2 WBPF 2 ND WORLD MEN S BODYBUILDING CHAMPIONSHIPS VARANASI CITY, INDIA OCTOBER 27 NOVEMBER 1, 2010 Varanasi Varanasi City or Benaras is India's cultural capital, which has been the major pilgrimage destination for Hindus since ages. It is world's oldest living city and its origins are still not well known. Devotees strongly believe that Ganges River in Varanasi City has the ability to take away the wrongdoings of humankind. Attractions of Varanasi City The city of Varanasi is visited by thousands of visitors every year because of its excellent offerings in the form of Hinduism, spiritualism, mysticism and Indian philosophy. This holy place is filled with numerous Ashrams, Ghats, temples, Stupas and sects. Apart from Hindu Temples, there are numerous Jain temples and Buddhist Stupas also. The river fronts are the major attractions of Varanasi City where innumerous rituals and religious activities take place. Varanasi City is a place of unlimited attractions. Sarnath features and archaeological museum where you will find the Ashoka pillar, which is the National emblem of India. Apart from that, there are quite a few remains of the past, found in the museum. Varanasi is a place of many temples and some of the attractive temples in the city are Durga temple, Sankat Mochan temple, Vishwanath temple, Bharat Mata temple, Tulsi Manas temple and the temples at Sarnath. The Alamgir Mosque is another popular attraction in the city where the combination of Muhgal and Hindu architectural styles are simply fascinating. Apart from that, there are other prominent attractions such as Bharat Kala Bhavan and Benaras Hindu University (BHU). Varanasi is famous for silk weaving and it is famous for silk sarees. Banarasi silk sareess are the most important part of almost every Indian wedding occasion. There are many shopping zones in the city from where these exclusive sarees can be collected such as Chowk, Vishwanath Gali, Gyan Vapi, Lahurabir, Godoulia, Dashswamedh Gali, Golghar and Thatheri Bazar. Apart from sarees Mirzapur carpets, musical instruments, mangoes and especially sweet betel leaves are very popular attractions in Varanasi City. Mark Twain once said, "Older than history, older than legend, looks twice as old as all of them put together".

ACCOMODATIONS. The Organizing Committee will provide free-of-charge accommodations and three (3) meals per day for all Official Participants (Athletes and Delegates) from the National Federations who are members of the WBPF as follows: Three (3) or more competitors: two (2) delegates One (1) or two (2) competitors: one (1) delegate If a country does not send an athlete, they may send one delegate to represent in the Congress (Host country will be responsible for all his/her Expenses for accommodation and meals). All National Team Official Participants (Athletes and Delegates) must check-in before the start of the Weigh-in and Registration by Friday, October 29, pm. Any Official Participant not checked-in by this deadline will be classified as an Extra Delegate and will be responsible for all of his/her expenses. IMPORTANT NOTICE: Any judges, coaches or trainers who are not Official Participants (Athletes or Delegates) will be responsible for all of their own expenses. If your National Federation wishes to bring a judge, coach or trainer, it is recommended that your National Federation select this individual to be an Official Delegate for your National Federation; otherwise, this individual will be responsible for all of his/her own expenses. This ruling also applies to family members. NO EXCEPTIONS WILL BE MADE UNDER ANY CIRCUMSTANCES.

SPECIAL PACKAGES RATES FOR EXTRA DELEGATES, SUPPORTERS, MEDIA AND OTHERS The Organizing Committee has established a Full Special Package Rate, which includes (5) night accommodations with three (3) meals per day (breakfast, lunch and dinner), VIP seats to the pre-judging and finals, tickets to the Farewell Banquet, and onsite transportation at a cost of US$650 per person in a double-bedded (US$1300 x 2 people in a room) or US$ For a single-bedded standard room. (Note: As the season for tourism begins from the month of October to December, all hotels are fully occupied, therefore, the Organizer managed to arrange this 5-Star hotel for all Extra-Delegates, Supporters and Media. Priority will be given on a first-come, first serve basis).

