit and to work effectively as a team member. Progression Between Tier Levels To remain in the Shadow Squad athletes are expected to demonstrate consistent improvement or progression through the tiers. Athletes who fail to progress or fail to meet minimum score standards for their tier for two consecutive quarters will be reallocated down to the next lower tier. Personal Training Program Each athlete in the NHPS - Shadow Squad will be provided with a Personal Training Program (PTP) designed and administered by the National Coach and Archery Australia High Performance Manager. If the athlete has a personal coach that coach will be consulted in the preparation of the Personal Training Program Failure to comply with the PTP, non- reporting or failure to maintain minimum score levels may result in tier reallocation or expulsion from the NHPS - Shadow Squad. 9 Such tier reallocation shall be at the discretion of the Archery Australia HP Committee and may take into account exceptional circumstances affecting an identified archer s ability to comply with NHPS Shadow Squad requirements. A written application for consideration of exceptional circumstances may be considered and is to be sent to the Archery Australia High Performance Manager. Amendments The Archery Australia High Performance Committee will formally review this procedure annually although the Committee reserves the right to amend this document and conditions at anytime. 10 RECURVE TIER SYSTEM: Elite Tier 1 There can be any number athletes eligible for Elite Tier 1. At the end of each quarter performances for that quarter will be reviewed along with compliance with PTP. If there are more than 3 people (each gender) eligible for Elite Tier 1 the 3 people with the highest performance for that quarter will be eligible for Elite Tier 1 Performance Funding. Other athletes will be eligible for World Class Tier 2 Performance Funding. Athletes who do not achieve Elite Tier 1 performances or fail to comply with PTP for two consecutive quarters will be reallocated to World Class Tier 2. Compliance with Personal Training Program and reporting requirements Elite Tier 1 performance for that quarter. Benefits Eligible for Team Selection to World Cup, World Championships Teams and Olympic Games Top 3 (each gender) eligible for Elite Tier 1 Performance Funding Support Top 3 (each gender) eligible for Elite Tier 1 funding support for travel, accommodation and meals to identified training camps Top 3 (each gender) eligible for support for identified Sports Science/Sport Medicine services Top 3 (each gender) eligible for Tier 1 funding support to attend identified competitions such as World Championships, World Cup, National Championships, Australian Open or RGB Championships. Top 3 eligible for equipment support Top 3 eligible for Tier 1 Incentive Payment for medals at World Championships or World Cups (individual or Team) The amount of performance funding shall be determined quarterly by the HP Committee based on athlete numbers and available funding. World Class Tier 2 There can be any number of athletes eligible for World Class Tier 2. At the end of each quarter performances for that quarter will be reviewed along with compliance with PTP. If there are more than 3 people (each gender) eligible for World Class Tier 2 the 3 people with the highest performance for that quarter will be eligible for Elite Tier 2 Performance Funding. International Tier 3 There can be any number of athletes eligible for International Tier 3. At the end of each quarter performances for that quarter will be reviewed. Athletes who do not achieve International Tier 3 performances or fail to comply with PTP for two consecutive quarters will be reallocated to Tier 4. Compliance with Personal Training Program and reporting requirements. International Tier 3 performances for that quarter. Benefits Eligible for Team Selection to World Cup Invitation to attend identified training camps Limited support to indentified Sports Science/Sport Medicine services Limited support to attend World Cups Development Tier 4 There can be any number of athletes eligible for International Tier 4. At the end of each quarter performances for that quarter will be reviewed. Athletes who do not achieve Development Tier 4 performances or fail to comply with PTP for two consecutive quarters will be reallocated to a non Tier Ranked Shadow Squad. Compliance with Personal Training Program and reporting requirements. Development Tier 4 performances for that quarter. Benefits Invitation to attend Training Camps Shadow Squad (Non- Tier Ranked) There can be any number of athletes who are non- Tier Ranked Shadow Squad members. At the end of each quarter performances for that quarter will be reviewed. Athletes who do not achieve Shadow Squad SSMES performances or fail to comply with PTP for two consecutive quarters will be dropped from the Shadow Squad. Development Tier 4 There can be any number of athletes eligible for International Tier 4. At the end of each quarter performances for that quarter will be reviewed. Athletes who do not achieve Development Tier 4 performances or fail to comply with PTP for two consecutive quarters will be reallocated to a non Tier Shadow Squad member. Compliance with Personal Training Program and reporting requirements Development Tier 4 for the previous quarter Invitation to attend Training Camps Shadow Squad (Non- Tier Ranked) There can be any number of athletes who are non- Tier Ranked Shadow Squad members; at the end of each quarter performances for that quarter will be reviewed. Athletes who do not achieve Shadow Squad SSMES performances or fail to comply with PTP for two consecutive quarters will be dropped from the Shadow Squad. They can enter the Shadow Squad again if, after the next quarter, they shoot the 3 required SSMES. 15 Team Selection Guidelines World Cups Tier1, Tier 2 and Tier 3 athletes will be eligible for selection to World Cups. The selection process shall be- At a time determined by the High Performance Committee they shall go down the Tier 1 Ranking List issuing invitations to athletes. If all positions have not been filled after Tier 1 athletes have been invited; Invitations shall then be issued by ranking to Tier 2 athletes; The final process (if vacant positions still remain) invitations will be issued by ranking to Tier 3 athletes. World Championships, Olympic Games and other Major Competitions Only Tier 1 and Tier 2 will be eligible for selection to World Championships, Olympic Games and other Major Competitions. The selection process shall be At a time determined by the High Performance Committee (as detailed in a Selection Procedure) invitations will be issued to Tier 1 and Tier 2 athletes to participate in a Team Selection Process. Based on the criteria advertised for selection and following the Team Selection Process athletes shall be ranked and such ranking will be presented to the Archery Australia Board for final team ratification. For Olympic Games, Commonwealth Games or teams under the management of external organisations, following the Team Selection Process athletes shall be ranked and such ranking will be presented to the appropriate organisation for final team ratification.
