Athletes may register for more than one event. Eight teams with a maximum of 9 (nine) athletes each (including one reserve) may participate in the team competition. Twelve teams with a maximum of 24 athletes (no reserves will be allowed) may participate in the duet competition. As Host Country, Peru automatically will qualify one team in each event. Athlete Eligibility Only NOCs recognized by Panam Sports whose national swimming federations are affiliated with the International Swimming Federation (FINA) and the UANA Technical Artistic Swimming Committee may enter athletes in the Lima 2019 Pan American Games. Athletes must comply with Panam Sports regulations and FINA rules. All athletes must be at least 14 years old on December 31 st, Athletes must possess the nationality of their NOCs when they registered. Nationality is determined according to Panam Sports Regulations, Section IV, Item 3. Athletes must have signed and submitted the Athlete Eligibility Condition Form.

As Host Country, if not already qualified, Peru will automatically qualify one diver or one team to compete in each of the diving competition events, for the Lima 2019 Pan American Games. Such divers will not count in the calculation of Zone 1 divers under the Qualification System below. According to the quota established by Panam Sports, the maximum number of male and female diving competitors will be 70. Each NOC may enter a maximum of eight divers comprised of men and women if entering teams in synchronized diving. NOCs not entering divers in synchronized diving will be allowed to enter a maximum of six divers. Each NOC may enter a maximum of two divers per individual event and one team per synchronized event. Athlete Eligibility Only NOCs recognized by Panam Sports whose swimming National Federations are affiliated with FINA and the UANA, may enter competitors in the Lima 2019 Pan American Games.

9 To be eligible for participation in the Lima 2019 Pan American Games, a competitor must comply with Panam Sports Regulations, FINA rules and must be entered by his or her NOC. Divers younger than the age of 14 on December 31 st, 2019, will not be permitted to compete at the Lima 2019 Pan American Games. (Eligible divers have been born in 2005 or earlier). All competitors participating in the Lima 2019 Pan American Games must have a passport from the NOC with which he/she is registered. Qualification System NOCs may only send competitors to the 2019 Pan American Games who have qualified through the system established by UANA and FINA. The objective is to have the top ranked UANA divers within FINA compete at the 2019 Pan American Games. Those divers who have achieved a ranking within FINA may earn a quota position for their federation. In addition, at each of the CONSANAT Championships (Zone 1) and Central American Games (Zone 2), divers from federations competing in such events may earn a quota position for their federations provided that the total number of divers from such Zones do not exceed 20 divers on all boards (including those who are ranked in FINA from such competing federations). Additional divers may qualify at such events but may be subject to Reallocation of Unused Quota Places outlined below. Each NOC must submit a list with the names of the proposed divers to be registered for the Lima2019 Pan Am Games to UANA no later than April 15th, The UANA TDC will review the divers to ensure that they are the top ranked UANA divers within FINA or have qualified in accordance with the following events: Athlete Quota Numbers by Zone (70 Athletes Total) Zone 1 minimum of 20 divers, each federation within Zone 1 limited to a maximum of 8 divers; in addition PER will have a maximum of 8 divers as host nation. Zone 2 minimum of 20 divers, each federation within Zone 2 limited to a maximum of 8 divers; Zone 3 maximum 8 divers Zone 4 maximum 8 divers It is important to note that the quota positions for each of Zones 1 and 2 earned through FINA rankings will have priority and any diver from that zone ranked within FINA will count towards the minimum quota numbers for such Zone at its Zone qualification event.