6 HOTEL SECURITY DEPOSIT A hotel security deposit of US$100 per person is required upon check-in for incidental and personal expenses that may arise (telephone, mini-bar, laundry, room services, etc.). The unused portion of this deposit will be refunded at check-out in the same currency as remitted. In order to facilitate matters, the Chief Delegate or Team Manager will be asked to provide a Credit Card or Cash to cover the deposit for the entire team. This individual will be fully responsible for all expenses incurred by any members of his or her team. IMPORTANT NOTICE: Please advise your team before departure not to incur additional expenses. AIRPORT The arrival airport is the Varanasi Airport. The Organizing Committee will pick you up at the Varanasi Airport on arrival and transport you to the Official Hotel. It is very important that every National Federation provide to the Organizing Committee with the complete arrival and departure details of its team, including the number of people in its delegation. EARLY ARRIVALS/LATE DEPARTURES Any National Federation, including any of its individual team members, arriving before the Official arrival date of October 27, 2010 and/or staying on after the Official Departure date of November 1, 2010 will be responsible for all of their own expenses, including arranging their own transportation. Hotel charges may vary from time to time due to the heavy flocking of tourists during the months of October till December. You may seek the assistance from the Organizing Committee for early arrival and late departures. YOU MUST NOTIFY the Organizing Committee of any early arrivals and/or late departures no later than 10th September, FLIGHT RECONFIRMATION To reconfirm your flight to and from Varanasi, please contact the Secretariat of the Organizing Committee within 24 hours before and after your arrival. BODYWEIGHT CATEGORIES There will be ten (10) body weight categories to be contested for: CATEGORY BODYWEIGHT 1. Light-Flyweight - Up to & incl. 55 kg. (121 lbs) 2. Flyweight - Up to & incl. 60 kg. (143 lbs) 3. Bantamweight - Up to & incl. 65 kg. (154 lbs) 4. Lightweight - Up to & incl. 70 kg. ( 154 lbs) 5. Welterweight - Up to & incl. 75 kg. ( 165 lbs) 6. Light-Middleweight - Up to & incl. 80 kg. ( 176 lbs) 7. Middleweight - Up to & incl. 85 kg. (187 lbs) 8. Light-Heavyweight - Up to & incl. 90 kg. (198 lbs) 9. Heavyweight - Up to & incl. 100 kg. (220 lbs) 10. Super-Heavyweight - Over 100 kg (220 lbs)

7 Each country will be permitted to enter a team of up to a maximum of ten (10) competitors with no more than two (2) in the same category. Only the host country will be permitted to field a B team, they may compete for placing and awards; however, their placing will not be included in the TEAM CHAMPIONSHIP AWARD. WEIGH-IN AND REGISTRATION Weigh-in and Registration will take place at the Clarks Hotel of the Amrapali Hall, Ground Floor at 1600 hrs. on 29 October It is the responsibility of the Chief Delegate or Team Manager to make sure that all athletes are on time for the Weigh-in and Registration. If an athlete is late for the Weigh-in and Registration, that athlete will be disqualified and will have to pay all of his own expenses. VERY IMPORTANT: EACH ATHLETE MUST BRING HIS PASSPORT AND POSING MUSIC TO THE WEIGH-IN AND REGISTRATION, FAILING WHICH THE ATHLETE WILL NOT BE PROCESSED. REGISTRATION FEE: Each official participant (Athletes and Delegates, including delegates without competitors), must pay the Registration Fee of US$ per person to the Organizing country. This fee is payable upon arrival to the Organizing Committee before checking into your room. THE REGISTRATION FEE IS COMPLETELY SEPARATE FROM THE HOTEL SECURITY DEPOSIT. SECRETARIAT The Organizing Committee will maintain a Secretariat at the ground floor of the hotel from 7 a.m. to 10 p.m. from 24 th October 1 st November You may obtain information and assistance from the Secretariat. BACKSTAGE ACCESS/DRESSING ROOM ACCESS Access to the backstage and/or dressing room areas shall be strictly limited to essential personnel only. Coaches and trainers who assist athletes in the dressing room area must be of the same sex as the athlete they are assisting. CAMERA/VIDEOTAPE EQUIPMENT Camera and/or videotape equipment shall be strictly prohibited in the backstage and/or dressing room areas except when used by the WBPF-authorized media persons and, in any event, these devices shall be strictly prohibited in the dressing room area. PARADE OF NATIONS National dress code or track suits to be worn by Delegates and/or officials taking part in the Parade of Nations. Only one (1) delegate and one (1) competitor per country must take part in the Parade of the Nations. NATIONAL ANTHEM/NATIONAL FLAG All National Federation MUST bring with them to Varanasi the music of their respective National Anthems (shortened version only) on a compact disc (CD). This must be on a separate CD from those which contain the posing music of the athletes. All National Federation MUST bring with them their respective National Flags. The Flags must be manufactured of dense silk and measure no more than 2.5 meters x 1.5 meters.

