3 RULES & REGULATIONS The Nebraska State Fair General Livestock Information, Rules & Regulations and Health Requirements apply to this and every department. Please refer to these sections. All animals exhibited in the Open Class Dairy Cattle Department at the Nebraska State Fair must be REGISTERED with their respective breed associations. Each exhibitor must produce a certificate of registry on or before the day of check-in. No photo copies or applied-for registration papers will be allowed. This is the responsibility of each exhibitor. No exceptions will be allowed. All classes will be governed by the rules and regulations of the Purebred Dairy Cattle Association and the Nebraska State Fair. All animals must be registered by the State Fair or they will not be allowed to show. Every female animal over 36 months old must have produced a living calf within 18 months or prove to be with calf. Each exhibitor is limited to two (2) awards in any one (1) class. If less than 12 animals show in a breed, the amount of awards for Champion and Reserve Champion, Junior and Senior, will be reduced by 50%. MILKING FACILITIES The Nebraska State Fair maintains a milking parlor where dairy cattle owners may do their milking. All dairy cows milked in the milking parlor must be free of all antibiotics and RBST. Any dairy exhibitor that does not abide by this will be held liable for any milk that is contaminated by their cows. Milking facilities will open at 4:00 p.m. on Tuesday, August 21 and will close on Monday afternoon, September 3. HERDSMANSHIP AWARD 1st Place $100; 2nd Place $60; 3rd Place $40 The Nebraska State Fair Board will offer awards to the top three (3) exhibitors in the Open Class Dairy Cattle Show demonstrating clean, neat, attractive animals; proper storage of feed and tack; clean alleyways; and proper manure disposal. Creativity of display will also be considered. See Open Class Herdsmanship Rules for complete details. PREMIER EXHIBITOR AWARD This award to be made to the exhibitor winning the most points not to exceed six (6) animals owned and exhibited by exhibitor in the open single classes, not including the best udder cow class (no limit on numbers exhibited, but award automatically figured on top six (6) animals winning the most points). For animals that are jointly owned, the Premier Exhibitor points will go to the exhibitor that entered the animal on the entry form. PREMIER BREEDER AWARD This award to be made to the breeder not to exceed six (6) animals winning the most points in the open single classes, not including the best udder cow class and including animals bred by him/her but exhibited by others (no limit on number exhibited, but award automatically figured on top six (6) animals winning the most points). In selection of Premier Exhibitor and Premier Breeder awards, the point system is as follows: Placings: Senior Females Junior Females
4 An exhibitor is defined as follows: Where a herd is registered in the names of different members of a family residing on one farm and where the herd is one unit, all entries may be considered as a single exhibitor for Premier Exhibitor. THE PUREBRED DAIRY CATTLE ASSOCIATION SHOW RING CODE OF ETHICS The showing of registered dairy cattle is an important part of the promotion, merchandising, and breeding program of many breeders. Additionally, it is an important part of the program of the various dairy breed associations to stimulate and sustain interest in breeding registered dairy cattle. This relates to both spectators and exhibitors. In this connection, the Purebred Dairy Cattle Association believes that it is in the best interests of the breeders of registered dairy cattle to maintain a reputation of integrity and to present a wholesome and progressive image of their cattle in the show ring. It recognizes that there are certain practices in the proper care and management of dairy cattle which are necessary in the course of moving dairy cattle to and between shows that are advisable to keep them in a sound, healthy condition so that they might be presented in the show ring in a natural, normal appearance and condition. Conversely, it recognizes certain practices in the cataloging, handling, and presentation of cattle in the show ring, which are unacceptable. The following practices or procedures are considered unacceptable and defined as being fraudulent and/or unethical in the showing of registered dairy cattle: 1. Misrepresenting the age and/or milk status of the animal for the class in which it is shown. 2. Treating the animal, particularly the udder, internally or externally with an irritant or counter-irritant, or other substance, to artificially improve the conformation. 3. Surgery or insertion of foreign material under the skin, performed to change the natural contour or appearance of the animal s body, though not to preclude practices required or involved in normal management. 4. Criticizing or interfering with the judge, show management, or other exhibitors while in the show ring, or other conduct detrimental to the breed or the show. The following is considered a serious violation and defined as an unethical practice that detracts from the show ring: setting teats or manipulating a teat to alter its normal position such as to unnaturally hold it plump or to alter in length is unacceptable. The following practices and procedures are considered to detract from the image of the show ring when carried to excess and will be given slight to serious discrimination in placing animals within class: 1. Excessive manipulation of hair; 2. Use of artificial hair except for false switches; 3. Un-sportsmanlike conduct on the part of showmen; 4. Improper fitting practices such as over-filling and over-bagging. Practices which should be encouraged to enhance the image of the show: 1. Establish uniform dress code for exhibitors in the show ring; 2. Recognize good herdsmanship and exhibits in the barn. In keeping with the basic philosophy of the PDCA, ethics are an individual responsibility of the owner of each animal shown. Violations of these policies are subject to the disciplinary provisions of the appropriate dairy breed association and/or show management.