Athlete Eligibility For the Lima 2019 Pan American Games, NOCs will only be permitted to enter athletes who have qualified in accordance with the qualification system established by FINA and UANA described below. Athletes must have signed and submitted the Athlete Eligibility Condition Form. The minimum age required for open water swimming athletes is 14 as of December 31 st, 2019 (born in 2005 or before). 14 Each zone will be responsible for the organization of its own qualification competition. Each zone must provide the UANA President, UANA Secretary Treasurer and the Vice Chairman of the UANA Technical Open Water Swimming Committee with a complete set of results, including the date and location of the qualification competition, as well as names of the qualifying athletes. Zone I CONSANAT Those NOCs whose athletes obtain the first eight places (per gender) in the qualification competition will qualify for the LIMA 2019 Pan American Games. If Peru does not have an athlete finish in the top eight places then their lead finisher representing Peru will be awarded eighth place. This qualification competition will be under control of FINA and Confederación Sudamericana de Natación (CONSANAT). The qualification competition will take place on October 31 st, November 2 nd and 4 th, 2018, in Trujillo, Peru. Each Federation will be limited to two athletes per gender. Zone II CCCAN Those NOCs whose athletes obtain the first eight places (per gender) in the CCCAN (Central American and Caribbean Amateur Swimming Confederation) Championship will qualify for the LIMA 2019 Pan American Games. The qualification competition will take place in June 2019, with dates to be confirmed in Each Federation will be limited to two athletes per gender. Zone III USA and Zone IV CAN Canada and USA will each conduct their own internal processes and register up to two men and two women in each event. Any qualification competitions will be confirmed by UANA in Confirmation of Quota Places UANA will inform Panam Sports and the NOCs and the NFs of the number of quota places obtained, by June 20 th, NOCs must confirm to UANA the use of quota places no later than June 24 th, Reallocation of Unused Quota Places Should vacancies become available, those slots will be allocated to the respective zone and will be filled based on the results of their qualification competitions. This process will be completed by June 25 th, 2019.

18 Qualification System Qualification period: March 1 st, 2018 April 30 th, ** **The following competitions being held outside of the stated qualification date range are also specifically approved for qualification: 2017-Central American Games, Managua, Nicaragua, 2018-UANA Swimming Cup, Coral Springs, Florida. As Host Country, Peru automatically will qualify 18 male and 18 female competitors. Each National Olympic Committee (NOC) may use proven swim times attained during the qualification period of those swimmers who have met the qualifying standards established by the Union Americana de Natación (UANA) for Lima 2019 Pan American Games at a competition recognized by the Federation Internationale de Natation (FINA) from the official list of approved qualifying competitions for the 18 th FINA World Championships, Gwangju, Korea. The priority order for qualification and selection into the Pan American Games will be: 1. All athletes who have achieved a A ti e sta da d see ha t o page 5) will be invited to compete. For any NOC to enter two athletes in an individual event, both athletes from that NOC must have e ualed o ette ed the A ti e sta da d i that e e t. 2. Universality athletes will be invited to compete. The universality rule applies to those NOCs that do ot ha e athletes ith eithe a A o B ualifyi g ti e, o NOCs that ha e o athletes sele ted for the LIMA 2019 Pan American Games through the online selection process. These NOCs are entitled to have one male and/or one female athlete entered in the Pan American Games. Universality athletes will be selected separately by gender. A NOC that has ualified o e s i e ith eithe a A o B sta da d ti e a d has ee i ited to compete, that NOC through the universality system may enter another swimmer of opposite gender through the UANA OME system. 3. Relay-only athletes will be invited to compete. NOCs entering relay teams may enter a maximum of two relay-only athletes per gender, as part of their team. Relay-only athletes will be considered as part of the per-team quota of 18 men and 18 women. 4. Athletes ho ha e a hie ed a B ti e sta da d see ha t o page 5) will be invited to compete until the quota of athletes for the LIMA 2019 Pan American Games is met. If more than 26 spaces remain afte the additio of A ualifie s, B sta da d athletes will be selected by adding the next fastest B standard athlete to each event until less than 26 quota spots remain. Additional B athletes will then be added one at a time to individual events based on FINA point rankings until the quota of athletes has been achieved. If a NOC has a athlete ith B ualifyi g sta da d, ut that athlete is ot i ited to o pete, the that NOC may be permitted to enter athletes via the universality rule (step 2, above). Under the universality rule, each NOC is guaranteed an entry of one male and/or one female athlete, each of whom may enter a maximum of three individual events, without having a qualifying time for any event. Should an NOC not qualify any athletes during the selection process, it must identify which athletes are to be considered for the universality positions within the online meet entry system (OME). An NOC that enters universality athletes at the LIMA 2019 Pan American Games is not eligible to enter mixed gender relays and therefore cannot enter relay-only athletes.