8 POSING MUSIC Posing music must be on an audio CD only. The posing music must also be at the start of the CD. Each competitor must affix his name and country on the CD for easy identification. VERY IMPORTANT: The use of profane, vulgar and/or offensive language is strictly prohibited in the posing music. JUDGES In order to assist the WBPF Judges Committee in their selection of judges for this Championship, please forward your nomination for Judges from your National Federation as soon as possible but no later than September 30, Judges must possess an International/Continental recognized judge s card and must produce to the Judges Committee at Varanasi. Judges nominated in advance will receive priority consideration. Please send them to Mr. Branden and c.c. to the WBPF Secretariat in Singapore for record purpose. MR. It will be distributed at the Judges/Team Managers Meetings as follows: Five (5) or more competitors two Pass will be issued and less than five (5) competitors, one Entrance Pass will be given. DOPING CONTROLS Doping controls will be conducted by the WBPF Medical Committee using a WADA accredited laboratory in Asia. All competitors at the Weigh-in and Registration will be required to sign a Doping Control Consent and Waiver of Liability form. VISAS A valid passport is required for entry into the Republic of India. Please consult the Indian Embassy or your Travelling agents in your country to determine if you need a visa. TIME DIFFERENCE GMT hours CURRENCY The official currency is Indian Rupee. One US Dollars is approximately equal to Rs45.

9 CREDIT CARDS International credit cards such as Visa, MasterCard, American Express are widely accepted at most major hotels, department stores and restaurants. CLIMATE Maximum temperature is 30*C and Minimum temperature is 18*C ELECTRICAL CURRENT voltage LANGUAGE Hindi is the national language but English is widely spoken. TRAINING FACILITY A temporary gym equipped with all the heavy duty equipments will be installed at the Clarks hotel venue. MEDIA ACCREDITATION All media accreditation, except local media, shall be controlled by the WBPF. All persons wishing to obtain media accreditation for this event must register with the WBPF by completing and signing an WBPF Media Accreditation Form. The form must be submitted to the WBPF by at wbpsfpaul@yahoo.com no later than 30 th September ATHLETES WITHOUT DELEGATES All Athletes competing at WBPF World Championships must be members in good standing of their National Federations. Any Athlete who arrives without a Delegate must carry an Official Letter of Authorization of Participation from his National Federation, failing which the Athletes will not be eligible to participate. FAILURE TO HONOUR FINAL ENTRY FORM DEADLINE Deadlines are set to assist the Organizer with arranging accommodations, meals, onsite transportation and other Championships activities. A failure to respect these deadlines is a breach of the WBPF rules. If a National Federation fails to respect the deadline written on the Final Entry Form, each Official Participant from that federation will be required to pay all of his or her own expenses, including accommodations, meals, onsite transportation, and access to the Prejudging, Finals and Farewell Banquet. MISREPRESENTATION Misrepresentation is a serious breach of the WBPF Code of Ethics and occurs when an official of a National Federation deliberately misrepresents the number of Athletes and Delegates so as to obtain free-of-charge accommodations, meals, onsite transportation, and access to the Prejudging, Finals and Farewell Banquet, and other amenities at the expense of the Organizer. Part of this misrepresentation may be a false claim that a person is an Athlete only to have that so-called Athlete fail to officially register as a competitor at the Weigh-in or, once having officially registered, fail to compete. Any National Federation found guilty of misrepresentation will be immediately disqualified from the Championships and will be fined an amount equal to the Special Package Rate for each person involved.

10 MEDICAL WITHDRAWAL Once officially registered, no Athlete may withdraw from competition, without the prior approval of the WBPF Judges Chairman, who has the right to verify the reason for the withdrawal. Any National Federation that fails to seek the prior approval of the WBPF Judges Chairman before withdrawing an Athlete shall, for that Athlete s non-participation, is fined an amount equal to the Special Package Rate. ATTENDANCE AT THE WBPF WORLD CONGRESS All National Federations officially participating in the Championships must attend the Congress meeting, including National Federations with athletes and no delegates. In this case, the athlete must attend and represent his country at the Congress. That I agree to waive any and all claims I may now and in the future have against, and release from all liability and agree not to sue the World Bodybuilding and Physique Sports Federation (WBPF), its affiliated National Federation in the country of the Championships, Indian Bodybuilding Federation (IBBF), the Event Organizer, the WBPF and Event officials, volunteers, agents or representatives, the official hotel and official competition venue and their staff, hereinafter referred to as the Released Parties, for any personal injury, death and property damages, expenses, or loss sustained by me as a result of my participation in the Event due to any cause whatsoever, including, without limitation, negligence or breach of statutory duty on the part of the Released Parties. 3. That I agree that medical and personal injury insurance coverage while participating in this Events is solely my responsibility and that I agree to be responsible for and to pay for any all costs that may arise as a result of my requiring medical and/ or other special services and, in any event, should the Released Parties incur any cost for any such services for me personally, I agree to reimburse the Released Parties for all costss of these services as may be incurred by them for my benefit or at my request. 4. In entering into this agreement, I am not relying on any oral, written or visual representations or statements made by the Released Parties to induce me to participate in this Event. 5. I confirm that I am the full age of majority or, in the alternative; I have indicated that I am the guardian of the minor participant named, and that I have read and understand this agreement prior to signing it and agree that this agreement will be binding upon me (as a participant or guardian), my heirs, next of kin, executors, administrators and successors.