19 Once a swimmer has qualified in at least one individual event and has been invited to the LIMA 2019 Pan A e i a Ga es as a A o B athlete, that athlete may enter and swim other individual events up to a maximum of five individual events, without having a qualifying time in those other events, provided that NOC has an opening in that specific event. The rule of maximum of two entries per event per NOC still applies, and these athletes cannot enter an event that already has one athlete from that NOC in that event u less oth athletes ha e A ualifyi g ti es i that e e t. These additional events must be entered during the OME process described in this document, and no additional event entries will be allowed after the entry deadline. Each NOC will be allowed a maximum of two relay-only swimmers per gender. All other relay participants must be entered in at least one individual event. Relay-only athletes are only eligible to swim in the relay(s) and will not be permitted to swim in any individual events. A relay only athlete must particpate in at least one relay. Relay-only swimmers entered into the Pan American games must swim either in the heat or final of a relay event. Should a relay-only swimmer not compete, this will lead to the disqualification of the respective team. Further, if a relay-only swimmer does not compete in the heats of a relay in which the NOC fails to qualify for the finals, the relay will be disqualified. If a relay-only swimmer could swim in multiple relays, but does not compete in any for which he/she is eligible, the final relay for which he/she was eligible will be the relay that is disqualified. If a relay-only swimmer is medically unable to compete, they may be excused from the requirement to participate in a relay. A member of the Panam Sports Medical Commission or their Designee will be present at heats and finals and will be the independent physician empowered to make decisions about relay-only athlete participation. The composition of a relay team may be changed between the heats and final of an event. An NOC that enters universality athletes at the LIMA 2019 Pan American Games is not eligible to enter mixed gender relays and therefore cannot enter relay-only athletes. UANA Online Meet Entry System Swimming entries to the LIMA 2019 Pan American Games will first be processed by UANA through its OME syste. A minimum of five mixed teams (including the host country) will be ensured in the first qualifier. 2. NUMBER OF PARTICIPANTS PER COUNTRY The maximum number of participants for a country is eight. Six recurve and two compound. 3. NUMBER OF RECURVE TEAMS There is a maximum number of recurve teams in each gender: 8. The eight teams need to qualify in either one of the two qualification tournaments. It will not be possible to complete a team with three individuals, because the maximum number of individual places a country can win is two. 4. SPOTS FOR THE HOST COUNTRY: As the host country, Peru will have one position in each of the individual categories, without needing to win them in a qualifier. In order to win a second individual spot in a recurve category and therefore have two positions in this category, Peru will need to qualify one spot in either of the two qualifiers. To be able to compete in the recurve team events at the Pan American Games, Peru will need to qualify as a team in either one of the two qualifiers under the same conditions as the rest of the WAA Member Associations. 5. The NOCs can only enter athletes in the Lima 2019 Pan American Games that have qualified according to the qualification system that has been established by the IAAF and APA. Male and female athletes that will compete in Marathon and the 50K Race Walking event must be at least 18 years old by the December 31 st, For the other events, the competitors must be at least 16 years old by the December 31 st, 2019.

34 Qualification System Each NOC will be able to enter a maximum of two (2) athletes in each individual event under the following conditions: a) That they have placed first in the following competition and Games: - South American Games ODESUR Cochabamba 2018; - Central American and Caribbean Games CACSO Barranquilla 2018; - The NACAC Senior (open) Championships Toronto, In the above case, it is not necessary that the athletes meet the minimum qualification mark; the decision to enter or not the athletes in these conditions corresponds to their respective NOC. b) The Technical Delegate and APA will establish a maximum quota of competitors per individual event, who must have met the minimum qualifying mark listed below. This qualifying mark must have been obtained between January 1 st, 2018 and midnight (Peru Time) of June 26 th, c) At the end of the deadline indicated above, in cases where the number of athletes that have qualified is lower than the established quota per event, the Technical Delegate will invite other athletes until the quota is met, based on the Pan American Area rankings from January 1 st thru June 26 th, The TD will then inform the respective NOCs of the athletes that have been invited. For the 4x100 and 4x400 Relays of both genders, national teams will automatically qualify, based on the following regulation: The teams should have finished in the top two places in the following Competitions and/or Games: - South American Games ODESUR Cochabamba 2018; - Central American and Caribbean Games CACSO Barranquilla 2018; - NACAC Senior (Open) Championships Toronto, The Technical Delegate and APA will invite national teams until the quota of 12 teams per relay is completed, based on the Pan American Area rankings from January 1 st thru June 26 th, 2019 and will inform the corresponding NOCs accordingly. Each invited NOC may enter a maximum of 2 (two) competitors to participate only in the relay(s). The other four (4) members of each relay team, to complete the six (6) members of the 4x100 and 4x400 male and female relay(s) must be registered in an individual event. The principles of universality, parity and equity will be observed. As host country of the 2019 Pan American Games, Peru will automatically qualify one (1) athlete for each event for which it does not have any athlete already qualified.

The athlete would only fulfill the mark that will be used as a base to achieve the quota established per event. For all the results and marks to be validated and accepted they must comply with the following: a) The results and marks must be achieved during competitions organized or authorized by the IAAF, its Area Associations (NACAC/Consudatle) or member federations. Therefore, results and marks achieved in university and/or school competitions must be certified by the national federation of the country where the competition was held (See below regulations for the Marathon and Race Walking Events).

36 b) The results or marks must be achieved in an official competition held under the current IAAF Rules. c) The results or marks achieved in mixed events (please refer to Rule 147 of the IAAF) will only be accepted under the following circumstances: For all field events and running events of 5,000m or more held inside the stadium, the results will be the following: Results or marks achieved in national competitions will be accepted automatically. They will be only accepted with the approval of the Area s Association and if they have been achieved in competitions held under Rule 1.1 (i) and (j) of the IAAF. Results or marks will not be accepted if they have been achieved in competitions held under Rule 1.1 (a) and (h) of the IAAF. Results achieved in competition outside the stadium (marathons and race walking events) will always be accepted, if the circuit or route has been certified by an IAAF Certified Measurer. d) No Wind Assisted results or marks will be accepted. e) Manually timed results achieved in the following events will not be accepted: 100m, 200m, 400m, 800m, 1,500m, 110m/100 m hurdles, 400m hurdles, and 4 x 100m y 4 x 400m relays. f) Field events results achieved in indoor tracks, as well as of 200m races or longer, will be accepted. g) No results in 200m races or longer achieved in oversized tracks (larger than 200m) will be accepted. h) Results and marks in Race Walking events of 20,000m and 50,000m achieved on the track will be accepted. Marathons Only marathons races that comply with the following criteria will be valid and accepted for participation: a) The route or circuit should be measured prior to the race by an international road race measurer with an A or B certification from the IAAF/AIMS. b) The measurement certification must have been established no more than five years before the race. Marathons held in competitions organized under Rule 1.1 a), b), c), f) and g of the IAAF will not be included in the list; however, the results and marks will be valid for achieving the minimum marks for participation. Race Walking Events Results and marks achieved in international race walking competitions under Rule 1.1 (a), (b), (c), (d), (l), (f), (g), or (j) of the IAAF will be valid and the minimum marks will be accepted for participation as long as the following conditions and criteria are always observed (when applicable):

37 a) The circuit or route must have measured by and international measurer of routes events with an A or B certification approved by the IAAF/AIMS. b) There should be a minimum of three international race walking judges in the competition. 41 Reallocation of Unused Quota Places In case the quota of forty-four (44) men and forty-four (44) women are not filled in the initial location, additional spots will be allocated as follows: Beginning with the 4th ranked country (three (3) or less entries), each ranked country, in rank order will be allowed to enter one (1) additional man and/or woman until the filled is full or all countries have been offered and additional player, whichever comes first. If the field is still not full, then the process will repeat itself until the field is full, with each country limited to four (4) men and four (4) women entries. An athlete may only participate in the qualification of one boat for his/her country. 2. If an athlete is member of a boat that qualifies in K4, he/she may not compete in a boat seeking to qualify in K2 or K1. 3. 72 4. If an athlete is a member of a boat that qualifies in C2, he/she may not compete in a boat seeking to qualify in C1. 5. If a country qualifies in Men K4 500m, the country is obligated to compete in Men K1 1000m, Men K2 1000m, Men K1 200m. 6. If a country qualifies in Women K4 500m, the country is obligated to compete in Women K1 500m, Women K2 500m, Women K1 200m. 7. If a country qualifies in Men C2 1000m, the country is obligated to compete in Men C1 1000m, even if qualifies no other athlete in that event. 8. If a country qualifies in Women C2 500m, the country is obligated to compete in Women C1 200m, even if it qualifies no other athlete in that event. 9. Subject to the above rules, the countries that finish in the top five or six positions [depending on the event] in Olympic events at the 2018 Pan American Qualification Regatta will qualify for the 2019 Pan American Games. 10. If the boat of a country that finishes in the top five/ six positions [depending on the event] in an Olympic event at the 2018 Pan American Qualification Regatta includes an athlete who has already qualified a boat for his country in another event, that result will be invalid and the qualifying boat will be the next highest positioned boat in that event. 11. Every country that competes at the 2018 Pan American Qualification Regatta and that does not qualify an athlete for the 2019 Pan American Games will be eligible for one wild card place, up to a maximum of 5 places. 12. Wild card places will be determined according to the highest placed finishes of non-qualifying athletes from non-qualifying countries who participate in the 2018 Pan American Qualification Regatta. 13. If any wild card places remain, they will be distributed at the discretion of President of COPAC in coordination with the COPAC based on the results of the 2018 Pan American Qualification Regatta. Reallocations of Remaining Quotas After the adjustments of participation to the number of 16 eligible athletes by each NOC to these Games, the President of COPAC in coordination with the COPAC CSPC will deliver the remaining quotas to the rest of the NOCs according to their performance. The remaining quotas, after the qualification and the composition of the teams of up to 16 athletes will be distributed in accordance with the following methodology considering the need of development that the COPAC determine. Note: Only the NOCs that participate at the 2018 Pan American Canoe Sprint Championship will receive remaining quotas. Each NOC would receive only one remaining quota. The remaining quotas will be allocated essentially to reinforce the participation in the categories Canoe; Women and Men.

The distribution will be based on the following principles: Women Canoe: C2 500m & C1 200m rotating until the quotas will be completed. Certificates of capability may be obtained between 1 April 2018 until the day prior to the deadline for nominated entries. If an NF is unable to organize a CSI, it may request permission from the FEI to send a foreign assessing delegate to assess the level of performance of the athletes and/or horses at a special competition, run in accordance with FEI protocol, consisting of one round over a 1.50-metre course. 134 Qualifying Tournaments In each of these three tournaments the country that finishes first in each event will qualify. 152 Athlete eligibility 1. A competitor may qualify an NOC for the 2019 Pan American Games only when eligible to represent that NOC under IOC rules. Nationality rules apply to all members of the crew. 2. Once a competitor has qualified an NOC in any event he or she may not thereafter qualify another NOC, irrespective of any change in their nationality as defined by the IOC, or their ability to claim multiple citizenships. 3. All competitors must be at least 15 years old in the year of the Pan American Games. NOC Qualification 1. The host country will automatically qualify one boat place in each of the ten Pan American sailing events. 2. The best-ranked NOCs in each of the relevant events at designated Qualifying Regattas will qualify one boat place per event according to the quotas presented in the table Quota per Event and the number of places per regatta in Qualification System Section. NOCs that have already qualified in a previous qualifying regatta will not be considered. 3. Fo pu poses of NOC ualifi atio i e s a d o e s e e ts - RS:X (men), RS:X (women), Laser Standard (men), Laser Radial (women) - men and women shall be scored separately in regattas where men and women race together. 4. Once a competitor has qualified an NOC in any event he or she may not thereafter qualify the NOC in another event. 5. Class Rules requiring competitors to be members of Class Associations shall apply. 6. Competitors intending to qualify an NOC in a LIMA 2019 event designated as MIXED in the table Quota per Event will be required to compete as MIXED in the Qualifying Regatta. The NOR for the regatta shall include an article confirming this requirement for eligibility for purposes of qualification. Qualifying Regattas 1. Athletes from a minimum of three countries must compete in the relevant event at a Qualifying Regatta for it to be considered valid. 2. If a designated Qualifying Regatta is cancelled or fails to meet the requirement for a valid series, the places will be divided among valid regattas for the relevant event(s) in a proportion determined by the Qualification Committee. The Qualification Committee will attempt to maintain continental balance in the selection of alternate Qualifying Regattas. 3. The Notice of Race of Qualifying Regatta shall be reviewed and approved by PASAF at least seven (7) months before the event.

153 4. The Notice of Race of a Qualifying Regatta shall specify the following: a. That for purposes of country qualification for the 2019 Pan American Games, the Qualifying System and Regatta Schedule, Sailing Pan American Games, Lima, Peru shall apply. b. That all events designated as qualifiers for the Pan American Games shall follow the formats specified for those events in the table Quota per Event of this document. c. That competitors intending to qualify a country in a LIMA 2019 event designated as MIXED in the table Quota per Event will be required to compete as MIXED in the Qualifying Regatta. d. That a competitor may qualify a country for the 2019 Pan American Games only when eligible to represent that country under IOC rules, and that the IOC Nationality rules shall apply to all members of the crew. e. That Class Rules requiring competitors to be members of the relevant Class Associations shall apply. 5. The Principal Race Officer (PRO) for a Qualifying Regatta shall be certified as a World Sailing International Race Officer (IRO). Requests for replacement of the international Race Officer with a nationally certified Race Officer must be submitted for approval by PASAF at least 30 days prior to the start of the regatta. 6. The Protest Committee for a Qualifying Regatta shall be constituted as an International Jury in accordance with Appendix N of the Racing Rules of Sailing. The Notice of Race and the Sailing Instructions shall specify that the right of appeal is denied, as per RRS The Qualifying Regattas for each event of the 2019 Pan American Games and the number of boat places allocated to each regatta are listed in Qualification System Section of this document. 8. 160 Qualification System Panam Sports approved 256 quota places for Lima Quotas will be awarded at the South American Games in Cochabamba, the Central American and Caribbean Games in Barranquilla, and the Americas Shooting Championship in Guadalajara. These events will be held in Quotas will be awarded according to the competitions program and in sequence. An athlete may earn only one quota. If the athlete repeats in another event in a position with quota, this participation quota will pass to the next eligible shooter in that event. Athletes that are awarded a quota can participate in other events, as long as their National Federation doesn t exceed the limit of 2 (two) athletes per country. No quota places will be awarded for Mixed Couples events in Air Rifle, Air Pistol and Trap. The Federations must use their individual qualified athletes for Mixed Couples events. Quotas should be used on the events for which they were awarded or change it for another event of the same discipline. However, quotas may not be transferred to another discipline such as pistol to rifle. (For example, a federation may reassign a men s skeet quota to women s trap). This protects the discipline s integrity and recognizes that countries may have separate rifle / pistol/ and shotgun federations. The host country of the Pan American Games is eligible to earn competition quota in addition to the six (6) designated host country quotas (two per discipline) with the maximum of two athletes per event. Unused quotas awarded must be returned to the CAT President to be redistributed as soon as possible but not later than 90 days before the Opening Ceremony of the Games.
